European Union Putting a “Customized” Brake on the Import of Chinese EV

Chinese electric carmakers may be crying foul over the European Union’s imposition of additional tariffs, but they have several options to keep growing, including shifting production to the continent and using fat profit margins to absorb some of the hit.

Companies could also turn their attention to new markets in the Middle East, Latin America and Southeast Asia, where EVs comprise a small but growing segment of the passenger car market.

The European Commission on Wednesday formally notified automakers including BYD Co., Geely Automobile Holdings Ltd. and MG owner SAIC Motor Corp. of the additional levies on battery electric cars, which will take tariffs to as high as 48% from next month. China’s EV manufacturers have been pushing more aggressively into Europe amid a domestic price war and years of building a lead in the technology.

“As Chinese automakers grow stronger, it’s natural for them to face trade actions like tariff increases,” said Cui Dongshu, secretary general of China’s Passenger Car Association. “Even if there’s suppression of cars exported from China, automakers are not going to be defeated by the added tariff. Instead, it will only make them stronger.”

BYD shares jumped as much as 8.8% in Hong Kong trading Thursday, leading gains among Chinese EV makers on a view the added tariffs are manageable.

EVs made in China, such as BYD’s Dolphin compact crossover and the MG 4, fetch roughly double on average in Europe compared to their home region, customs data show, giving the manufacturers a cushion against the new tariffs.

The Middle East has emerged as a new market for China’s EV makers too, including Chery Auto, Xpeng Inc. and Geely’s premium Zeekr brand. Nio Inc. Chief Executive Officer William Li earlier this month said the EU’s tariff push was going in “substantially the wrong direction” and the company will start expanding to the Middle East later this year.

Europe’s tariff hikes will have a “minor impact” on Chinese manufacturers because the region accounts for only a fraction of their total sales, according to Daiwa Securities analyst Kevin Lau. Europe contributed between 1% to 3% of overall sales for BYD, Geely and SAIC in the first four months of this year, he estimated.

*The European Union has approved the imposition of a surcharge of up to 35% on imports of Chinese electric vehicles. *



Unless there is a last-minute agreement with China, this surcharge will be implemented from the beginning of November 2024.
The context is as follows: achieving carbon neutrality requires doing without fossil fuels, with #oil being the most widely used of them. In terms of individual mobility, this will involve in particular (although not exclusively) electric cars. In other words, the global automobile industry will have to evolve quickly and profoundly to move from thermal engines (on which the EU has know-how) to electric vehicles.
For the European Union, it is a question of not losing its manufacturers in this forced transition, while China (and the United States, but that is another subject) strongly supports its industry. In other words, through various levers, the State and especially the Chinese provinces help their manufacturers, which allows them to offer less expensive vehicles than European manufacturers.
Historically, the EU has been satisfied with this situation by only seeing the consumption aspect: if it is cheaper because it is subsidized by a third State, it is advantageous for the European consumer. However, this situation is harmful to European companies, which pay salaries to consumers… It is also a loss of strategic autonomy and a worsening of dependencies, the most flagrant example of which is the production of photovoltaic solar panels, a devastated industry in Europe.
Since Covid and the war in Ukraine, a change of approach has been felt. The EU has become aware of its fragility and the need to fight against dumping from third countries, even if some Member States find it to their advantage and try to block this type of measure. Hence the imposition of a surcharge on imported Chinese vehicles.
There will certainly be retaliatory measures from China, but China’s dependence on Europe to sell its production, while the American market is increasingly closed, gives the EU leverage. In the event of an escalation towards a trade war, some heavily indebted Chinese provinces could find themselves in a complicated situation and the restructuring of overcapacity sectors would lead to serious economic and social problems. And China knows this.
In short, the strengthening of European trade policy is welcome. The challenge is to find a more balanced relationship with China, in which our manufacturers could compete in a more balanced way than today. The sustainability of European industry – and the strategic autonomy it provides – depends on it.

OpenAI has raised $6.6 billion in its latest funding round, “the largest venture capital deal of all time,” according to Axios. The newly completed round, led by Thrive Capital, pushes the company’s valuation to $157 billion — nearly double what it was just nine months ago — and vaults OpenAI alongside leading venture-backed startups SpaceX and TikTok. It reflects confidence in artificial intelligence technology, including ChatGPT, despite leadership changes and other tumult in the past year. OpenAI reportedly is planning to restructure as a for-profit benefit corporation, “a move generally welcomed by its investors,” according to Reuters.

OpenAI has now raised more than $20 billion with a fresh mega-round led by Thrive Capital. Existing investor Microsoft also reportedly joined the new $6.5 billion round, while Apple dropped out. Here’s what we know and how other Bay Area AI companies stack up.



The biggest funding deal yet is official.

OpenAI has raised $6.6 billion at a $157 billion valuation.

For context, Spotify has a $75 billion market cap, Airbnb has an $80 billion market cap, and Uber has a $153 billion market cap.

So, OpenAI has been valued at something like Spotify plus Airbnb, or just a few billion more than Uber.

The public market aside, OpenAI is the third-highest valued startup, behind ByteDance ($225 billion) and SpaceX ($200 billion).

Still, don’t call this a VC deal.

ChatGPT maker OpenAI has closed the largest VC round of all time.

The startup today announced that it raised $6.6 billion in a funding round that values OpenAI at $157 billion post-money. Led by previous investor Thrive Capital, the new cash brings OpenAI’s total raised to $17.9 billion, per Crunchbase.

Microsoft, Nvidia, SoftBank, Khosla Ventures, Altimeter Capital, Fidelity, and MGX also participated.

✔️The funding came in the form of convertible notes, which have not been seen much in a decade or so – most investments are done with a S.A.F.E. Note- or a convertible note where the debt elements have been eliminated.

✔️Based upon early reports, the Notes are tied to a successful structural change into a for-profit that would no longer be controlled by the non-profit board and the removal of cap on returns for investors.

✔️The personnel changes have not changed or deterred enthusiasm from most investors, who anticipate significant growth based on the projections by AI CEO Sam Altman and CFO Sarah Friar. That logic is hard to follow.

✔️The Company is “on pace” to generate $3.6 billion in revenue this year on mounting losses of over $5 billion.

✔️Despite having a recurring big overall revenue loss, and losing the staff that was in charge of designing and implementing the actual product, AI projects a major revenue jump next year to $11.6 billion. The HOW has not been provided…?

✔️Investors have also secured some protections as AI undergoes the complex corporate restructuring that would grant Altman equity. The talks are still ongoing, and no timeline has been determined yet.

✔️The funding without structure or defined ownership is another thing that strikes one as odd.

My writing below is a “personalized” professional testimony conveying a multiplier dedication to adapting to the variety of operational references and responding to the diversity of opportunities and the human environment in which the local business conditions and regional and national practices of the predominant relational culture.

In line with His Majesty King Mohammed VI’s call for deeper and stronger engagement with Moroccans living abroad, Minister Mohcine Jazouli, Hosted a significant gathering in Silicon Valley, Southern San Francisco. An international roadshow to promote Moroccan as a destination for investments which were in Dallas, Austin, and San Francisco and shall continue to Seattle,

His Excellency Jazouli led a high-level delegation to this Summit initiated by the Corporate Council on Africa (CCA) under the theme “USA-Africa: a Partnership for Sustainable Success”.


The Kingdom has taken a big step forward towards further development thanks to a far-sighted and proactive royal vision, adding that the focus is now on sectors with high added value such as clean energy, green hydrogen, and electric mobility.

During this meeting, the Minister-Delegate in charge of Investment, Convergence, and Evaluation of Public Policies, Mr. Mohcine Jazouli, spoke of the large-scale projects launched in Morocco under the leadership of His Majesty the King mainly in the fields of development, infrastructure, and investments. Investment and Attraction of Moroccan Contribution to the Economic Development of Morocco Remain the Centerpiece, the Keystone, and the Cornerstone of the Moroccan Ministerial and Leaders Delegation Visit to California and the United States and their Interactions with Other Local and Regional Businesses

Mr. Jazouli emphasized the diaspora importance in promoting the Brand “Made in Morocco” and the Business Climate and Environment existing in the Kingdom of Morocco that reinforces internationally its strong attractiveness as the land for investment exports and imports. In the same perspective, his Excellency the Minister invited Moroccans around the world to persevere in their contribution to the collective national development and consolidation of its national identity and integration cemented with the leadership of His Majesty the King of Morocco, Mohammed VI, and the loyalty of the Moroccan people.

Additionally, Mr. Ali Seddiki, General Director at the Moroccan Agency for Investment and Export Development, presented the means and ways how, where the meeting with members of the Moroccan community in the United States takes place following the High Royal Instructions which insist on the need to support and accompany the projects and initiatives of Moroccans around the world.

The aim is to present the business opportunities that Morocco offers, particularly in terms of investment, as well as the incentives provided by the new investment charter, he indicated, adding that AMDIE is mobilized to support the investment projects of Moroccans around the world.

The opportunities of Investing in Morocco have been successfully highlighted by His Excellency, the Minister Mr. Mohcine Jazouli and AMDIE’s Managing Director, Mr. Ali Seddiki who appealed to and advised the Moroccan residing abroad to fully contribute by their participation in the development of Moroccan National Economy as a result of a real collaboration between public and private entities. To drive economic growth in Morocco, Mr. Azziz El Khyari discussed the advantages of direct investments in Casablanca Finance City-listed companies, which benefit from a favorable regulatory framework and access to international markets.

Alongside Minister Mohcine Jazouli and Moroccan Investment and Export Development Agency – AMDIE’s Managing Director Mr Ali Seddiki, the Director of Business Development and African Cooperation at Casablanca Finance City, Mr. Aziz El Khyari’s presentation focused on Financial operations and the direct investments in companies listed in Casablanca Finance City.

The American Cafe Trade Show in Casablanca, named after the iconic movie “Casablanca”, is indeed a significant event. It serves as a platform to showcase American food and agricultural products to Moroccan importers and buyers. This trade show plays a crucial role in promoting trade relations between the U.S. and Morocco.

Dr. Cherkaoui represented 25 U.S. Food Companies at the event. Dr. Said El Mansour Cherkaoui, along with His Excellency Mr. Arthur Riley, the U.S. Ambassador in Morocco, were present at this trade show in 2004.

Dr. Cherkaoui was representing 25 U.S. Food Companies at the event, which was organized by the U.S. Food and Drug Administration, U.S. Department of Commerce, U.S. Department of State, and the U.S. Embassy in Morocco.

This event was a significant step in promoting trade relations between the U.S. and Morocco and was organized for the objective to facilitate the negotiation and the signing of the Free Trade Agreement between Morocco and the United States.

The U.S.-Morocco trade relations have a long history and have grown significantly over the years. Here are some key points:

Historical Relations: Morocco was one of the first countries to recognize the newly independent United States, opening its ports to American ships by decree of Sultan Mohammed III in 1777. Morocco formally recognized the United States by signing a treaty of peace and friendship in 1786, a document that remains the longest unbroken relationship in U.S. history.

Free Trade Agreement (FTA): Morocco is the only country on the African continent with a Free Trade Agreement (FTA) with the United States, eliminating tariffs on more than 95 percent of qualifying consumer and industrial goodsThe Government of Morocco plans to phase out tariffs for some products through 2030.

Trade Growth:

Since the U.S.-Morocco FTA came into effect, bilateral trade in goods has grown nearly five-fold 3. The U.S. and Moroccan governments work closely to increase trade and investment through high-level consultations, bilateral dialogue, and other forums to inform U.S. businesses of investment opportunities and strengthen business-to-business ties.

U.S. Exports to Morocco: U.S. goods exports to Morocco in 2022 were $3.7 billion, up 33.3 percent ($928 million) from 2021 and up 71 percent from 2012.

U.S. Imports from Morocco: U.S. goods imports from Morocco in 2022 were $2.3 billion.

Trade Surplus: The U.S. goods and services trade surplus with Morocco was $2.1 billion in 20224.

These points highlight the strong and growing trade relationship between the U.S. and Morocco.

The California Center for International Trade Development (CITD), an entity of the State Center Community College District, has been promoting California’s international trade and competitiveness since 1989. It assists exporters, supports economic and job growth, and helps businesses in California expand globally. CITD also plays a role in globalizing colleges.

Sporting Achievements: Said El Mansour Cherkaoui is not only an intellectual but also a player of the First Division of Football, Volleyball, Handball, and Basketball in Morocco and vice-champion in fencing.  He played professionally Basketball in Montpellier at the ASPTT Club and Handball in Germany with Munster 08.    

Dr. Said El Mansour Cherkaoui was also a player, captain, and coach of the Handball Team at the University of Montpellier in France 2. 

In Morocco, Dr. Said El Mansour Cherkaoui is an International Player of Handball with the National Moroccan Team of Handball and was also selected for the National Moroccan Team of BasketBall (Academic and Civil).

Introductory Notes by Said El Mansour Cherkaoui

I have been defending Africa since I was in the situation where I can claim my own Africanness without any other expression of my ancestral African Amazigh heritage. The turning point of such a claim made against those who wanted to bury us but forgot that we are seeds of cultivation as they say in Africa.   We blossomed later on and this attempt to put away our conscience and our willingness to find better ways for Africa was during the year 1977-78 at the Institut d’Etudes Politiques de Grenoble, France.

For Africa, I have drawn trajectories since 1977 to illuminate its multiple fighting spirits for its own emancipation and for the will of its own children not to forget it even if centuries have brainwashed them.  Yes, indeed, generations and generations were instilled with a sweet insidious amnesiac dose by foreign and their local charlatans who disguised and distorted the reality of our own African history.

Through reading this article, you will discover that I have established milestones in the direction of recovering and rediscovering our own sense of Africanity, what I call our Refined Shared African Affinity.

In this sense, I have written several articles, developed various analyses, written case studies, as I have also participated in the initiation, organization and presentation at international conferences and trade shows, taught courses, provided consulting services and training and study-programs on Africa.  This diverse and multiple engagements took place in the United States, France, Morocco and China.

To reinforce this African orientation, I have also directly participated in the creation of groups and institutions representing the interests of Africa while facilitating meetings and contacts for African countries and decision-makers with their peers in California such as and just to name few:

  • Organization of the first visit of a delegation representing the Federation of Chambers of Commerce of Egypt.
  • Organization of the visit of a delegation of members of the Accra Chamber of Commerce to New York.
  • Visit of the First Delegation of Cameroon during the Football World Cup in 1994 at Stanford,
  • Organization in the Bay Area from San Francisco to Berkeley of the very First International Conference on Africa
  • Direct participation in the American Café Trade Show in Casablanca – Morocco organized by the USDA, US Department of State, The US Embassy in Morocco, Representation of 25 American and Californian companies as an introduction to the upcoming signing of the Free Trade Agreement between the United States and Morocco.

As for my current initiatives and achievements, I have also created several groups on the level of social-media platforms as well as several websites presenting the news, the and the future of African countries and their relations with the rest of the world.


Je défends l’Afrique depuis que je suis dans la situation où je peux revendiquer ma propre africanité sans aucune autre expression de mon héritage ancestral africain amazigh. Le tournant d’une telle revendication faite contre ceux qui ont voulu nous enterrer mais ont oublié que nous sommes des graines de culture comme on dit en Afrique. Nous nous sommes épanouis plus tard et cette tentative de mettre de côté notre conscience et notre volonté de trouver de meilleures voies pour l’Afrique s’est déroulée durant l’année 1977-78 à l’Institut d’Etudes Politiques de Grenoble, France.

Pour l’Afrique, j’ai dessiné des trajectoires depuis 1977 pour éclairer ses multiples esprits combatifs pour sa propre émancipation et pour la volonté de ses propres enfants de ne pas l’oublier même si des siècles les ont lavés le cerveau. Oui, en effet, des générations et des générations ont été insufflées avec une douce dose amnésique insidieuse par des étrangers et leurs charlatans locaux qui ont déguisé et déformé la réalité de notre propre histoire africaine.

En lisant cet article, vous découvrirez que j’ai établi des jalons dans le sens de la récupération et de la redécouverte de notre propre sens de l’africanité, ce que j’appelle notre affinité africaine partagée raffinée.

Dans ce sens, j’ai écrit plusieurs articles, développé diverses analyses, écrit des études de cas, car j’ai également participé à l’initiation, à l’organisation et à la présentation de conférences et salons internationaux, enseigné des cours, fourni des services de conseil et des programmes de formation et d’étude sur Afrique. Ces engagements divers et multiples se sont déroulés aux États-Unis, en France, au Maroc et en Chine.

Pour renforcer cette orientation africaine, j’ai également participé directement à la création de groupes et d’institutions représentant les intérêts de l’Afrique tout en facilitant les rencontres et les contacts des pays et décideurs africains avec leurs pairs en Californie tels que et pour ne citer que ceux-là :

  • Organisation de la première visite d’une délégation représentant la Fédération des Chambres de Commerce d’Egypte.
  • Organisation de la visite d’une délégation de membres de la Chambre de Commerce d’Accra à New York.
  • Visite de la Première Délégation du Cameroun lors de la Coupe du Monde de Football en 1994 à Stanford,
  • Organisation dans la Bay Area de San Francisco à Berkeley de la toute Première Conférence Internationale sur l’Afrique
  • Participation directe à l’American Café Trade Show à Casablanca – Maroc organisé par l’USDA, le Département d’État américain, l’Ambassade des États-Unis au Maroc, Représentation de 25 entreprises américaines et californiennes en guise d’introduction à la signature prochaine de l’Accord de libre-échange entre les États-Unis États-Unis et le Maroc.

En ce qui concerne les initiatives et réalisations actuelles, j’ai également créé plusieurs groupes au niveau des plateformes de médias sociaux ainsi que plusieurs sites Web présentant l’actualité, le et l’avenir des pays africains et leurs relations avec le reste du monde.
