This is a presentation of the relationship of China with Africa depicting several years of interactions that had been developed through indirect and direct investments and technical support provided to the African States by Chinese companies and engineers.
China has mastered the means and ways to offer services to African governments by becoming the model for the construction of large products that include infrastructure, urbanization, rehabilitation of regions and areas for the development of new logistical and transportation systems, and the distribution of energy, water, and other sources to supply cities and rural zones, including agriculture, building new offices and modernization of administrative and governmental offices.
In parallel to the modernization, the African States need, China has provided the financial leverage and resources for such projects. These complementary drives toward financing and realizing the projects gave China the upper hand in demonstrating its abilities to initiate, develop, and achieve the project without any interference or support from other nations. This kind of prominence has also made China to be trusted as the provider of services that will be completed in good condition with good standing. Read more here:
Angola Model and China Quest for Oil and the Shift of China From Southwest Africa to the Middle East
Concerns are growing in the US and other countries regarding economic cooperation between China and Africa including the so-called “debt trap,” in which China increases its influence by extending excessive loans to developing countries. Angola and Angola Model is frequently used as a case of such debt trap based on the extraction of natural resources or supply of energetic and strategic minerals by African nations in exchange for loans provided by China State and Financial Institutions.
Angola’s long-running financial relationship with China has been built on a simple equation: Angola would repay its growing Chinese debt with oil. This strategy became known as the Angola Model.
Since 2002, Angola has borrowed more than $45 billion from China, more than half of that going into its energy sector. More than a decade ago, Angola was China’s No. 2 source of crude oil. China receives nearly 72% of Angola’s oil exports, making it Angola’s largest oil importer.
According to a report from the Carnegie Endowment for International Peace: “In 2010, Angola was the world’s second-largest exporter of oil to China, after Saudi Arabia. But it has fallen down the list as Beijing has increasingly turned to the Arab states of the Gulf Cooperation Council, Russia, and other Asian countries.
However, the beginning of the end when between 2019 and 2023, Angola’s oil production fell 22% from 1.42 million barrels per day to 1.1 million barrels per day. The subsequent drop in business is straining Angola’s ability to keep up with its Chinese debt. As oil revenues have declined, by 2023, Angola had been bumped to number eight on this ranking of oil suppliers to China.” China receives nearly 72% of Angola’s oil exports, making it Angola’s largest oil importer. However, the recent drop in business is straining Angola’s ability to keep up with its Chinese debt. Since 2002, Angola has borrowed more than $45 billion from China, more than half of that going into its energy sector, according to Boston University.
Angola still owes Chinese lenders $17 billion. Chinese loans constitute about 40% of Angola’s total debt. Overall, debt payments consume about half of Angola’s national budget every year, placing it among African countries most vulnerable to a potential debt crisis, according to international credit rating agency S&P Global.
As oil revenues have declined, Angola has been forced to cover interest payments on its debt by tapping into a Chinese-held $1.5 billion escrow fund that was mandated as part of its loans. As China Buys Less Oil, as China has begun importing less oil from Angola and other African nations and more from Russia, the Persian Gulf, and Asia, Angola Struggles To Repay Debt.
Chinese lenders gave Angola a three-year reprieve on loan payments that ended in 2023 — just as Angola’s economy took a downturn. As oil revenues have declined, Angola has been forced to cover interest payments on its debt by tapping into a Chinese-held $1.5 billion escrow fund that was mandated as part of its loans. This year’s debt payment to Chinese leaders is estimated at $10.1 billion.
Angola recently left OPEC, the cartel of oil-producing countries, after a dispute over quotas. Angolan authorities hope that step will encourage more direct investment by China and other countries in its oil sector. In the meantime, the country’s leaders are trying to diversify their economy to reduce the impact of fluctuating oil prices.
This shift has been driven, in part, by African countries’ lack of investment in new oilfields and infrastructure. Aging equipment and shrinking oilfields make the continent’s oil producers, including Angola, less reliable as exporters, according to researchers with the Carnegie Endowment for International Peace.

In the present article, we will emphasize the reasons for the setback experienced by the restructuring and rescheduling of Zambia’s External Debt and how even with the twist of events and alliances other projects such as the Liboto Corridor Project can become a double edge sword with 2 sharp sides and even to be transformed in the Sword of Damocles put on the top of the Zambia Head.
In the case of Lobito investment, China holds the primary role, and in Central Africa and Sahel, Russia with the military power making Africa more tuned toward a nationalistic approach for its development and using colonialism and neo-colonialism as the reason for changing the rulers by new military militants instead the legation of the western countries.
The Lobito Atlantic Railway project, covering Angola, the Democratic Republic of Congo (DRC), and Zambia, is a significant infrastructure initiative. Led by the United States, the project aims to enhance logistical infrastructure in southern Africa. However, Chinese state-owned enterprises and private companies already dominate critical mineral supply chains (such as copper and cobalt) needed for electric vehicle components.
And there are countries with worrying amounts of Chinese debt. In Djibouti, China holds 77% of the national debt, while Zambia’s $6.4 billion in Chinese loans represents the lion’s share of its commitments. A spokesperson for China’s Ministry of Foreign Affairs (MOFA) told CNN via email that China has paid “high attention” to the African debt situation, and is dedicated to “sustainable development.”

China and the Middle East’s Economic Weight in the Balance of Multipolarism
The turning point for the loss of acceptance of the United States in the Arab World was the impact of October 7, 2023, which is a reminder of October 1973 and the shaking relation of the West in the Arab World. The recent decline in the United States’ standing in the Arab Middle East and China’s growing influence indeed have significant implications. A new public opinion survey reveals that Arab citizens’ views of the United States have sharply declined due to its support for Israel during the conflict in Gaza. China, surprisingly, emerges as the main beneficiary in the region.
Jun 11, 2024 — … United States, too. Because of the war in Gaza, Arab public opinion has turned sharply against Israel’s staunchest ally, the United States a …
China’s gains in the Middle East erupted from capitalizing on the Gaza War, reaping diplomatic rewards with minimal investment. China’s humanitarian aid, high-level visits, and rhetorical support for the Palestinians are paying off. China’s benefits extend beyond the Middle East to Southeast Asia. Public approval of the U.S. among Muslim-majority populations in Southeast Asia has also fallen sharply and Gaza has become the focus for now. Global perceptions of the U.S. used to be considered by U.S. political decision-makers, but today’s intense political polarization hinders such concerns.
According to the Western side of the stories on the Middle East, the longer the Gaza conflict persists, the more China’s standing grows in the Middle East and the Global South. In this complex geopolitical landscape, the balance of power is shifting, and China is strategically leveraging opportunities.

The Silk Road Economic Belt is a network of roads, railways, and pipelines that connects China to Europe, Central Asia, Russia, South Asia, and Southeast Asia. The 21st Century Maritime Silk Road is a network of sea routes that connects China to Southeast Asia, South Asia, the Middle East, Eastern Africa, the South Pacific, and Europe.

China as Pelerin – Pilgrim in the Land of the Prophets: The Middle East
RIYADH, Sept. 11 — Chinese Premier Li Qiang arrived here Tuesday for the Fourth Meeting of the High-Level Chinese-Saudi Joint Committee and an official visit to Saudi Arabia at the invitation of Saudi Crown Prince and Prime Minister Mohammed bin Salman Al Saud.
Upon arriving at Riyadh’s King Khalid International Airport, Li expressed his hope for both sides to further strengthen the alignment of their development strategies and elevate bilateral ties to a higher level.
Jon Alterman testified before the U.S.-China Economic and Security Review Commission about China’s diplomatic engagement with the Middle East and the country’s efforts to shape a new world order.
China Seeks Strategic Partnership in the Middle East
China’s growing influence in the Middle East is a significant geopolitical development. Its economic ties, energy security interests, and diplomatic engagement have deepened in recent years.
Key Aspects of China’s Middle East Policy
China is a major importer of oil and gas from the region, and its economic investments through initiatives like the Belt and Road Initiative (BRI) have expanded significantly.
The Middle East remains a crucial energy source for all Western economies and China is positioning itself in the same time, ensuring its economic growth and development.
China is a major trading partner and investor in the region, particularly in Saudi Arabia and the UAE. The Middle East is a crucial source of energy for China, and its relationship with Saudi Arabia is primarily driven by energy interests.
China seeks to position itself as a strategic partner to Middle Eastern countries, offering an alternative to the United States.
Saudi Arabia has opted not to renew its 50-year petrodollar agreement with the United States, which expired on June 9, 2024.
The move allows Saudi Arabia to sell oil in multiple currencies, including the Chinese RMB, euro, yen and yuan, potentially accelerating the global shift away from the US dollar.
Saudi Arabia’s decision to sell oil in multiple currencies, including the Chinese RMB, euro, yen and yuan, signals a sea change in the dynamics of global energy trade.
The move challenges the US dollar’s long-standing dominance in the oil market, reflecting Saudi Arabia’s growing economic ties with China and Russia.

China has sought to maintain neutral relationships with all Middle Eastern countries, avoiding direct involvement in regional conflicts.
China’s growing presence in the Middle East has led to increased competition with the United States and other Western powers. The Middle East region’s ongoing conflicts and political turmoil pose significant challenges to China’s interests.
China’s relationship with the Middle East is complex and multifaceted. As the Middle East continues to evolve, China’s role will likely become even more significant. Understanding these dynamics is crucial for comprehending the shifting geopolitical landscape.
China seeks to position itself as a strategic partner to Middle Eastern countries, offering an alternative to the United States. Regional instability, human rights concerns, and competition with the United States pose challenges to China’s engagement.
A strong economic and energy relationship between Saudi Arabia and China plays a role in infrastructure development and security.
On the other side, China is maintaining a complex relationship with the Gulf States, with Dubai focusing on trade and Abu Dhabi on security. The UAE seeks to balance its relationships with the United States, China, and Russia.
The China-Iran relationship is a strategic partnership driven by shared interests in challenging the U.S.-led global order. However, Iran’s economic dependence on China limits its leverage.
A growing relationship with Israel, given that China is seeking Israeli expertise and technology. However, recent tensions over the Israeli-Palestinian conflict have strained the relationship.
China’s Middle East Strategic Diplomatic and Economic Strategies
China seeks to undermine the U.S.-led global order and promote a more multipolar world. Overall, China’s engagement in the Middle East is multifaceted and strategic. While its economic influence is significant, its ability to shape regional politics is limited by the region’s complexities and the ongoing competition with the United States. China generally avoids direct involvement in regional conflicts, preferring to maintain neutrality. China focuses on economic cooperation and infrastructure development as its primary tools of influence.

Noting the longstanding traditional friendship between China and Saudi Arabia, Li said that since the establishment of diplomatic relations 34 years ago, bilateral relations have achieved leapfrog development through joint efforts, yielding fruitful results in practical cooperation.
During his stay, Li will engage in in-depth discussions with the Saudi crown prince and prime minister on bilateral relations and other issues of common concern to strengthen friendship and expand cooperation.
In December 2022, Chinese President Xi Jinping attended the first China-Arab States Summit and the first China-Gulf Cooperation Council (GCC) Summit and paid a state visit to Saudi Arabia, said Li.
For over a year, both sides have actively implemented the key outcomes of the summits, continuously strengthening political mutual trust, steadily advancing exchanges and cooperation in various fields, maintaining close communication and coordination on regional and international affairs, and continuously enhancing the China-Saudi Arabia comprehensive strategic partnership, the Chinese premier said.
Li also expressed his expectation that the visit would further expand mutually beneficial cooperation in various fields, deepen the friendship between the two peoples, and foster greater progress in China-GCC and China-Arab relations.
“The practical cooperation between Saudi Arabia and China is characterized by its comprehensiveness and strategic nature,” said Ibrahim Al-Shammari, research director of Riyadh Center for Political and Strategic Studies.
Al-Shammari said Saudi Arabia and China are driving the development of their economic and trade relations through major initiatives such as the Belt and Road Initiative, which aligns with the Saudi Vision 2030.
Li’s visit to Saudi Arabia sends a strong signal that the two countries will continue to strengthen strategic cooperation in various fields, which demonstrates the importance both sides attach to their strategic partnership and the willingness to deepen practical cooperation, Al-Shammari added.
Saudi Arabia is the first leg of Li’s four-day visit to the Middle East, which will also take him to the United Arab Emirates.
Saudi Arabia’s strategy as it looks beyond its traditional Western partners and deepens its relationship with China. For Saudi Arabia, China represents not only a vital trading partner but also a source of technological and cultural exchange. The influx of Chinese language teachers and tourists, along with major financial agreements, signals that this partnership is only set to grow.
“By strengthening bilateral ties with China, the ADS agreement opens doors for economic development across sectors, benefiting both nations,” Abdulrahman Ahmad Al-Harbi, Saudi Arabia’s Ambassador to China stated in June.
Saudi Arabia has ambitious tourism goals, with the government aiming for 70 million international visitors by the end of the decade. In 2023, 27 million international tourists visited Saudi Arabia, many for religious purposes. However, the kingdom is rapidly expanding its leisure offerings, with projects such as the Red Sea Project leading the way.
For China, Saudi Arabia offers a stable and rapidly developing market. The kingdom’s young population is increasingly tech-savvy and eager to engage in international commerce, presenting opportunities for Chinese companies like Huawei, which are looking to expand in the Middle East.
At the same time, these developments are reshaping the region’s geopolitical landscape. Saudi Arabia’s partnership with China represents a realignment of its global alliances, one that reflects a broader trend of Eastern economies taking on more prominent roles in global affairs. This growing cooperation is part of a larger shift that could redefine trade, business, and cultural exchanges in the region.
Ultimately, deepening ties between China and Saudi Arabia will present major new opportunities for luxury and lifestyle brands. As tourism and business collaborations expand, brands that cater to both markets can tap into the growing demand for high-end experiences and products.
With an influx of Chinese tourists and the rise of e-commerce among Saudi Arabia’s young, tech-savvy population, luxury brands have a prime opportunity to position themselves and benefit immensely from this evolving landscape.

Since my early studies at Institut des Etudes Politiques of the Grenoble University, the development, and integration of Africa were at the forefront of my studies and topics of my presentations in seminaries and essay papers. It was natural that I continue to work and increase awareness about Africa and its need to establish new kinds of relations with countries other than the past metropolitan and colonialists.
I extended the invitation to Dr. Boubacar N’diaye for his presence among us at this International Conference on Africa. He was delighted about my presentation and we also sat together and had lunch at the same table. Wonderful Man with full love for Africa and Africans and who initiated a series of important financial and operational measures: the African Businessmen Round Table, the creation of the African Bank for import-export (Afreximbank), and the setting up of special easy financing for the African private sector (investors and entrepreneurs) without the guarantee of their governments.
Here below among other pictures, there is a photo taken in the company with the Regretted Dr. Babacar Ndiaye, former CEO of the African Development Bank Group who holds firmly my hand and is standing at my left side.
I initiated and developed a work plan on the organization of The International Conference on Africa took place in 2001. The first time in the history of the Bay Area of San Francisco and North California to have a conference of such magnitude and subject. that I submitted to Fazale Sharif the Director of the EBCITD which I was the initiator and for which I and participated directly in its organization. I contacted and invited Dr. Babacar Ndiaye and in the following photo, event/photo took place is during an International Conference on Africa I had organized in Oakland, California and of which Dr. Babacar Ndiaye, Rahimahu Allah was our Guest of Honor.
Here below are listed links which content present among others some illustrations of my activities with the Integration of Africa with which I was directly involved, including the facilitation of the signing of the Free Trade Agreement between the United States and Morocco.
For many among us, time flies through horizons without leaving traces on recognition and gratitude on what we have achieved for the good for others especially in my case not be born in the United States but I remain up to now the maker of differences between cultures and the guardian of the memories I cherish and remember through my meetings and interactions with the real treasuries of the Humanity.

All the pleasure is for my definition of human relationships and joy as my first name indicates to offer you such a shortcut around the World of Business and Regional Human Cultures, which is in fact only the end of the Atlas – The Peak of the Atlas Mountain – the Place of the Birth of my Own Ancestors. The best is still to come.
My writing below is a “personalized” professional testimony conveying a multiplier dedication to adapting to the variety of operational references and responding to the diversity of opportunities and the human environment in which the local business conditions and regional and national practices of the predominant relational culture.
Thus, my roles and office functions were more and encompassed more of the single and simple honorable profession of an actor or director but embraced realistic and surrealistic aspects of global scope while identifying in the panorama of the territorial affairs of California and the United States of America – Designed in California and Made in the USA and presented by Said Cherkaoui Ph.D..
While the international scene and framework on which I continue to this day my stagings and performances remain direct, spontaneous, derived, and driven by my deep desire to lay foundations of rapprochement and bridges of communications between countries distant entities, neighboring entities, and distant organizations as well as individuals from various similar and non-identical backgrounds.
I contributed a lot to the San Francisco World Trade Center and the San Francisco Chamber of Commerce for decades both in San Francisco and in Oakland, California, with my work and my achievements on the international level during the period in which I been in the CITD and since then I continue to sail beyond the horizons of the Pacific and other shores in this time close in conjugation and distant in expression.
To conclude in style and combine business with pleasure, I am going to add more salt or spices to my international recipes simmered in English but fashioned in the style of Jacques (without any) Pépin and Paul Bocuse (not from Vaucluse) and where you can also taste the flavor of Senegal (Rahma wa Ghofrane} like other regions of the rest of Africa and this according to your choice first through and in the content of this link which can also give you more appetite for reading my other adjacent, corresponding and complementary publications in the staging of a constructive memory and a renovating present for intelligent solutions adaptable to current challenges, prospective requirements and potential risks, such is the destiny of my work and my contribution to this common destiny of existence.

Made in USA and presented by Said Cherkaoui Ph.D..

On my right hand is Dr. Faheem Director of the Center for International Trade Development, on the other left side and holding my hand is Dr. Boubacar N’diaye, Chairman of the African Development Bank from 1985 to 1995 and honorary chairman of the same institution (Rest in Peace among the Blessed ones, Ameen).

Reciprocity and Rationality in International Trade
Educating people about international trade, investment, and the global economy is a great way to foster understanding and collaboration across different cultures and societies. By sharing information and insights, you’re helping to bridge cultural gaps and promote a more interconnected world.
Your work is not only informative but also contributes to the larger goal of global unity and mutual understanding. It’s efforts like yours that can make a significant difference in how we perceive and interact with the world around us.
It’s concise, clear, and directly communicates the main theme of your discussion. “Rationality in International Trade Means Reciprocity in Exchanges” effectively captures the essence of the points you’ve raised about the importance of reciprocity and fairness in international trade.
This version emphasizes the goal (achieving reciprocity) and the means to that end (rationality).
The suggestion sparked some thoughts! The French expression “Bonnet Blanc – Blanc Bonnet” is often used to indicate that two things are essentially the same, despite appearing different. It’s interesting to see how this concept can be applied to the discussion of international trade and reciprocity. Just like “Bonnet Blanc – Blanc Bonnet”, different trade strategies might appear distinct but could lead to similar outcomes when the principle of reciprocity is upheld. Keep up the insightful work!
Europe does not play the Scarecrow given its continental exposition to Eastern Europe, Russia, Turkey, the Middle East, India, Vietnam, Korea, China, and Japan.
The United States has Canada, Central, and South America as Leverages and Cushions for Readjustments of the Terms and Conditions of International Trade and the Changes in the World Economy as well as the Fluctuations of the International Monetary and Financial Policies.
Rationality in International Trade Means Reciprocity in Exchanges
Rationality in international trade indeed implies reciprocity in exchanges. Countries trade with each other to leverage their comparative advantages, and this exchange is typically reciprocal. Each country exports goods and services that it can produce more efficiently and imports those that other countries can produce more efficiently.
Europe’s Position: Europe’s geographical location indeed gives it a unique advantage in terms of access to diverse markets such as Eastern Europe, Russia, Turkey, the Middle East, India, Vietnam, Korea, China, and Japan. This allows for a wide range of trade opportunities and partnerships.
The United States’ Leverages: The United States, with its proximity to Canada, Central, and South America, indeed has significant leverage. These regions not only provide a substantial market for U.S. goods and services but also a source of raw materials and labor. The U.S. can use these advantages to adjust to changes in the world economy and fluctuations in international monetary and financial policies.
However, it’s important to note that while geographical proximity provides certain advantages, the dynamics of international trade are also significantly influenced by other factors such as trade policies, economic stability, technological advancements, and diplomatic relations among others.
In conclusion, both Europe and the United States, given their unique positions and advantages, play crucial roles in the global trade ecosystem. Their strategies and policies can have far-reaching impacts on the global economy.
As such, these regions need to promote fair trade practices, uphold ethical standards, and work towards sustainable economic development.

Achieving reciprocity in international trade requires cooperation and negotiation between countries. It’s a complex process that involves balancing the interests of different stakeholders, including businesses, consumers, and governments. Despite these challenges, reciprocity remains a key principle of fair and equitable trade.
The Role of Rationality in International Trade can be challenging due to several factors:
Achieving reciprocity in international trade requires cooperation and negotiation, balancing the interests of different stakeholders, and establishing modules for mutual benefits and win-win exchanges. The economic disparity between countries can also pose a challenge. Developed countries often have more resources and advanced technologies, which can give them an advantage in trade. On the other hand, developing countries may lack the necessary infrastructure and resources to compete on an equal footing. Political relations between countries can significantly impact trade. For instance, political tensions or conflicts can disrupt trade relations and make reciprocity difficult to achieve.
Many countries tend to use Non-tariff Barriers to protect their market, products, and consumers. These include product standards, safety regulations, and bureaucratic hurdles, which can be used to restrict imports and protect domestic industries.
The other potential hurdle can be the currency exchange rates. The constant fluctuations in currency exchange rates can affect the balance of trade. A strong currency can make a country’s exports more expensive and imports cheaper, potentially leading to a trade deficit. Different countries have different trade policies and regulations, which can make it difficult to achieve a balance in trade. Some countries may have protectionist policies that favor domestic industries, while others may have liberal trade policies that encourage imports.
Achieving Reciprocity: Role of Rationality in International Trade
Fairly negotiated Free Trade Agreements (FTAs) and well-structured tariffs can indeed alleviate many of the challenges associated with international trade. According to the complementary perspective of the Fair Trade concepts and the doctrine of liberalism, countries with advanced technology can produce goods more efficiently and at a lower cost, giving them a competitive advantage in international trade and they can trade that for products with low-tech contributing in the integration of the global market that will build on specialization.
FTAs often include the reduction or elimination of tariffs and non-tariff barriers, which can make it easier for businesses to export goods and services to foreign markets. By setting clear trade rules, FTAs can help to ensure that domestic businesses can compete fairly with foreign companies.
By opening up new markets for businesses, FTAs can stimulate economic growth and create jobs. FTAs can lead to a greater variety of goods and services being available to consumers, often at lower prices.
Achieving Reciprocity: Role of Rationality in International Trade
As for the “administrative barriers” mentioned, these can indeed be a significant hurdle in international trade. These barriers, which can include things like customs procedures, product standards, and licensing requirements, can be particularly challenging for small and medium-sized enterprises (SMEs) that may lack the resources to navigate these complexities.
It’s important to note that while FTAs and negotiated tariffs can help to alleviate some of these challenges, they are not a panacea. Achieving true reciprocity in international trade requires ongoing dialogue, cooperation, and negotiation between countries. It’s a complex process that involves balancing the interests of different stakeholders, including businesses, consumers, and governments.

The recent decline in the United States’ standing in the Arab world and China’s growing influence indeed has significant implications. Let’s break down some key points:
Public Opinion Shift:
A new public opinion survey reveals that Arab citizens’ views of the United States have sharply declined due to its support for Israel during the conflict in Gaza.
China, surprisingly, emerges as the main beneficiary in the region.
China’s Diplomatic Gains:
Beijing is capitalizing on this situation, reaping diplomatic rewards with minimal investment.
China’s humanitarian aid, high-level visits, and rhetorical support for the Palestinians are paying off.
Impact Beyond the Middle East:
China’s benefits extend beyond the Middle East to Southeast Asia.
Public approval of the U.S. among Muslim-majority populations in Southeast Asia has also fallen sharply.
U.S. Political Polarization:
American politicians used to care about global perceptions of the U.S., but today’s intense political polarization hinders such considerations.
President Biden faces constraints due to internal divisions within Congress and his own party.
China’s Rising Influence:
The longer the Gaza conflict persists, the more China’s standing grows in the Middle East and the Global South.
In this complex geopolitical landscape, the balance of power is shifting, and China is strategically leveraging opportunities.
The Recipe for World Madness In the Islamic Regions
Since Father Bush’s Presidency, the equation of U.S. Foreign Policy has tilted toward direct intervention and reshaping of the Muslim World of North Africa, Subsaharan Africa, the Middle East, and Central Asia.
Today is the return of the crank of an engine that rusted given that no improvement in the living conditions of the masses occurred despite all the given promises that the change of regimes will bring better life.
This lack of materialization added more burden on the shoulders of the people on top of the ones driven by the new rulers installed in a new democratic way made the United States Foreign Policy be seen as a change in the continuity if not worsening the social, economic, and financial structures in these regions.
The East and the West rivalry exacerbated these localized tensions resulting from the direct competition between China and the United States, the split of the World Geopolitics in dual and multipolar divisions also deepened.
The evolving landscape of U.S. foreign policy in the Islamic regions has been marked by complex dynamics and shifting priorities. Let’s explore some key aspects:
Post-Cold War Interventions: Since the era of President George H.W. Bush, U.S. foreign policy has increasingly involved direct intervention and reshaping in Muslim-majority regions.
North Africa, Sub-Saharan Africa, the Middle East, and Central Asia have been focal points for strategic engagement.
Unfulfilled Promises: Despite promises of positive change under new regimes, living conditions for the masses have not significantly improved.
The gap between expectations and reality has burdened the population.
Continuity and Challenges: The transition to democratic governance has sometimes failed to address underlying social, economic, and financial issues.
Some perceive U.S. foreign policy as perpetuating existing structures rather than effecting positive transformation.
Global Rivalries: The rivalry between the East (China) and the West (United States) has intensified localized tensions.
Geopolitical divisions have deepened, impacting stability and regional dynamics.
In this complex landscape, the pursuit of stability, development, and peace remains a delicate balancing act.
How about Africa where the U.S. presence like France is no more accepted such today in Niger with the rapatriation of the U.S. forces from Niger, 900 soldiers and the rejection of the French army presence by Mali, Niger, Burkina Faso along the rise of Russian intelligence and military and the Chinese financial and economi presence in the same area of Africa
Case studies that shed light on the challenges related to U.S. foreign policy in the Islamic regions:
US Foreign Policy and Conflict in Eurasia:
This series examines the role of U.S. foreign policy in exacerbating or ameliorating hostilities among and within Muslim nations.
It explores tensions between Islamic groups and the West, particularly in the context of security concerns after 9/11.
These case studies highlight the complexities and long-term implications of U.S. engagement in the Islamic regions.
African nations navigate a delicate balancing act in their relations with multiple global powers.
Diversification: African countries engage with various powers, including the United States, China, Russia, and regional actors. By diversifying partnerships, they avoid overreliance on any single nation.
Pragmatism: African leaders prioritize national interests over ideological alignment. They seek economic, security, and development benefits from different partners.
Balancing Act: African nations balance cooperation and competition among major powers.
Evolving dynamics in Africa, where various global powers are asserting their influence:
French Withdrawal:
French President Emmanuel Macron’s decision to withdraw French troops from Niger came after demands from the country’s military leadership.
This move reflects a broader trend of French withdrawals from African countries, including Burkina Faso, the Central African Republic, and Mali.
In this complex landscape, African nations must navigate competing interests while maintaining agency in global frameworks. They aim to maximize gains while minimizing risks.
The ongoing conflict between Russia and Ukraine has significant implications for global dynamics, including China’s role. Here are some key points:
China’s Diplomatic Influence: As Russia’s actions face international condemnation, China has positioned itself as a diplomatic player in the South and beyond.
Beijing’s engagement with countries seeking alternatives to U.S.-Russia tensions strengthens its standing.
By fostering stronger ties, China becomes a peer to G7 economies.
Strategic Calculations:
China’s support for Russia is multifaceted. It goes beyond the military conflict and aligns with its response to U.S. containment strategies. Beijing’s investments and partnerships yield returns, even amid geopolitical complexities.
In this evolving landscape, China’s role as a diplomatic force continues to shape global relations.
In the case of Lobito investment, China hold the primary role and in the Central Africa and Sahel, Russia hold the military power making Africa to be more tuned toward a nationalistic approach for its development and using the colonialism and the neo-colonialism as the reason of changing the rulers by new military militants instead the legation of the western countries
Lobito Investment: The Lobito Atlantic Railway project, covering Angola, the Democratic Republic of Congo (DRC), and Zambia, is a significant infrastructure initiative. Led by the United States, the project aims to enhance logistical infrastructure in southern Africa. However, Chinese state-owned enterprises and private companies already dominate critical mineral supply chains (such as copper and cobalt) needed for electric vehicle components. The Lobito Corridor project may inadvertently benefit Chinese companies more than originally intended.
China’s economic influence and Russia’s military presence shape Africa’s development and governance, with implications for nationalistic approaches and changes in leadership.

Letter to my Sister and Brother from the City of my Birth and Built by the Portuguese
My Dear Sister and My Dear Brother from Mazaɣan, Mazaghan, ⵎⴰⵣⴰⵖⴰⵏ; جّديدة; ejjdida; الجديدة Al-Jadida; Mazagao; Mazagan
Before, when I met you during my visits to Morocco, I did not talk much between us about what I was doing as studies and research in France nor about my work in the USA but now I do it for the present generation to give them what the others before us had no opportunity to do so given the expressive isolation and repressive environment.
In 1978, within the Institute of Economic Research and Planning, University of Grenoble – University Pierre Mendes France, I was the first Moroccan to research Latin America. Along the same line, I am also and became the First Moroccan to come for a year to the University of Berkeley in California to research Brazil, Mexico, Argentina, Chile and Peru, and all the Latin America it was the year 1981-1982
After that, in 1982, through Yves Barel, my Director of Research at the Institute of Economic Research and Planning, University of Grenoble, I was invited by Celso Furtado to go back to Paris to join him [Allah ya Rahmhoum]
Life is not easy everywhere, otherwise it cannot be pleasant to share. In 1977-78, I started my DEA at the DEA a l’Institut de Recherche Economique et de Planification – l’IREP de Université Grenoble Alpes. As a Good Citizen I can be, I wanted to give back to Morocco the knowledge I acquired so far and … Continue reading
Celso Furtado wanted me to register as a PhD student and researcher at the Institute for Advanced Studies in Latin America and again as the first Moroccan in this Institute for Advanced Studies in Latin America, I published my research within a Laboratory 111 IHEAL CREDA associated with the CNRS and hold on to Brazil, here is the link:
This publication dates from 1985, as the content of this link attests, it can be found in the most prestigious libraries in the world, including the Getulio Vargas Foundation in Rio de Janeiro.
According to William Glade, whom I had the privilege of meeting in Paris and asked me for a copy of this same publication and who had the courtesy to correspond with me regarding its contents and to deposit it at the Library of the University of Texas has Austin which houses one of the largest collections on Latin America. {see my narration of this passage in English at the bottom of this writing}
Dear Sister and Dear Brother, it goes without saying that Brazil has been the target of my research since 1977, and therefore the Portuguese, so how can someone who jumped the walls of the Breija, the Moon, the Club and not be a little curious about the Portuguese of Mazagao and their relationship with the Don Joao de Algarve and the Portuguese Royal Houses up to Don Pedro Primero, Don Pedro Segundo Braganca, and Deodoro Da Fonseca.
Between us and in the year 1979 – 1980, I discovered that the Mazaganese with their Moro Converted Berbers had moved to the Azores to end up on the banks of the mouth of the Amazon to found Nova Mazagao in a classic book written by the father of the Economic History of Brazil: Prado Junior, Caio: Formação do Brasil Contemporâneo – Colônia, see this link:
So between 1978 and 1992 {date of the launch of my research and date of the defense of my doctoral thesis}, in fact more than 14 years of research on Latin America, I wrote more than 2000 pages of which 1400 pages only for my Doctoral Thesis, Political Economy of Subcapitalism in Latin America (1830-1930): Argentina, Brazil, Chile, Peru and this I supported within the walls of the University of Paris III: Sorbonne Nouvelle and through which, I created a new Economic Theory, Subcapitalism: http://goo.gl/lYk9Su
Said El Mansour Cherkaoui’s academic pursuits include affiliations with institutions such as Université de la Sorbonne, Paris III, Institut des Hautes Etudes de l’Amérique Latine, and Paris Sciences Po, Grenoble Tate Yoko Research Institute.
So I frolicked like a Crazy Horse from Moulay Abdellah Banou Mghar between several corridors of hundreds of research centers, libraries, museums, archives and other institutions with knowledge on Latin America, France, Portugal, Spain, Great Britain, USA, Argentina, Brazil, Chile, Peru and Mexico and of course also Morocco.
By the way, Morocco was the subject of my Diploma Thesis at the Institute of Political Studies of Grenoble, Sciences Po Grenoble: “The Economic Intervention of the Moroccan State: The Case of the Textile Industry” and that was in 1977.
I was the second Moroccan in the entire history of the University of Grenoble, now Université Pierre Mendes France, to present research on the Textile Industry in Morocco.
Here are my escapades in the books of our History, of which I am attaching one of them that you can read about our ancestors, the unpublished sources of the history of Morocco or our city is treated as well
You will also find below a photo representing the page where our City Mazagao / Mazagan is approached
Dear Sister and My Dear Brother, I can only approve and say that indeed even long before the name of Mazagan or El Jadida was introduced, Fortaleza Mazagao and its neighbor Azemmour served as a transit link for goods, not only as a port but as a destination for caravans from sub-Saharan countries.
During the presence of the Portuguese, their trade with the interior of the country to the borders of the Atlas had as export port first Azemmour and Fortaleza Mazagao thereafter until their departure.
Even the name Morocco comes from the deformation of the name Marrakech as pronounced by the Portuguese of Mazagao.
The Portuguese of Fortaleza Mazagao, the Capital of Doukkala gave them the name of the Country Morocco, the Moroccan authorities of the present erased the name of our Region Doukkala from the Administrative Map of Morocco.

In the late of 1970’s, while conducting my research on Brazil I discovered the real spiritual reason why I have been attracted and directed first by Yves Barel, and later by Celso Furtado, Raymond Prats, Frederic Mauro and Jacques Chonchol and why I met and received guidance from many scholars on Brazilian affairs from France, England, USA and Brazil. The reason I found it in an old book written by Prado Junior, Caio: Formação do Brasil Contemporâneo – Colônia, see this link:
With Celso Furtado and Raymond Prats guidance at the CREDAL, I conducted this research. The focus is to analyze the determinations and the results of the intervention of the Brazilian State in shaping the economic development and facilitating the transition between the Old Republic and the emergence of industrialists, Tenentes and technocrats within the spheres of the central decision-making.
Professor William Glade (see copy of his letter) has defined this work as a pioneer in its field of research on Brazil. Through correspondence, Professor William Glade stated that only 2 Scholars inaugurated such area of research, Professor Steve Topik and Said El Mansour Cherkaoui.
In recognition of such work, Dr. William Glade deposited a copy of my Research at the Prestigious Library of the University of Austin, Texas, here is the link:

International Conference on Africa, Berkeley, California, USA
Since my early studies at Institut des Etudes Politiques of the Grenoble University, the development, and integration of Africa were at the forefront of my studies and topics of my presentations in seminaries and essay papers. It was natural that I continue to work and increase awareness about Africa and its need to establish new kinds of relations with countries other than the past metropolitan and colonialists. Below among other pictures, there is a photo taken in the company with the Regretted Dr. Babacar Ndiaye, former CEO of the African Development Bank Group who holds firmly my hand and is standing at my left side.
I initiated and developed a work plan for the organization of The International Conference on Africa took place in 2001. The first time in the history of the Bay Area of San Francisco and North California to have a conference of such magnitude and subject. that I submitted to Fazale Sharif the Director of the EBCITD which I was the initiator and for which I participated directly in its organization. I contacted and invited Dr. Babacar Ndiaye and in the following photo, the event/photo took place during an International Conference on Africa I had organized in Oakland, California, and of which Dr. Babacar Ndiaye, Rahimahu Allah was our Guest of Honor.

Made in Mazagan and Doukkala.
Above the arms, I overlook my shots,
Above the rooftops, I sing my victories,
Above the shouts and joys, I rock my palms and my athletic palmares Made in Mazagan and Doukkala.

All the pleasure is for my definition of human relationships and joy as my first name indicates to offer you such a shortcut around the World of Business and Regional Human Cultures, which is only the end of the Atlas – The Peak of the Atlas Mountain – the Place of the Birth of my Own Ancestors.

The Peak of the Atlas Mountain – the Place of the Birth of my Own Ancestors. The best is still to come.
Made in USA and presented by Said Cherkaoui Ph.D..

International Conference on Africa and AGOA, Berkeley, California, USA
Here below are listed links which content present among others some illustrations of my activities with the Integration of Africa with which I was directly involved, including the facilitation of the signing of the Free Trade Agreement between the United States and Morocco.
For many among us, time flies through horizons without leaving traces of recognition and gratitude for what we have achieved for the good of others especially in my case not be born in the United States but I remain up to now the maker of differences between cultures and the guardian of the memories I cherish and remember through my meetings and interactions with the real treasuries of the Humanity.

1993-1994 – Event for the Promotion of Export and International Trade Between Californiaand the Rest of the World that have Shaped my Memories and Destiny
In California, it All Started in 1993 at the East Bay Small Business Development Center, at Green Breurner’s Building, the Former Largest Department Furniture Store at the 7th Floor with Ms. Selma Taylor as the Executive Director and Dr. Said El Mansour Cherkaoui as the Business Consultant
Historical landmark columnist Annalee Allen called the Breuner Building “an eight-story reinforced concrete building with a distinctive variegated sea-green glazed terra cotta front facade, constructed in 1931 to house the John Breuner Furniture Company store. Other noteworthy features of the building include Art Deco motifs, and a pair of stylized figures crafting a chair located over the front entrance.”
The Oakland store was closed in the 1970’s and sold by the company where, following renovation, the historic building reopened as an office building in the late 1970’s.
The California Genealogical Society moved into the former Breuner Building in March 2007. As of 2012, the appearance of Ikea furniture, large yoga balls for sitting, and a flyer on the door indicating an entrance on the side heralded the move-in of a startup on the ground floor of the building – Spark Art.

Dr. Cherkaoui’s presentation on AGOA and U.S. – Africa Relationship
International Conference on Africa, I initiated and organized with the EBCITD (East Bay Center for International Trade Development) Oakland, California.
So to combine the useful with the pleasant, I published all these photos with first that of Africa over my shoulders. This photo dates from 2001, the year I suggested and participated in the organization of the First International Conference on Africa held in Northern California at Berkeley. Another will follow later in San Francisco in 2007.
I complete this first photo with others such as the one where the former CEO of the African Development Bank (Dr. Babacar Ndiang) was holding my hand and I am surrounded by African-American executives, one during one of my presentations and others showing a partial view of the audience.
Conférence Internationale sur l’Afrique a Claremont Hotel, Berkeley, California, USA
Since my early studies atInstitut des Etudes Politiques of the Grenoble University, France, the development and integration of Africa were at the forefront of my studies and topics of my presentations in seminaries and essay papers. It was natural that I continue to work and increase the awareness about Africa and its need of establishing new kinds of relations with other countries other than the past metropolitan and colonialists.
Here below among other pictures, there is a photo taken in the company with the Regretted Dr. Babacar Ndiaye, former CEO of the African Development Bank Group who hold firmly my hand and is standing at my left side.
I extended the invitation to Dr. Boubacar N’diaye for his presence among us at this International Conference on Africa. He was delighted about my presentation and we also sat together and had lunch at the same table. Wonderful Man with full love for Africa and Africans and who initiated a series of important financial and operational measures: the African Businessmen Round Table, the creation of the African Bank for import-export (Afreximbank) and the setting up of a special easy financing for the African private sector (investors and entrepreneurs) without the guarantee of their governments.

Recommendation by Dr. Wesley Young
Former Director, Services for International Students and Scholars at University of California, Davis
Dr. Said El Mansour Cherkaoui as Visiting Professor and Adjunct Associate Professor at the Dominican University of California, San Rafael, California, USA
I was the Director of Graduate Business Programs at Dominican University of San Rafael, when Dr. Cherkaoui was teaching in our international MBA program. Said brought not only a solid academic background to the classroom, but also a wealth of business experience both in the US and in Asia and Latin America. He is passionate about his students and his work outside the classroom. This made him one of the most effective faculty that we had teaching at the time.
May 23, 2014, Wesley worked directly with Said El Mansour at Dominican University of California
