His Excellency Jazouli led a high-level delegation to this Summit initiated by the Corporate Council on Africa (CCA) under the theme “USA-Africa: a partnership for sustainable success”.

During this meeting, the Minister-Delegate in charge of Investment, Convergence, and Evaluation of Public Policies, Mohcine Jazouli, spoke of the large-scale projects launched in Morocco under the leadership of His Majesty the King mainly in the fields of development, infrastructure and investments.

Investment: Meeting in Silicon Valley with Moroccans living in America

In Silicon Valley, in the southern part of San Francisco, the Minister of Investment, Convergence, and Evaluation of Public Policies and the Moroccan Agency for Investment and Export Development (AMDIE) held a meeting on Friday with members of the Moroccan community living in the United States.

This meeting took place following the High Directives given in the speech of His Majesty King Mohammed VI on the occasion of the 69th anniversary of the Revolution of the King and the People, in which the Sovereign called for the establishment of a positive, solid relationship and continues with Moroccans residing abroad, which will ensure their full participation in the development of their country, the ministry said.

The Kingdom has taken a big step forward towards further development thanks to a far-sighted and proactive royal vision, adding that the focus is now on sectors with high added value such as clean energy, green hydrogen, and electric mobility.

Mr. Jazouli emphasized the diaspora importance in promoting the Brand “Made in Morocco” and the Business Climate and Environment existing in the Kingdom of Morocco that reinforces internationally its strong attractiveness as the land for investment exports and imports. In the same perspective, his Excellency the Minister invited Moroccans around the world to persevere in their contribution to the collective national development and consolidation of its national identity and integration cemented with the leadership of His Majesty the King of Morocco, Mohammed VI, and the loyalty of the Moroccan people.

The Delegation of Moroccan Officials interacted and communicated with more than 150 Moroccans operating in the business arena and the digital groups, information technologies, biotechnology, entrepreneurship, and the research of sciences and academic fields.

Additionnally, Mr. Ali Seddiki, General Director at the Moroccan Agency for Investment and Export Development, presented the means and ways how, where the meeting with members of the Moroccan community in the United States takes place following the High Royal Instructions which insist on the need to support and accompany the projects and initiatives of Moroccans around the world.

The aim is to present the business opportunities that Morocco offers, particularly in terms of investment, as well as the incentives provided by the new investment charter, he indicated, adding that AMDIE is mobilized to support the investment projects of Moroccans around the world.

A high-level Moroccan delegation in a trade mission in the U.S.

Casablanca February 16, 2024 – The Foreign Commercial Service based in the U.S. Consulate General in Casablanca, in collaboration with the United States Trade and Development Agency (USTDA), organized, on February 11 – 21, 2024, a reverse trade mission for the benefit of a high-level Moroccan delegation.

With its focus on digital development and innovation, the reverse trade mission stands as an example of a U.S.-Morocco partnership, placing American-trusted technology at the service of Moroccan economic prosperity, and increasing Morocco’s attractiveness to the international business community.

The American Cafe Trade Show in Casablanca, named after the iconic movie “Casablanca”, is indeed a significant event. It serves as a platform to showcase American food and agricultural products to Moroccan importers and buyers. This trade show plays a crucial role in promoting trade relations between the U.S. and Morocco.

Dr. Cherkaoui represented 25 U.S. Food Companies at the event. Dr. Said El Mansour Cherkaoui, along with His Excellency Mr. Arthur Riley, the U.S. Ambassador in Morocco, were present at this trade show in 2004.

Dr. Cherkaoui was representing 25 U.S. Food Companies at the event, which was organized by the U.S. Food and Drug Administration, U.S. Department of Commerce, U.S. Department of State, and the U.S. Embassy in Morocco.

This event was a significant step in promoting trade relations between the U.S. and Morocco and was organized for the objective to facilitate the negotiation and the signing of the Free Trade Agreement between Morocco and the United States.

The U.S.-Morocco trade relations have a long history and have grown significantly over the years. Here are some key points:

Historical Relations: Morocco was one of the first countries to recognize the newly independent United States, opening its ports to American ships by decree of Sultan Mohammed III in 1777. Morocco formally recognized the United States by signing a treaty of peace and friendship in 1786, a document that remains the longest unbroken relationship in U.S. history.

Free Trade Agreement (FTA): Morocco is the only country on the African continent with a Free Trade Agreement (FTA) with the United States, eliminating tariffs on more than 95 percent of qualifying consumer and industrial goodsThe Government of Morocco plans to phase out tariffs for some products through 2030.

Trade Growth:

Since the U.S.-Morocco FTA came into effect, bilateral trade in goods has grown nearly five-fold 3. The U.S. and Moroccan governments work closely to increase trade and investment through high-level consultations, bilateral dialogue, and other forums to inform U.S. businesses of investment opportunities and strengthen business-to-business ties.

U.S. Exports to Morocco: U.S. goods exports to Morocco in 2022 were $3.7 billion, up 33.3 percent ($928 million) from 2021 and up 71 percent from 2012.

U.S. Imports from Morocco: U.S. goods imports from Morocco in 2022 were $2.3 billion.

Trade Surplus: The U.S. goods and services trade surplus with Morocco was $2.1 billion in 20224.

These points highlight the strong and growing trade relationship between the U.S. and Morocco.

Introductory Notes by Said El Mansour Cherkaoui

I have been defending Africa since I was in the situation where I can claim my own Africanness without any other expression of my ancestral African Amazigh heritage. The turning point of such a claim made against those who wanted to bury us but forgot that we are seeds of cultivation as they say in Africa.   We blossomed later on and this attempt to put away our conscience and our willingness to find better ways for Africa was during the year 1977-78 at the Institut d’Etudes Politiques de Grenoble, France.

For Africa, I have drawn trajectories since 1977 to illuminate its multiple fighting spirits for its own emancipation and for the will of its own children not to forget it even if centuries have brainwashed them.  Yes, indeed, generations and generations were instilled with a sweet insidious amnesiac dose by foreign and their local charlatans who disguised and distorted the reality of our own African history.

Through reading this article, you will discover that I have established milestones in the direction of recovering and rediscovering our own sense of Africanity, what I call our Refined Shared African Affinity.

In this sense, I have written several articles, developed various analyses, written case studies, as I have also participated in the initiation, organization and presentation at international conferences and trade shows, taught courses, provided consulting services and training and study-programs on Africa.  This diverse and multiple engagements took place in the United States, France, Morocco and China.

To reinforce this African orientation, I have also directly participated in the creation of groups and institutions representing the interests of Africa while facilitating meetings and contacts for African countries and decision-makers with their peers in California such as and just to name few:

  • Organization of the first visit of a delegation representing the Federation of Chambers of Commerce of Egypt.
  • Organization of the visit of a delegation of members of the Accra Chamber of Commerce to New York.
  • Visit of the First Delegation of Cameroon during the Football World Cup in 1994 at Stanford,
  • Organization in the Bay Area from San Francisco to Berkeley of the very First International Conference on Africa
  • Direct participation in the American Café Trade Show in Casablanca – Morocco organized by the USDA, US Department of State, The US Embassy in Morocco, Representation of 25 American and Californian companies as an introduction to the upcoming signing of the Free Trade Agreement between the United States and Morocco.

As for my current initiatives and achievements, I have also created several groups on the level of social-media platforms as well as several websites presenting the news, the and the future of African countries and their relations with the rest of the world.


Je défends l’Afrique depuis que je suis dans la situation où je peux revendiquer ma propre africanité sans aucune autre expression de mon héritage ancestral africain amazigh. Le tournant d’une telle revendication faite contre ceux qui ont voulu nous enterrer mais ont oublié que nous sommes des graines de culture comme on dit en Afrique. En lisant cet article, vous découvrirez que j’ai établi des jalons dans le sens de la récupération et de la redécouverte de notre propre sens de l’africanité, ce que j’appelle notre affinité africaine partagée raffinée.

Dans ce sens, j’ai écrit plusieurs articles, développé diverses analyses, écrit des études de cas, car j’ai également participé à l’initiation, à l’organisation et à la présentation de conférences et salons internationaux, enseigné des cours, fourni des services de conseil et des programmes de formation et d’étude sur Afrique. Ces engagements divers et multiples se sont déroulés aux États-Unis, en France, au Maroc et en Chine.

Pour renforcer cette orientation africaine, j’ai également participé directement à la création de groupes et d’institutions représentant les intérêts de l’Afrique tout en facilitant les rencontres et les contacts des pays et décideurs africains avec leurs pairs en Californie tels que et pour ne citer que ceux-là :

  • Organisation dans la Bay Area de San Francisco à Berkeley de la toute Première Conférence Internationale sur l’Afrique
  • Participation directe à l’American Café Trade Show à Casablanca – Maroc organisé par l’USDA, le Département d’État américain, l’Ambassade des États-Unis au Maroc, Représentation de 25 entreprises américaines et californiennes en guise d’introduction à la signature prochaine de l’Accord de libre-échange entre les États-Unis États-Unis et le Maroc.

Dr. Said El Mansour Cherkaoui and His Excellency Mr. Arthur Riley, the U.S. Ambassador in Morocco, were indeed present at the American Cafe Trade Show organized in Casablanca, Morocco in 2004.

The American Cafe Trade Show in Casablanca, named after the iconic movie “Casablanca”, is indeed a significant event. It serves as a platform to showcase American food and agricultural products to Moroccan importers and buyers. This trade show plays a crucial role in promoting trade relations between the U.S. and Morocco.

Dr. Said El Mansour Cherkaoui, along with His Excellency Mr. Arthur Riley, the U.S. Ambassador in Morocco, were present at this trade show in 2004. Dr. Cherkaoui represented 25 U.S. Food Companies at the event.

Dr. Cherkaoui was representing 25 U.S. Food Companies at the event, which was organized by the U.S. Food and Drug Administration, U.S. Department of Commerce, U.S. Department of State, and the U.S. Embassy in Morocco.

This event was a significant step in promoting trade relations between the U.S. and Morocco and was organized to facilitate the negotiation and the signing of the Free Trade Agreement between Morocco and the United States.

The U.S.-Morocco trade relations have a long history and have grown significantly over the years. Here are some key points:

Historical Relations: Morocco was one of the first countries to recognize the newly independent United States, opening its ports to American ships by decree of Sultan Mohammed III in 1777. Morocco formally recognized the United States by signing a treaty of peace and friendship in 1786, a document that remains the longest unbroken relationship in U.S. history1.

Free Trade Agreement (FTA): Morocco is the only country on the African continent with a Free Trade Agreement (FTA) with the United States, eliminating tariffs on more than 95 percent of qualifying consumer and industrial goodsThe Government of Morocco plans to phase out tariffs for some products through 2030.

Trade Growth:

Since the U.S.-Morocco FTA came into effect, bilateral trade in goods has grown nearly five-fold 3. The U.S. and Moroccan governments work closely to increase trade and investment through high-level consultations, bilateral dialogue, and other forums to inform U.S. businesses of investment opportunities and strengthen business-to-business ties.

U.S. Exports to Morocco: U.S. goods exports to Morocco in 2022 were $3.7 billion, up 33.3 percent ($928 million) from 2021 and up 71 percent from 2012.

U.S. Imports from Morocco: U.S. goods imports from Morocco in 2022 were $2.3 billion.

Trade Surplus: The U.S. goods and services trade surplus with Morocco was $2.1 billion in 2022.

These points highlight the strong and growing trade relationship between the U.S. and Morocco.

Haj Miloud Chaabi chose a Family Name that was his original social identity and pursued aims that respond to the social needs of those that belong to his social roots.  Haj Miloud Chaabi never hide his humble origin, on the contrary recognized with pride where his social origin was and how he had raised from there to build one of the most fabulous stories of entrepreneurial success that Morocco has witnessed during the aftermath of the political “independence” from France.   At every stage of his journey toward consolidation of this entrepreneurial drive, he always had made sure that the benefits of such undertaking can also alleviate the burden and relieve the hardship lived by other Moroccans.

He was the operator of one of the largest charity organisations in Morocco, the Miloud Chaâbi Foundation.Haj Miloud Chaabi devoted time, energy and resources of all means to make sure that  Moroccans living in the region of his ancestors can benefit from his own charitable, caritative and educational involvements and activities.  Chaâbi was also known for his philanthropic and charity work and donated 10% of his fortune to build the first American university in Morocco in conjunction with the University of Maryland, College Park. 

Especially those who were originally from the impoverished lands of the Southern Moroccan such as the Amazigh regions of Chiadma and its surrounding areas.   Haj Miloud Chaabi has conducted such endeavors without claiming fame or seeking recognition for his social and economic contributions.  In Morocco during the time of the donations and contributions by Miloud Chaabi to the poor and charities, there was no tax break for such direct and indirect help provided to the neediest.

Haj Miloud Chaabi reflects and is well known beyond the borders of Morocco as Man who his first step was an action of goodness in a journey of goodness and benevolent realizations covering thousands of kilometers in the Moroccan social, political, economic, financial and entrepreneurial landscape.  He embodied an unique Journey of Entrepreneurship and Outstanding Personality at the level of Kindness and Philanthropy in the recent history of Morocco since the fifties of last century up to this day.

Miloud Chaabi is the founder of Ynna Holding and the owner of the Riad Mogador hotel chain and group of supermarkets Aswak Assalam in Morocco. He was known for his strong stance against alcohol which is banned from both his hotel chain and supermarkets. But the ambitions of Miloud Chaabi, whose fortune was estimated at $ 1.5 billion in the 2015 Forbes rating, go beyond Moroccan borders. Thus, the group launched internationally in the seventies, Libya, Senegal, Tunisia, Mali, Ivory Coast, Mauritania and Egypt. In 2007 the group embarked on a real Egyptian estate project to build a new city in the Nile Valley along setting a manufacture of electric batteries. The Ynna group invested 50 million dirhams in Ivory Coast in 1997 in the production of plastic pipes.

The regretted Miloud Chaabi was also the parliamentary representative of Essaouira after winning the elections in 2011, until he resigned on December 8, 2014 due to his declining health.  His seat in the parliament was taken by his daughter Asma, who was second on the electoral list.

Miloud Chaabi presided upon an African expansion of the activities of its group and this beyond Moroccan borders. In the seventies, Libya, Tunisia, Mauritania, Egypt, Senegal, Gabon, Mali, Ivory Coast, became the recipient of investments and construction from the Chaabi Group with an emphasis on real estate. In 1997, 50 million dirhams were invested the Chaabi in a factory for the manufacture of plastic pipes in Ivory Coast. In 2007 Chaabi involvement in Egypt included an important real estate project to build a new city in the Nile Valley, the manufacturing of electric batteries.

Miloud Chaâbi carried out the first initial public offering of one of the entities of his group in 2007 with the SNEP.  After it successfully floated chemicals unit SNEP SNP.CS last year. Six profitable and important companies from the Moroccan industrial group Chaabi were considered for a new listing. “We will follow … SNEP’s IPO because we are happy with the market and our shareholders are seeing the benefits,” Chaabi told reporters and analysts in Casablanca.

Miloud Chaabi was also the parliamentary representative of Essaouira after winning the elections in 2011, until he resigned on December 8, 2014 due to his declining health.  His seat in the parliament was taken by his daughter Asma, who was second on the electoral list.

His daughter, Asma Chaâbi has been mayor of the city of Essaouira from 2003 to 2009, and was the first woman to hold such a position in Morocco.  His son, Mohcine, is a current member of the House of Representatives, while his late son Mohamed and his other son Faouzi, held the same positions in the past.

Common Amazigh Background and Cultural Destiny

As Globetrotter for International Trade and Business and Global Cultures, I have crossed many distant and foreign horizons with my own drive and self-driven desires to discover new lands and new encounters, as we say in the House of my birthplace: “Travel my Son, you will discover the Treasures of Humanity” and I did it without hesitations round this world in places such as France, Germany, USA, Mexico, China and Morocco, I have met with individuals which their social status range from Presidential Candidates, Chief of Political Parties, Government Ministers, Governors of Regions, Ambassadors, CEO, Mayors, Directors, Presidents of Universities, Professors, Deans to Chairman / Chairwoman and people of every kind of life and origins.  

These multinational and diverse encounters enriched me with the ability to evaluate and situate the feelings and the authenticity about the related personalities as well as their original determinations.

I visited Si Faouzi Chaabi several times and I could feel the presence of Haj Miloud Chaabi everywhere I turned, his presence was in fact embedded in all these buildings and offices I visited.  I met with Omar Chaabi too in the presence of Faouzi Chaabi, in Casablanca, again, the blessing of Haj Miloud Chaabi was overwhelming.

My first impression of the Chaabi family was that they care about the people who work with them. Faouzi Chaabi invited me to his office in Rabat, the Capital of Morocco. So I traveled from El Jadida to Rabat to meet with Faouzi Chaabi, I asked around on the bus and on the train what people knew about the family Chaabi, even the taxi driver and members of my own family without telling them that I was going to meet with one of them.

If the Chaabi lived in another country than the Kingdom of Morocco, be sure one of them could be the President of the country or the President of the Parliament. I was surprised also that many with an Amazigh background were particularly proud of the achievements of Miloud Chaabi and his family.

As myself descendant of Amazigh of the North of Morocco, I felt pride that an Amazigh has been succeeding in putting on the Moroccan Business Map such reputation and achievement. We have been waiting for a long time for such recognition and eminence among the Elites of the Moroccan business environment that has been and still is dominated by individuals and families that have pivoted around the central power and have enacted tentacular relationships from the services and allegiance demonstrated toward the inheritance of the State central power called Makhzen. The Amzigh given their continual challenges of any power since the arrival of Islam and its Arab tribes have always refused to submit even psychologically to the notion of centralization of power given their jealous belonging to their own shared power within their own ancestor ranks and tribes as well as family of Chieftain lineage.


This is sort of independence and concern toward even the symbol of the power became the drive for many Amazigh tribes to conquer the power for the reason to defend not only their independence but the defense of the sacrality of the central power as the defender of Islam and the culture of Amazigh that Islam has reinforced as one community given that the Islam does not make a difference between individuals and believers based on social ranks, ethnics or individual appurtenance to any group of distinction or claims. The Amazigh tribes embraced Islam given that religion comes from a single voice of Allah who presents all its creation as his follower’s equals in life like in the afterlife for the sake of believing in one Creator and one holder of Universal and Eternal Justice.

These are the qualificatives that make the Amazigh people regroup and create among them blocks of resistance and reaction against any sense or attempt of defining or changing the beliefs in such unicity of the religion of Islam. Many dynasties in Moroccan History have raised to defend such beliefs and have conducted wars against those who tried to undermine the Islamic beliefs that have cemented various and different Amazigh tribes that have been inter-fighting and have resisted each other before the arrival of Islam. In this sense, the religion of Islam has been embraced by the Amazigh tribes as unifying instruments and assembling tools to reach the same level of belief that reinforces all the pre-existing practices of loyalty and devotion to the word given and to the reputation of individuals who are the shields of the principles shared by the members of the same tribe.

The pride of the people I have interacted with during my stay in Morocco that convey to me about the Chaabi Family is rooted in the aforementioned evolution and in the characteristics of the Amazigh culture and social identities.

This aspect of ethnicity increased my curiosity about the Chaabi Family that in spite of their social and economic ascendance, they remained individually connected with their original roots not only at the level of identity or cultural appurtenance but in terms of paying back and contributing to the enhancement of such origin through their charitable actions and social engagements in the regions where their Father Miloud Chaabi was born, grown up and set up his first shop of enterprising.

This were important aspects and sides for me to know given that I am also of Amazigh by descent, by direct maternal origin, and by living ancestral culture. In fact, once I submitted my Doctoral Thesis at the Sorbonne University of Paris, the first action I wanted to do is to pay respect and give a hommage while making an Honor Tour in the South Region of Atlas Mountain where one of the most venerable and oldest Amazigh School.

With close friends who studied there when they were still children and far from the homes of their parents, we packaged school materials and equipment and other gifts and traveled to this Fabulous School which was like an Eagle Nest perched on the peak of the Atlas. We used high-tracked car, donkeys, and mules and later only camels with their long legs could be used for transportation of the material given the size of the rocks falling from the mountains that we had to jump over or dodge around to pass them.

We were climbing the Atlas and the Camel was the scout to find the best route in front of us. We spend the entire month of Ramadan there with a Master of Theology and Science who had lived there for 40 years and formed generations of Amazigh that now are disseminated around the world following the path of past generations who have discovered through this recluse house of knowledge spreading lights for hope and sparkles of dreams among children than look that they belong to the same family, to the same region and even to the same color of these rocks that protect them from the rest of the world, the modern of world of temptations and pretense of luxury.

We were like parachuted from Le Bon Marché, Galeries Lafayette et Printemps with our gifts that these Children considered as unnecessary in their lifestyle and their daily needs. We gave them gifts that they wanted to give them to their parents as gift during the next fest celebration for the end of Ramadan.

They were more happy about our presence among them and asked us about the world we came from and were excited to see old students coming back to them as testimony that they were not forgotten despite that these old school friends were now in foreign countries. The meeting with their past friends gives them the joy and confidence that Horizons are not the limits of friendship, reconnaissance, and Know-How but they are only the windows and the doors for the discovery of new lights of intelligence and places where to meet new treasures of humanity.

In many instances and cases, Miloud Chaabi reminds of my own Father, Moulay Ahmed Cherkaoui, the Moroccan Pionner in Transportation Logistics in Morocco




The presence of Haj Miloud Chaabi was incarnated in the way how I felt with the environment and the surrounding people, it was like Deja Vu with the feeling that those I am meeting with a part of my extended family with whom I am just renewing my interactions.    Similarly, when I talked to the people employed by the Chaabi interests and even to the ones of the streets, I received only confirmation about my thoughts and what inspired me these meetings about the Chaabi which a deep respect of a National Hero that is Haj Miloud Chaabi.

Haj Miloud Chaabi has pursued a trail and encrusted the Moroccan Space with profound and lasting entrepreneurship innovations based on the concept of gratitude as the central material to building organizations and foundations that were reflecting the Authentic Moroccan family values.  This approach of Haj Miloud Chaabi was driven by his own experience in life and he wanted to reunite and keep the Family as the Core Competency of all his endeavors at every level of his initiatives.   Within the frame of such strategic organizational structure, Haj Miloud Chaabi was surrounded with his own people at every level of the chain of command within his enterprises.  He was at the helm of every one of them with the assistance of his sons and a daughter which enabled him to guide and strategize his enterprises as a Family owned and operated complementary entities.  

Such cohesive and integrating operating strategy has effectively enabled each member of his own Family to blossom and to follow his path that was framed by the consideration and needs of the Moroccan People.

Finally, I have an anecdotal observation that will sustain what effectively Haj Miloud Chaabi has inculcated to his own Family as beliefs and practices based on his own respectful and considerate values. 

During my first visit to the Office of Faouzi Chaabi in Rabat, I arrived at the gate and met with a man who is guarding the gate of the main entrance.  When I introduced myself to this Man and discussed with him, I noticed his southern accent and asked him with the few Amazigh I knew, he told me later that he is from the same village as Haj Miloud Chaabi.   I met later on with a Manager of the food department, I noticed the same accent again and when I asked him, he also said that while he has grown in Rabat, the Moroccan Capital, his parents are from the same region as Haj Miloud Chaabi. 

At these precise moments, my thoughts were for my Regretted Father Moulay Ahmed Cherkaoui.  Yes indeed, on the gates of his Garages and Houses, my Father used to have and employ only people from Marrakech, Sidi Kacem, Kasba Tadla and Boujad and the surrounding poor regions of Mazagan – El Jadida where I was born.  These individuals were originally from the places of my Father’s roots or from areas where the Cherkaoui lived.  My Father will give shelter to his employees and take care of the education of their siblings and children .  In the same pattern of behavior, my Father had never forgotten his Brother, his Friends and his Fellows and he had translated his loyalty to them and their Families at every stage of his own evolution.  These social endeavors were conducted during the time when to be or to act as a Moroccan Nationalist was a crime given the prevalent policy of the colonial French administration that ruled Morocco which aimed to divide the Moroccan society and to infuse into it a sense of division and dispersion of tribal and cultural cohesive values.

I could not dissipate these thoughts that surrounded me and accompanied me while I was crossing this gate and corridors inside the Chaabi enterprises.  These thoughts made me feel like I was just crossing Family Lines.  Similarly, my meetings with Si Faouzi Chaabi were conducted with the light projected by Haj Miloud Chaabi on the walls existing around us.  My feelings on such a presence transformed the environment of our meetings as remembrance of the memories and reincarnation of the spiritual image of my Father and his pioneering enterprises in the public intercity transportation business activities.  All this configuration of business reality and spiritual connections made me feel that all I was exploring here was a Déjà Vu phenomena and all my meetings with the Chaabi Family were in fact encounters and memories with my own Family entrepreneurial past.

There is little doubt, if any, that values shape the decisions, behaviors and corporate moves that business managers and leaders make in their day-to-day operations. The following case study sheds light on the influence of personal values on individuals in leadership positions. Ghana Model of African Home-Made Power Generation

Ghana aspires to modernize and expand its energy grid and productivity to respond to current demand and anticipate future needs for developing new industries and increasing electrical consumption from its growing population of more than 30 million.   Ghana responded to these exigences by conducting reviews and trials of new forms of energy combination between the traditional sources from hydro with renewable forms of electricity.  Ghana’s energy mix includes hydropower, fossil fuels, and renewable energy sources while pondering nuclear energy as the next step and source of supply.

This strategy of combining hydropower with solar power in the same spot and the same space is relevant to many African countries. The Ghana planned approach can serve as a model in which West African countries and even Morocco can find sources of inspiration and examples to build solutions in the face of the recurrent drought and climate change swings and be able to generate dual-based renewable energy from hydro and solar powers.

While Ghana aspires to modernize and expand economic opportunity, it is constrained by a struggling power distribution sector and unreliable electricity for homes and businesses. As a leading trade hub in West Africa, Ghana’s economic success carries global significance.

Ghana, like many African nations, has long grappled with energy access and reliability issues, hindering industrialization in both urban and rural communities. Between late 2012 and 2016, Ghana experienced a severe electricity crisis called ‘Dumsor’.

This crisis was caused by a drought from the Volta Lake that threatened electricity production from the Akosombo Dam, Ghana’s largest energy generating station. The crisis triggered a severe power rationing programme resulting in heavy load shedding throughout the country. At the height of this crisis, consumers faced at least 16-hour power cuts within every 24-hour period. Henceforth, the country’s power sector has failed to keep up with increasing demand from a growing population of over 31 million people.

Ghana’s energy sector has significant debt. The country’s electricity access rate is 86.63%, with 50% of rural residents and 91% of urban residents connected to the electricity grid.

In 2021, 86.63% of Ghana’s population had access to electricity. This is a 0.86% increase from 2020. 50% of rural residents and 91% of urban residents are connected to the electricity grid.  Ghana’s electricity access rate is one of the highest in sub-Saharan Africa. The Bank’s April 2023 Africa’s Pulse Report scored Ghana 81.2%. This was followed by:

  • Côte D’Ivoire (77%)
  • Kenya (76%)
  • Senegal (73.5%)
  • Nigeria (69.1%)
  • Rwanda (65%)
  • Gambia (61%)

Ghana’s installed capacity is around 4,300 MW. In 2018, Ghana’s peak demand exceeded its installed capacity by more than 2,000 MW.

Ghana’s electricity demand is expected to rise from 21.3 thousand gigawatt hours in 2021 to over 36.5 thousand gigawatt hours in 2030. However, Ghana’s actual availability of electricity rarely exceeds 2,400 MW due to:

  • Changing hydrological conditions
  • Inadequate fuel supplies
  • Dilapidated infrastructure

Ghana’s energy sector is expected to see generation/supply shortfalls of at least:

  • 467MW in 2025
  • 916MW in 2026

Ghana’s power supply sources include:

  • Hydroelectricity
  • Thermal fueled by crude oil, natural gas, and diesel
  • Solar
  • Imports from La Cote D’Ivoire

Ghana’s energy supply is dominated by thermal generation (68%), followed by hydropower (31%). Gas is the largest source of electricity production, followed by hydropower.

Ghana’s Current Response to the Energy Crisis

Ghana unveiled its $550 billion Energy Transition and Investment Plan (ETIA) at the UN General Assembly on September 21, 2023. The plan aims to achieve net-zero emissions and universal energy access by 2060. It also aims to create 400,000 jobs.

The Energy Transition and Investment Plan is expected to be the government’s main roadmap for achieving these goals. It will help Ghana achieve net-zero energy-related carbon emissions by deploying low-carbon.

Achieving net-zero emissions

Creating 400,000 jobs

Universal energy access

150 GW of solar PV

Hydropower, biomass, solar energy, and wind energy

Ghana uses both renewable (10%) and non-renewable (90%) forms of energy.

To address energy shortfalls, the Ghana government introduced policy interventions in 2019 aimed at boosting the utilization of renewable energy and fulfilling its commitments to achieving Sustainable Development Goal 7 (SDG 7). The key of these interventions was the Government’s Renewable Energy Master plan, which sought to among others, increase the proportion of renewable energy in the national energy generation mix from 42.5 MW in 2015 to 1,363.63 MW by 2030.

Ghana integrated some renewable energy solutions into its national grid, which also includes a Hydro-Solar Hybrid (HSH) plant at Banda in the Bui enclave. This HSH plant, managed by the Bui Power Authority, has a hydro capacity of 404MW and a solar capacity of 55MW. The plant makes use of Huawei’s Smart Photovoltaic (PV) Solution to fuel the national grid which supports communities, factories, enterprises, and small-scale businesses of over 24,000 locals in the Banda community. Bui Power Authority – BPA supports the Government’s goals of increased renewable energy penetration in the country and its greenhouse gas reduction obligations.

Power Africa worked with the National Renewable Energy Laboratory to conduct and review grid impact and stability studies for the project, which is being built in installments of 50 MW to a total of 250 MW. The project generates renewable energy from solar that can operate during the day to complement existing hydropower production. The facility also features a 1 MW floating solar component. Due to increasingly low water levels, especially during the dry season, BPA opted to add a solar element to the existing hydropower plant. This move enables the plant to operate during the day, harnessing the vast solar radiation resource in northern Ghana while giving grid operators more flexibility to run the hydropower plant during the evening.

The most commonly used energy resources are:

Biomass (46.667%)

Oil (40.52%)

Natural gas (10%)

Ghana’s energy strategy is to diversify its energy portfolio and increase the role of renewables.

The government’s Renewable Energy Master Plan (REMP) aims to increase the country’s renewable energy capacity from 42.5 MW in 2019 to about 1390 MW by 2030.

The REMP is a US$ 5.6 billion investment plan, with more than 80% coming from the private sector. The plan is implemented over a 12-year time-space, from 2019 to 2030.

Ghana’s energy strategy includes:

Ghana’s National Energy Policy focuses on the country’s vast mini hydro potential. Twenty-one micro- and medium-hydro power sites, with generation capacities ranging from 4kW to 325 kW, have already been identified as suitable for power generation.

Renewable energy: Ghana’s goal is to have 10% of its energy come from renewable sources by 2030. This includes adding 520 MW of solar, 325 MW of wind, and 60 MW of hydro from 2022 to 2030.

Net zero emissions: Ghana plans to achieve net zero emissions by 2060 by using six main decarbonizing technologies.

These technologies include:

Small hydro potential: The government’s National Energy Policy focuses on using the country’s small hydro potential. Ghana has 21 micro- and medium-hydro power sites with generation capacities ranging from 4kW to 325 kW.

Energy Sector Recovery Program: The Energy Sector Recovery Program (ESRP) was approved in 2019 to address cost under-recovery in the sector. The program is a five-year plan with 30 reform actions to bring the sector into financial equilibrium by 2023.

Electrification and renewables

Carbon capture and storage

Low-carbon hydrogen

Battery electric vehicle technologies

Clean cooking technologies

Ghana’s energy mix is expected to provide affordable electricity at a generation cost below 4.5 cents/kwh.

Some ways to solve Ghana’s energy crisis include:

Diversifying the electricity generation mix

Expanding the prepaid metering system

Having other independent power distributors

Consulting energy experts and engaging civil society organizations

Producing biofuels from plants like corn and soybeans

Promoting the establishment of dedicated woodlots for wood fuel production

Promoting the production and use of improved cookstoves

Replacing high energy-consuming appliances with energy-efficient refrigerators, air conditioners, fans, and lighting systems

Other possible solutions to the global energy crisis include:

Moving towards renewable resources

Buying energy-efficient products

Lighting controls

Easier grid access

Energy simulation

Performing energy audits

A common stand on climate change

Ghana Actual Energy Supply Chain Management:

According to the International Trade Administration, Ghana’s energy sector currently relies on hydro and thermal generation fueled by crude oil, natural gas, and diesel. Thermal generation accounts for nearly 66% of Ghana’s power generation mix, with hydro accounting for 33%. In total, Ghana’s electric access rate stands at just over 86%, with 91% of urban residents and 50% of rural residents being actively connected to the electricity grid.

Ghana imports energy to secure its supply and promote inter-regional energy trade. Ghana imports natural gas from Nigeria through the West African Gas Pipeline. Ghana also imports petroleum fuel because it has limited oil reserves.

Ghana’s over reliance on fossil fuels makes its energy insecure and threatens its economic growth and development. The country’s power sector cannot meet electricity demand. The Ghanaian government is turning to liquefied natural gas (LNG) as an alternative fuel source.

These are the prevailing conditions of the Energy sector in Ghana and the Government is seeking an exit from such dilemma and challenging energetic deficiencies.

The Energy Commission of Ghana was established in 1997. The commission’s main objectives are to:

Regulate and manage Ghana’s energy resources

Coordinate all energy-related policies

Provide the legal, regulatory, and supervisory framework for all energy providers in the country

Grant licenses for transmission, wholesale, and supply

Advise the government on energy matters

The commission consists of seven commissioners responsible for Licensing, Renewables, Infrastructure, and Efficiency. 

The Ministry of Energy is responsible for:

Formulating, monitoring, and evaluating energy policies, programs, and projects

Supervising and coordinating the activities of Energy Sector Agencies

Implementing the National Electrification Scheme (NES)

Formulating and implementing laws and policies, such as the Renewable Energy Act of 2011

Foreign investments in Ghana

Foreign Investments in Ghana’s Energy Sector:

Ghana’s energy sector is becoming an increasingly attractive destination for foreign investment. The country has a high potential for solar energy generation and a favorable investment climate for solar energy companies.

Here are some foreign investments in Ghana’s energy sector:

IFCAs of March 2023, IFC’s investment portfolio in Ghana was $446 million in financing and $12.5 million in advisory services.

Ghana’s top investing countries are South Africa, The Netherlands, France, Mauritius, and China.

China is the world’s largest investor in Africa in terms of total capital. In 2020, China’s total stock of foreign direct investments (FDI) in Ghana was around $1.6 billion.

In the first half of 2021, Ghana’s largest investment partners were:

Singapore: $307.50 million

Australia: $204.01 million

India: $61.57 million

The Netherlands: $46.80 million

Some of Ghana’s other major foreign investors include China, The United Kingdom, South Africa, The Netherlands, and Australia.  China maintains the highest number of investment projects in Ghana, followed by India, the UK, South Africa, Turkey, Mauritania, and France.

FDI flows in Ghana are mainly directed to the following sectors:

The State Department says that foreign investors have limited market access in the following sectors:

Oil and gas, Services, Trade, Agriculture, Construction, Manufacturing.

Banking, Fishing, Petroleum, Mining, Real estate, Telecommunications.

U.S. Investments in Ghana

Ghana and the United States have a strong economic partnership with bilateral trade reaching $2.7 billion in 2021. Following the success of the first Ghana Compact with MCC, which supported the country’s transport and agricultural sectors, MCC and the Government of Ghana renewed their partnership in 2014 and signed a $316 million Ghana Power Compact. Jun 1, 2022 — United States – The U.S. government’s Millennium Challenge Corporation (MCC) and the Government of Ghana formally completed the 5-year, $316 million MCC – Ghana Power Compact today, celebrating a partnership that created a more effective, sustainable, and inclusive power sector in Ghana.

This new investment aimed to transform the country’s energy sector by investing in new power infrastructure, advancing energy-efficiency practices, and creating inclusive economic opportunities in the power sector that will support more reliable power for hundreds of thousands of schools, hospitals, offices, and homes in Ghana, including the Kasoa Bulk Supply Point.

Ghana’s government launched an Energy Transition and Investment Plan on September 21, 2023, during the UN General Assembly. The plan is intended to attract investors and the international community to help Ghana transition to energy. The plan is worth $550 billion and represents an opportunity for the international community to invest in Ghana’s sustainable development.

Ghana’s main sources of thermal power are natural gas, diesel, and sometimes light crude oil. The country exports power to Benin, Burkina Faso, and Togo.

This novel approach has the potential to be replicated with other utilities not only in Ghana but across the West African sub-region as well as in the entire Africa where similar challenges existed. This approach can lead to more sustainable forms of energy generation.

Ghana integrated some renewable energy solutions into its national grid, which also includes a Hydro-Solar Hybrid (HSH) plant at Banda in the Bui enclave. This HSH plant, managed by the Bui Power Authority, has a hydro capacity of 404MW and a solar capacity of 55MW. The plant makes use of Huawei’s Smart Photovoltaic (PV) Solution to fuel the national grid which supports communities, factories, enterprises, and small-scale businesses of over 24,000 locals in the Banda community. In line with Ghana’s mission to promote access to reliable, clean, and affordable electricity, Power Africa and the National Renewable Energy Laboratory assisted the Bui Power Authority (BPA) in conducting and reviewing grid impact and stability studies for the project, which is being built in installments of 50 MW to a total of 250 MW. The project generates renewable energy from solar that can operate during the day to complement existing hydropower production. This first 50 MW plant resulted in the doubling of Ghana’s grid-connected solar energy and is expected to cut greenhouse gas emissions by more than 47,000 tons per year.

US-Africa Bilateral Agreements – Bilateral investment treaties (BIT)

A bilateral investment treaty (BIT) is an agreement concluded between two States which defines the broad terms and conditions under which private and companies invest in each others territories. The United States has concluded a number of BITs with various countries, including African countries. The stated basic aims of this BIT program includes the following key objectives:

  • to protect investment abroad especially in countries where investor rights are not already protected through existing agreements
  • to encourage the adoption of market-oriented domestic policies which treat private investments in an open, transparent and non-discriminatory way
  • to support the development of international law standars that are consisten with these objectives

The United States has concluded BITs with various African countries, inter alia with Rwanda, Mozambique, Republic of Congo, Congo DRC and Cameroon.

Trade and Investment Framework Agreements (TIFA)

Trade and Investment Framework Agreements (TIFA) provide strategic frameworks and principles for dialogue on trade and investment issues between the United States and the other parties to the TIFA. These agreements generally go beyond the BIT model. TIFAs have been concluded with a number of African partner countries, inter alia with Angola, Ghana, Liberia, Mauritius, Mozambique, Nigeria, Rwanda and South Africa, as well as various regional country groups, such as COMESA, EAC and WAEMU. Discussions and negotiations with the SACU group are ongoing.

When the Past Divisions are the Path to the Present Vision of Unity in Africa

The African Continental Free Trade Area (AfCFTA) is a preferential trade regime aiming to progressively dismantling tariffs on goods and services produced on the continent, or with raw materials from Africa. The intention behind this large-scale project is to promote the free circulation of goods and thus stimulate intra-continental trade.

African leaders on Wednesday, March 23, 2018, signed three major economic agreements during the extraordinary session of Heads of State and Government of the African Union (AU) in Kigali, creating a Continental Free Trade Area (Zlec), perceived as essential to Africa’s economic development, through increased intra-African trade.

Some 44 countries signed the agreement establishing the African Continental Free Trade Area, while 43 heads of state signed the Kigali declaration for the launch of Zlec, and 27 signed protocols relating to the free movement of people, right to residence, and right of establishment.

Zlec gave birth to the largest free trade area in the world since the World Trade Organization which was established in 1995. Nineteen presidents attended as a number of prime ministers and government officials also signed for their respective countries.

Heavyweights, such as Morocco, Egypt, Kenya, and yet very protectionist Algeria, have signed the agreement, which will enter into force within 180 days after being ratified by the signatory countries.

“Some countries have reservations and have not yet finalized their national consultations. But we will have another summit in Mauritania in July and we hope these countries will sign then,” said AU Commissioner for Trade and Industry, Albert Muchanga.

Eleven countries out of the fifty-four countries of the AU are still missing, including Nigeria, whose President Muhammadu Buhari had decided not to make the trip to Kigali, after one of the largest unions in the country, Nigeria Labor Congress (NLC), had expressed its fears on the negative effects of the Zlec for the national economy. This union had also asked to be more involved in the negotiations and Mr. Buhari had agreed to “give more time to consultations”. Nigeria was one of the first economies on the continent, which had nevertheless coordinated the negotiations with Egypt. Other countries that have not signed the agreement include South Africa, and Benin, countries seeking taxes, especially on products transiting through their ports or roads, including Eritrea, Burundi,

Zlec must allow the gradual elimination of customs duties between member countries, thus promoting trade within the continent and allowing African countries to emancipate themselves from an economic system that is too focused on the exploitation of raw materials. The AU estimates that the implementation of Zlec will increase the level of intra-African trade by nearly 60% by 2022. Currently, only 16% of African countries’ trade is with other countries on the continent.

If the 55 member countries of the AU sign the document, the Zlec will open access to a market of 1.2 billion people, for a cumulative GDP of more than 2,500 billion dollars. Its advocates believe it will help diversify African economies and industrialize the continent while providing a unique platform to negotiate better trade deals with the outside world. Zlec is one of the key projects highlighted by the AU in its Agenda 2063, a long-term development program that aims to facilitate the flow of goods and people on the continent. At its last summit, in January in Addis Ababa, the AU had thus announced the creation of a single and liberalized market for air transport, including 23 countries of the continent.

Under the theme: “Creating an African Market”, the initiative falls under the AU Agenda 2063 It is estimated that if all 55 AU Member States ratify it, the agreement will bring together 1.2 billion people with a combined gross domestic product (GDP) of over US$2 billion.

Cameroon is one of the countries committed to drive the development of a liberalized African market. On July 2, 2023, the Port Autonome de Kribi, Cameroon’s second largest port, welcomed its first cargo under the AfCFTA regime, from Tunisia. Cameroon had already launched a first wave of goods exports under this regime at the end of 2022.

The process of dismantling customs tariffs has begun in the country, in line with the outline adopted by the AfCFTA authorities: to ensure a smooth transition to market liberalization, customs tariffs will be gradually reduced to zero over 13 years. The first 10 years will concern 90% of the products identified by the authorities, and 7% of products over the remaining years. Certain “sensitive” products (3%) will be excluded from liberalization, in order to protect local industries from increased competition.

During that time, I organized in Oakland, California, the First International Conference on Africa and AGOA in the mid-1990s during the Clinton Presidential Administration.

The East Bay Center for International Trade Development was the Host of such an African Event attended by the top brass of African and African-American Communities.



I invited Dr. Babacar Ndiaye [Rahma wa Ghofrane fi Firdousse Naim Ameen], who is holding my right and left hands is Dr. Babacar Ndiaye, 5th president of the AfDB from 1985 to 1995, who is known for having transformed the Bank into a “Triple A” institution, a rating it still holds today. He supported the creation of many African institutions such as the African Export-Import Bank, Shelter Afrique, and the African Business Roundtable.

On my right hand is Dr. Faheem Executive Director of East Bay Small Business Development and East Bay Center for International Trade Development (EBSBC and EBCITD), Oakland and San Francisco Bay.

At the EBSBC and the EBCITD, I worked as a Senior Consultant and Business Consultant from 1993 to 2001 and from 2003 to 2007, respectively with the following Executive Director Selma Taylor, Fazale Sharif, and Dr. James Garrett.

In my presentation on AGOA in Africa, I emphasized the relation of North Saharan Countries which I analyzed as a regional bloc that extend from Morocco, Algeria, Tunisia and Senegal given the common historical ties and our common cultural background which Mauretania has been the direct link and the bridge between these Saharan Countries. My selection and choice of this region of North Sahara Africa also was my desire to celebrate the presence of Dr. Babacar Ndiaye who is of Senegalese Descent.

When I met with Dr. Babacar Ndiaye, I explained him the inclusion of Senegal in my presentation and he was eluded that I have understood such commonality between Senegal, Morocco and the rest of the countries of Northern Sahara.

I have also added that my acquaintances in France during my studies were all from Senegal and the Sahel region given our means and ways of living and eating that are common, including the preparation of the Couscous and the Rice. We could not agree more when it comes to our cultural tastes and our appetites for African flavored goodies and delicacies.

The AfDB pays tribute to late President Babacar Ndiaye

The African Development Bank (AfDB) will pay tribute to honor its former President, late Dr. Babacar Ndiaye, on Thursday 21 September 2017, from 10.30 am to 12.30 pm at the Bank’s Headquarters.

Under the aegis of Dr. Akinwumi Adesina, President of the AfDB, the tribute ceremony will gather high level guests including former Heads of State, former AfDB Presidents and Ambassadors among others.

Dr. Babacar Ndiaye, 5th president of the AfDB from 1985 to 1995, is known for having transformed the Bank into a “Triple A” institution, a rating it still holds today. He supported the creation of many African institutions such as the African Export-Import Bank, Shelter Afrique, the African Business Roundtable. He also played a prominent role in opening up the Bank to the private sector.

The tribute aims at celebrating the life and achievements of former AfDB President, Dr. Babacar Ndiaye who passed away on 13 July 2017.

Au cours des trois derniers mois, les start-ups africaines ont levé près de 600 millions de dollars (environ 537 millions d’euros) et ce troisième trimestre de 2024 marque un record pour l’année en cours.

Un signe et un montant qui s’apparentent à un début de reprise des levées de fonds dans le monde de la tech du continent. Supérieurs de 100 millions de dollars à ceux de la même période l’an dernier, ces chiffres confirment la correction du marché, après les envolées de 2021 et 2022. En tout, ce sont 44 start-ups qui ont levé des sommes égales ou supérieures à 1 million de dollars entre juillet et septembre.

2024, pas une année record. Si ces chiffres sont encourageants, car il montre un début de tendance haussière, ils ne permettront cependant pas de réaliser de progrès notables par rapport à l’année dernière :

Les levées de fonds de 2024 ne vont pas dépasser les 2,9 milliards de dollars de 2023.

Et, donc, de dépasser les très bons chiffres de 2022, qui avait vu les start-ups africaines parvenir à lever 4,6 milliards de dollars. « Pour la première fois depuis la mi-2022, les start-ups ont levé plus de fonds au cours des quatre derniers trimestres qu’au cours de la période précédente. Si la croissance est modeste, on peut espérer qu’elle constitue un premier signe avant-coureur de la croissance future de l’écosystème », précise à JA Max Cuvellier Giacomelli, co-fondateur de la plateforme Africa.

For the last 3 years, we have written about reports stating fraud from the time when it was listed as an entity on the New Times Stock Exchange (NYSE). These among other things were considered false claims and presentations as well as manipulations of the amounts of deliveries, the amount of returns, and the amount of sales even encompassing, Jumia’s daily operations in the streets of the African cities crossed by the motorcycles of independent delivery staff that Jumia called “Consultants.” Jumia has not been able to quell this mismanagement at every level of its own internal and external organizational structure.

Jumia has also presented its identity as an African company which in reality turned out to be a German Baby Trying to look and behave as African. The departure of the top African Leaders and their replacement by European-based leaders had increased the dichotomy existing between the claims and the reality of the leadership as well as the role of Jumia within African communities.

Apparent efforts were made by the Jumia communication Department to bridge the gap by developing actions that were promoted as contributions to the local communities, including the distribution of masks during the Covid-19 and the recent agreement with Star Link to expand the outreach of the internet in rural areas [Jumia: Rural areas a critical segment within our addressable market (CNBC Africa – December 5, 2023)].

Such coverage is not philanthropic given that the next alternative strategy pursued by the new CEO is that one of the targets for the expansion of sales by Jumia. The unserviced rural areas are the next move, the next “El Dorado” and the substitute for the crowded competition existing in the African cities and urban areas. This is the new plan in Nigeria which is considered actually as the prime market for Jumia.
