Minister Mohcine Jazouli, who is the Delegate-Minister to the Head of Government of Investment, Convergence, and the Evaluation of Public Policies1 2, has been instrumental in promoting Morocco as an attractive destination for foreign investments. His efforts in engaging with American companies are part of a broader strategy to attract new investments, particularly in sectors with high-added value such as clean energy, green hydrogen, and electric mobility.
The Moroccan delegation’s visit to San Francisco, led by Minister Mohcine Jazouli 12, signifies a significant step in strengthening the economic ties between Morocco and the United States. The focus on high-tech and high-value-added projects aligns with Morocco’s strategic objectives of enhancing its technological capabilities and fostering innovation.
Investment: Meeting in Silicon Valley with Moroccans living in America
« Morocco is a strategic hub and our gateway to Africa, a rapidly growing market. With its conducive investment climate and visionary leadership under His Majesty King Mohammed VI, Morocco stands out as an economic powerhouse in the region. » Stated Minister Mohcine Jazouli
In Silicon Valley, in the southern part of San Francisco, the Ministry of Investment, Convergence and Evaluation of Public Policies and the Moroccan Agency for Investment and Export Development (AMDIE) held a meeting on Friday with members of the Moroccan community living in the United States.
This meeting took place following the High Directives given in the speech of His Majesty King Mohammed VI on the occasion of the 69th anniversary of the Revolution of the King and the People, in which the Sovereign called for the establishment of a positive, solid relationship and continues with Moroccans residing abroad, which will ensure their full participation in the development of their country, the ministry said.
During this meeting, the Minister-Delegate in charge of Investment, Convergence, and Evaluation of Public Policies, Mohcine Jazouli, spoke of the large-scale projects launched in Morocco under the leadership of His Majesty the King mainly in the fields of development, infrastructure, and investments.
MICEPP – Ministry of Investment, Convergence and Evaluation of Public Policies
Exciting discussions took place in San Francisco as the Moroccan delegation, headed by Minister Mohcine Jazouli, engaged with several American companies to explore potential Investment opportunities. These meetings, centered around high-tech and high-value-added projects, aim to not only enhance Morocco’s sovereignty but also contribute to the development of the African continent.
A high-level Moroccan delegation in a trade mission in the U.S.
Casablanca February 16, 2024 – The Foreign Commercial Service based in the U.S. Consulate General in Casablanca, in collaboration with the United States Trade and Development Agency (USTDA), organized, on February 11 – 21, 2024, a reverse trade mission for the benefit of a high-level Moroccan delegation.
With its focus on digital development and innovation, the reverse trade mission stands as an example of a U.S.-Morocco partnership, placing American-trusted technology at the service of Moroccan economic prosperity, and increasing Morocco’s attractiveness to the international business community.
As for Morocco’s sovereignty, the country has been making significant strides in asserting its autonomy and enhancing its international standing. The recognition of Moroccan sovereignty over Sahara by the United States in 2020 was a notable development in this regard.
The Moroccan delegation’s visit to San Francisco represents a significant milestone in Morocco’s ongoing efforts to attract foreign investments, enhance its sovereignty, and contribute to the development of the African continent. These engagements will have an innovative and constructive impact on Morocco’s economic landscape and its role in Africa’s development.
Here is an overview of Morocco’s investment and economic environment that we hope will enhance your interest in developing trade, financial, and cultural relationships with the Moroccan people.

In California, it All Started in 1993 at the East Bay Small Business Development Center, at Green Breurner’s Building, the Former Largest Department Furniture Store at the 7th Floor with Ms. Selma Taylor as the Executive Director and Dr. Said El Mansour Cherkaoui as the Business Consultant
Historical landmark columnist Annalee Allen called the Breuner Building “an eight-story reinforced concrete building with a distinctive variegated sea-green glazed terra cotta front facade, constructed in 1931 to house the John Breuner Furniture Company store. Other noteworthy features of the building include Art Deco motifs, and a pair of stylized figures crafting a chair located over the front entrance.”
The Oakland store was closed in the 1970’s and sold by the company where, following renovation, the historic building reopened as an office building in the late 1970’s.
The California Genealogical Society moved into the former Breuner Building in March 2007. As of 2012, the appearance of Ikea furniture, large yoga balls for sitting, and a flyer on the door indicating an entrance on the side heralded the move-in of a startup on the ground floor of the building – Spark Art.

Dr. Cherkaoui’s presentation on AGOA and U.S. – Africa Relationship
International Conference on Africa, I initiated and organized with the EBCITD (East Bay Center for International Trade Development) Oakland, California.
So to combine the useful with the pleasant, I published all these photos with first that of Africa over my shoulders. This photo dates from 2001, the year I suggested and participated in the organization of the First International Conference on Africa held in Northern California at Berkeley. Another will follow later in San Francisco in 2007.
I complete this first photo with others such as the one where the former CEO of the African Development Bank (Dr. Babacar Ndiang) was holding my hand and I am surrounded by African-American executives, one during one of my presentations and others showing a partial view of the audience.
Conférence Internationale sur l’Afrique a Claremont Hotel, Berkeley, California, USA
Since my early studies atInstitut des Etudes Politiques of the Grenoble University, France, the development and integration of Africa were at the forefront of my studies and topics of my presentations in seminaries and essay papers. It was natural that I continue to work and increase the awareness about Africa and its need of establishing new kinds of relations with other countries other than the past metropolitan and colonialists.
Here below among other pictures, there is a photo taken in the company with the Regretted Dr. Babacar Ndiaye, former CEO of the African Development Bank Group who hold firmly my hand and is standing at my left side.
I extended the invitation to Dr. Boubacar N’diaye for his presence among us at this International Conference on Africa. He was delighted about my presentation and we also sat together and had lunch at the same table. Wonderful Man with full love for Africa and Africans and who initiated a series of important financial and operational measures: the African Businessmen Round Table, the creation of the African Bank for import-export (Afreximbank) and the setting up of a special easy financing for the African private sector (investors and entrepreneurs) without the guarantee of their governments.

The African Growth and Opportunity Act (AGOA) is a trade agreement between the United States and over 30 sub-Saharan African countries that allows the countries to export products to the US without tariffs. The US Congress passed the legislation in May 2000, and it was extended to 2025 in 2015. The goal of AGOA is to improve economic relations between the US and Africa and to help the economies of sub-Saharan Africa
I completed this first photo with others such as the one where the former CEO of the African Development Bank (Dr. Babacar Ndiang) was holding my hand and I am surrounded by African-American executives, one during one of my presentations and others showing a partial view of the audience.
Conférence Internationale sur l’Afrique a Claremont Hotel, Berkeley, California, USA
Since my early studies at Institut des Etudes Politiques of the Grenoble University, France, the development and integration of Africa were at the forefront of my studies and topics of my presentations in seminaries and essay papers. It was natural that I continue to work and increase awareness about Africa and its need to establish new kinds of relations with other countries other than the past metropolitan and colonialists.
Wonderful Man with full love for Africa and Africans and who initiated a series of important financial and operational measures: the African Businessmen Round Table, the creation of the African Bank for import-export (Afreximbank), and the setting up of special easy financing for the African private sector (investors and entrepreneurs) without the guarantee of their governments.

International Conference on Africa, I initiated and organized with the EBCITD (East Bay Center for International Trade Development) Oakland, California.
I initiated and developed a workplan on the organization of The International Conference on Africa took place in 2001. The first time in the history of the Bay Area of San Francisco and North California to have a conference of such magnitude and subject. that I submitted to Fazale Sharif the Director of the EBCITD which I was the initiator and for which I and participated directly in its organization. I contacted and invited Dr. Babacar Ndiaye and in the following photo, event / photo took place is during an International Conference on Africa I had organized in Oakland, California and of which Dr. Babacar Ndiaye, Rahimahu Allah was our Guest of Honor.
Here below are listed links which content present among others some illustrations of my activities in regard to the Integration of Africa with which I was directly involved, including the facilitation of the signing of the Free Trade Agreement between the United States and Morocco.
For many among us, time flies through horizons without leaving traces on recognition and gratitude on what we have achieved for the good for others especially in my case not be born in the United States but I remain up to now the maker of differences between cultures and the guardian of the memories I cherish and remember through my meetings and interactions with the real treasuries of the Humanity.
The Conference Room was packed with U.S. and Foreign officials and Executives as well as faculties and Researchers on Africa and the Place where all these interactions took place was the fabulous and monumental Claremont Hotel in Berkeley, Northern California.

Introductory Notes by Said El Mansour Cherkaoui
I have been defending Africa since I was in the situation where I can claim my own Africanness without any other expression of my ancestral African Amazigh heritage. The turning point of such a claim made against those who wanted to bury us but forgot that we are seeds of cultivation as they say in Africa. We blossomed later on and this attempt to put away our conscience and our willingness to find better ways for Africa was during the year 1977-78 at the Institut d’Etudes Politiques de Grenoble, France.
For Africa, I have drawn trajectories since 1977 to illuminate its multiple fighting spirits for its own emancipation and for the will of its own children not to forget it even if centuries have brainwashed them. Yes, indeed, generations and generations were instilled with a sweet insidious amnesiac dose by foreign and their local charlatans who disguised and distorted the reality of our own African history.
Through reading this article, you will discover that I have established milestones in the direction of recovering and rediscovering our own sense of Africanity, what I call our Refined Shared African Affinity.
In this sense, I have written several articles, developed various analyses, written case studies, as I have also participated in the initiation, organization and presentation at international conferences and trade shows, taught courses, provided consulting services and training and study-programs on Africa. This diverse and multiple engagements took place in the United States, France, Morocco and China.
To reinforce this African orientation, I have also directly participated in the creation of groups and institutions representing the interests of Africa while facilitating meetings and contacts for African countries and decision-makers with their peers in California such as and just to name few:
Organization of the first visit of a delegation representing the Federation of Chambers of Commerce of Egypt.
Organization of the visit of a delegation of members of the Accra Chamber of Commerce to New York.
Visit of the First Delegation of Cameroon during the Football World Cup in 1994 at Stanford,
Organization in the Bay Area from San Francisco to Berkeley of the very First International Conference on Africa
Direct participation in the American Café Trade Show in Casablanca – Morocco organized by the USDA, US Department of State, The US Embassy in Morocco, Representation of 25 American and Californian companies as an introduction to the upcoming signing of the Free Trade Agreement between the United States and Morocco.
As for my current initiatives and achievements, I have also created several groups on the level of social-media platforms as well as several websites presenting the news, the and the future of African countries and their relations with the rest of the world.

😮 The corresponding publication highlights the challenges faced by businesses seeking to fully benefit from the AfCFTA, such as: 🚚✈️🚢
🚚✈️🚢- High cost of transportation by road, air, and maritime
🕵️♂️- Complex export procedures and limited knowledge of export requirements
📄- High rate of tariffs currently applicable on intra-ECCAS trade
💸 – Limited trade support infrastructure, such as cold storage facilities
❄️🏭 – Lack of access to finance to increase productive capacity for large-scale demands
💰📈 – High cost of product compliance with standards
🏷️💵 – Lack of Finance
💸 – Complex border procedures
🛂👮 – Lack of market knowledge of products
👩🌾 – Low production capacity
📉🏭 – Lack of knowledge of distribution channels
🗺️🚛 These challenges hinder the potential of businesses to access the 1.3 billion consumer market under the AfCFTA. The publication emphasizes the importance of policy reforms in export procedures, business registration, SME support, and other related areas to boost the capacity of businesses to prepare for this market. Additionally, the development of Special Economic Zones has proven to be successful in boosting domestic production for export, and should be prioritized within the AfCFTA national strategy. 👏 The publication concludes that lessons learned from the initiative will be important to facilitate trade under the full AfCFTA.

The net foreign assets rose to 1.568 trillion riyals ($418.16 billion) in November from 1.524 trillion riyals in October, the data showed.

In many ways, the case is clear. Nearshoring or onshoring can contribute to risk-resistant supply chains and lead to faster time-to-market, more effective planning cycles, and greater flexibility in response to disruption. Proximate sourcing can enable greater control and more frequent site visits, fewer cultural barriers, and better communication. Reductions in logistics costs and lead times can also bolster the balance sheet by freeing up working capital that is tied up in cash outlays to suppliers and inventory in transit.
Colliers International releases a new research report on the latest trends for the manufacturing industry in Asia, Europe and the Americas
Greater focus on automation and digital technology in manufacturing globally is helping to shift workforce needs from low-cost to highly-skilled. This trend is apparent across Europe, and globally, according to a report released by Colliers International. The report discusses multiple pressures which global manufacturing and supply chains are confronting.
“To remain competitive in a global context and future-proof their manufacturing sector, advanced economies are embracing the Fourth Industrial Revolution and pioneering new forms of smart manufacturing whereby production combines the “Internet of Things” and digital technology to increase productivity, efficiencies and flexibility. Germany for example pursues this objective through its “Industrie 4.0” programme”. Commented Tim Davies, Managing Director, Head of Industrial & Logistics Practise Group for Colliers EMEA.
While this is putting greater emphasis on the quality rather than the quantity of the workforce in advanced economies, low-cost manufacturers remain an important part of the global manufacturing jigsaw. They are seeing their operations shift into less advanced economies, where labour costs are low and supply is more plentiful.
Karel Stransky, Director, EMEA Corporate Solutions: “Europe ultimately needs additional workers to avoid significant labour shortages. EU states in the Organisation for Economic Cooperation and Development (OECD) are anticipating population declines of approximately 10% by 2050, while the EU dependency ratio is expected to double, a measure reflecting the pressure on the productive population. Rural areas will be the most affected due to the continuing urbanisation trend. This begs a question over the sustainability of local labour pools. Going forward, the countries that will emerge as manufacturing winners will be those who continue to create innovative technologies in the most cost-effective manner, combined with competitive, yet affordable, wages.”
CEE has been one of the main beneficiaries of new productive investment in Europe in the last few decades. This has been primarily focused on a group of so-called Tier 1 countries including the Czech Republic, Poland, Slovakia and Hungary. The Czech Republic has one of the highest stocks of manufacturing FDI (Foreign Direct Investment) per capita within CEE. This investment has put local labour markets under pressure.
The Czech unemployment rate has fallen from a post crisis peak of 7.3% in 2010 to 5.1% in 2015 and is expected to fall to just above 4% by the end of 2016, the lowest level in Europe. In Poland, another regional heavyweight, the unemployment rate is predicted to fall to an all-time low of 6.2% by the end of the year.
Meanwhile, gross average manufacturing wages have increased by nearly 50% in the Czech Republic, 57% in Slovakia, 68% in Poland and 73% in Hungary in the space of less than 10 years (2005 to 2014).
These cyclical and structural forces are slowly redrawing the manufacturing landscape across the CEE region as we know it, and are prompting some corporates to consider alternative territories to established manufacturing hot spots.
Rising labour costs and labour shortages in global manufacturing hot spots are redefining the map of global manufacturing, driving growth into the next group of low cost countries such as South Eastern Europe, Turkey and Morocco.
Labour costs are far from being the only determining factor for locating a site or plant or in product-sourcing decisions. The need to improve speed to market and the growing demand for customised product means proximity to final consumers is increasingly important. As a result, regions/countries close to major consumer blocks that offer a good balance between cost/risk are those best placed to benefit from this trend. These include the previously mentioned countries plus South East Asia and Mexico.
In line with Industry 4.0, Western European supply chains are set to become increasingly automated, with robot-operated factories the norm. Port operator APM Terminals, for example, recently announced the opening of the world’s first fully-automated container in Rotterdam Port. Amazon has cut its operating expenses by about 20% by using its Kiva robots, and plans to roll out this technology more extensively across Europe and Asia.
Automation and technology may also enable the return of some traditionally labour intensive productions, from farther afield, as they seek to maximize speed to market. While this will generate new real estate requirements, the overall impact on job markets is likely to be more muted and unevenly felt across skills/qualifications levels, with the low-skilled workforce set to be most impacted.
In CEE, tier 1 markets like Poland and the Czech Republic have become more expensive and increasingly saturated in their primary manufacturing locations. This is likely to pave the way to greater manufacturing investment, particularly by cost-sensitive industries, into “off-the beaten track” regions within these countries or deeper into South Eastern Europe and the Balkans region. Labour cost will be a key driver, with current infrastructure development across the region helping de-risk investment. EU enlargement on other hand seems to have lost momentum but remains important in the mid-long term.
Mediterranean countries like Turkey and Morocco are likely to capture some investment thanks to their large, young and educated workforce and their location at the crossroads of Europe and other emerging regions like Africa and the Middle East. Turkey in particular is the Western’ terminal of China’s Silk Road initiative, aimed at strengthening trade between the Far East and Europe and support China’s outward investment.

When assessing the reliability of potential partners, particularly in the United States, due diligence is crucial. Here are some key steps to consider:
International Third-Party Due Diligence:
Conduct thorough due diligence on international third parties. While there’s no specific regulatory minimum, leading practices involve a systematic assessment.
Steps:
Questionnaire: Require the third party to disclose information via a questionnaire.
Risk-Based Verification: Independently verify the provided information and identify adverse data.
Act on Red Flags: Address any identified “red flags” during the process.
Customer Due Diligence (CDD):
In the U.S., the Financial Crimes Enforcement Network (FinCEN) outlines CDD requirements. Verify customer identities and assess risks to prevent money laundering.
Partner Due Diligence:
Investigate vendors, suppliers, contractors, and other third parties connected to your business.

Make informed partnership decisions based on relevant data.
