Dr. Said El Mansour Cherkaoui Developed Strategies and Directed Training on Market and Technology to Strengthen China Trade and Business in the United States, Africa, Europe and Middle East.
What are the possibilities for such advances in the economic and financial cooperation between Morocco and China?
Is the High-Speed train can be the driving force to increase and consolidate the Moroccan – China relationship?
The present article presenting the interview of His Excellency the Ambassador of China in Morocco will set some basis of understanding where and how the next step and the potential opportunities where China can contribute directly with its technology and know-how as well as at the level of financing the infrastructure, the agriculture, the water supply and the development of essential sectors in Morocco.
Dr. Said El Mansour Cherkaoui was invited by the Chinese Government to facilitate the international expansion of Chinese companies and to provide training to the leaders of Chinese companies on the requirements of business internationalization and the development of logistics for market entry including distribution in Western Europe and the United States of America. This invitation followed the organization of a 3-month training course that I had prepared in Oakland and Berkeley within the Center for International Trade Development (CITD) in collaboration with academic and professional institutions located in Oakland and Berkeley in the San Francisco Bay and Northern California. These study and training programs provided to Chinese delegations were composed of businessmen, CEOs, and regional representatives of the authorities of central power and were part of the cooperation agreements between China and the United States. What if the future of modern trade is already in China?
Dr. Said El Mansour Cherkaoui as Advisor for China’s Regional Development of International Business and Trade Operations
Internet helps to save time with a high return on investment. Buying from a mobile and being delivered where you want is time and money-saving. Following a study, 75% of the Chinese population that browses on the internet, does it on a mobile phone. The other conclusion of the study is that there is an overlap between the population that uses the internet and social media and the consumers with purchasing power. With the most Internet users in the world, China has the world’s largest and fastest-growing social networks and e-commerce platforms.
The national online retail sales of goods and services in China reached 1.4 trillion Yuan in the first quarter, 32,1% higher than in Q1 2016. In comparison, retail sales of the physical stores went up by 7.2% only. In many countries where one does not have often a say, online consumers have a say on social networks and can chat with each other and share experiences.
E-commerce market in China
Giving feedback on products, services, and brands, and their validation through ratings is a form of power that consumers have. This gives trust, transparency, and security, that institutions cannot always offer. Health care requires trust, transparency, and security. A McKinsey survey in 2017 showed that 65 % of online shoppers in China are seeking ways to lead a healthier lifestyle.
Next to being the largest e-commerce market, China is also the most innovative e-commerce in the world. Innovations such as mobile digital payment ecosystems, and virtual reality are probably key reasons for the rise of e-retail spending. It seems that this offers availability and value to customers even in rural markets. Incorporating digital payments into existing services will open up new markets for micro, small, and medium enterprises and transform the way people transact around the world, including developing countries. Innovative business models are required for e-commerce in areas where mobile digital payment ecosystems are not yet possible. Source:
Over the past twenty years, however, China has been progressing very rapidly. It is even the country in the world with the strongest economic growth. The GDP thus grew by 8.2% per year between 1975 and 2002 and by 8.6% per year between 1990 and 2002, a multiplication of 2.5 in 12 years, by almost 8 in 27 years! No other country can boast of such economic development which has placed the republic on the path which today makes it the second power in the world.
China: Yesterday Principles – Today Advanced Tech
Over the past two decades, China has become a manufacturing hub and the world’s largest exporter of goods, transforming from an emerging economy to an economic superpower.
According to the latest estimates of the economic outlook for IMF, the country will represent 18.8% of global GDP at purchasing power parity (PPP) this year. A figure up by more than 10 percentage points compared to the early 2000s, when the United States and the European Union were still far ahead in economic production.
Over the past twenty years, the United States and major European economies have seen their superiority challenged by the emergence of new powers, such as China, India, and other countries. While the United States saw its share of global GDP decline from 19.8% to 15.8% between 2002 and 2022, that of the European Union fell from 19.9% to 14.8% over the same period (keeping in mind that the United Kingdom’s exit from the EU also contributed to this decline).
The gap between China, the United States, and the EU is likely to widen in the coming years, as the outlook is rather bleak for the latter two economies, which are at risk of entering a recession, while the Chinese economy should be able to continue to post single-digit growth rates (close to 5%).
China is working on establishing all these milestones and beyond.
Battling China is the reward given to China as recognition of its outstanding performances realized during just 5 presidents du Developpement Global de la Chine – 4 Leaders Pieds de la Table de Jeu Technologique de la Chine and 50 years of hard work and devotion to national development policies and goals.

Information Communications Technology in Africa
Between 2016 and 2021, Internet access and adoption of technology in Western and Central Africa witnessed a noticeable increase in the number of internet users, from 23 to 47 percent, while the percentage of people using the internet in Eastern and Southern Africa increased from 16 to 27 percent. In 2018, there were over 456 million unique mobile subscribers in Sub-Saharan Africa (about 44% of the region’s population, up from 20% in 2015). And as internet connectivity increases, so will the demand for services in sectors like e-commerce, education, financial technology, digital health, entertainment, cybersecurity, and data analytics.
TRI CK USA – AFRICA
Markets in West and Central Africa vary in size, and this fragmentation makes it hard for large companies to identify business opportunities, accurately assess their risk, and tailor a pitch. While these markets represent a sizable opportunity in the aggregate, trying to approach them that way—with a one-size-fits-all offer—usually falls flat.

That reputation to date has been earned not through trade but through personal remittances, which often exceed total development assistance to many countries. Remittances to Cameroon, for example, grew from $115 million annually in 2010 to $355 million in 2019, or from 0.4% to 0.9% of the country’s GDP. Larger and higher-income economies, such as Ghana, Nigeria, and Senegal, receive far greater sums through remittances.

Since my early studies at Institut des Etudes Politiques of the Grenoble University, the development, and integration of Africa were at the forefront of my studies and topics of my presentations in seminaries and essay papers. It was natural that I continue to work and increase awareness about Africa and its need to establish new kinds of relations with countries other than the past metropolitan and colonialists.
I extended the invitation to Dr. Boubacar N’diaye for his presence among us at this International Conference on Africa. He was delighted about my presentation and we also sat together and had lunch at the same table. Wonderful Man with full love for Africa and Africans and who initiated a series of important financial and operational measures: the African Businessmen Round Table, the creation of the African Bank for import-export (Afreximbank), and the setting up of special easy financing for the African private sector (investors and entrepreneurs) without the guarantee of their governments.

Sypnosis on the Kingdom of Morocco’s New Development Strategy for Investment
Morocco is setting a frame and components that can be multiple and diverse in their local content, and regional determinations like in their external and global objectives. This strategy is oriented by the selection of leading mining resources, industrial sectors, and technological and energy-based productions that are becoming the focus and reasons for international heated competition. These advanced areas of design and development are the topics and the objectives that differentiate the level of technological and self-sustainability masteries and sector productive leadership between nations in their drive to set new rules for governance as an alternative to the failed globalization which did not respond to local, regional, national, and “inter-nations” geostrategic interests” but impose more competitive and war-driven interventions as regulation of the flow of natural and primary resources needed to fuel such global expansion made without cushion and safety social nets and ideological and political remedies.
Morocco’s drive is a response to these interferences and moves to rejection and adhesion of nations in new identification of competitive forms. Morocco is positioning its economy and external alliances as a regional liaison, a conduit of dialogue, an ally interlocutor, and a business negotiator within balanced the weakness into forces between spheres of influence and clusters of changes.
Morocco has ratified 72 investment treaties for the promotion and protection of investments and 62 economic agreements, including with the United States and most EU nations, that aim to eliminate the double taxation of income or gains. Morocco is the only country on the African continent with a Free Trade Agreement (FTA) with the United States, eliminating tariffs on more than 95 percent of qualifying consumer and industrial goods.
The Government of Morocco plans to phase out tariffs for some products through 2030. The FTA supports Morocco’s goals to develop as a regional financial and trade hub, providing opportunities for the localization of services and the finishing and re-export of goods to markets in Africa, Europe, and the Middle East. Since the U.S.-Morocco FTA came into effect bilateral trade in goods has grown nearly five-fold.
The U.S. and Moroccan governments work closely to increase trade and investment through high-level consultations, bilateral dialogue, and other forums to inform U.S. businesses of investment opportunities and strengthen business-to-business ties.
What are the Government measures to motivate investment in Morocco?
The new investment charter which was introduced in July 2016 as part of Law 60-16, and replacing a previous charter implemented in 1995, creates free-trade zones in each of the 12 regions of the country, recognizes indirect exporter status, and creates incentives for export-oriented and industrial companies. It also restructures investment promotion activities under the centralized Moroccan Agency for Investment Development and Export. A General Directorate for Trade, a General Directorate for Industry and an agency dedicated to developing the digital economy and e-government were also created under the new charter.
FDI (Foreign Direct Investment) in Figures
After a decline during the global recession, FDI (Foreign Direct Investment) flows to Morocco increased in 2014 and 2015, exceeding USD 3 billion. In 2016, however, flows fell by 29% to USD 2.32 billion. The country’s stability should attract more investors. In addition, a vast project of economic modernisation has been launched to boost FDI. Casablanca in particular aims to become an international financial center. Traditionally, France, Saudi Arabia and Spain have been the three main investors. FDI is mainly concentrated in the real estate sector, followed by industry and tourism.

Here are some countries and sectors that have invested in Morocco through foreign direct investment (FDI): In 2022, the top investing countries by stock were France (30.8%), the United Arab Emirates (UAE) (20.3%), Spain (8%), Switzerland (5.7%), and the United States (5%). In the first quarter of 2022, the leading investors were the United States, France, and the UAE.
Sectors that receive the most FDI are:
Industry: Almost one-fourth of FDI
Real estate: 20% of FDI
Communication: 12.4% of FDI
Tourism: 9.5% of FDI
Energy and mining: 6.4% of FDI
Banking: 5.7% of FDI
The aim is to be considered as an alternative and reliable intermediary and as a hub of transfer and transformation of existing created and advanced researched values. The multiple participation of Morocco in international events, the signature of trade treaties and investment agreements, direct involvement in security, and strategic alliances are the institutional expressions for business integration, diplomatic acceptance, and cultural harmonization driven by the search for mutual benefits and complementary exchanges with a transfer of technological intelligence and operational know-how that Morocco is striving to materialize. A new model of development based on the production of clean energy remains the determining factor in conglomerating these similar but not identical factors of development.
Morocco is the bridge between Europe and Africa, and the Golden Gate can also open you access to other African countries with which Morocco has maintained a relationship for centuries.
The United States and Morocco have a multifaceted relationship that spans business, trade, investment, and cultural aspects. Here are some key points
Morocco is fast becoming one of the best emerging markets for investment. Over the last decade, Morocco has witnessed an accelerated process of political, economic, and social reforms, and its steady economic growth and strategic geographic position make it an investment opportunity well worth considering.
Morocco has repeatedly demonstrated a strong capacity to respond effectively to shocks in recent years. The September 8 earthquake in Al Haouz is the last of a series of shocks that have struck Morocco since the COVID-19 pandemic. The quake had devastating human and material consequences localized primarily in remote mountain communities but is unlikely to have significant macroeconomic impacts.
Morocco’s external resilience is also evidenced by a solid external demand for the country’s goods and services, despite the international economic slowdown. Equally, Foreign direct investment inflows remain strong and increasingly directed towards the manufacturing sector. Various modern industrial niches well connected to global value chains have emerged and the country maintained access to international capital markets despite the ongoing tightening of global financial conditions.
Morocco has launched ambitious reforms to improve human capital and encourage private investment.
The presentation highlights Morocco’s emergence as a promising investment market. Here are the key takeaways and some suggestions:
Positive Factors for Investment in Morocco:
Over the past decade, Morocco has implemented political, economic, and social reforms, creating a favorable business environment. The country’s consistent economic growth and strategic geographic position make it an attractive investment opportunity.
Despite shocks like the recent earthquake, Morocco has demonstrated resilience. Inflows remain strong toward Morocco, particularly in the manufacturing sector which contributed to the building of modern industrial niches connected to global value chains.
Advice and Suggestions:
Sustainable Development: Continue investing in infrastructure, education, and healthcare to enhance human capital.
Diversification: Explore opportunities beyond manufacturing, such as technology, renewable energy, and tourism.
Overall, Morocco’s proactive reforms and economic resilience position it well for continued growth and investment.

Oracle intends to increase its Moroccan Research & Development workforce to 1,000 information technology specialists. Oracle‘s expansion follows the inauguration of its Moroccan Development Center at Casanearshore / Technopolis Parks in Casablanca, where researchers leverage cloud, AI, and machine learning technologies to address the most pressing challenges in the fields of business, science, and the public sector.
“Oracle’s R&D center in Casablanca has already played a critical role in driving technical advances, improving cybersecurity, and developing new AI capabilities, [” “] By strengthening our R&D presence in Morocco, we will be able to leverage its vast talent pool to accelerate the development of solutions that will help our clients around the world grow their businesses and achieve success in their sectors,» said Safra Ada Catz, the CEO of Oracle Corporation.
Ms. Ghita Mezzour, PhD. added: “This ambitious project is aligned with the Royal Strategic Vision of His Majesty King Mohammed VI, which encourages the innovation and creativity of young Moroccans.”
It is estimated that 40% of new positions will be located outside the Greater Casablanca and Rabat-Salé-Kenitra regions, by opening new offices in Agadir this year, and in northern Morocco within the next two years.
In this center of excellence, young Moroccans will be at the forefront of the design and development of innovative solutions using the latest technologies such as artificial intelligence, big data, cloud, and cybersecurity. These solutions will be deployed on a global scale, thus strengthening Morocco’s positioning as a digital hub for the entire region.
In the same horizon, sky, and cloud line, Amazon Web Services (AWS) is getting into the fold of the Moroccan and North Sahara Africa to offer cloud computing in Morocco and Senegal using its AWS Wavelength platform in partnership with Orange, which was announced on Wednesday 29, May 2024.
One of the first of its kind the services will be provided without having physical AWS infrastructure such as data centers. Natural collaboration obliges, Orange will use and branch its physical data centers to shelter the AWS services. This AWS-Orange partnership, beyond language differences and origins, is responding to the rise of demand and needs for speeder and secured computing operations from banks, telecom firms, and healthcare firms.
There is a sense of a Gold Rush in Africa attracting cloud operators to service the rising cloud market that is expected to grow by 15% yearly to reach $18 billion in 2028, according to Statista.
This agreement aims to establish two public cloud regions in Morocco.
The investment of $140 million over five years, will enable Oracle to establish a comprehensive suite of cloud services, with deployments in two data centers. This project will provide local and regional businesses with access to next generation cloud services, enhancing their efficiency and competitiveness.
Oracle Advent stimulates Interest and Strategic Partnership between Orange and Amazon
Amazon Web Services (AWS), an Amazon subsidiary that provides “cloud computing on demand” platforms and applications to individuals, businesses and governments, plans to offer “cloud computing” to Morocco and Senegal using its AWS Wavelength platform in collaboration with the company French Orange. This is what we read in a joint statement from the two companies, according to which this will be the first time that the services will be available in a country without physical AWS infrastructure such as data centers.

Letter to my Sister and Brother from the City of my Birth and Built by the Portuguese
My Dear Sister and My Dear Brother from Mazaɣan, Mazaghan, ⵎⴰⵣⴰⵖⴰⵏ; جّديدة; ejjdida; الجديدة Al-Jadida; Mazagao; Mazagan
Before, when I met you during my visits to Morocco, I did not talk much between us about what I was doing as studies and research in France nor about my work in the USA but now I do it for the present generation to give them what the others before us had no opportunity to do so given the expressive isolation and repressive environment.
In 1978, within the Institute of Economic Research and Planning, University of Grenoble – University Pierre Mendes France, I was the first Moroccan to research Latin America. Along the same line, I am also and became the First Moroccan to come for a year to the University of Berkeley in California to research Brazil, Mexico, Argentina, Chile and Peru, and all the Latin America it was the year 1981-1982
After that, in 1982, through Yves Barel, my Director of Research at the Institute of Economic Research and Planning, University of Grenoble, I was invited by Celso Furtado to go back to Paris to join him [Allah ya Rahmhoum]
Life is not easy everywhere, otherwise it cannot be pleasant to share. In 1977-78, I started my DEA at the DEA a l’Institut de Recherche Economique et de Planification – l’IREP de Université Grenoble Alpes. As a Good Citizen I can be, I wanted to give back to Morocco the knowledge I acquired so far and … Continue reading
Celso Furtado wanted me to register as a PhD student and researcher at the Institute for Advanced Studies in Latin America and again as the first Moroccan in this Institute for Advanced Studies in Latin America, I published my research within a Laboratory 111 IHEAL CREDA associated with the CNRS and hold on to Brazil, here is the link:
This publication dates from 1985, as the content of this link attests, it can be found in the most prestigious libraries in the world, including the Getulio Vargas Foundation in Rio de Janeiro.
According to William Glade, whom I had the privilege of meeting in Paris and asked me for a copy of this same publication and who had the courtesy to correspond with me regarding its contents and to deposit it at the Library of the University of Texas has Austin which houses one of the largest collections on Latin America. {see my narration of this passage in English at the bottom of this writing}
Dear Sister and Dear Brother, it goes without saying that Brazil has been the target of my research since 1977, and therefore the Portuguese, so how can someone who jumped the walls of the Breija, the Moon, the Club and not be a little curious about the Portuguese of Mazagao and their relationship with the Don Joao de Algarve and the Portuguese Royal Houses up to Don Pedro Primero, Don Pedro Segundo Braganca, and Deodoro Da Fonseca.
Between us and in the year 1979 – 1980, I discovered that the Mazaganese with their Moro Converted Berbers had moved to the Azores to end up on the banks of the mouth of the Amazon to found Nova Mazagao in a classic book written by the father of the Economic History of Brazil: Prado Junior, Caio: Formação do Brasil Contemporâneo – Colônia, see this link:
So between 1978 and 1992 {date of the launch of my research and date of the defense of my doctoral thesis}, in fact more than 14 years of research on Latin America, I wrote more than 2000 pages of which 1400 pages only for my Doctoral Thesis, Political Economy of Subcapitalism in Latin America (1830-1930): Argentina, Brazil, Chile, Peru and this I supported within the walls of the University of Paris III: Sorbonne Nouvelle and through which, I created a new Economic Theory, Subcapitalism: http://goo.gl/lYk9Su
Said El Mansour Cherkaoui’s academic pursuits include affiliations with institutions such as Université de la Sorbonne, Paris III, Institut des Hautes Etudes de l’Amérique Latine, and Paris Sciences Po, Grenoble Tate Yoko Research Institute.
So I frolicked like a Crazy Horse from Moulay Abdellah Banou Mghar between several corridors of hundreds of research centers, libraries, museums, archives and other institutions with knowledge on Latin America, France, Portugal, Spain, Great Britain, USA, Argentina, Brazil, Chile, Peru and Mexico and of course also Morocco.
By the way, Morocco was the subject of my Diploma Thesis at the Institute of Political Studies of Grenoble, Sciences Po Grenoble: “The Economic Intervention of the Moroccan State: The Case of the Textile Industry” and that was in 1977.
I was the second Moroccan in the entire history of the University of Grenoble, now Université Pierre Mendes France, to present research on the Textile Industry in Morocco.
Here are my escapades in the books of our History, of which I am attaching one of them that you can read about our ancestors, the unpublished sources of the history of Morocco or our city is treated as well
You will also find below a photo representing the page where our City Mazagao / Mazagan is approached
Dear Sister and My Dear Brother, I can only approve and say that indeed even long before the name of Mazagan or El Jadida was introduced, Fortaleza Mazagao and its neighbor Azemmour served as a transit link for goods, not only as a port but as a destination for caravans from sub-Saharan countries.
During the presence of the Portuguese, their trade with the interior of the country to the borders of the Atlas had as export port first Azemmour and Fortaleza Mazagao thereafter until their departure.
Even the name Morocco comes from the deformation of the name Marrakech as pronounced by the Portuguese of Mazagao.
The Portuguese of Fortaleza Mazagao, the Capital of Doukkala gave them the name of the Country Morocco, the Moroccan authorities of the present erased the name of our Region Doukkala from the Administrative Map of Morocco.

In the late of 1970’s, while conducting my research on Brazil I discovered the real spiritual reason why I have been attracted and directed first by Yves Barel, and later by Celso Furtado, Raymond Prats, Frederic Mauro and Jacques Chonchol and why I met and received guidance from many scholars on Brazilian affairs from France, England, USA and Brazil. The reason I found it in an old book written by Prado Junior, Caio: Formação do Brasil Contemporâneo – Colônia, see this link:
With Celso Furtado and Raymond Prats guidance at the CREDAL, I conducted this research. The focus is to analyze the determinations and the results of the intervention of the Brazilian State in shaping the economic development and facilitating the transition between the Old Republic and the emergence of industrialists, Tenentes and technocrats within the spheres of the central decision-making.
Professor William Glade (see copy of his letter) has defined this work as a pioneer in its field of research on Brazil. Through correspondence, Professor William Glade stated that only 2 Scholars inaugurated such area of research, Professor Steve Topik and Said El Mansour Cherkaoui.
In recognition of such work, Dr. William Glade deposited a copy of my Research at the Prestigious Library of the University of Austin, Texas, here is the link:

Since my early studies at Institut des Etudes Politiques of the Grenoble University, the development, and integration of Africa were at the forefront of my studies and topics of my presentations in seminaries and essay papers.

International Conference on Africa and AGOA, Berkeley, California, USA
Since my early studies at Institut des Etudes Politiques of the Grenoble University, the development, and integration of Africa were at the forefront of my studies and topics of my presentations in seminaries and essay papers. It was natural that I continue to work and increase awareness about Africa and its need to establish new kinds of relations with countries other than the past metropolitan and colonialists. I extended the invitation to Dr. Boubacar N’diaye for his presence among us at this International Conference on Africa. He was delighted about my presentation and we also sat together and had lunch at the same table. Wonderful Man with full love for Africa and Africans and who initiated a series of important financial and operational measures: the African Businessmen Round Table, the creation of the African Bank for import-export (Afreximbank), and the setting up of special easy financing for the African private sector (investors and entrepreneurs) withoutthe guarantee of their governments
Here below among other pictures, there is a photo taken in the company with the Regretted Dr. Babacar Ndiaye, former CEO of the African Development Bank Group who holds firmly my hand and is standing at my left side.
Conférence Internationale sur l’Afrique a Claremont Hotel, Berkeley, California, USA
I initiated and developed a work plan on the organization of The International Conference on Africa took place in 2001. The first time in the history of the Bay Area of San Francisco and North California to have a conference of such magnitude and subject. that I submitted to Fazale Sharif the Director of the EBCITD which I was the initiator and for which I and participated directly in its organization. I contacted and invited Dr. Babacar Ndiaye and in the following photo, event/photo took place is during an International Conference on Africa I had organized in Oakland, California and of which Dr. Babacar Ndiaye, Rahimahu Allah was our Guest of Honor.
For many among us, time flies through horizons without leaving traces on recognition and gratitude on what we have achieved for the good for others especially in my case not be born in the United States but I remain up to now the maker of differences between cultures and the guardian of the memories I cherish and remember through my meetings and interactions with the real treasuries of the Humanity. Here below are listed links which content present among others some illustrations of my activities with the Integration of Africa with which I was directly involved, including the facilitation of the signing of the Free Trade Agreement between the United States and Morocco.
The Conference Room was packed with U.S. and Foreign officials and Executives as well as faculties and Researchers on Africa and the Place where all these interactions took place was the fabulous and monumental Claremont Hotel in Berkeley, Northern California.
