This article is blatant proof that some managers working to promote Morocco, such as within the Morocco Now Campaign at the international level trying to present its existing potential, skills, and opportunities for the sake of attracting foreign companies, foreign investors, and foreign academic or social institutions. Morocco spends millions to build an image of excellence in attractivity and attractiveness hoping such foreign capital will help reduce unemployment, increase job creation, transfer know-how, and raise the standard of living of citizens.
Imagine then that all its laudable efforts do not take the expected direction nor are carried by competent officials and seasoned and experienced professionals in corresponding areas of Marketing, brand definition, and the strategic enhancement of Morocco’s position on the international scene.
The expectations of the Moroccan State are legitimate given that the expenses that are made at the international level are heavy in sum and impact the returns received by Morocco. Payments paid by Morocco for the services of foreign companies of Public Relations, International Marketing, and Consulting Firms are made with rates applied on the spot and in addition, are made in the national currency of the country where these companies offer their services. A direct impact on the balance of payments and the convertibility rate of the Dirham may result from these payment transfers.
Considering all these issues, the imperatives and the challenges facing Morocco at the global level are first the multiple repercussions at the intangible and material level. Building the foundations of economic development and growth in the liberal sense seeks foreign participation as the conduit toward integration in the global marketplace and to the network of foreign financial institutions. Within such a frame, it is quite normal to have top-level decision-makers for such international communication and PR about Morocco. They have to be up to the task and know the international terrain that will enable them to sail the vessel Made in Morocco and Morocco Now as Innovative and efficient Leaders on board, knowing effectively the direction and the objective – the destination of all these maneuvers to make this Moroccan vessel arrive safely and to make it a proof of the prowess and the skill and the potentialities that can challenge its competitors as well as organizations of all kinds potentially interested in Morocco as a commercial partner, as a production or investment location or as a destination to visit and to know at the cultural and social levels.
This campaign conducted at Dubai Morocco Expo 2020 Dubai and the film promoting the launch of Morocco Now both in Dubai and New York needs to convey the considerations, unfortunately, they did not and I am not the only one to underline it or to take note of it.
The group presenting this promotion campaign in Morocco in Dubai and Morocco when asked about the impact of these two special promotions and especially how the choice of New York was made, their responses and reactions led through a bombardment by their friends of the media sites by judicious attempts in camouflage in a sheet of prestige and national pride by highlighting and questioning the meaning of patriotism and nationalism to those who dare to ask them such questions. ★
★These friends have coincidentally designated Times Square by the name of Time Square, showing their aptitudes for copying themselves and between themselves and demonstrating their glaring lack of knowledge of the field and New York as a Marketplace.
This article takes a look at such actions and reveals the ineptitude and incompetence of some of our managers, so-called Professionals.
These officials who, once unmasked / and try to question our nationalism and our patriotism, wall themselves in their inability to understand our interrogations and our questions, and given their weakness they opted for the ultimate maneuvers that confirm their skipping, evading the core of their professional responsibilities by exiting through by the door from behind, the Emergency exit. They could not face the reality of the incoherence and incompetent actions.

Morocco’s drive is a response to these interferences and moves to rejection and adhesion of nations in new identification of competitive forms. Morocco is positioning its economy and external alliances as a regional liaison, a conduit of dialogue, an ally interlocutor, and a business negotiator within balanced the weakness into forces between spheres of influence and clusters of changes.
Morocco has ratified 72 investment treaties for the promotion and protection of investments and 62 economic agreements, including with the United States and most EU nations, that aim to eliminate the double taxation of income or gains. Morocco is the only country on the African continent with a Free Trade Agreement (FTA) with the United States, eliminating tariffs on more than 95 percent of qualifying consumer and industrial goods.
The Government of Morocco plans to phase out tariffs for some products through 2030. The FTA supports Morocco’s goals to develop as a regional financial and trade hub, providing opportunities for the localization of services and the finishing and re-export of goods to markets in Africa, Europe, and the Middle East. Since the U.S.-Morocco FTA came into effect bilateral trade in goods has grown nearly five-fold.
The U.S. and Moroccan governments work closely to increase trade and investment through high-level consultations, bilateral dialogue, and other forums to inform U.S. businesses of investment opportunities and strengthen business-to-business ties.
What are the Government measures to motivate or restrict investment in Morocco?
The new investment charter which was introduced in July 2016 as part of Law 60-16, and replacing a previous charter implemented in 1995, creates free-trade zones in each of the 12 regions of the country, recognizes indirect exporter status, and creates incentives for export-oriented and industrial companies. It also restructures investment promotion activities under the centralized Moroccan Agency for Investment Development and Export. A General Directorate for Trade, a General Directorate for Industry and an agency dedicated to developing the digital economy and e-government were also created under the new charter.
FDI (Foreign Direct Investment) in Figures
After a decline during the global recession, FDI (Foreign Direct Investment) flows to Morocco increased in 2014 and 2015, exceeding USD 3 billion. In 2016, however, flows fell by 29% to USD 2.32 billion. The country’s stability should attract more investors. In addition, a vast project of economic modernisation has been launched to boost FDI. Casablanca in particular aims to become an international financial center. Traditionally, France, Saudi Arabia and Spain have been the three main investors. FDI is mainly concentrated in the real estate sector, followed by industry and tourism.

Here are some countries and sectors that have invested in Morocco through foreign direct investment (FDI): In 2022, the top investing countries by stock were France (30.8%), the United Arab Emirates (UAE) (20.3%), Spain (8%), Switzerland (5.7%), and the United States (5%). In the first quarter of 2022, the leading investors were the United States, France, and the UAE.
Sectors that receive the most FDI are:
Industry: Almost one-fourth of FDI
Real estate: 20% of FDI
Communication: 12.4% of FDI
Tourism: 9.5% of FDI
Energy and mining: 6.4% of FDI
Banking: 5.7% of FDI
The aim is to be considered as an alternative and reliable intermediary and as a hub of transfer and transformation of existing created and advanced researched values. The multiple participation of Morocco in international events, the signature of trade treaties and investment agreements, direct involvement in security, and strategic alliances are the institutional expressions for business integration, diplomatic acceptance, and cultural harmonization driven by the search for mutual benefits and complementary exchanges with a transfer of technological intelligence and operational know-how that Morocco is striving to materialize. A new model of development based on the production of clean energy remains the determining factor in conglomerating these similar but not identical factors of development.

Morocco is recognized as a top market reformer in the Middle East and North Africa. The nation has emerged as a commercial hub as a result of its economic reforms, investment incentives, competitive costs of production, modern banking processes, strong laws to protect intellectual property, and proximity to major markets. Morocco has a Free Trade Agreement with the United States and an Association Agreement with the European Union (EU). These agreements attract traders looking to enter Morocco, the world’s largest markets (such as the EU and the United States), and the world’s fastest-growing markets (e.g., Africa). The U.S.- – Morocco Free Trade Agreement entered into force in January 2006, eliminating duties on more than 95 percent of all goods and services, and U.S. exports have grown dramatically since then. The major resources of the Moroccan economy are agriculture, phosphates, and tourism. Sales of fish and seafood are important as well. Industry and mining contribute about one-third of the annual GDP. Morocco is the world’s third-largest producer of phosphates (after the United States and China), and the price fluctuations of phosphates on the international market greatly influence Morocco’s economy. Tourism and workers’ remittances have played a critical role since independence. The production of textiles and clothing is part of a growing manufacturing sector that accounted for approximately 34% of total exports in 2002, employing 40% of the industrial workforce. The government wishes to increase textile and clothing exports from $1.27 billion in 2001 to $3.29 billion in 2010.
The services sector accounts for just over half of GDP and industry, made up of mining, construction, and manufacturing, is an additional quarter. The sectors that recorded the highest growth are the tourism, telecoms, and textile sectors. Morocco, however, still depends to an inordinate degree on agriculture. The sector accounts for only around 14% of GDP but employs 40-45% of the Moroccan population. With a semi-arid climate, it is difficult to assure good rainfall and Morocco’s GDP varies depending on the weather. Fiscal prudence has allowed for consolidation, with both the budget deficit and debt falling as a percentage of GDP.
In 2009 Morocco was ranked among the top thirty countries in the offshoring sector. Morocco opened its doors to offshoring in July 2006, as one component of the development initiative Plan Emergence, and has so far attracted roughly half of the French-speaking call centers that have gone offshore and a number of the Spanish ones.
According to experts, multinational companies are attracted by Morocco’s geographical and cultural proximity to Europe, in addition to its time zone. In 2007 the country had about 200 call centers, including 30 of significant size, that employ a total of over 18,000 people.
The economic system of the country presents several facets. It is characterized by a large opening towards the outside world. France remains the primary trade partner (supplier and customer) of Morocco. France is also the primary creditor and foreign investor in Morocco. In the Arab world, Morocco has the second-largest non-oil GDP, behind Egypt, as of 2005.
Since the early 1980s, the Moroccan government has pursued an economic program toward accelerating real economic growth with the support of the International Monetary Fund, the World Bank, and the Paris Club of creditors. The country’s currency, the dirham, is now fully convertible for current account transactions; reforms of the financial sector have been implemented; and state enterprises are being privatized.
The high cost of imports, especially of petroleum imports, is a major problem. Another chronic problem is unreliable rainfall, which produces drought or sudden floods; in 1995, the country’s worst drought in 30 years forced Morocco to import grain and adversely affected the economy. Another drought occurred in 1997, and one in 1999–2000. Reduced incomes due to drought caused GDP to fall by 7.6% in 1995, by 2.3% in 1997, and by 1.5% in 1999. During the years between drought, and good rains bumper crops to market. Good rainfall in 2001 led to a 5% GDP growth rate. Morocco suffers both from unemployment (9.6% in 2008), and a large external debt estimated at around $20 billion, or half of GDP in 2002.

Morocco is located in Northwestern Africa and is slightly geographically larger than California. The capital of Morocco is Rabat, which is bordered by the Atlantic Ocean. Morocco has a population of 34.37 million people and a gross domestic product (GDP) of $100.6 billion. Due to its proximity to Europe along the strategic location as a gateway to Africa, Morocco has created strong trade relationships and promotes an open market economy. In 2015, the US had $304 million in foreign direct investment (FDI) in Morocco.

The United States is the fourth largest importer of Moroccan goods.
In 2016, the US imported roughly $1 billion worth of goods from Morocco. The largest category of imported goods was chemicals, which made up 36.8% or $375 million of the total. Other imports from Morocco included food manufacturers, apparel manufacturing products, and transportation equipment. In the same year, the United States exported $1.86 billion worth of goods to Morocco, which was an increase from the previous year. The main exports to Morocco were transportation equipment (31.6%), agricultural products (15%), and petroleum and coal products (8.7%). Export data pulled from the International Trade Administration (ITA) shows that average US exports to Morocco have more than tripled since the US-Morocco Free Trade Agreement (FTA) went into effect just over a decade ago.
President George W. Bush signed the FTA, the first US free trade agreement with an African country, exactly twelve years ago today; and the agreement went into effect on January 1, 2006.
In the three years before the FTA (2003-2005), US exports to Morocco averaged $482 million; in the past three years (2013-2015), they increased 328 percent to $2.1 billion.
At the state level, Texas claims the spot as the top exporter to Morocco, both in 2015 and on average over the past three years, exporting $510 and $710 million worth of goods, respectively. Other top state exporters when looking at three-year averages include Louisiana, West Virginia, Washington, and California in descending order; considering only 2015, Washington, Louisiana, Virginia and California rounded out the top five following Texas.
When looking at sheer growth in exports since before the FTA, other states emerge as winners. Nevada experienced the biggest boost in exports at a nearly 13,000% increase; Idaho’s exports increased by nearly 11,000%; Montana’s by just over 10,000%; New Mexico by nearly 4,500%; and West Virginia by just under 4,000%.

Foreign Investment and Foreign Trade in 2024
★ Morocco has ratified 72 investment treaties for the promotion and protection of investments and 62 economic agreements, including with the United States and most EU nations, that aim to eliminate the double taxation of income or gains. Morocco is the only country on the African continent with a Free Trade Agreement (FTA) with the United States, eliminating tariffs on more than 95 percent of qualifying consumer and industrial goods.
★ The Government of Morocco plans to phase out tariffs for some products through 2030. The FTA supports Morocco’s goals to develop as a regional financial and trade hub, providing opportunities for the localization of services and the finishing and re-export of goods to markets in Africa, Europe, and the Middle East.
Since the U.S.-Morocco FTA came into effect bilateral trade in goods has grown nearly five-fold. The U.S. and Moroccan governments work closely to increase trade and investment through high-level consultations, bilateral dialogue, and other forums to inform U.S. businesses of investment opportunities and strengthen business-to-business ties.
According to the United Nations Conference on Trade and Development’s (UNCTAD) World Investment Report 2022, Morocco attracted the ninth-most foreign direct investment (FDI) in Africa in 2021. Inbound FDI rose by 52 percent in 2021 to $2.2 billion, vice $1.7 billion in 2020 and 2019 and a 2018 peak of $3.6 billion. France, the United Arab Emirates, and Spain hold a majority of FDI stocks.
Manufacturing attracted the highest share of FDI stocks, followed by real estate, telecommunications, tourism, and energy and mines. Morocco continues to orient itself as the “gateway to Africa,” and expanded on this role with its return to the African Union in January 2017 and the launch of the African Continental Free Trade Area (CFTA), which entered into force in 2021.
In June 2019, Morocco opened an extension of the Tangier-Med commercial shipping port, making it the largest in Africa and the Mediterranean; the government is developing a third phase for the port which will increase capacity to five million twenty-foot equivalent units (TEUs). Tangier is connected to Morocco’s political capital in Rabat and commercial hub in Casablanca by Africa’s first high-speed train service – TGV. Actually, Morocco is planning a southern connection by the TGV of Casablanca, Marrakech, Agadir, and Dakhla in the Moroccan Sahara.
Morocco’s Investment and Export Development Agency (AMDIE) ★ is the national agency responsible for the development and promotion of investments and exports. Following the reform to the law governing the country’s Regional Investment Centers (CRIs) in 2019, each of the 12 regions is empowered to lead its own investment promotion efforts. The CRI websites aggregate relevant information for interested investors and include investment maps, procedures for creating a business, production costs, applicable laws and regulations, and general business climate information, among other investment services.

With an annual Gross Domestic Product growth rate of nearly five percent over the past five years, Morocco’s recent economic history is one of macroeconomic stability and low inflation, despite the challenges of the Arab Spring. In the World Bank’s 2017 Doing Business report, Morocco’s rating improved to 69th in the world. Morocco is conveniently located for investors interested in exporting to Europe and Africa. US Aid to Morocco: Olive and Agricultural Products
In 2004, Congress created the Millennium Challenge Corp., a foreign aid agency headed by the secretary of state, to help developing countries reduce poverty. Since its inception, the agency has authorized grants totaling more than $7 billion to help 23 African and Latin American countries.
In 2007 the agency agreed to give Morocco $697.5 million over five years to improve the country’s employment rate and salaries by investing in its fruit-tree farms, small-scale fisheries, and artisan crafts, according to Millennium. Nearly half of that money – $320 million – is earmarked for the Fruit Tree Productivity Project, with 80 percent of the cash going to olives and the rest to improve date, fig, and almond production. Dates, figs, and almonds are also key California crops.

The Portuguese built the Fortaleza Mazagão, which was later named Mazagan and is now part of the City of El Jadida, Morocco. Fortaleza Mazagão, ‘s architecture, technology, and town planning reflect the exchange of European and Moroccan cultures. The Portuguese gave up Mazagao to the Moroccans in 1769 while blowing part of it, which the Moroccans named Mahdouma – The Destroyed. It was abandoned until it was renamed El Jadida, which means “new” and became one of the most prosperous Judaic Cities in Morocco with trade relations with the United States, Great Britain, Germany, France, Spain, Portugal, and Latin America countries.

The new investment charter which was introduced in July 2016 as part of Law 60-16, and replacing a previous charter implemented in 1995, creates free-trade zones in each of the 12 regions of the country, recognizes indirect exporter status, and creates incentives for export-oriented and industrial companies.

After a decline during the global recession, FDI (Foreign Direct Investment) flows to Morocco increased in 2014 and 2015, exceeding USD 3 billion. In 2016, however, flows fell by 29% to USD 2.32 billion. The country’s stability should attract more investors. In addition, a vast economic modernization project has been launched to boost FDI. Casablanca in particular aims to become an international financial center. France, Saudi Arabia, and Spain have traditionally been the three main investors. FDI is mainly concentrated in the real estate sector, industry, and tourism.

FDI: Net Flows Rise by 6.8% in 2022 (Exchange Office)
Net foreign direct investment (FDI) in Morocco reached 21.8 billion dirhams in 2022, up 6.8% year-on-year, according to the annual report on Morocco’s balance of payments and international investment position, published by the Office des Changes (Exchange Office).
“Direct investment operations recorded a debit balance up 6.4%. Net flows of foreign direct investment into Morocco thus far exceeded those of Moroccan direct investment abroad”, says the report, prepared under the 6th edition of the International Monetary Fund Manual (BPM6).
Revenues from these investments reached 39.6 billion dirhams (+21.6%), while expenditure rose by 46.3% to 17.8 billion dirhams, the same source points out.
The report also states that equity securities are the main component of inflows to Morocco, with a 54.2% share in 2022, reaching 11.8 billion dirhams in 2022 (-8.9 %).
As for reinvested earnings, they have fallen by MAD 1 billion, representing 8% of the total net flow of FDI to Morocco in 2022.
By sector, in terms of net flows, the manufacturing sector ranked first in 2022 (+9.5 billion dirhams or 43.5% of total net FDI flows to Morocco), followed by the real estate sector (MAD +5.5 bln or 25.1% of total net FDI flows), and then financial and insurance activities (MAD +2.4 bln or 11.2% of total net FDI flows).
These three sectors accounted for 79.8% of total net FDI flows in 2022 (49.6% one year earlier).

By country, the United States is the leading investor in Morocco in 2022, with a net inflow of +7.4 billion dirhams or 34.1% of total FDI. The net inflow from this country stood at MAD +0.7 bln in 2021, an increase of 6.7 billion dirhams.
Net FDI from France reached +3.3 billion dirhams in 2022, compared with +7.4 billion dirhams in 2021, followed by Great Britain (+2.9 billion dirhams versus +2.3 billion dirhams), the United Arab Emirates (+2.5 billion dirhams) and the Netherlands (+1.5 billion dirhams).
These five countries accounted for 80.8% of total net foreign direct investment in Morocco in 2022, notes the report.
France is the leading source of Foreign Direct Investment (FDI) in Morocco, accounting for one-fifth of the country’s total investment.
In 2021, FDI flows to Morocco reached $2.1 billion, which was more than half of the previous year’s total. The total stock of FDIs was $72.9 billion, which is about 55.5% of GDP.
FDI is concentrated in the following sectors: Real estate, industry, tourism, manufacturing, and financial and insurance.
In 2022, the manufacturing sector ranked first in terms of net flows, accounting for 43.5% of total net FDI flows. The real estate sector accounted for 25.1%, and financial and insurance activities accounted for 11.2%.

In the streets of Casa, the country’s economic engine, which employs over half its population, street children sell small merchandise and basic services to pedestrians and motorists alike.
This social trend is not unique to Casablanca. In Marrakech, one of the biggest souks in Morocco, the millions of tourists aren’t pounding the pavement alone – street children have also set up houses there. Sometimes organized in clans, they earn a few cents in the vicinity of the famous market by selling packets of tissues, tourist guides, and other products.
With a few Dirhams, these children can buy drugs. To alleviate the stress of their daily lives they often sniff glue, a cheap and easy-to-obtain drug, or other hallucinogenic substances. The exact number of street children in Casablanca, Marrakech, and elsewhere is difficult to establish due to their mobility. According to the Moroccan Ministry of Solidarity, Women, Family, and Social Development, the number fluctuates between 20,000 and 70,000.
However, the source of this problem is easier to pinpoint:
The poverty and unemployment affecting numerous Moroccan families and the lack of care and affection given to certain children in the family environment are some of the factors that force children to live on the streets.
A dash of color on a dark canvas: Moroccan civil society, represented by non-governmental organizations and associations, is trying to come to the aid of these children. Occasionally, at the government’s initiative, welcome centers have been opened and strive to reintegrate street children into the school system, a family, and society as a whole.
However, the number of children to care for is too high compared to the infrastructure and qualified personnel dedicated to the cause. Moreover, it is not easy to establish trust between the social and educational agents and the victims; the children, abandoned by their families and rejected by society, have lost all trust in adults and all hope for the future.
Nevertheless, we must safeguard their fundamental rights and, above all, their right to childhood.

While small businesses in booming, small colleges are closing. More than 500 private, nonprofit four-year colleges have closed in the past decade, and that pace is expected to pick up if the number of students continues to decline. Small liberal arts colleges are most at risk, and the consequences of closures are stark: Less than 50% of students attending schools that shut down from 2004 to 2020 continued their academic journey. Every business starts small and Small businesses’ impact on the global economy represents over 90% of companies worldwide. However, it’s a sobering fact that approximately 20% of small businesses do not make it past their first year.
The small business boom shows no signs of abating. So far this year, 3.02 million new business applications have been filed in the USA, which puts entrepreneurship at near record levels. The presence and the business practices of giants like Amazon create insurmountable challenges for smaller businesses underscoring the importance of supporting and sustaining small businesses, which are vital to innovation, job creation, and the diversity of our economy.
The economic recession washing the Western economies has forced to Americans to develop skills for entrepreneurship which has reached near-record levels despite a tough business environment. The time of the Job Fairs taking place inside of the Universities to recruit the Cream of the Cream is over. It is entrepreneurship and self-reliance that is taking place.
Universities feeling the changing of the wind direction, are creating and promoting new waves of instruction and training in the form of academic certificates and diplomas: Entrepreneurship and Social Entrepreneurship to lure new and mature students to increase the enrollment in which tuition is reaching new highs. The academic department of Admissions and Registration considers that increasing tuition or offering courses with tuition is a sign of quality that positions them among the top prestigious universities.

Toujours plus d’offres de formations. Plus de chercheurs de haut vol coûtant de plus en plus cher dans un mercato des professeurs devenu mondial. Et des budgets de communication de plus en plus importants pour attirer de plus en plus d’étudiants étrangers et lever des fonds auprès d’anciens élèves ayant réussi leur carrière…
Par le durcissement de la compétition entre écoles, les classements poussent à la convergence de leurs modèles économiques « vers le haut », se rapprochant du modèle des grandes universités américaines, c’est-à-dire vers toujours plus de dépenses. Cette logique de course à la taille, dans un spectaculaire mimétisme stratégique, conduit à l’explosion du coût de la formation : de 2005 à 2017, les frais de scolarité du master de management d’HEC sont passés de 14 860 à 36 000 euros pour 18 mois. A l’ESCP, de 14 800 euros pour 24 mois à 35 800 euros pour 18 mois.
Les salaires des jeunes diplômés augmentent, mais moins que le coût des formations

Cette année, pour la première fois, ce dernier a intégré l’augmentation du salaire sur les trois premières années de carrière. Ce nouveau critère a suscité l’émoi dans les directions des écoles françaises qui, se voyant brutalement rétrogradées de plusieurs places (sur ce seul critère, HEC est 67e, l’ESCP 50e), y ont vu l’empreinte des manœuvres anti-européennes marquées du syndrome du Brexit…
Rendements décroissants
Si les salaires suivaient, on pourrait dire que cette course vers l’excellence résulte bien des seuls besoins d’un marché de l’emploi aux exigences de plus en plus élevées et qu’elle est à la hauteur des investissements réalisés par les élèves. Une évolution qui ne serait que vertueuse puisqu’elle traduirait une montée en gamme du marché comme des élites. C’est en partie le cas.
Mais les salaires ne suivent pas tout à fait. Cela signifie donc que ce modèle, qui repose sur des investissements de plus en plus élevés − HEC engage 14 millions par an pour rester numéro un de ces classements − est entré dans la phase des rendements décroissants. « Tant qu’elles sont en tête de liste, les cinq à dix premières peuvent encore augmenter leurs frais de scolarité, estime Loïck Roche, président du Chapitre. Mais, sur les grandes écoles de management françaises, une dizaine ne font plus le plein car elles sont déjà trop chères pour leur classement. » Si les écoles ont monté en qualité, leur course à la taille serait-elle une fuite en avant ?
Utilisant comme référence le système Prussien d’Éducation du citoyen individualisé, l’Education doit donc former le citoyen discipliné, intégré dans la conformité de la logique de la production et de la consommation des choix qui est déjà délimitée par et dans le cadre constitutionnel régulant les relations citoyennes et les lois de l’offre et la demande conditionnant le marché tant local qu’international. Ce Citoyen Modal – Modèle et éduqué ne se rapproche d’aucune appartenance idéologique contraire au cadre institutionnel qui lui fournit les raisons éducationnelles de son émancipation individuelle et sociale dans le cadre du régime, de l’ordre et des loi établis.
Dans cette perspective, le secteur privé de l’éducation dans le reste des pays occidentaux adoptant le libéralisme outrancier cherche a tout prix de privatiser l’enseignement universitaire a l’image des Etats Unis. Ce genre de pays abrite donc une éducation et des institutions qui traversent une de leurs plus graves crise de crédibilité et de légitimité ainsi que de rentabilité. Vu que la multiplication des cours offerts y compris virtuel et la force première de leurs stratégies demeurant l’accroissement de leurs revenus et leurs profits, la qualité des cours s’amenuise et la livraison des diplômes avait connu une inflation et un accroissement des prix d’enregistrement de scolarisation au niveau des Lycées et des universités.
La Boule de Neige de la dette et le Bout de l’Iceberg des Prêts des Étudiants envers l’Éducation Privée et cela en grande partie juste les Frais d’inscriptions dans les Universités aux Etats-Unis d’Amérique.
L’autre effet était la multiplication et l’accroissement continuel de l’endettement des étudiants poursuivant des chimères en dépensant des sommes faramineuses empruntées pour seulement une illusion du savoir et une promesse d’emploi dans les nuages.
Le Poids écrasant l’Étudiant par la Dette Estudiantine Académique
Ce double handicap et ce défi rendaient la monétarisation des diplômes au niveau du marché du travail et de l’acquisition d’emploi une tache très ardue qui dévalorisa les diplômes distribués comme des patates chaudes.
Les « Pauvres Étudiants » enterrés sous le poids du Dollar de la Dette Individuelle pour les prêts Universitaire et de la Dette des Cartes de Crédit et et de la Dette Fédérale des Etats Unis d’Amérique
Reste aussi le côté coût et prix qui s’enflamme et dont l’inflation les rend encore plus Select au niveau de ceux qui peuvent les accéder et peuvent se les permettre au même titre qu’un acte d’achat de ces produits de luxe que la grande consommation n’est point leur but mais plutôt la réputation d’élite qui les rend enviable auprès des masses.
C’est le même reflet de démonstration pour ce qui est ces « Grandes Universités de Renom » qui ne font que fabriquer d’après des Élites et des Tête Pensantes Extraordinaires alors que vraiment si ces Universités [Harvard, Yale, Princeton, Tufts, Hopkins, Columbia, MIT, Stanford] étaient tellement et authentiquement ce qu’elle réclament comme Top Quality education, je me poses les questions suivantes:
– Pourquoi, l’économie des Etats Unis d’Amérique qui malgré la présence de tous ces génies dans la nature universitaire n’arrive pas a sortir de la crise?
– Pourquoi, l’économie des Etats Unis d’Amérique, n’arrive pas ni freiner le vidange des villes de leurs secteurs manufacturier et l’enracinement de l’épidémie a deux contagions du chômage et la violence, ni les guerres extérieures et les crises sociales et culturelles a l’intérieur des foyers américains ainsi que les déséquilibres régionaux et budgétaires et financiers de tous les comptes des balances des Etats et de l’Etat Fédéral?
Par contre aux Etats Unis d’Amérique et selon le quotidien Américain USA Today dont le titre approprié est : “College graduates struggle to repay student loans” indiquent que les étudiants américains s’endettent en moyenne à hauteur de 27 000 $ à 114 000 $ suivant les universités et les études.

« Il faut compter pour une université publique, 6 585 Dollars en moyenne par année en tant que résident américain, et 25 143 Dollars pour une université privé.
(Je donne la précision des tarifs pour des étudiants américains, car un pour un étudiant étranger, il faut encore multiplier par 3 voire 4 selon l’université).
Sachant, qu’il faut compter en moyenne 4 années d’études supérieures pour obtenir un Bachelor’s Degree (Équivalent d’une maîtrise), ces chiffres doivent donc être encore multipliés par 4.
Donc, il faut compter avec environ 26 000 Dollars dans le public et plus de 100 000 Dollars dans le privé, rien qu’en frais de scolarité.

Avec un tel gain, il est tout a fait clair que le lobby de ces institutions poussent partout a la privatisation de l’enseignement dans lequel ils identifient les nouvelles formes de spéculation et de hauts gains sans aucune perte puisque le gouvernement en reste le garant des prêts accordés aux Etudiants.
Par contre et a titre « [d’] information, à titre de comparaison, je précise que le système éducatif en Finlande, dont le niveau est un des plus élevé en Europe, voire au monde, offre une scolarité à un coût de…0 Euros. Mieux, il y a mise en place gratuite de cantines, de bus de ramassage, de livres et de cours particulier, le tout avec un échec scolaire proche de …0. » Source citée a la fin du texte.

Au Maroc, le système éducatif d’Élite privée poursuivit demeure Américanisé et Européanisé alors que la structure d’embauche et d’opération des entreprises demeure de prédominance française, créant ainsi un déphasage entre la formation et l’insertion professionnelle.

To all persons to whom these presents shall come or be made known- WHEREAS the United States of America in Congress assembled by their Commission bearing date the twelfth day of May One Thousand, Seven-Hundred and Eighty-Four thought proper to constitute John Adams, Benjamin Franklin and Thomas Jefferson their Ministers Plenipotentiary, giving to them or a Majority of them full powers to confer, treat & negotiate with the Ambassador, Minister or Commissioner of His Majesty the Emperor of Morocco concerning a Treaty of Amity and Commerce, to make & receive propositions for such Treaty and to conclude and sign the same, transmitting to the United States in Congress assembled for their final Ratification.
And by one other commission bearing date the Eleventh day of March One-Thousand Seven-hundred & Eighty-five did further empower the said Ministers Plenipotentiary or a majority of them, by writing under the hands and Seals to appoint such agent in the said business as they might think proper with authority under the directions and instruction of the said Ministers to commence & prosecute the said Negotiations & Conferences for the said Treaty provided that the said Treaty should be signed by Ministers: And Whereas, We the said John Adams & Thomas Jefferson two of the said Ministers Plenipotentiary (the said Benjamin Franklin being absent) by writing under the Hand and Seal of the said John Adams at London, October fifth, One-thousand Seven-hundred and Eighty-five, & of the said Thomas Jefferson at Paris October the Eleventh of the same year, did appoint Thomas Barclay, Agent in the business aforesaid, giving him the Powers therein, which by the said second commission we were authorized go give, and the said Thomas Barclay in pursuance thereof, bath arranged Articles for a Treaty of Amity and Commerce between the United States of America and His Majesty the Emperor of Morocco & sealed with His Royal Seal, being translated into the language of said United States of America, together with the Attestations thereto annexed are in the following words, To Wit:
In the name of Almighty God.
This is a Treaty of Peace and Friendship established between us and the United States of America, which is confirmed, and which we have ordered to be written in the Book and sealed with our Royal Seal at our Court of Morocco in the Twenty-Fifth day of the blessed month of Shaban, in the year One-Thousand Two-hundred, trusting in God it will remain permanent.
ARTICLE 1
We declare that both Parties have agreed that this Treaty consisting of twenty five Articles shall be inserted in this Book and delivered to the Honorable Thomas Barclay, the Agent of the United States now at our Court, with whose Approbation it has been made and who is duly authorized on their part, to treat with us concerning all the matters contained therein.
ARTICLE 2
If either of the parties shall be at war with any nation whatever, the other party shall not take a commission from the enemy nor fight under their colors.
ARTICLE 3
If either of the parties shall be at war with any nation whatever and take a prize belonging to that nation, and there shall be found on board subjects or effects belonging to either of the parties, the subjects shall be set at liberty and the effect returned to the owners. And if any goods belonging to any nation, with whom either the parties shall be at war, shall be loaded on vessels belonging to the other party, they shall pass free and unmolested without any attempt being made to take or detain them.
ARTICLE 4
A signal or pass shall be given to all vessels belonging to both parties, by which they are to be known when they meet at sea, and if the commander of a ship of war of either party shall have other ships under his convoy, the Declaration of the commander shall alone be sufficient to exempt any of them from examination.
ARTICLE 5
If either of the parties shall be at war, and shall meet a vessel at sea, belonging to the other, it is agreed that if an examination is to be made, it shall be done by sending a boat with two or three men only, and if any gun shall be bread and injury done without reason, the offending party shall make good all damages.
ARTICLE 6
If any Moor shall bring citizens of the United States or their effects to His Majesty, the citizens shall immediately be set at liberty and the effects restored, and in like manner, if any Moor not a subject of the dominions shall make prize of any of the citizens of America or their effects and bring them into any of the ports of His Majesty, they shall be immediately released, as they will be considered as under His Majesty’s Protection.
ARTICLE 7
If any vessel of either party shall put into a port of the other and have occasion for provisions or other supplies, they shall be furnished without any interruption or molestation.
ARTICLE 8
If any vessel of the United States shall meet with a disaster at sea and put into one of our ports to repairs, she shall be at liberty to land and reload her cargo, without paying any duty whatever.
ARTICLE 9
If any Vessel of the Untied States shall be cast on Shore on any Part of our Coasts, she shall remain at the disposition of the Owners and no one shall attempt going near her without their Approbation, as she is then considered particularly under our Protection; and if any Vessel of the United States shall be forced to put in to our Ports, by Stress of weather or otherwise, she shall not be compelled to land her Cargo, but shall remain in tranquility until the Commander shall think proper to proceed on his Voyage.
ARTICLE 10
If any Vessel of either of the Parties shall have an engagement with a Vessel belonging to any of the Christian Powers within gunshot of the Forts of the other, the Vessel so engaged shall be defended and protected as much as possible until she is in safety; and if any American Vessel shall be cast on shore on the Coast of Wadnoon or any Coast thereabout, the People to her shall be protected, and assisted until by the help of God, they shall be sent to their Country.
ARTICLE 11
If we shall be at War with any Christian Power and any of our Vessels sail from the Ports of the United States, no Vessel belonging to the enemy shall follow until twenty four hours after the Departure of our Vessels; and the same Regulation shall be observed towards the American Vessels sailing from our Ports be the enemies Moors or Christians.
ARTICLE 12
If any ship of war belonging to the United States shall put into any of our ports, she shall not be examined on any pretense whatever, even though she should have fugitive slaves on board, nor shall the governor or commander of the place compel them to be brought on shore on any pretext, nor require any payment for them.
ARTICLE 13
If a ship of war of either party shall put into a port of the other and salute, it shall be returned from the fort with an equal number of guns, not with more or less.
ARTICLE 14
The commerce with the United States shall be on the same footing as is the commerce with Spain, or as that with the most favored nation for the time being; and their citizens shall be respected and esteemed, and have full liberty to pass and repass our country and seaports whenever they please, without interruption.
ARTICLE 15
Merchants of both countries shall employ only such interpreters, and such other persons to assist them in their business, as they shall think proper. No commander of a vessel shall transport his cargo on board another vessel; he shall not be detained in port longer than he may think proper; and all persons employed in loading or unloading goods, or in any labor whatever, shall be paid at the customary rates, not more and not less.
ARTICLE 16
In case of a war between the parties, the prisoners are not to be made slaves, but to be exchanged one for another, captain for captain, officer for officer, and one private man for another; and if there shall prove a deficiency on either side, it shall be made up by the payment of one hundred Mexican dollars for each person wanting. And it is agreed that all prisoners shall be exchanged in twelve months from the time of their being taken, and that this exchange may be effected by a merchant or any other person authorized of by either of the parties.
ARTICLE 17
Merchants shall not be compelled to buy or sell any kind of goods but such as they shall think proper; and may buy and sell all sorts of merchandize but such as are prohibited to the other Christian nations.
ARTICLE 18
All goods shall be weighed and examined before they are sent on board , and to avoid all detention of vessels, no examination shall afterwards be made, unless it shall first be proved that contraband goods have been sent on board, in which case, the persons who took the contraband goods on board, shall be punished according to the usage and custom of the country, and no other person whatever shall be injured, nor shall the ship or cargo incur any penalty or damage whatever.
ARTICLE 19
No vessel shall be detained import on any pretense whatever, nor be obliged to take on board on any articles without the consent of the commander, who shall be at full liberty to agree for the freight of any goods he takes on board.
ARTICLE 20
If any of the citizens of the Untied States, or any persons under their protection, shall have any disputes with each other, the consul shall decide between the parties, and whenever the consul shall require any aid or assistance from our government, to enforce his decisions, it shall be immediately granted to him.
ARTICLE 21
If any citizen of the Untied States should kill or wound a Moor, or, on the contrary, if a Moor shall kill or wound a citizen of the United States, the law of the country shall take place, and equal justice shall be rendered, the consul assisting at the trial; and if any delinquent shall make his escape, the consul shall not be answerable for him in any manner whatever.
ARTICLE 22
If an American citizen shall die in our country, and no will shall appear, the consul shall take possession of hi affects; and if there shall be no consul, the effects shall be deposited in the hands of some person worthy of trust, until the party shall appear, who has right to demand them; but if the heir to the person deceased be present, the property shall be delivered to him without interruptions; and if a will shall appear, the property shall descend agreeable to that will as soon as the consul shall declare the validity thereof.
ARTICLE 23
The consuls of the United States of America, shall reside in any port of our dominions that they shall think proper; and they shall be respected, and enjoy all the privileges which the consuls of any other nation enjoy; and if any of the citizens of the United States shall contract any debts or engagements, the consul shall not be in any manner accountable for them, unless he shall have given a promise in writing for the payment or fulfilling thereof, without which promise in writing, no application to him for any redress shall be made.
ARTICLE 24
If any differences shall arise by either party infringing on any of the articles of this treaty, peace and harmony shall remain notwwithstanding, in the fullest force, until a friendly application shall be made for an arrangement, and until that application shall be rejected, no appeal shall be made to arms. And if a war shall break out between the parties nine months shall be granted to all the subjects of both parties, to dispose of their effects and retire with their property. And it is further declared, that whatever indulgences, in trade or otherwise, shall be granted to any of the Christian Powers, the citizens of the United States shall be equally entitled to them.
ARTICLE 25
This treaty shall continue in full force, with the help of God, for fifty years. We delivered this book into the hands of the before mentioned Thomas Barclay, on the first day of the blessed month of Ramadan, in the year one thousand two hundred. I certify that the annexed is a true copy of the translation made by Isaac Cardoza Nunez, interpreter at Morocco, of the treaty between the Emperor of Morocco and the United States of America.
ADDITIONAL ARTICLE
Grace to the only God.
I, the under-written, the servant of God, Taher Ben Abdelkack Fennish, do certify, that His Imperial Majesty, my master, (whom God preserve), having concluded a treaty of peace and commerce with the United States of America, has ordered me, the better to complete, it, and in addition of the tenth article of the treaty, to declare, “That if any vessel belonging to the United States, shall be in any of the ports of his Majesty’s dominions, or within gun-shot of his forts, she shall be protected as much as possible; and no vessel whatever, belonging either to Moorish or Christian Powers, with whom the United States may be at war, shall be permitted to follow or engage her, as we now deem the citizens of America our good friends.”
And, in obedience to this Majesty’s commands, I certify this declaration, by putting my hand and seal to it, on the eighteenth day of Ramadan, (a) in the year one thousand two hundred. The servant of the King, my master, whom God preserve.

Teaching Officers of U.S. Air Force at Fairfield Base, California: Dr. Tony Branch gave me the privilege and the duty to teach courses at the Travis Air Force Base. This “Reconnaissance Letter” was written by Captain Larson, one of my “Students-Gentleman Officers.” Besides calling my name in the air from the carling of their “Funny Flying Machines,” they also showed me the planes that landed in Morocco during WWII and later on. This episode of forming Senior U.S. Air Force Pilots is one of the best of my Academic Medals of Honors.

Sypnosis on the Kingdom of Morocco’s New Development Strategy for Investment

Morocco’s drive is a response to these interferences and moves to rejection and adhesion of nations in new identification of competitive forms. Morocco is positioning its economy and external alliances as a regional liaison, a conduit of dialogue, an ally interlocutor, and a business negotiator within balanced the weakness into forces between spheres of influence and clusters of changes.
Morocco has ratified 72 investment treaties for the promotion and protection of investments and 62 economic agreements, including with the United States and most EU nations, that aim to eliminate the double taxation of income or gains. Morocco is the only country on the African continent with a Free Trade Agreement (FTA) with the United States, eliminating tariffs on more than 95 percent of qualifying consumer and industrial goods.
The Government of Morocco plans to phase out tariffs for some products through 2030. The FTA supports Morocco’s goals to develop as a regional financial and trade hub, providing opportunities for the localization of services and the finishing and re-export of goods to markets in Africa, Europe, and the Middle East. Since the U.S.-Morocco FTA came into effect bilateral trade in goods has grown nearly five-fold.
The U.S. and Moroccan governments work closely to increase trade and investment through high-level consultations, bilateral dialogue, and other forums to inform U.S. businesses of investment opportunities and strengthen business-to-business ties.
What are the Government measures to motivate or restrict investment in Morocco?
The new investment charter which was introduced in July 2016 as part of Law 60-16, and replacing a previous charter implemented in 1995, creates free-trade zones in each of the 12 regions of the country, recognizes indirect exporter status, and creates incentives for export-oriented and industrial companies. It also restructures investment promotion activities under the centralized Moroccan Agency for Investment Development and Export. A General Directorate for Trade, a General Directorate for Industry and an agency dedicated to developing the digital economy and e-government were also created under the new charter.
FDI (Foreign Direct Investment) in Figures
After a decline during the global recession, FDI (Foreign Direct Investment) flows to Morocco increased in 2014 and 2015, exceeding USD 3 billion. In 2016, however, flows fell by 29% to USD 2.32 billion. The country’s stability should attract more investors. In addition, a vast project of economic modernisation has been launched to boost FDI. Casablanca in particular aims to become an international financial center. Traditionally, France, Saudi Arabia and Spain have been the three main investors. FDI is mainly concentrated in the real estate sector, followed by industry and tourism.

Here are some countries and sectors that have invested in Morocco through foreign direct investment (FDI): In 2022, the top investing countries by stock were France (30.8%), the United Arab Emirates (UAE) (20.3%), Spain (8%), Switzerland (5.7%), and the United States (5%). In the first quarter of 2022, the leading investors were the United States, France, and the UAE.

Industry: Almost one-fourth of FDI
Real estate: 20% of FDI
Communication: 12.4% of FDI
Tourism: 9.5% of FDI
Energy and mining: 6.4% of FDI
Banking: 5.7% of FDI
The aim is to be considered as an alternative and reliable intermediary and as a hub of transfer and transformation of existing created and advanced researched values. The multiple participation of Morocco in international events, the signature of trade treaties and investment agreements, direct involvement in security, and strategic alliances are the institutional expressions for business integration, diplomatic acceptance, and cultural harmonization driven by the search for mutual benefits and complementary exchanges with a transfer of technological intelligence and operational know-how that Morocco is striving to materialize. A new model of development based on the production of clean energy remains the determining factor in conglomerating these similar but not identical factors of development.

To all persons to whom these presents shall come or be made known- WHEREAS the United States of America in Congress assembled by their Commission bearing date the twelfth day of May One Thousand, Seven-Hundred and Eighty-Four thought proper to constitute John Adams, Benjamin Franklin and Thomas Jefferson their Ministers Plenipotentiary, giving to them or a Majority of them full powers to confer, treat & negotiate with the Ambassador, Minister or Commissioner of His Majesty the Emperor of Morocco concerning a Treaty of Amity and Commerce, to make & receive propositions for such Treaty and to conclude and sign the same, transmitting to the United States in Congress assembled for their final Ratification.
And by one other commission bearing date the Eleventh day of March One-Thousand Seven-hundred & Eighty-five did further empower the said Ministers Plenipotentiary or a majority of them, by writing under the hands and Seals to appoint such agent in the said business as they might think proper with authority under the directions and instruction of the said Ministers to commence & prosecute the said Negotiations & Conferences for the said Treaty provided that the said Treaty should be signed by Ministers: And Whereas, We the said John Adams & Thomas Jefferson two of the said Ministers Plenipotentiary (the said Benjamin Franklin being absent) by writing under the Hand and Seal of the said John Adams at London, October fifth, One-thousand Seven-hundred and Eighty-five, & of the said Thomas Jefferson at Paris October the Eleventh of the same year, did appoint Thomas Barclay, Agent in the business aforesaid, giving him the Powers therein, which by the said second commission we were authorized go give, and the said Thomas Barclay in pursuance thereof, bath arranged Articles for a Treaty of Amity and Commerce between the United States of America and His Majesty the Emperor of Morocco & sealed with His Royal Seal, being translated into the language of said United States of America, together with the Attestations thereto annexed are in the following words, To Wit:
In the name of Almighty God.
This is a Treaty of Peace and Friendship established between us and the United States of America, which is confirmed, and which we have ordered to be written in the Book and sealed with our Royal Seal at our Court of Morocco in the Twenty-Fifth day of the blessed month of Shaban, in the year One-Thousand Two-hundred, trusting in God it will remain permanent.
ARTICLE 1
We declare that both Parties have agreed that this Treaty consisting of twenty five Articles shall be inserted in this Book and delivered to the Honorable Thomas Barclay, the Agent of the United States now at our Court, with whose Approbation it has been made and who is duly authorized on their part, to treat with us concerning all the matters contained therein.
ARTICLE 2
If either of the parties shall be at war with any nation whatever, the other party shall not take a commission from the enemy nor fight under their colors.
ARTICLE 3
If either of the parties shall be at war with any nation whatever and take a prize belonging to that nation, and there shall be found on board subjects or effects belonging to either of the parties, the subjects shall be set at liberty and the effect returned to the owners. And if any goods belonging to any nation, with whom either the parties shall be at war, shall be loaded on vessels belonging to the other party, they shall pass free and unmolested without any attempt being made to take or detain them.
ARTICLE 4
A signal or pass shall be given to all vessels belonging to both parties, by which they are to be known when they meet at sea, and if the commander of a ship of war of either party shall have other ships under his convoy, the Declaration of the commander shall alone be sufficient to exempt any of them from examination.
ARTICLE 5
If either of the parties shall be at war, and shall meet a vessel at sea, belonging to the other, it is agreed that if an examination is to be made, it shall be done by sending a boat with two or three men only, and if any gun shall be bread and injury done without reason, the offending party shall make good all damages.
ARTICLE 6
If any Moor shall bring citizens of the United States or their effects to His Majesty, the citizens shall immediately be set at liberty and the effects restored, and in like manner, if any Moor not a subject of the dominions shall make prize of any of the citizens of America or their effects and bring them into any of the ports of His Majesty, they shall be immediately released, as they will be considered as under His Majesty’s Protection.
ARTICLE 7
If any vessel of either party shall put into a port of the other and have occasion for provisions or other supplies, they shall be furnished without any interruption or molestation.
ARTICLE 8
If any vessel of the United States shall meet with a disaster at sea and put into one of our ports to repairs, she shall be at liberty to land and reload her cargo, without paying any duty whatever.
ARTICLE 9
If any Vessel of the Untied States shall be cast on Shore on any Part of our Coasts, she shall remain at the disposition of the Owners and no one shall attempt going near her without their Approbation, as she is then considered particularly under our Protection; and if any Vessel of the United States shall be forced to put in to our Ports, by Stress of weather or otherwise, she shall not be compelled to land her Cargo, but shall remain in tranquility until the Commander shall think proper to proceed on his Voyage.
ARTICLE 10
If any Vessel of either of the Parties shall have an engagement with a Vessel belonging to any of the Christian Powers within gunshot of the Forts of the other, the Vessel so engaged shall be defended and protected as much as possible until she is in safety; and if any American Vessel shall be cast on shore on the Coast of Wadnoon or any Coast thereabout, the People to her shall be protected, and assisted until by the help of God, they shall be sent to their Country.
ARTICLE 11
If we shall be at War with any Christian Power and any of our Vessels sail from the Ports of the United States, no Vessel belonging to the enemy shall follow until twenty four hours after the Departure of our Vessels; and the same Regulation shall be observed towards the American Vessels sailing from our Ports be the enemies Moors or Christians.
ARTICLE 12
If any ship of war belonging to the United States shall put into any of our ports, she shall not be examined on any pretense whatever, even though she should have fugitive slaves on board, nor shall the governor or commander of the place compel them to be brought on shore on any pretext, nor require any payment for them.
ARTICLE 13
If a ship of war of either party shall put into a port of the other and salute, it shall be returned from the fort with an equal number of guns, not with more or less.
ARTICLE 14
The commerce with the United States shall be on the same footing as is the commerce with Spain, or as that with the most favored nation for the time being; and their citizens shall be respected and esteemed, and have full liberty to pass and repass our country and seaports whenever they please, without interruption.
ARTICLE 15
Merchants of both countries shall employ only such interpreters, and such other persons to assist them in their business, as they shall think proper. No commander of a vessel shall transport his cargo on board another vessel; he shall not be detained in port longer than he may think proper; and all persons employed in loading or unloading goods, or in any labor whatever, shall be paid at the customary rates, not more and not less.
ARTICLE 16
In case of a war between the parties, the prisoners are not to be made slaves, but to be exchanged one for another, captain for captain, officer for officer, and one private man for another; and if there shall prove a deficiency on either side, it shall be made up by the payment of one hundred Mexican dollars for each person wanting. And it is agreed that all prisoners shall be exchanged in twelve months from the time of their being taken, and that this exchange may be effected by a merchant or any other person authorized of by either of the parties.
ARTICLE 17
Merchants shall not be compelled to buy or sell any kind of goods but such as they shall think proper; and may buy and sell all sorts of merchandize but such as are prohibited to the other Christian nations.
ARTICLE 18
All goods shall be weighed and examined before they are sent on board , and to avoid all detention of vessels, no examination shall afterwards be made, unless it shall first be proved that contraband goods have been sent on board, in which case, the persons who took the contraband goods on board, shall be punished according to the usage and custom of the country, and no other person whatever shall be injured, nor shall the ship or cargo incur any penalty or damage whatever.
ARTICLE 19
No vessel shall be detained import on any pretense whatever, nor be obliged to take on board on any articles without the consent of the commander, who shall be at full liberty to agree for the freight of any goods he takes on board.
ARTICLE 20
If any of the citizens of the Untied States, or any persons under their protection, shall have any disputes with each other, the consul shall decide between the parties, and whenever the consul shall require any aid or assistance from our government, to enforce his decisions, it shall be immediately granted to him.
ARTICLE 21
If any citizen of the Untied States should kill or wound a Moor, or, on the contrary, if a Moor shall kill or wound a citizen of the United States, the law of the country shall take place, and equal justice shall be rendered, the consul assisting at the trial; and if any delinquent shall make his escape, the consul shall not be answerable for him in any manner whatever.
ARTICLE 22
If an American citizen shall die in our country, and no will shall appear, the consul shall take possession of hi affects; and if there shall be no consul, the effects shall be deposited in the hands of some person worthy of trust, until the party shall appear, who has right to demand them; but if the heir to the person deceased be present, the property shall be delivered to him without interruptions; and if a will shall appear, the property shall descend agreeable to that will as soon as the consul shall declare the validity thereof.
ARTICLE 23
The consuls of the United States of America, shall reside in any port of our dominions that they shall think proper; and they shall be respected, and enjoy all the privileges which the consuls of any other nation enjoy; and if any of the citizens of the United States shall contract any debts or engagements, the consul shall not be in any manner accountable for them, unless he shall have given a promise in writing for the payment or fulfilling thereof, without which promise in writing, no application to him for any redress shall be made.
ARTICLE 24
If any differences shall arise by either party infringing on any of the articles of this treaty, peace and harmony shall remain notwwithstanding, in the fullest force, until a friendly application shall be made for an arrangement, and until that application shall be rejected, no appeal shall be made to arms. And if a war shall break out between the parties nine months shall be granted to all the subjects of both parties, to dispose of their effects and retire with their property. And it is further declared, that whatever indulgences, in trade or otherwise, shall be granted to any of the Christian Powers, the citizens of the United States shall be equally entitled to them.
ARTICLE 25
This treaty shall continue in full force, with the help of God, for fifty years. We delivered this book into the hands of the before mentioned Thomas Barclay, on the first day of the blessed month of Ramadan, in the year one thousand two hundred. I certify that the annexed is a true copy of the translation made by Isaac Cardoza Nunez, interpreter at Morocco, of the treaty between the Emperor of Morocco and the United States of America.
ADDITIONAL ARTICLE
Grace to the only God.
I, the under-written, the servant of God, Taher Ben Abdelkack Fennish, do certify, that His Imperial Majesty, my master, (whom God preserve), having concluded a treaty of peace and commerce with the United States of America, has ordered me, the better to complete, it, and in addition of the tenth article of the treaty, to declare, “That if any vessel belonging to the United States, shall be in any of the ports of his Majesty’s dominions, or within gun-shot of his forts, she shall be protected as much as possible; and no vessel whatever, belonging either to Moorish or Christian Powers, with whom the United States may be at war, shall be permitted to follow or engage her, as we now deem the citizens of America our good friends.”
And, in obedience to this Majesty’s commands, I certify this declaration, by putting my hand and seal to it, on the eighteenth day of Ramadan, (a) in the year one thousand two hundred. The servant of the King, my master, whom God preserve.
TAHER BEN ABDELKACK FENNISH.
I do certify that the above is a true copy of the translation made at Morocco, by Isaac Cordoza Nunez, interpreter, of a declaration made and signed by Sidi Hage Taher Fennish, in addition to the treaty between the Emperor of Morocco and the United States of America, which declaration the said Taher Fennish made by the express directions of his Majesty.

Now, KNOW YE, That we, the said John Adams and Thomas Jefferson, Ministers Plenipotentiary aforesaid, do approve and conclude the said treaty, and every article and clause therein contained, reserving the same nevertheless to the Untied States in Congress assembled, for their final ratification. In testimony whereof, we have signed the same with our names and seals, at the places of our respective residence, and at the dates expressed under our signatures respectively.
