Maintaining the forces in presence in the balanced position of weakness is what enacts the movement of directing changes within a frame of antagonistic relationship, producing elements and instruments of control and definition of new relationships within and among these forces that are channeled toward dependency and reliance on external factors for their equilibrium.
This process is taking place within a frame of regional military conflict in parallel to financial and economic competition that are kept in a balance of weakness and an equilibrium that is controlled by external forces who have also their forces maintained in a balanced position of weakness.
A cascade of control is spreading within various spheres of decision and interactions that are applied to economic sectors and financial instruments.

Touching upon a critical aspect of the tech industry, particularly in the United States. The U.S. government recognizes the importance of semiconductor supply chains. The CHIPS for America investments aim to strengthen these chains and enhance resilience.
The pandemic exposed vulnerabilities in the supply chain, emphasizing the need for strategic investments. The Biden administration contemplates a Huawei-caliber ban on China’s access to technology that fuels its supercomputing, data center, and AI industrialization. The sweeping export ban will include all global companies that procure US technology, software, or equipment in their semiconductors.

The United States government is expected to impose more semiconductor restrictions on China, after banning Nvidia and Advanced Micro Devices (AMD) from selling advanced chips used for artificial intelligence and high-performance computing work to the world’s second-largest economy.

The United States government is expected to impose more semiconductor restrictions on China, after banning Nvidia and Advanced Micro Devices (AMD) from selling advanced chips used for artificial intelligence and high-performance computing work to the world’s second-largest economy.
“We believe the next risky areas are autonomous driving chips from Nvidia, Intel-owned Mobileye, and Qualcomm,” the Jefferies report said. It indicated that chips used for self-driving vehicles could arguably be used for military applications.
“Worst of all, high-end CPUs from Intel and AMD [could follow],” the report said. It pointed out that high-end central processing units based on 7-nanometre or 5-nm semiconductor manufacturing processes “are key to a wide range of applications”, including cloud computing servers, 5G base stations, personal computers, and high-end military equipment.
“The worst-case scenario is for the US to subject all Chinese companies to the Direct Product Rule, which means no [semiconductor] foundries would be allowed to supply Chinese integrated circuit design firms, including Chinese foundries,” the report said.
“We are not there yet, and the US will likely evaluate the effectiveness of each incremental step before more drastic action is considered.”
The potential actions that the US could initiate reflect the urgency faced by China in safeguarding its hi-tech industries, especially its semiconductor sector.
The latest chip restrictions follow US export controls on technologies for the production of advanced semiconductors and gas turbine engines announced last month by the Bureau of Industry and Security, an agency under the US Department of Commerce.
The US tech export controls escalated Washington’s efforts to boost America’s hi-tech advantage over China after US President Joe Biden signed into law the Chips and Science Act that earmarks nearly US$53 billion in incentives for semiconductor manufacturing on US soil.
In July, Washington intensified its push to form the so-called Chip 4 Alliance – a partnership that includes South Korea, Taiwan, and Japan.
Beijing considers that alliance as a plot by the US government to exclude China from global semiconductor supply chains.
Meanwhile, the Chinese government’s likely response to the Nvidia and AMD bans is to accelerate the adoption of local products as substitutes, according to Jefferies analysts. They also expected the affected companies, which include internet firms and communications service providers, to use multiple lower-end Nvidia graphics processing units, which are not banned, to somehow replicate the processing power of the now-restricted chips. Large semiconductor supply chain projects, including materials and manufacturing equipment facilities, are being funded with capital investments exceeding $300 million along with Smaller projects are also part of the plan to bolster the industry
Department of Commerce Announces Strategic Vision and Application Process for Semiconductor Supply Chain Projects, Nearly 400 Companies Interested in CHIPS Incentives
“Today, the U.S. Department of Commerce shared the Biden-Harris Administration’s strategic vision to strengthen the semiconductor supply chain through CHIPS for America investments. To advance this vision, the Department announced a funding opportunity and application process for large semiconductor supply chain projects and will release later in the fall a separate process for smaller projects. Large semiconductor supply chain projects include materials and manufacturing equipment facility projects with capital investments equal to or exceeding $300 million, and smaller projects are below that threshold.” 1.
The goal is to advance U.S. technology leadership by incentivizing major U.S. manufacturing equipment and materials suppliers by encouraging these suppliers to increase their presence within the United States. In parallel, the U.S. Government seeks also to attract non-U.S. suppliers of advanced equipment, materials, and subsystems to establish large-scale footprints here contributes to leadership. 1. This strategy of integration aims to create clusters for Each CHIPS-funded production to be backed by an ecosystem of reliable suppliers. Such clustering within the United States will also stimulate innovation, economic growth, and job creation while allowing the United States to acquire and build robust support for these fab clusters, the U.S. aims to maintain its competitive edge in the global tech landscape1.
On Monday, August 5, 2024, U.S. Secretary of Commerce Gina Raimondo convened a roundtable discussion with investors to discuss non-market actions from the People’s Republic of China (PRC) that threaten to distort the market for mature node (or “legacy”) semiconductors. Secretary Raimondo emphasized her concern that over the past few years, the U.S. has seen signs of concerning practices from the PRC to overproduce legacy chips and prevent U.S. companies, and those in like-minded countries, from competing on a level playing field. The Secretary underscored that securing the semiconductor supply chain is an economic and national security priority and reiterated the actions that the Department of Commerce—and the whole federal government—are taking. Those actions include imposing targeted tariffs on semiconductors imported from the PRC, an industrial base survey of the U.S. semiconductor supply chain, joint efforts with international partners, and restrictions on the use of PRC semiconductors in U.S. government procurement. Investors discussed how companies are thinking about oversupply and overconcentration risk, and how additional U.S. government actions could most effectively support resilient semiconductor supply chains. It’s a strange feeling when once untouchable giants show vulnerability— like realizing your parents are human. Google’s dominance in search is under pressure. 6 years ago, it commanded nearly 60% of the U.S. search ad market, but now its hold has slipped to 50%.
Now, the usual suspects here are your AI-powered chatbots, which are—according to every breathless headline—coming to eat Google’s lunch. But the truth is that this shift has been brewing for a while.
Consumers no longer start their search journey exclusively on Google; platforms like Amazon, Instagram, and TikTok are chipping away at its dominance. Amazon’s search ad share, for example, has steadily risen and now controls over 22% of the market. Gen Z, meanwhile, is increasingly bypassing Google altogether, turning to social media for localized searches – TikTok sees billions of searches daily.
AI answer engines are the latest flashy threat, turning search into an interactive chatbot experience. But while this captures headlines, it’s largely a Ux evolution, not a revolution. Google has the scale and resources to adopt these changes quickly. The real battleground lies in search integrated into platforms that provide a kind of utility Google can’t touch: commerce and social discovery.
I’m no Google apologist but I do think the company could be quoting Mark Twain because the reports of its death seem greatly exaggerated. The intensifying competitive pressure could be a good wake-up call for a company that has let its dominance dull its hunger. The comparison to Blockbuster and Kodak is understandable but pre-mature. Google isn’t doubling down on an outdated technology that isn’t working, they know where the world is headed and they’re moving in that direction – now if they could change the culture a little by just moving faster.

Mais l’accord a immédiatement été vivement critiqué par les syndicats de journalistes, qui ont qualifié l’accord de « désastreux ».

Le gouverneur de Californie Gavin Newsom, qui n’a pas donné son avis public sur le projet de loi, a également salué l’accord, le qualifiant de « percée pour assurer la survie des salles de presse et renforcer le journalisme local à travers la Californie – en tirant parti des ressources substantielles de l’industrie technologique sans imposer de nouvelles taxes aux Californiens ».
Les éditeurs de presse ont connu de grandes difficultés ces dernières années, supprimant des milliers d’emplois et provoquant la fermeture de certains médias, car les fonds publicitaires et les audiences se sont rapidement détournés des publications traditionnelles.
Ironiquement, l’accord annoncé mercredi a également défendu un « accélérateur national d’innovation en IA », ajoutant un financement pour le développement de l’intelligence artificielle, qui, selon certains groupes de journalistes, représente un danger pour l’avenir de leur industrie et menace d’attiser davantage la méfiance envers les reportages d’actualité.
L’accord a été soutenu par la California News Publishers Association, qui représente des centaines de médias d’information, la société mère de Google et OpenAI. Mais il a été vivement critiqué par les syndicats représentant les journalistes de l’État, qui avaient soutenu le projet de loi de Wicks visant à financer les salles de presse mais n’étaient pas impliqués dans l’accord.

En terme de normes il y en a plusieurs: ISO 50001, LEED et j’en passe.

Before, when I met you during my visits to Morocco, I did not talk much between us about what I was doing as studies and research in France nor about my work in the USA but now I do it for the present generation to give them what the others before us had no opportunity to do so given the expressive isolation and repressive environment.
In 1978, within the Institute of Economic Research and Planning, University of Grenoble – University Pierre Mendes France, I was the first Moroccan to research Latin America. Along the same line, I am also and became the First Moroccan to come for a year to the University of Berkeley in California to research Brazil, Mexico, Argentina, Chile and Peru, and all the Latin America it was the year 1981-1982
After that, in 1982, through Yves Barel, my Director of Research at the Institute of Economic Research and Planning, University of Grenoble, I was invited by Celso Furtado to go back to Paris to join him [Allah ya Rahmhoum]

This publication dates from 1985, as the content of this link attests, it can be found in the most prestigious libraries in the world, including the Getulio Vargas Foundation in Rio de Janeiro.
According to William Glade, whom I had the privilege of meeting in Paris and asked me for a copy of this same publication and who had the courtesy to correspond with me regarding its contents and to deposit it at the Library of the University of Texas has Austin which houses one of the largest collections on Latin America. {see my narration of this passage in English at the bottom of this writing}
Dear Sister and Dear Brother, it goes without saying that Brazil has been the target of my research since 1977, and therefore the Portuguese, so how can someone who jumped the walls of the Breija, the Moon, the Club and not be a little curious about the Portuguese of Mazagao and their relationship with the Don Joao de Algarve and the Portuguese Royal Houses up to Don Pedro Primero, Don Pedro Segundo Braganca, and Deodoro Da Fonseca.
Between us and in the year 1979 – 1980, I discovered that the Mazaganese with their Moro Converted Berbers had moved to the Azores to end up on the banks of the mouth of the Amazon to found Nova Mazagao in a classic book written by the father of the Economic History of Brazil: Prado Junior, Caio: Formação do Brasil Contemporâneo – Colônia, see this link:
So between 1978 and 1992 {date of the launch of my research and date of the defense of my doctoral thesis}, in fact more than 14 years of research on Latin America, I wrote more than 2000 pages of which 1400 pages only for my Doctoral Thesis, Political Economy of Subcapitalism in Latin America (1830-1930): Argentina, Brazil, Chile, Peru and this I supported within the walls of the University of Paris III: Sorbonne Nouvelle and through which, I created a new Economic Theory, Subcapitalism: http://goo.gl/lYk9Su

So I frolicked like a Crazy Horse from Moulay Abdellah Banou Mghar between several corridors of hundreds of research centers, libraries, museums, archives and other institutions with knowledge on Latin America, France, Portugal, Spain, Great Britain, USA, Argentina, Brazil, Chile, Peru and Mexico and of course also Morocco.
By the way, Morocco was the subject of my Diploma Thesis at the Institute of Political Studies of Grenoble, Sciences Po Grenoble: “The Economic Intervention of the Moroccan State: The Case of the Textile Industry” and that was in 1977.
I was the second Moroccan in the entire history of the University of Grenoble, now Université Pierre Mendes France, to present research on the Textile Industry in Morocco.

Dear Sister and My Dear Brother, I can only approve and say that indeed even long before the name of Mazagan or El Jadida was introduced, Fortaleza Mazagao and its neighbor Azemmour served as a transit link for goods, not only as a port but as a destination for caravans from sub-Saharan countries.
During the presence of the Portuguese, their trade with the interior of the country to the borders of the Atlas had as export port first Azemmour and Fortaleza Mazagao thereafter until their departure.
Even the name Morocco comes from the deformation of the name Marrakech as pronounced by the Portuguese of Mazagao.
The Portuguese of Fortaleza Mazagao, the Capital of Doukkala gave them the name of the Country Morocco, the Moroccan authorities of the present erased the name of our Region Doukkala from the Administrative Map of Morocco.

In the late of 1970’s, while conducting my research on Brazil I discovered the real spiritual reason why I have been attracted and directed first by Yves Barel, and later by Celso Furtado, Raymond Prats, Frederic Mauro and Jacques Chonchol and why I met and received guidance from many scholars on Brazilian affairs from France, England, USA and Brazil. With Celso Furtado and Raymond Prats guidance at the CREDAL, I conducted this research. The focus is to analyze the determinations and the results of the intervention of the Brazilian State in shaping the economic development and facilitating the transition between the Old Republic and the emergence of industrialists, Tenentes and technocrats within the spheres of the central decision-making.
Professor William Glade (see copy of his letter) has defined this work as a pioneer in its field of research on Brazil. Through correspondence, Professor William Glade stated that only 2 Scholars inaugurated such area of research, Professor Steve Topik and Said El Mansour Cherkaoui.

Since my early studies at Institut des Etudes Politiques of the Grenoble University, the development, and integration of Africa were at the forefront of my studies and topics of my presentations in seminaries and essay papers. Alhaj Kacemi – Et toi le grand footballeur de l’équipe jdidie de Safi des années 70 sans oublier le volley l’une de tes vocations. Alors pour le basket on le laissait à Saïd Bricha, Abdou et le fameux Touil. Tu sais, Dehbi et moi nous étions vraiment inséparables au vrai sens du mot, lors des stages a Rabat, on était dans la même chambre, on prenait le petit déjeuner, le déjeuner et le dîner a la même table, on sortait ensemble aussi, j’étais l’ombre et aussi le garde du corps de ton Grand Frère Ez zhar Mohamed Dehbi au Maroc comme a l’étranger, dans les terrains si quelqu’un essaye de le toucher j’étais le premier a riposter contre, c’est sérieux ce que je dis tu peux demander a Ez zhar Mohamed Dehbi et il va te le confirmer. Voila et la dans ces photos on est encore ensemble, l’harmonie dans la réalité comme dans la représentation.

Youssef etait aussi mon Grand Copain quand je rendais visite a ma Tante (juste a cote de votre maison paternel- du cote de la Miaara et de la maison du Pacha Maamoune) et a la maison de mon Grand Pere Khalifa Taleb Hmad Ait Youssi et aussi Dar Caid Guerci a Sid Dawi. Youssef etait aussi un tres bon joueur de Foot que l’on rencontrait plus tard comme adolescent avec les equipes de foot de la plage et de la Dar Chabiba et cela au terrain municipal
Dehbi ne me cachait rien et moi non plus. De la même manière, en Allemagne on était dans la même chambre, en Roumanie, en Tunisie et au Maroc et il ne faut pas oublier que c’est lui qui m’emmena au Hand en premier comme gardien de but et me conseilla et m’entraîna comme Arrière Gauche et Ailier Gauche pour les pénétrations a l’aile.
Dans mes débuts sportifs en Basket, en Foot et en Volley et par la suite en Hand, Si Ahmed Bouafi était celui qui me parraina dans ce sport et aussi servit comme mon exemple et par la suite mon Mentor. Ceci avant même de se marier avec ma Sœur Lalla Khadija Cherkaoui

★ ★ ★ Quelques mois après le décrochage de mon bac et un passage par la Faculté de Rabat et de Casablanca, Badreddine Hachad un ami et un frère durant notre premiere sélection en Equipe Nationale Marocaine de Basketball qui revenait de France après un passage a Montpellier m’approcha et me proposa de m’envoyer a sa place a l’Equipe de l’Montpellier Métropole Asptt Basketball, je ne pouvais demander mieux d’un grand frère comme geste et comme invitation a ouvrir des horizons, voila comment je mis les voiles vers le Sud de la France dans la maison de Mr. Léon Cazale dont le nom est actuellement porte par le Complexe Sportif de l’Montpellier Métropole Asptt ou j’ai joint Michel Sicard comme distributeur et Bianqui qui me céda la position de Pivot Titulaire de l’Equipe de Basketball. Je suis devenu par la suite l’entraîneur des Cadets de la même équipe.
A l’Université de Droit et de Sciences Economiques, on me donna le poste d’Entraîneur, de Capitaine et de Joueur au sein de l’Equipe de Handball de l’Académie du Languedoc-Roussillon. Une autre palme s’ajouta a mes trophées mon Espace Athlétique de Said El Mansour Cherkaoui
Revenons a nos moutons de la Salle des Sports et de Mazagan
★ ★ ★ Lors de mes entraînements dans cette salle pour le Volley, Hand et Basket, Paul Orotz avait fait venir le Diffa Hassani Jadidi – Football [DHJ] pour les entraîner durant la nuit et de stimuler leur resistance physique, il remarqua que je pratiquais tous ces sports de la main en plus de m’avoir vu jouer au terrain municipal avec le Rachad Club d’El Jadida [Football] et cela comme Arrière Central.
La fameuse phrase de Paul Orotz fut en parlant de moi a Si Toufik Brahim, le Président du DHJ: “Si ce joueur est si bon avec ses mains, il ne peut qu’être meilleur avec ses pieds.”
En fait le foot et la natation, c’est les premieres disciplines et activités sportives que nous apprenons a faire des l’enfance, la raison est simple, les enfants des quartiers de Derb Berkaoui et Sfa se trouve en face de la plage et juste a cote c’est cette fameuse Salle des Sports.
Voila comme j’ai rejoint le DHJ et les Equipes Nationales Marocaines (Basket et Hand), et les Equipes de Basketball de Montpellier, l’Equipe Universitaire de Handball de Montpellier et l’Equipe Munster 08 de la Première Division du Championnat d’Allemagne de Hand Ball – Bundesliga

Cette Salle des Sports est un Temple de Star Brillantes Athlétiques et une Cité de Merveilles Sportives en sport d’équipe comme en sport individuel. On devrait la transformer en un Hall of Fame, un musée de ces sports avec tous les noms de ceux qui fréquenté comme joueurs et athletes et cela depuis l’inauguration de cette salle de sports.
En même temps, rendre cette salle des sports, un lieu pour donner des cours de formation sur la gestion du sport et sur la gestion des ressources humaines et financières pour le sport.
Cette salle des sports peut aussi abriter des conférences sur le sport et des activités culturelles périodiques telles que des expositions d’oeuvre d’art sur le sport ou des stages pour la formation d’entraîneurs par exemple et même un lieu de projection de films sur le sport.

Il n’ y avait pas ces barreaux et accès direct aux guichets qui se trouvent a gauche de l’entrée, juste derrière ce gars assis.
La porte a cote de lui, c’est l’accès du bureau du Gardien ou tout le materiel et les ballons étaient gardes et ce bureau avait une porte donnant directement sur le terrain et a cote de la salle de judo, la salle de haltérophilie
L’entree et la remise du ticket se faisait par la petite porte, pour les grandes festivités et pour la sortie de tout le monde, ils ouvraient la grande porte donnant sur la petite colline derriere l’ancien Cinema Marhaba. Cette grande porte elle donnait sur un comptoir qui servait de bar servant des rafraîchissements pour le public pour les matchs et de bar pour les soirees dansantes durant l’été.
Au dessus de ce bar, se trouvait la Salle Carpozen, une salle d’entrainement de l’escrime que j’ai eu la chance de pratiquer pour plus que 5 ans, avec le Maître d’Armes Said Cherkaoui, eh oui le meme nom, alors que Carpozen nous rendait visite encore.
Les Resquilleurs, montaient de derriere lorsque les copains leur ouvraient les fenêtres des petits balcons de derriere ou bien par les fenêtres des toilettes, ou des vestiaires du sous-sol, les deux donnaient sur le Mini-Golfe de l’époque, devenu par la suite en premier le Syndicat du Tourisme et après l’actuelle Baladiya/

Job Cuts and Dividend Suspension: To address these challenges, Intel is planning to cut more than 15% of its workforce (Total workforce around 110,000 people) and suspend dividend payments starting in the fourth quarter.
Competitive Landscape: Intel is struggling to keep pace with competitors like Nvidia (more than twice in sales) and AMD (more than $100 billion higher valuation). TSMC is also recognized for having industry’s best production.
Gelsinger’s Outlook and Spending Cuts: Despite these setbacks, CEO Pat Gelsinger remains confident in Intel’s long-term strategy. He believes their manufacturing will catch up to rivals (catch and pass those of rivals) and justify new plant construction.
However, Intel is reducing spending on new plants and equipment (more than 20%) with a new budget of $25 billion and $27 billion in 2024 and $20 billion and $23 billion in 2025.
Stock Performance: Intel’s stock price fell sharply (more than 17%) in after-hours trading, extending its year-to-date decline to more than 42%.
Overall, Intel is facing significant challenges in the third quarter, including lower-than-expected revenue and earnings. The company is taking steps to address these challenges, such as cutting costs and reducing capital expenditures. However, these cuts may not be enough to offset the competitive pressures that Intel is facing.

High Tech Competition and Geo-Political Encounter
On a diplomatic trip to Taiwan as tensions with Beijing are at their highest, U.S. Speaker of the House of Representatives Nancy Pelosi visited a semiconductor factory. The production of these essential components of electronic chips, on which modern computing is based, is at the heart of major #strategic issues. In retaliation for the visit of the American representative, #China has stopped its exports of natural sand (silica) to Taiwan, a mineral which happens to be an essential ingredient in the manufacture of… semiconductors.
As figures from the Comtrade database show, Taiwan is a champion in this area. In 2020, the latest year for which complete data is available, the value of its microchip exports was over $120 billion, slightly more than its gigantic neighbor China, whose shipments are estimated at $117 billion. If China, Hong Kong, and Taiwan are taken together, the value of exports from the region (nearly $400 billion in 2020) represents around half of the global total.
That year, the U.S. exported chips worth around $44 billion, three times less than Taiwan, but still enough to rank seventh in the world in a market dominated by Asia. In 1990, the United States still produced almost 40% of world demand, and Europe about as much. But the arrival on the market of South Korea, Taiwan, and then China in the 2000s, quickly changed the landscape. In 2020, the United States and Europe together accounted for only around 20% of global production.
With the global supply chain disruptions and shortages that have taken place during the pandemic, several countries have launched initiatives to restart the production of these strategic components in their territory. Before the United States, Japan and the European Union have already announced measures to relocate semiconductor manufacturing.

The strategy includes key initiatives, timelines for funding notices, recommendations for successful applications
Today, the U.S. Department of Commerce released its strategy outlining how the Department will implement $50 billion from the bipartisan CHIPS Act of 2022, signed by President Biden last month. The CHIPS for America program, housed within the Department’s National Institute of Standards and Technology (NIST), will revitalize the domestic semiconductor industry and spur innovation while creating good-paying jobs in communities across the country.
“Rebuilding America’s leadership in the semiconductor industry is a down payment on our future as a global leader,” said U.S. Secretary of Commerce Gina Raimondo. “CHIPS for America will ensure continued US leadership in the industries that underpin our national security and economic competitiveness. Under President Biden’s leadership, we are once again making things in America, revitalizing our manufacturing industry after decades of disinvestment and making the investments we need to lead the world in technology and innovation.”
The strategy, released today [9/06/2022], outlines the initiatives, strategic goals, and guardrails guiding the CHIPS for America program.
The program’s four primary goals are:
Establish and expand domestic production of leading-edge semiconductors in the US, of which the US currently makes 0% of the world’s supply
Build a sufficient and stable supply of mature node semiconductors
Invest in R&D to ensure the next-generation semiconductor technology is developed and produced in the US.
Create tens of thousands of good-paying manufacturing jobs and more than a hundred thousand construction jobs. This effort will ensure the pipeline for these jobs expands to include people who have historically not had a chance to participate in this industry, including women, people of color, veterans, and people who live in rural areas.
The program supports three distinct initiatives:
Large-scale investments in leading-edge manufacturing: The CHIPS incentives program will target approximately three-quarters of the incentives funding, around $28 billion, to establish domestic production of leading-edge logic and memory chips that require the most sophisticated manufacturing processes available today. Those amounts may be available for grants or cooperative agreements, or to subsidize loans or loan guarantees. The Department is still assessing the impact of the newly enacted advanced manufacturing facility investment tax credit on capital expenditures, which will generate significant additional project investment from participants and will reduce the required share of CHIPS incentives funding allocated for leading-edge projects. The Department will seek proposals for the construction or expansion of manufacturing facilities to fabricate, package, assemble, and test these critical components, particularly focusing on projects that involve multiple high-cost production lines and associated supplier ecosystems.
New manufacturing capacity for mature and current-generation chips, new and specialty technologies, and semiconductor industry suppliers: The CHIPS incentives program will increase domestic production of semiconductors across a range of nodes including chips used in defense and critical commercial sectors such as automobiles, information and communications technology, and medical devices. This initiative is broad and flexible, encouraging industry participants to craft creative proposals. For this initiative, the Department expects dozens of awards with the total value expected to be at least a quarter of the available CHIPS incentives funding, or approximately $10 billion. Those amounts may be available for grants or cooperative agreements, or to subsidize loans or loan guarantees.
Initiatives to strengthen US leadership in R&D: The CHIPS R&D program will invest $11 billion in a National Semiconductor Technology Center, a National Advanced Packaging Manufacturing Program, up to three new Manufacturing USA Institutes, and in NIST metrology research and development programs. This constellation of programs is intended to create a dynamic new network of innovation for the semiconductor ecosystem in the United States. Executing this vision will require collaboration with academia, industry, and allied countries, and will require sustained investment over many years.
The Strategy also provides clear recommendations for potential applicants, reinforcing the Department’s commitment to advancing long-term strategic goals and identifying criteria against which applications will be evaluated. The criteria include:
Increase scale and attract private capital: The CHIPS incentives program will encourage large-scale investments that attract associated suppliers and workforce investments. In addition to committing their significant resources, potential applicants are encouraged to explore creative financing structures to tap a variety of sources of capital.
Leverage collaborations to build out semiconductor ecosystems: The CHIPS incentives program will encourage collaboration between industry stakeholders, investors, customers, designers, suppliers, and international firms. Such collaborations could include purchase commitments, partnerships that enable fabless design, or collaborations between suppliers and producers.
Secure additional financial incentives and support to build regional and local industry clusters that strengthen communities: The CHIPS incentives program requires applicants to the incentives program to secure state or local incentives. The Department expects to give preference to projects that include state and local incentive packages that maximize regional and local competitiveness, invest in the surrounding community, and prioritize broad economic gains, rather than outsize financial contributions to a single company.
Establish a secure and resilient semiconductor supply chain: The CHIPS incentives program will prioritize projects that adhere to standards and guidelines on information security, data tracking, and verification, and that collaborate on further development and adoption of such standards.
Expand the workforce pipeline to match increased domestic capacity workforce needs: The CHIPS incentives program will create good-paying jobs that benefit all Americans, including economically disadvantaged individuals and populations that may be underrepresented in the industry. The program will prioritize workforce solutions that enable employers, training providers, workforce development organizations, labor unions, and other key stakeholders to work together. The goal is to create more paid training and experiential apprenticeship programs, provide wrap-around services, prioritize creative recruitment strategies, and hire workers based on their acquired skills.
Create inclusive and broadly-shared opportunities for businesses: The CHIPS incentives program will prioritize projects that proactively work to ensure that small businesses, minority-owned, veteran-owned, and women-owned businesses, and businesses in rural areas, benefit from opportunities generated by the CHIPS programs.
Provide robust financial plans: Applicants will be required to provide detailed project-specific and company-level financial data to ensure that incentive funds are meeting the economic and national security goals of the program while protecting taxpayer dollars.
Funding documents, which will provide specific application guidance for the CHIPS for America program, will be released by early February 2023. Awards and loans will be made on a rolling basis as soon as applications can be responsibly processed, evaluated, and negotiated.
