Before, when I met you during my visits to Morocco, I did not talk much between us about what I was doing as studies and research in France nor about my work in the USA but now I do it for the present generation to give them what the others before us had no opportunity to do so given the expressive isolation and repressive environment.

In 1978, within the Institute of Economic Research and Planning, University of Grenoble – University Pierre Mendes France, I was the first Moroccan to research Latin America. Along the same line, I am also and became the First Moroccan to come for a year to the University of Berkeley in California to research Brazil, Mexico, Argentina, Chile and Peru, and all the Latin America it was the year 1981-1982

After that, in 1982, through Yves Barel, my Director of Research at the Institute of Economic Research and Planning, University of Grenoble, I was invited by Celso Furtado to go back to Paris to join him [Allah ya Rahmhoum]

According to William Glade, whom I had the privilege of meeting in Paris and asked me for a copy of this same publication and who had the courtesy to correspond with me regarding its contents and to deposit it at the Library of the University of Texas has Austin which houses one of the largest collections on Latin America. {see my narration of this passage in English at the bottom of this writing}

Dear Sister and Dear Brother, it goes without saying that Brazil has been the target of my research since 1977, and therefore the Portuguese, so how can someone who jumped the walls of the Breija, the Moon, the Club and not be a little curious about the Portuguese of Mazagao and their relationship with the Don Joao de Algarve and the Portuguese Royal Houses up to Don Pedro Primero, Don Pedro Segundo Braganca, and Deodoro Da Fonseca.

So I frolicked like a Crazy Horse from Moulay Abdellah Banou Mghar between several corridors of hundreds of research centers, libraries, museums, archives and other institutions with knowledge on Latin America, France, Portugal, Spain, Great Britain, USA, Argentina, Brazil, Chile, Peru and Mexico and of course also Morocco.

By the way, Morocco was the subject of my Diploma Thesis at the Institute of Political Studies of Grenoble, Sciences Po Grenoble: “The Economic Intervention of the Moroccan State: The Case of the Textile Industry” and that was in 1977.

I was the second Moroccan in the entire history of the University of Grenoble, now Université Pierre Mendes France, to present research on the Textile Industry in Morocco.

Dear Sister and My Dear Brother, I can only approve and say that indeed even long before the name of Mazagan or El Jadida was introduced, Fortaleza Mazagao and its neighbor Azemmour served as a transit link for goods, not only as a port but as a destination for caravans from sub-Saharan countries.

During the presence of the Portuguese, their trade with the interior of the country to the borders of the Atlas had as export port first Azemmour and Fortaleza Mazagao thereafter until their departure.

Even the name Morocco comes from the deformation of the name Marrakech as pronounced by the Portuguese of Mazagao.

The Portuguese of Fortaleza Mazagao, the Capital of Doukkala gave them the name of the Country Morocco, the Moroccan authorities of the present erased the name of our Region Doukkala from the Administrative Map of Morocco.

In the late of 1970’s, while conducting my research on Brazil I discovered the real spiritual reason why I have been attracted and directed first by Yves Barel, and later by Celso Furtado, Raymond Prats, Frederic Mauro and Jacques Chonchol and why I met and received guidance from many scholars on Brazilian affairs from France, England, USA and Brazil. With Celso Furtado and Raymond Prats guidance at the CREDAL, I conducted this research. The focus is to analyze the determinations and the results of the intervention of the Brazilian State in shaping the economic development and facilitating the transition between the Old Republic and the emergence of industrialists, Tenentes and technocrats within the spheres of the central decision-making.

Professor William Glade (see copy of his letter) has defined this work as a pioneer in its field of research on Brazil. Through correspondence, Professor William Glade stated that only 2 Scholars inaugurated such area of ​​research, Professor Steve Topik and Said El Mansour Cherkaoui.

Dr. Tony Branch gave me the privilege and the duty to teach courses at the Travis Air Force Base. This “Reconnaissance Letter” was written by Captain Larson one of my “Students-Gentleman Officers”. Beside calling my Name in the air from the Carling of their “Funny Flying Machines,” they also showed me the planes that landed in Morocco during the WWII and later on. This episode of forming Senior U.S. Air Force Pilots is one of the best of my Academic Medals of Honors.

Since my early studies at Institut des Etudes Politiques of the Grenoble University, the development, and integration of Africa were at the forefront of my studies and topics of my presentations in seminaries and essay papers. It was natural that I continue to work and increase awareness about Africa and its need to establish new kinds of relations with countries other than the past metropolitan and colonialists.

Tu sais, Dehbi et moi nous étions vraiment inséparables au vrai sens du mot, lors des stages a Rabat, on était dans la même chambre, on prenait le petit déjeuner, le déjeuner et le dîner a la même table, on sortait ensemble aussi, j’étais l’ombre et aussi le garde du corps de ton Grand Frère Ez zhar Mohamed Dehbi au Maroc comme a l’étranger, dans les terrains si quelqu’un essaye de le toucher j’étais le premier a riposter contre, c’est sérieux ce que je dis tu peux demander a Ez zhar Mohamed Dehbi et il va te le confirmer. Voila et la dans ces photos on est encore ensemble, l’harmonie dans la réalité comme dans la représentation.

Youssef etait aussi mon Grand Copain quand je rendais visite a ma Tante (juste a cote de votre maison paternel- du cote de la Miaara et de la maison du Pacha Maamoune) et a la maison de mon Grand Pere Khalifa Taleb Hmad Ait Youssi et aussi Dar Caid Guerci a Sid Dawi. Youssef etait aussi un tres bon joueur de Foot que l’on rencontrait plus tard comme adolescent avec les equipes de foot de la plage et de la Dar Chabiba et cela au terrain municipal

Dehbi ne me cachait rien et moi non plus. De la même manière, en Allemagne on était dans la même chambre, en Roumanie, en Tunisie et au Maroc et il ne faut pas oublier que c’est lui qui m’emmena au Hand en premier comme gardien de but et me conseilla et m’entraîna comme Arrière Gauche et Ailier Gauche pour les pénétrations a l’aile.

Dans mes débuts sportifs en Basket, en Foot et en Volley et par la suite en Hand, Si Ahmed Bouafi était celui qui me parraina dans ce sport et aussi servit comme mon exemple et par la suite mon Mentor. Ceci avant même de se marier avec ma Sœur Lalla Khadija Cherkaoui

★ ★ ★ Quelques mois après le décrochage de mon bac et un passage par la Faculté de Rabat et de Casablanca, Badreddine Hachad un ami et un frère durant notre premiere sélection en Equipe Nationale Marocaine de Basketball qui revenait de France après un passage a Montpellier m’approcha et me proposa de m’envoyer a sa place a l’Equipe de l’Montpellier Métropole Asptt Basketball, je ne pouvais demander mieux d’un grand frère comme geste et comme invitation a ouvrir des horizons, voila comment je mis les voiles vers le Sud de la France dans la maison de Mr. Léon Cazale dont le nom est actuellement porte par le Complexe Sportif de l’Montpellier Métropole Asptt ou j’ai joint Michel Sicard comme distributeur et Bianqui qui me céda la position de Pivot Titulaire de l’Equipe de Basketball. Je suis devenu par la suite l’entraîneur des Cadets de la même équipe.

A l’Université de Droit et de Sciences Economiques, on me donna le poste d’Entraîneur, de Capitaine et de Joueur au sein de l’Equipe de Handball de l’Académie du Languedoc-Roussillon. Une autre palme s’ajouta a mes trophées mon Espace Athlétique de Said El Mansour Cherkaoui

Revenons a nos moutons de la Salle des Sports et de Mazagan

★ ★ ★ Lors de mes entraînements dans cette salle pour le Volley, Hand et Basket, Paul Orotz avait fait venir le Diffa Hassani Jadidi – Football [DHJ] pour les entraîner durant la nuit et de stimuler leur resistance physique, il remarqua que je pratiquais tous ces sports de la main en plus de m’avoir vu jouer au terrain municipal avec le Rachad Club d’El Jadida [Football] et cela comme Arrière Central.

La fameuse phrase de Paul Orotz fut en parlant de moi a Si Toufik Brahim, le Président du DHJ: “Si ce joueur est si bon avec ses mains, il ne peut qu’être meilleur avec ses pieds.”

En fait le foot et la natation, c’est les premieres disciplines et activités sportives que nous apprenons a faire des l’enfance, la raison est simple, les enfants des quartiers de Derb Berkaoui et Sfa se trouve en face de la plage et juste a cote c’est cette fameuse Salle des Sports.

Voila comme j’ai rejoint le DHJ et les Equipes Nationales Marocaines (Basket et Hand), et les Equipes de Basketball de Montpellier, l’Equipe Universitaire de Handball de Montpellier et l’Equipe Munster 08 de la Première Division du Championnat d’Allemagne de Hand Ball – Bundesliga

Cette Salle des Sports est un Temple de Star Brillantes Athlétiques et une Cité de Merveilles Sportives en sport d’équipe comme en sport individuel. On devrait la transformer en un Hall of Fame, un musée de ces sports avec tous les noms de ceux qui fréquenté comme joueurs et athletes et cela depuis l’inauguration de cette salle de sports.

En même temps, rendre cette salle des sports, un lieu pour donner des cours de formation sur la gestion du sport et sur la gestion des ressources humaines et financières pour le sport.

Cette salle des sports peut aussi abriter des conférences sur le sport et des activités culturelles périodiques telles que des expositions d’oeuvre d’art sur le sport ou des stages pour la formation d’entraîneurs par exemple et même un lieu de projection de films sur le sport.

Il n’ y avait pas ces barreaux et accès direct aux guichets qui se trouvent a gauche de l’entrée, juste derrière ce gars assis.

La porte a cote de lui, c’est l’accès du bureau du Gardien ou tout le materiel et les ballons étaient gardes et ce bureau avait une porte donnant directement sur le terrain et a cote de la salle de judo, la salle de haltérophilie

L’entree et la remise du ticket se faisait par la petite porte, pour les grandes festivités et pour la sortie de tout le monde, ils ouvraient la grande porte donnant sur la petite colline derriere l’ancien Cinema Marhaba. Cette grande porte elle donnait sur un comptoir qui servait de bar servant des rafraîchissements pour le public pour les matchs et de bar pour les soirees dansantes durant l’été.

Au dessus de ce bar, se trouvait la Salle Carpozen, une salle d’entrainement de l’escrime que j’ai eu la chance de pratiquer pour plus que 5 ans, avec le Maître d’Armes Said Cherkaoui, eh oui le meme nom, alors que Carpozen nous rendait visite encore.

Les Resquilleurs, montaient de derriere lorsque les copains leur ouvraient les fenêtres des petits balcons de derriere ou bien par les fenêtres des toilettes, ou des vestiaires du sous-sol, les deux donnaient sur le Mini-Golfe de l’époque, devenu par la suite en premier le Syndicat du Tourisme et après l’actuelle Baladiya/

Since my early studies at Institut des Etudes Politiques of the Grenoble University, the development, and integration of Africa were at the forefront of my studies and topics of my presentations in seminaries and essay papers. It was natural that I continue to work and increase awareness about Africa and its need to establish new kinds of relations with countries other than the past metropolitan and colonialists. I extended the invitation to Dr. Boubacar N’diaye for his presence among us at this International Conference on Africa.  He was delighted about my presentation and we also sat together and had lunch at the same table.  Wonderful Man with full love for Africa and Africans and who initiated a series of important financial and operational measures: the African Businessmen Round Table, the creation of the African Bank for import-export (Afreximbank), and the setting up of special easy financing for the African private sector (investors and entrepreneurs) without the guarantee of their governments

Here below among other pictures, there is a photo taken in the company with the Regretted Dr. Babacar Ndiaye, former CEO of the African Development Bank Group who holds firmly my hand and is standing at my left side.

I initiated and developed a work plan on the organization of The International Conference on Africa took place in 2001. The first time in the history of the Bay Area of San Francisco and North California to have a conference of such magnitude and subject. that I submitted to Fazale Sharif the Director of the EBCITD which I was the initiator and for which I and participated directly in its organization. I contacted and invited Dr. Babacar Ndiaye and in the following photo, event/photo took place is during an International Conference on Africa I had organized in Oakland, California and of which Dr. Babacar Ndiaye, Rahimahu Allah was our Guest of Honor.

For many among us, time flies through horizons without leaving traces on recognition and gratitude on what we have achieved for the good for others especially in my case not be born in the United States but I remain up to now the maker of differences between cultures and the guardian of the memories I cherish and remember through my meetings and interactions with the real treasuries of the Humanity. USA-MOROCCO – 2004-2024 – Said El Mansour Cherkaoui

This presentation only mentions the activities and actions undertaken since 2004. Before this date, Said El Mansour Cherkaoui since 1987 was directly involved in the promotion of the Kingdom of Morocco in California. The channels that carried such messages were among other means and ways, the courses he taught at Golden Gate University, Holy Names University, and the Dominican University of California, through conferences at the University of Berkeley and Standford, the Berkeley City College, the San Francisco City College, the California Logistics Task-Force and Workforce Development Program. Dr. Cherkaoui has also provided training sessions and conducted corporate presentations on North Sahara and Sub-Saharan Africa that emphasized the Business and Investment Environment in Morocco.

The corresponding activities were delivered to representative professional organizations and companies such as the World Trade Centers of San Francisco and Oakland, Chevron, Bechtel, Sprint, the U.S. Department of Commerce, the Port of Oakland, the Chambers of Commerce of Oakland, San Francisco, and San Jose. the Alameda County Hispanic Chamber of Commerce, and the Center for International Trade Development,

Dr. Cherkaoui’s efforts with the East Bay Center for International Trade Development strengthened California’s trade and business relations with countries and regions such as Morocco, the Middle East (Egypt, Saudi Arabia), Europe (North and Euro-Mediterranean), and Asia (China, India, and Vietnam). His successful trade missions, representation at trade shows, and assistance to companies expanding overseas left a lasting impact.

Memories and Writers of Legacies are among my favorites where I extract personages and wise minds when I am writing about the treasures of humanity identified in my cultural background like in my inviting cultural environment where I am only a Guest of Knowledge. 

A swing between dreams and memories are the nights and the days for the exploration of ideals and models to pass to the new generation as historical human milestones in the road of existence following the path traced by those who shed the light on our own lives. 

My publications concentrate also on digital and techno-logistical changes with insights on the evolution and differentiation of business, trade, and finance applicable management models and socio-strategic implementations with an evaluation of economic development theories along with an assessment of concepts and entrepreneurial planning and realizations. 

I focus on changes around the world that have an impact on the process of decision-making and what can make a difference in the daily existence of cultural communities, business organizations, institutional establishments, representative professional groups, and political entities. These are the change makers and the conduits cultivate their interests based on the vision of the renewal of values and value-added solutions.

In my writings and thought emancipation, I look at areas, domains, and subjects that carry potential and prospective changes within their movement of transfer, connection, and inner contradictions shaping their evolution within new spheres of transformation and interventions.

Maintaining the force’s presence in the balanced position of weakness is what enacts the movement of directing changes within a frame of the antagonistic relationship. Enhancing paradoxes creates elements and instruments of control and definition of new functions within and among these forces that are channeled toward dependency and reliance on external factors for their equilibrium.

This process is taking place within a frame of regional military conflict in parallel to financial and economic sanctions that are kept in a balance of weakness. This equilibrium is controlled by external forces that have their forces maintained in a balanced position of weakness.  A cascade of control is spreading within various spheres of decision. Interactions are applied to economic sectors and financial instruments.

Minister Mohcine Jazouli led today the “Morocco Now” conference in Dallas, titled “Friendshoring to Strengthen Value Chains with Africa: Morocco Example.”
This conference is integrated into the program of the hashtag#USAfricaBizSummit, providing a privileged platform to discuss the opportunities that Morocco offers as a strategic hub for investment in Africa.
This Invest In Morocco session aims to strengthen the“Morocco Now” brand while enhancing economic ties between Morocco and the United States. It is also in line with the Moroccan Momentum paving the way for new strategic collaborations with American investors.

Tout le plaisir est pour ma definition des rapport humains et de la joie comme mon prénom l’indique de vous offrir un tel raccourci autour du Monde des Affaires et des Cultures Humaines Régionales, qui n’est en fait que le bout de l’Atlas – The Peak of the Atlas Mountain – the Place of the Birth of my Own Ancestors. The best is still to come.

Ainsi, mes rôles et fonctions d’office étaient plus et s’englobaient davantage de la seule et simple profession honorable d’un acteur ou de metteur en scène mais embrassent des allures réalistes et surréalistes de portée globale tout en s’identifiant dans le panorama des étendues d’affaires territoriales de la Californie et des Etats Unis d’Amérique – Designed in California and Made in USA and presented by Said Cherkaoui Ph.D..

Alors que la scène et la trame internationales sur laquelle je continues jusqu’à ce jour mes mises en scéne et performances demeurent directes, spontanées, dérivées et conduites par mon profond désir d’étaler des fondations de rapprochement et des ponts de communications entre les contrées lointaines, les entités voisines et les organisations distantes ainsi que les individus de divers horizons similaires et non identiques.

I contributed lot to the San Francisco World Trade Center and the San Francisco Chamber of Commerce et cela pour des decennies tant a San Francisco qu’a Oakland en Californie, avec mon travail et mes réalisations sur le plan international durant la période ou j’ai été dans le CITD et que depuis lors je continues a voguer par dela les horizons du Pacifique et autres rivages en ce temps proche dans la conjugaison et distant dans l’expression.

Pour conclure en beauté et joindre l’utile a l’agréable, je vais ajouter plus de sel ou d’épices à mes recettes internationales mijotées en Anglais mais façonnées a la Jacques (sans aucun) Pépin et Paul Bocuse (pas du Vaucluse) et oû vous pouvez aussi goûter la saveur du Sénégal (Rahma wa Ghofrane} comme des autres régions du reste de l’Afrique et cela selon votre choix en premier a travers et dans le contenu de ce lien qui pourra aussi vous donner plus d’appétit pour la lecture de mes autres publications adjacentes, correspondantes et complémentaires dans la mise en scène d’une mémoire constructive et d’un présent rénovateur pour des solutions intelligentes adaptables aux défis et courantes, aux exigences prospectives et aux risques potentiels, tel est le destin de mon labeur et de mon apport dans cette destinée commune d’existence.

All the pleasure is for my definition of human relationships and joy as my first name indicates to offer you such a shortcut around the World of Business and Regional Human Cultures, which is only the end of the Atlas – The Peak of the Atlas Mountain – the Place of the Birth of my Own Ancestors. The best is still to come.

My writing below is a “personalized” professional testimony conveying a multiplier dedication to adapting to the variety of operational references and responding to the diversity of opportunities and the human environment in which the local business conditions and regional and national practices of the predominant relational culture.

Thus, my roles and office functions were more and encompassed more of the single and simple honorable profession of an actor or director but embraced realistic and surrealistic aspects of global scope while identifying in the panorama of the territorial affairs of California and the United States of America – Designed in California and Made in the USA and presented by Said Cherkaoui Ph.D..

While the international scene and framework on which I continue to this day my stagings and performances remain direct, spontaneous, derived, and driven by my deep desire to lay foundations of rapprochement and bridges of communications between countries distant entities, neighboring entities, and distant organizations as well as individuals from various similar and non-identical backgrounds.

I contributed a lot to the San Francisco World Trade Center and the San Francisco Chamber of Commerce for decades both in San Francisco and in Oakland, California, with my work and my achievements on the international level during the period in which I been in the CITD and since then I continue to sail beyond the horizons of the Pacific and other shores in this time close in conjugation and distant in expression.

Since my early studies at Institut des Etudes Politiques of the Grenoble University, the development, and integration of Africa were at the forefront of my studies and topics of my presentations in seminaries and essay papers. It was natural that I continue to work and increase awareness about Africa and its need to establish new kinds of relations with countries other than the past metropolitan and colonialists.

I extended the invitation to Dr. Boubacar N’diaye for his presence among us at this International Conference on Africa.  He was delighted about my presentation and we also sat together and had lunch at the same table.  Wonderful Man with full love for Africa and Africans and who initiated a series of important financial and operational measures: the African Businessmen Round Table, the creation of the African Bank for import-export (Afreximbank), and the setting up of special easy financing for the African private sector (investors and entrepreneurs) without the guarantee of their governments.

Here below among other pictures, there is a photo taken in the company with the Regretted Dr. Babacar Ndiaye, former CEO of the African Development Bank Group who holds firmly my hand and is standing at my left side.


On my right hand is Dr. Faheem Director of the Center for International Trade Development, on the other left side and holding my hand is Dr. Boubacar N’diaye, Chairman of the African Development Bank from 1985 to 1995 and honorary chairman of the same institution (Rest in Peace among the Blessed ones, Ameen)

I initiated and developed a work plan for the organization of The International Conference on Africa took place in 2001. The first time in the history of the Bay Area of San Francisco and North California to have a conference of such magnitude and subject. that I submitted to Fazale Sharif the Director of the EBCITD which I was the initiator and for which I participated directly in its organization. In line with His Majesty King Mohammed VI’s call for deeper and stronger engagement with Moroccans living abroad, Minister Mohcine Jazouli, Hosted a significant gathering in Silicon Valley, Southern San Francisco. An international roadshow to promote Moroccan as a destination for investments which were in Dallas, Austin, and San Francisco and shall continue to Seattle,

His Excellency Jazouli led a high-level delegation to this Summit initiated by the Corporate Council on Africa (CCA) under the theme “USA-Africa: a Partnership for Sustainable Success”.


The Kingdom has taken a big step forward towards further development thanks to a far-sighted and proactive royal vision, adding that the focus is now on sectors with high added value such as clean energy, green hydrogen, and electric mobility.

During this meeting, the Minister-Delegate in charge of Investment, Convergence, and Evaluation of Public Policies, Mr. Mohcine Jazouli, spoke of the large-scale projects launched in Morocco under the leadership of His Majesty the King mainly in the fields of development, infrastructure, and investments. Investment and Attraction of Moroccan Contribution to the Economic Development of Morocco Remain the Centerpiece, the Keystone, and the Cornerstone of the Moroccan Ministerial and Leaders Delegation Visit to California and the United States and their Interactions with Other Local and Regional Businesses

Mr. Jazouli emphasized the diaspora importance in promoting the Brand “Made in Morocco” and the Business Climate and Environment existing in the Kingdom of Morocco that reinforces internationally its strong attractiveness as the land for investment exports and imports. In the same perspective, his Excellency the Minister invited Moroccans around the world to persevere in their contribution to the collective national development and consolidation of its national identity and integration cemented with the leadership of His Majesty the King of Morocco, Mohammed VI, and the loyalty of the Moroccan people.

Additionally, Mr. Ali Seddiki, General Director at the Moroccan Agency for Investment and Export Development, presented the means and ways how, where the meeting with members of the Moroccan community in the United States takes place following the High Royal Instructions which insist on the need to support and accompany the projects and initiatives of Moroccans around the world.

The aim is to present the business opportunities that Morocco offers, particularly in terms of investment, as well as the incentives provided by the new investment charter, he indicated, adding that AMDIE is mobilized to support the investment projects of Moroccans around the world.

The opportunities of Investing in Morocco have been successfully highlighted by His Excellency, the Minister Mr. Mohcine Jazouli and AMDIE’s Managing Director, Mr. Ali Seddiki who appealed to and advised the Moroccan residing abroad to fully contribute by their participation in the development of Moroccan National Economy as a result of a real collaboration between public and private entities. To drive economic growth in Morocco, Mr. Azziz El Khyari discussed the advantages of direct investments in Casablanca Finance City-listed companies, which benefit from a favorable regulatory framework and access to international markets.

Alongside Minister Mohcine Jazouli and Moroccan Investment and Export Development Agency – AMDIE’s Managing Director Mr Ali Seddiki, the Director of Business Development and African Cooperation at Casablanca Finance City, Mr. Aziz El Khyari’s presentation focused on Financial operations and the direct investments in companies listed in Casablanca Finance City.

Mr. El Khyari presented the partnerships, collaboration, and investment opportunities offered by the companies listed by Casablanca Finance City which confirmed the statements by His Excellency, the Minister Mr. Mohcine Jazouli who previously highlighted the collaboration between the public and private entities to drive economic growth in Morocco.

Mr. Aziz El Khyari’s intervention at the event in Silicon Valley highlighted Casablanca Finance City’s role as a multi-industry hub serving the African continent while offering a comfortable platform for Moroccan and Foreign companies to operate efficiently within the Financial and trading Moroccan Market.

Mr. El Kyari added that Casablanca Finance City aims to enhance trade, investment, and economic diversification by providing a conducive environment for financial institutions, including banks, insurance companies, and investment firms.

This meeting took place following the High Directives given in the speech of His Majesty King Mohammed VI on the occasion of the 69th anniversary of the Revolution of the King and the People, in which the Sovereign called for the establishment of a positive, solid relationship and continues with Moroccans residing abroad, which will ensure their full participation in the development of their country, the ministry said.

During this event, the Delegation of Moroccan Officials interacted and communicated with more than 150 Moroccans operating in the business arena and the digital groups, information technologies, biotechnology, entrepreneurship, and the research of sciences and academic fields. Together, they engaged in dynamic conversations and fruitful exchanges centering on Morocco’s ambitious development endeavors, with a particular focus on large-scale projects and future initiatives, especially within the realms of green energy and technology sectors.

I signed, on 9 May 2024, in San Francisco-USA, a partnership agreement with Oracle to launch an R&D center in Morocco, first of its kind in Africa.

This agreement is meant to employ more than 1000 skilled IT Moroccans who will develop cloud computing and AI solutions, among others, to accelerate the development of Oracle’s cutting-edge technologies that help solve customer challenges worldwide.

In Silicon Valley, in the southern part of San Francisco, the Ministry of Investment, Convergence and Evaluation of Public Policies and the Moroccan Agency for Investment and Export Development (AMDIE) held a meeting on Friday with members of the Moroccan community living in the United States.

This meeting took place following the High Directives given in the speech of His Majesty King Mohammed VI on the occasion of the 69th anniversary of the Revolution of the King and the People, in which the Sovereign called for the establishment of a positive, solid relationship and continues with Moroccans residing abroad, which will ensure their full participation in the development of their country, the ministry said.

During this meeting, the Minister-Delegate in charge of Investment, Convergence, and Evaluation of Public Policies, Mohcine Jazouli, spoke of the large-scale projects launched in Morocco under the leadership of His Majesty the King mainly in the fields of development, infrastructure, and investments.

The meetings in San Francisco were part of an international roadshow to promote Morocco as a destination for investments 3The roadshow included visits to Dallas, Austin, and San Francisco, and was set to continue to Seattle3These initiatives aim to showcase the important assets that Morocco has and attract new American investments 3.

Morocco Background

Morocco is recognized as a top market reformer in the Middle East and North Africa. The nation has emerged as a commercial hub as a result of its economic reforms, investment incentives, competitive costs of production, modern banking processes, strong laws to protect intellectual property, and proximity to major markets.  Morocco has a Free Trade Agreement with the United States and an Association Agreement with the European Union (EU). These agreements attract traders looking to enter Morocco, the world’s largest markets (such as the EU and the United States), and the world’s fastest-growing markets (e.g., Africa). The U.S.- – Morocco Free Trade Agreement entered into force in January 2006, eliminating duties on more than 95 percent of all goods and services, and U.S. exports have grown dramatically since then. Morocco’s in 2010-11: Table on Five Pillars

The major resources of the Moroccan economy are agriculture, phosphates, and tourism. Sales of fish and seafood are important as well. Industry and mining contribute about one-third of the annual GDP. Morocco is the world’s third-largest producer of phosphates (after the United States and China), and the price fluctuations of phosphates on the international market greatly influence Morocco’s economy. Tourism and workers’ remittances have played a critical role since independence. The production of textiles and clothing is part of a growing manufacturing sector that accounted for approximately 34% of total exports in 2002, employing 40% of the industrial workforce. The government wishes to increase textile and clothing exports from $1.27 billion in 2001 to $3.29 billion in 2010.

The services sector accounts for just over half of GDP and industry, made up of mining, construction, and manufacturing, is an additional quarter. The sectors that recorded the highest growth are the tourism, telecoms, and textile sectors. Morocco, however, still depends to an inordinate degree on agriculture. The sector accounts for only around 14% of GDP but employs 40-45% of the Moroccan population. With a semi-arid climate, it is difficult to assure good rainfall and Morocco’s GDP varies depending on the weather. Fiscal prudence has allowed for consolidation, with both the budget deficit and debt falling as a percentage of GDP.

In 2009 Morocco was ranked among the top thirty countries in the offshoring sector. Morocco opened its doors to offshoring in July 2006, as one component of the development initiative Plan Emergence, and has so far attracted roughly half of the French-speaking call centers that have gone offshore and a number of the Spanish ones. 

According to experts, multinational companies are attracted by Morocco’s geographical and cultural proximity to Europe, in addition to its time zone. In 2007 the country had about 200 call centers, including 30 of significant size, that employ a total of over 18,000 people.

The economic system of the country presents several facets. It is characterized by a large opening towards the outside world. France remains the primary trade partner (supplier and customer) of Morocco. France is also the primary creditor and foreign investor in Morocco. In the Arab world, Morocco has the second-largest non-oil GDP, behind Egypt, as of 2005.

Since the early 1980s, the Moroccan government has pursued an economic program toward accelerating real economic growth with the support of the International Monetary Fund, the World Bank, and the Paris Club of creditors. The country’s currency, the dirham, is now fully convertible for current account transactions; reforms of the financial sector have been implemented; and state enterprises are being privatized.

The high cost of imports, especially of petroleum imports, is a major problem. Another chronic problem is unreliable rainfall, which produces drought or sudden floods; in 1995, the country’s worst drought in 30 years forced Morocco to import grain and adversely affected the economy. Another drought occurred in 1997, and one in 1999–2000. Reduced incomes due to drought caused GDP to fall by 7.6% in 1995, by 2.3% in 1997, and by 1.5% in 1999. During the years between drought, and good rains bumper crops to market. Good rainfall in 2001 led to a 5% GDP growth rate. Morocco suffers both from unemployment (9.6% in 2008), and a large external debt estimated at around $20 billion, or half of GDP in 2002.

Morocco and United States Trade Relations

Morocco is located in Northwestern Africa and is slightly geographically larger than California. The capital of Morocco is Rabat, which is bordered by the Atlantic Ocean. Morocco has a population of 34.37 million people and a gross domestic product (GDP) of $100.6 billion. Due to its proximity to Europe along the strategic location as a gateway to Africa, Morocco has created strong trade relationships and promotes an open market economy. In 2015, the US had $304 million in foreign direct investment (FDI) in Morocco.

Morocco and the United States in 2016

The United States is the fourth largest importer of Moroccan goods.

In 2016, the US imported roughly $1 billion worth of goods from Morocco. The largest category of imported goods was chemicals, which made up 36.8% or $375 million of the total. Other imports from Morocco included food manufacturers, apparel manufacturing products, and transportation equipment. In the same year, the United States exported $1.86 billion worth of goods to Morocco, which was an increase from the previous year. The main exports to Morocco were transportation equipment (31.6%), agricultural products (15%), and petroleum and coal products (8.7%). Export data pulled from the International Trade Administration (ITA) shows that average US exports to Morocco have more than tripled since the US-Morocco Free Trade Agreement (FTA) went into effect just over a decade ago.

President George W. Bush signed the FTA, the first US free trade agreement with an African country, exactly twelve years ago today; and the agreement went into effect on January 1, 2006.

In the three years before the FTA (2003-2005), US exports to Morocco averaged $482 million; in the past three years (2013-2015), they increased 328 percent to $2.1 billion.

At the state level, Texas claims the spot as the top exporter to Morocco, both in 2015 and on average over the past three years, exporting $510 and $710 million worth of goods, respectively. Other top state exporters when looking at three-year averages include Louisiana, West Virginia, Washington, and California in descending order; considering only 2015, Washington, Louisiana, Virginia and California rounded out the top five following Texas.

When looking at sheer growth in exports since before the FTA, other states emerge as winners. Nevada experienced the biggest boost in exports at a nearly 13,000% increase; Idaho’s exports increased by nearly 11,000%; Montana’s by just over 10,000%; New Mexico by nearly 4,500%; and West Virginia by just under 4,000%.

Gabriel. “Choosing Morocco as the US’s first FTA beneficiary in Africa was a smart move, and I believe the US will continue benefiting from this strong relationship for years to come.

Foreign Investment and Foreign Trade in 2024

★ Morocco has ratified 72 investment treaties for the promotion and protection of investments and 62 economic agreements, including with the United States and most EU nations, that aim to eliminate the double taxation of income or gains. Morocco is the only country on the African continent with a Free Trade Agreement (FTA) with the United States, eliminating tariffs on more than 95 percent of qualifying consumer and industrial goods.

★ The Government of Morocco plans to phase out tariffs for some products through 2030. The FTA supports Morocco’s goals to develop as a regional financial and trade hub, providing opportunities for the localization of services and the finishing and re-export of goods to markets in Africa, Europe, and the Middle East.

Since the U.S.-Morocco FTA came into effect bilateral trade in goods has grown nearly five-fold. The U.S. and Moroccan governments work closely to increase trade and investment through high-level consultations, bilateral dialogue, and other forums to inform U.S. businesses of investment opportunities and strengthen business-to-business ties.

According to the United Nations Conference on Trade and Development’s (UNCTAD)  World Investment Report 2022 , Morocco attracted the ninth-most foreign direct investment (FDI) in Africa in 2021. Inbound FDI rose by 52 percent in 2021 to $2.2 billion, vice $1.7 billion in 2020 and 2019 and a 2018 peak of $3.6 billion. France, the United Arab Emirates, and Spain hold a majority of FDI stocks.

Manufacturing attracted the highest share of FDI stocks, followed by real estate, telecommunications, tourism, and energy and mines. Morocco continues to orient itself as the “gateway to Africa,” and expanded on this role with its return to the African Union in January 2017 and the launch of the African Continental Free Trade Area (CFTA), which entered into force in 2021.

In June 2019, Morocco opened an extension of the Tangier-Med commercial shipping port, making it the largest in Africa and the Mediterranean; the government is developing a third phase for the port which will increase capacity to five million twenty-foot equivalent units (TEUs). Tangier is connected to Morocco’s political capital in Rabat and commercial hub in Casablanca by Africa’s first high-speed train service – TGV. Actually, Morocco is planning a southern connection by the TGV of Casablanca, Marrakech, Agadir, and Dakhla in the Moroccan Sahara.

Morocco’s Investment and Export Development Agency (AMDIE) ★ is the national agency responsible for the development and promotion of investments and exports. Following the reform to the law governing the country’s Regional Investment Centers (CRIs) in 2019, each of the 12 regions is empowered to lead its own investment promotion efforts. The CRI websites aggregate relevant information for interested investors and include investment maps, procedures for creating a business, production costs, applicable laws and regulations, and general business climate information, among other investment services.

The Investment Charter, Law 18-95 of October 1995, is the current foundational Moroccan text governing investment and applies to both domestic and foreign investment (direct and portfolio). 

Morocco’s Foreign Direct Investment (FDI) increased by 1.2 USD bn in June 2022, compared with an increase of 416.3 USD mn in the previous quarter. Morocco Foreign Direct Investment: USD mn net flow data is updated quarterly, available from Mar 2014 to Jun 2022.

According to data from the country’s foreign trade watchdog, the Exchange Office (OE), Morocco welcomed MAD 6.3 billion ($578 million) in investments from the US in the first half of 2022, compared to MAD 5.6 billion ($513.7 million) from France.

For the United Nations Conference on Trade and Development’s (UNCTAD) World Investment Report 2020 , Morocco attracted the eighth most foreign direct investment (FDI) in Africa. Following a record year in 2018 where Morocco attracted $3.6 billion in FDI, inbound FDI dropped by 55 percent to $1.6 billion in 2019. Despite the global COVID-19 pandemic, FDI inflows to Morocco remained largely stable totaling $1.7 billion in 2020, according to the Moroccan Foreign Exchange Office, a slight increase of one percent from the previous year. France, the UAE, and Spain hold a majority of FDI stocks. Manufacturing has the highest share of FDI stocks, followed by real estate, trade, tourism, and transportation. Morocco continues to orient itself as the “gateway to Africa” for international investors following Morocco’s return to the African Union in January 2017 and the launch of the African Continental Free Trade Area (CFTA) in March 2018, which entered into force in 2021.

In June 2019, Morocco opened an extension of the Tangier-Med commercial shipping port, making it the largest in the Mediterranean and the largest in Africa. Tangier is connected to Morocco’s political capital in Rabat and commercial hub in Casablanca by Africa’s first high-speed train service. Morocco continues to climb in the World Bank’s Doing Business index, rising to 53rd place in 2020, rising on the list by 75 places over the last decade. Despite the significant improvements in its business environment and infrastructure, high rates of unemployment, weak intellectual property rights protections, inefficient government bureaucracy, and the slow pace of regulatory reform remain challenges.

Morocco has ratified 72 investment treaties for the promotion and protection of investments and 62 economic agreements, including with the United States and most EU nations, that aim to eliminate the double taxation of income or gains. Morocco is the only country on the African continent with a Free Trade Agreement (FTA) with the United States, eliminating tariffs on more than 95 percent of qualifying consumer and industrial goods.

The Government of Morocco plans to phase out tariffs for some products through 2030. The FTA supports Morocco’s goals to develop as a regional financial and trade hub, providing opportunities for the localization of services and the finishing and re-export of goods to markets in Africa, Europe, and the Middle East.

Since the U.S.-Morocco FTA came into effect bilateral trade in goods has grown nearly five-fold. The U.S. and Moroccan governments work closely to increase trade and investment through high-level consultations, bilateral dialogue, and other forums to inform U.S. businesses of investment opportunities and strengthen business-to-business ties.

US Aid to Morocco: Olive and Agricultural Products

In 2004, Congress created the Millennium Challenge Corp., a foreign aid agency headed by the secretary of state, to help developing countries reduce poverty. Since its inception, the agency has authorized grants totaling more than $7 billion to help 23 African and Latin American countries.

In 2007 the agency agreed to give Morocco $697.5 million over five years to improve the country’s employment rate and salaries by investing in its fruit-tree farms, small-scale fisheries, and artisan crafts, according to Millennium. Nearly half of that money – $320 million – is earmarked for the Fruit Tree Productivity Project, with 80 percent of the cash going to olives and the rest to improve date, fig, and almond production. Dates, figs, and almonds are also key California crops.
