1993-1994 – Event for the Promotion of Export and International Trade Between California and the Rest of the World that have Shaped my Memories and Destiny

In California, it All Started in 1993 at the East Bay Small Business Development Center, at Green Breurner’s Building, the Former Largest Department Furniture Store at the 7th Floor with Ms. Selma Taylor as the Executive Director and Dr. Said El Mansour Cherkaoui as the Business Consultant

The Breuner Building at 2201 Broadway, Oakland, California became the site of the John Breuner Furniture Company in 1931.  The art deco terra cotta masterpiece was designed by prominent local architect Albert Roller

Historical landmark columnist Annalee Allen called the Breuner Building “an eight-story reinforced concrete building with a distinctive variegated sea-green glazed terra cotta front facade, constructed in 1931 to house the John Breuner Furniture Company store. Other noteworthy features of the building include Art Deco motifs, and a pair of stylized figures crafting a chair located over the front entrance.”

The Oakland store was closed in the 1970’s and sold by the company where, following renovation, the historic building reopened as an office building in the late 1970’s.

The California Genealogical Society moved into the former Breuner Building in March 2007. As of 2012, the appearance of Ikea furniture, large yoga balls for sitting, and a flyer on the door indicating an entrance on the side heralded the move-in of a startup on the ground floor of the building – Spark Art.

International Conference on Africa, I initiated and organized with the EBCITD (East Bay Center for International Trade Development) Oakland, California.

So to combine the useful with the pleasant, I published all these photos with first that of Africa over my shoulders. This photo dates from 2001, the year I suggested and participated in the organization of the First International Conference on Africa held in Northern California at Berkeley. Another will follow later in San Francisco in 2007.

I complete this first photo with others such as the one where the former CEO of the African Development Bank (Dr. Babacar Ndiang) was holding my hand and I am surrounded by African-American executives, one during one of my presentations and others showing a partial view of the audience.

I extended the invitation to Dr. Boubacar N’diaye for his presence among us at this International Conference on Africa.  He was delighted about my presentation and we also sat together and had lunch at the same table.  Wonderful Man with full love for Africa and Africans and who initiated a series of important financial and operational measures: the African Businessmen Round Table, the creation of the African Bank for import-export (Afreximbank) and the setting up of a special easy financing for the African private sector (investors and entrepreneurs) without the guarantee of their governments.

Since my early studies at Institut des Etudes Politiques of the Grenoble University, the development and integration of Africa were at the forefront of my studies and topics of my presentations in seminaries and essay-papers. It was natural that I continue to work and increase the awareness about Africa and its needs of establishing new kind of relations with other countries other than the past metropolitan and colonialists.

I initiated and developed a workplan on the organization of The International Conference on Africa took place in 2001. The first time in the history of the Bay Area of San Francisco and North California to have a conference of such magnitude and subject. that I submitted to Fazale Sharif the Director of the EBCITD which I was the initiator and for which I and participated directly in its organization. I contacted and invited Dr. Babacar Ndiaye and in the following photo, event / photo took place is during an International Conference on Africa I had organized in Oakland, California and of which Dr. Babacar Ndiaye, Rahimahu Allah was our Guest of Honor.

I extended the invitation to Dr. Boubacar N’diaye for his presence among us at this International Conference on Africa.  He was delighted about my presentation and we also sat together and had lunch at the same table.  Wonderful Man with full love for Africa and Africans and who initiated a series of important financial and operational measures: the African Businessmen Round Table, the creation of the African Bank for import-export (Afreximbank) and the setting up of a special easy financing for the African private sector (investors and entrepreneurs) without the guarantee of their governments.

The Conference Room was packed with U.S. and Foreign officials and Executives as well as faculties and Researchers on Africa and the Place where all these interactions took place was the fabulous and monumental Claremont Hotel in Berkeley, Northern California.

I initiated and developed a work plan on the organization of The International Conference on Africa took place in 2001. The first time in the history of the Bay Area of San Francisco and North California to have a conference of such magnitude and subject. that I submitted to Fazale Sharif the Director of the EBCITD which I was the initiator and for which I participated directly in its organization. I contacted and invited Dr. Babacar Ndiaye and in the following photo, the event/photo took place during an International Conference on Africa I had organized in Oakland, California, and of which Dr. Babacar Ndiaye, Rahimahu Allah was our Guest of Honor.

The African Growth and Opportunity Act (AGOA) is a trade agreement between the United States and over 30 sub-Saharan African countries that allows the countries to export products to the US without tariffs. The US Congress passed the legislation in May 2000, and it was extended to 2025 in 2015. The goal of AGOA is to improve economic relations between the US and Africa and to help the economies of sub-Saharan Africa

International Conference on Africa, I initiated and organized with the EBCITD (East Bay Center for International Trade Development) Oakland, California.

So to combine the useful with the pleasant, I published all these photos with first that of Africa over my shoulders. This photo dates from 2001, the year I suggested and participated in the organization of the First International Conference on Africa held in Northern California at Berkeley. Another will follow later in San Francisco in 2007.

I completed this first photo with others such as the one where the former CEO of the African Development Bank (Dr. Babacar Ndiang) was holding my hand and I am surrounded by African-American executives, one during one of my presentations and others showing a partial view of the audience.

Since my early studies at Institut des Etudes Politiques of the Grenoble University, France, the development and integration of Africa were at the forefront of my studies and topics of my presentations in seminaries and essay papers. It was natural that I continue to work and increase awareness about Africa and its need to establish new kinds of relations with other countries other than the past metropolitan and colonialists.

Morocco Background

Morocco is recognized as a top market reformer in the Middle East and North Africa. The nation has emerged as a commercial hub as a result of its economic reforms, investment incentives, competitive costs of production, modern banking processes, strong laws to protect intellectual property, and proximity to major markets.  Morocco has a Free Trade Agreement with the United States and an Association Agreement with the European Union (EU). These agreements attract traders looking to enter Morocco, the world’s largest markets (such as the EU and the United States), and the world’s fastest-growing markets (e.g., Africa). The U.S.- – Morocco Free Trade Agreement entered into force in January 2006, eliminating duties on more than 95 percent of all goods and services, and U.S. exports have grown dramatically since then. Morocco’s in 2010-11: Table on Five Pillars

The major resources of the Moroccan economy are agriculture, phosphates, and tourism. Sales of fish and seafood are important as well. Industry and mining contribute about one-third of the annual GDP. Morocco is the world’s third-largest producer of phosphates (after the United States and China), and the price fluctuations of phosphates on the international market greatly influence Morocco’s economy. Tourism and workers’ remittances have played a critical role since independence. The production of textiles and clothing is part of a growing manufacturing sector that accounted for approximately 34% of total exports in 2002, employing 40% of the industrial workforce. The government wishes to increase textile and clothing exports from $1.27 billion in 2001 to $3.29 billion in 2010.

The services sector accounts for just over half of GDP and industry, made up of mining, construction, and manufacturing, is an additional quarter. The sectors that recorded the highest growth are the tourism, telecoms, and textile sectors. Morocco, however, still depends to an inordinate degree on agriculture. The sector accounts for only around 14% of GDP but employs 40-45% of the Moroccan population. With a semi-arid climate, it is difficult to assure good rainfall and Morocco’s GDP varies depending on the weather. Fiscal prudence has allowed for consolidation, with both the budget deficit and debt falling as a percentage of GDP.

In 2009 Morocco was ranked among the top thirty countries in the offshoring sector. Morocco opened its doors to offshoring in July 2006, as one component of the development initiative Plan Emergence, and has so far attracted roughly half of the French-speaking call centers that have gone offshore and a number of the Spanish ones. 

According to experts, multinational companies are attracted by Morocco’s geographical and cultural proximity to Europe, in addition to its time zone. In 2007 the country had about 200 call centers, including 30 of significant size, that employ a total of over 18,000 people.

The economic system of the country presents several facets. It is characterized by a large opening towards the outside world. France remains the primary trade partner (supplier and customer) of Morocco. France is also the primary creditor and foreign investor in Morocco. In the Arab world, Morocco has the second-largest non-oil GDP, behind Egypt, as of 2005.

Since the early 1980s, the Moroccan government has pursued an economic program toward accelerating real economic growth with the support of the International Monetary Fund, the World Bank, and the Paris Club of creditors. The country’s currency, the dirham, is now fully convertible for current account transactions; reforms of the financial sector have been implemented; and state enterprises are being privatized.

The high cost of imports, especially of petroleum imports, is a major problem. Another chronic problem is unreliable rainfall, which produces drought or sudden floods; in 1995, the country’s worst drought in 30 years forced Morocco to import grain and adversely affected the economy. Another drought occurred in 1997, and one in 1999–2000. Reduced incomes due to drought caused GDP to fall by 7.6% in 1995, by 2.3% in 1997, and by 1.5% in 1999. During the years between drought, and good rains bumper crops to market. Good rainfall in 2001 led to a 5% GDP growth rate. Morocco suffers both from unemployment (9.6% in 2008), and a large external debt estimated at around $20 billion, or half of GDP in 2002.

Morocco and United States Trade Relations

Morocco is located in Northwestern Africa and is slightly geographically larger than California. The capital of Morocco is Rabat, which is bordered by the Atlantic Ocean. Morocco has a population of 34.37 million people and a gross domestic product (GDP) of $100.6 billion. Due to its proximity to Europe along the strategic location as a gateway to Africa, Morocco has created strong trade relationships and promotes an open market economy. In 2015, the US had $304 million in foreign direct investment (FDI) in Morocco.

The United States is the fourth largest importer of Moroccan goods.

In 2016, the US imported roughly $1 billion worth of goods from Morocco. The largest category of imported goods was chemicals, which made up 36.8% or $375 million of the total. Other imports from Morocco included food manufacturers, apparel manufacturing products, and transportation equipment. In the same year, the United States exported $1.86 billion worth of goods to Morocco, which was an increase from the previous year. The main exports to Morocco were transportation equipment (31.6%), agricultural products (15%), and petroleum and coal products (8.7%). Export data pulled from the International Trade Administration (ITA) shows that average US exports to Morocco have more than tripled since the US-Morocco Free Trade Agreement (FTA) went into effect just over a decade ago.

President George W. Bush signed the FTA, the first US free trade agreement with an African country, exactly twelve years ago today; and the agreement went into effect on January 1, 2006.

In the three years before the FTA (2003-2005), US exports to Morocco averaged $482 million; in the past three years (2013-2015), they increased 328 percent to $2.1 billion.

At the state level, Texas claims the spot as the top exporter to Morocco, both in 2015 and on average over the past three years, exporting $510 and $710 million worth of goods, respectively. Other top state exporters when looking at three-year averages include Louisiana, West Virginia, Washington, and California in descending order; considering only 2015, Washington, Louisiana, Virginia and California rounded out the top five following Texas.

When looking at sheer growth in exports since before the FTA, other states emerge as winners. Nevada experienced the biggest boost in exports at a nearly 13,000% increase; Idaho’s exports increased by nearly 11,000%; Montana’s by just over 10,000%; New Mexico by nearly 4,500%; and West Virginia by just under 4,000%.

Gabriel. “Choosing Morocco as the US’s first FTA beneficiary in Africa was a smart move, and I believe the US will continue benefiting from this strong relationship for years to come.

Foreign Investment and Foreign Trade in 2024

★ Morocco has ratified 72 investment treaties for the promotion and protection of investments and 62 economic agreements, including with the United States and most EU nations, that aim to eliminate the double taxation of income or gains. Morocco is the only country on the African continent with a Free Trade Agreement (FTA) with the United States, eliminating tariffs on more than 95 percent of qualifying consumer and industrial goods.

Since the U.S.-Morocco FTA came into effect bilateral trade in goods has grown nearly five-fold. The U.S. and Moroccan governments work closely to increase trade and investment through high-level consultations, bilateral dialogue, and other forums to inform U.S. businesses of investment opportunities and strengthen business-to-business ties.

According to the United Nations Conference on Trade and Development’s (UNCTAD)  World Investment Report 2022 , Morocco attracted the ninth-most foreign direct investment (FDI) in Africa in 2021. Inbound FDI rose by 52 percent in 2021 to $2.2 billion, vice $1.7 billion in 2020 and 2019 and a 2018 peak of $3.6 billion. France, the United Arab Emirates, and Spain hold a majority of FDI stocks.

Manufacturing attracted the highest share of FDI stocks, followed by real estate, telecommunications, tourism, and energy and mines. Morocco continues to orient itself as the “gateway to Africa,” and expanded on this role with its return to the African Union in January 2017 and the launch of the African Continental Free Trade Area (CFTA), which entered into force in 2021.

In June 2019, Morocco opened an extension of the Tangier-Med commercial shipping port, making it the largest in Africa and the Mediterranean; the government is developing a third phase for the port which will increase capacity to five million twenty-foot equivalent units (TEUs). Tangier is connected to Morocco’s political capital in Rabat and commercial hub in Casablanca by Africa’s first high-speed train service – TGV. Actually, Morocco is planning a southern connection by the TGV of Casablanca, Marrakech, Agadir, and Dakhla in the Moroccan Sahara.

Morocco’s Investment and Export Development Agency (AMDIE) ★ is the national agency responsible for the development and promotion of investments and exports. Following the reform to the law governing the country’s Regional Investment Centers (CRIs) in 2019, each of the 12 regions is empowered to lead its own investment promotion efforts. The CRI websites aggregate relevant information for interested investors and include investment maps, procedures for creating a business, production costs, applicable laws and regulations, and general business climate information, among other investment services.

The Investment Charter, Law 18-95 of October 1995, is the current foundational Moroccan text governing investment and applies to both domestic and foreign investment (direct and portfolio). 

Morocco’s Foreign Direct Investment (FDI) increased by 1.2 USD bn in June 2022, compared with an increase of 416.3 USD mn in the previous quarter. Morocco Foreign Direct Investment: USD mn net flow data is updated quarterly, available from Mar 2014 to Jun 2022.

According to data from the country’s foreign trade watchdog, the Exchange Office (OE), Morocco welcomed MAD 6.3 billion ($578 million) in investments from the US in the first half of 2022, compared to MAD 5.6 billion ($513.7 million) from France.

For the United Nations Conference on Trade and Development’s (UNCTAD) World Investment Report 2020 , Morocco attracted the eighth most foreign direct investment (FDI) in Africa. Following a record year in 2018 where Morocco attracted $3.6 billion in FDI, inbound FDI dropped by 55 percent to $1.6 billion in 2019. Despite the global COVID-19 pandemic, FDI inflows to Morocco remained largely stable totaling $1.7 billion in 2020, according to the Moroccan Foreign Exchange Office, a slight increase of one percent from the previous year. France, the UAE, and Spain hold a majority of FDI stocks. Manufacturing has the highest share of FDI stocks, followed by real estate, trade, tourism, and transportation. Morocco continues to orient itself as the “gateway to Africa” for international investors following Morocco’s return to the African Union in January 2017 and the launch of the African Continental Free Trade Area (CFTA) in March 2018, which entered into force in 2021.

With an annual Gross Domestic Product growth rate of nearly five percent over the past five years, Morocco’s recent economic history is one of macroeconomic stability and low inflation, despite the challenges of the Arab Spring. In the World Bank’s 2017 Doing Business report, Morocco’s rating improved to 69th in the world. Morocco is conveniently located for investors interested in exporting to Europe and Africa. Moreover, the availability of skilled and competitive labor at lower costs, relative to Europe, is a key factor in attracting automakers to Morocco. These automakers are also eligible for tax exemptions for 25 years, provided that most of the production is destined for export.“

The interests of Renault in Morocco remain the control of the Moroccan automobile market, the availability of very affordable and relatively well-educated workforce, and the bridge to Europe and the Gateway to Africa and the Middle East that Morocco provides through its strategic geographical location.  Additional benefits can be also the unique opportunities that are offered by the operation of Tangier. Renault is currently the dominant company in the Moroccan automotive market. The Dacia and Renault brands, owned and operated by Renault,  represent respectively 20% and 17% of the market. US Aid to Morocco: Olive and Agricultural Products

In 2004, Congress created the Millennium Challenge Corp., a foreign aid agency headed by the secretary of state, to help developing countries reduce poverty. Since its inception, the agency has authorized grants totaling more than $7 billion to help 23 African and Latin American countries.

In 2007 the agency agreed to give Morocco $697.5 million over five years to improve the country’s employment rate and salaries by investing in its fruit-tree farms, small-scale fisheries, and artisan crafts, according to Millennium. Nearly half of that money – $320 million – is earmarked for the Fruit Tree Productivity Project, with 80 percent of the cash going to olives and the rest to improve date, fig, and almond production. Dates, figs, and almonds are also key California crops.

The American Cafe Trade Show in Casablanca, named after the iconic movie “Casablanca”, is indeed a significant event. It serves as a platform to showcase American food and agricultural products to Moroccan importers and buyers. This trade show plays a crucial role in promoting trade relations between the U.S. and Morocco.

Dr. Cherkaoui represented 25 U.S. Food Companies at the event. Dr. Said El Mansour Cherkaoui, along with His Excellency Mr. Arthur Riley, the U.S. Ambassador in Morocco, were present at this trade show in 2004.

Dr. Cherkaoui was representing 25 U.S. Food Companies at the event, which was organized by the U.S. Food and Drug Administration, U.S. Department of Commerce, U.S. Department of State, and the U.S. Embassy in Morocco.

This event was a significant step in promoting trade relations between the U.S. and Morocco and was organized for the objective to facilitate the negotiation and the signing of the Free Trade Agreement between Morocco and the United States.

The U.S.-Morocco trade relations have a long history and have grown significantly over the years. Here are some key points:

Historical Relations: Morocco was one of the first countries to recognize the newly independent United States, opening its ports to American ships by decree of Sultan Mohammed III in 1777. Morocco formally recognized the United States by signing a treaty of peace and friendship in 1786, a document that remains the longest unbroken relationship in U.S. history.

Free Trade Agreement (FTA): Morocco is the only country on the African continent with a Free Trade Agreement (FTA) with the United States, eliminating tariffs on more than 95 percent of qualifying consumer and industrial goodsThe Government of Morocco plans to phase out tariffs for some products through 2030.

Trade Growth:

Since the U.S.-Morocco FTA came into effect, bilateral trade in goods has grown nearly five-fold 3. The U.S. and Moroccan governments work closely to increase trade and investment through high-level consultations, bilateral dialogue, and other forums to inform U.S. businesses of investment opportunities and strengthen business-to-business ties.

U.S. Exports to Morocco: U.S. goods exports to Morocco in 2022 were $3.7 billion, up 33.3 percent ($928 million) from 2021 and up 71 percent from 2012.

U.S. Imports from Morocco: U.S. goods imports from Morocco in 2022 were $2.3 billion.

Trade Surplus: The U.S. goods and services trade surplus with Morocco was $2.1 billion in 20224.

These points highlight the strong and growing trade relationship between the U.S. and Morocco.

Introductory Notes by Said El Mansour Cherkaoui

I have been defending Africa since I was in the situation where I can claim my own Africanness without any other expression of my ancestral African Amazigh heritage. The turning point of such a claim made against those who wanted to bury us but forgot that we are seeds of cultivation as they say in Africa.   We blossomed later on and this attempt to put away our conscience and our willingness to find better ways for Africa was during the year 1977-78 at the Institut d’Etudes Politiques de Grenoble, France.

For Africa, I have drawn trajectories since 1977 to illuminate its multiple fighting spirits for its own emancipation and for the will of its own children not to forget it even if centuries have brainwashed them.  Yes, indeed, generations and generations were instilled with a sweet insidious amnesiac dose by foreign and their local charlatans who disguised and distorted the reality of our own African history.

Through reading this article, you will discover that I have established milestones in the direction of recovering and rediscovering our own sense of Africanity, what I call our Refined Shared African Affinity.

In this sense, I have written several articles, developed various analyses, written case studies, as I have also participated in the initiation, organization and presentation at international conferences and trade shows, taught courses, provided consulting services and training and study-programs on Africa.  This diverse and multiple engagements took place in the United States, France, Morocco and China.

To reinforce this African orientation, I have also directly participated in the creation of groups and institutions representing the interests of Africa while facilitating meetings and contacts for African countries and decision-makers with their peers in California such as and just to name few:

  • Organization of the first visit of a delegation representing the Federation of Chambers of Commerce of Egypt.
  • Organization of the visit of a delegation of members of the Accra Chamber of Commerce to New York.
  • Visit of the First Delegation of Cameroon during the Football World Cup in 1994 at Stanford,
  • Organization in the Bay Area from San Francisco to Berkeley of the very First International Conference on Africa
  • Direct participation in the American Café Trade Show in Casablanca – Morocco organized by the USDA, US Department of State, The US Embassy in Morocco, Representation of 25 American and Californian companies as an introduction to the upcoming signing of the Free Trade Agreement between the United States and Morocco.

As for my current initiatives and achievements, I have also created several groups on the level of social-media platforms as well as several websites presenting the news, the and the future of African countries and their relations with the rest of the world.


Je défends l’Afrique depuis que je suis dans la situation où je peux revendiquer ma propre africanité sans aucune autre expression de mon héritage ancestral africain amazigh. Le tournant d’une telle revendication faite contre ceux qui ont voulu nous enterrer mais ont oublié que nous sommes des graines de culture comme on dit en Afrique. Nous nous sommes épanouis plus tard et cette tentative de mettre de côté notre conscience et notre volonté de trouver de meilleures voies pour l’Afrique s’est déroulée durant l’année 1977-78 à l’Institut d’Etudes Politiques de Grenoble, France.

Oui, en effet, des générations et des générations ont été insufflées avec une douce dose amnésique insidieuse par des étrangers et leurs charlatans locaux qui ont déguisé et déformé la réalité de notre propre histoire africaine.

En lisant cet article, vous découvrirez que j’ai établi des jalons dans le sens de la récupération et de la redécouverte de notre propre sens de l’africanité, ce que j’appelle notre affinité africaine partagée raffinée.

Dans ce sens, j’ai écrit plusieurs articles, développé diverses analyses, écrit des études de cas, car j’ai également participé à l’initiation, à l’organisation et à la présentation de conférences et salons internationaux, enseigné des cours, fourni des services de conseil et des programmes de formation et d’étude sur Afrique. Ces engagements divers et multiples se sont déroulés aux États-Unis, en France, au Maroc et en Chine.

Pour renforcer cette orientation africaine, j’ai également participé directement à la création de groupes et d’institutions représentant les intérêts de l’Afrique tout en facilitant les rencontres et les contacts des pays et décideurs africains avec leurs pairs en Californie tels que et pour ne citer que ceux-là :

  • Organisation de la première visite d’une délégation représentant la Fédération des Chambres de Commerce d’Egypte.
  • Organisation de la visite d’une délégation de membres de la Chambre de Commerce d’Accra à New York.
  • Visite de la Première Délégation du Cameroun lors de la Coupe du Monde de Football en 1994 à Stanford,
  • Organisation dans la Bay Area de San Francisco à Berkeley de la toute Première Conférence Internationale sur l’Afrique
  • Participation directe à l’American Café Trade Show à Casablanca – Maroc organisé par l’USDA, le Département d’État américain, l’Ambassade des États-Unis au Maroc, Représentation de 25 entreprises américaines et californiennes en guise d’introduction à la signature prochaine de l’Accord de libre-échange entre les États-Unis États-Unis et le Maroc.

Dr. Said El Mansour Cherkaoui and His Excellency Mr. Arthur Riley, the U.S. Ambassador in Morocco, were indeed present at the American Cafe Trade Show organized in Casablanca, Morocco in 2004.

The American Cafe Trade Show in Casablanca, named after the iconic movie “Casablanca”, is indeed a significant event. It serves as a platform to showcase American food and agricultural products to Moroccan importers and buyers. This trade show plays a crucial role in promoting trade relations between the U.S. and Morocco.

Dr. Said El Mansour Cherkaoui, along with His Excellency Mr. Arthur Riley, the U.S. Ambassador in Morocco, were present at this trade show in 2004. Dr. Cherkaoui represented 25 U.S. Food Companies at the event.

Dr. Cherkaoui was representing 25 U.S. Food Companies at the event, which was organized by the U.S. Food and Drug Administration, U.S. Department of Commerce, U.S. Department of State, and the U.S. Embassy in Morocco.

This event was a significant step in promoting trade relations between the U.S. and Morocco and was organized to facilitate the negotiation and the signing of the Free Trade Agreement between Morocco and the United States.

The U.S.-Morocco trade relations have a long history and have grown significantly over the years. Here are some key points:

Historical Relations: Morocco was one of the first countries to recognize the newly independent United States, opening its ports to American ships by decree of Sultan Mohammed III in 1777. Morocco formally recognized the United States by signing a treaty of peace and friendship in 1786, a document that remains the longest unbroken relationship in U.S. history1.

Free Trade Agreement (FTA): Morocco is the only country on the African continent with a Free Trade Agreement (FTA) with the United States, eliminating tariffs on more than 95 percent of qualifying consumer and industrial goodsThe Government of Morocco plans to phase out tariffs for some products through 2030.

Trade Growth:

Since the U.S.-Morocco FTA came into effect, bilateral trade in goods has grown nearly five-fold 3. The U.S. and Moroccan governments work closely to increase trade and investment through high-level consultations, bilateral dialogue, and other forums to inform U.S. businesses of investment opportunities and strengthen business-to-business ties.

U.S. Exports to Morocco: U.S. goods exports to Morocco in 2022 were $3.7 billion, up 33.3 percent ($928 million) from 2021 and up 71 percent from 2012.

U.S. Imports from Morocco: U.S. goods imports from Morocco in 2022 were $2.3 billion.

Trade Surplus: The U.S. goods and services trade surplus with Morocco was $2.1 billion in 2022.

These points highlight the strong and growing trade relationship between the U.S. and Morocco.

The California Center for International Trade Development (CITD), an entity of the State Center Community College District, has been promoting California’s international trade and competitiveness since 1989. It assists exporters, supports economic and job growth, and helps businesses in California expand globally. CITD also plays a role in globalizing colleges.

CITD has a strong track record, having organized over 180 agricultural trade missions for the Western United States Agricultural Trade Association, the USDA Foreign Agricultural Services, and the California Governor’s Office. Education is the Key

California’s economy has surpassed that of the United Kingdom to become the world’s fifth largest, according to new federal data made public Friday May 4, 2018.

California is home to nearly 40 million people which represent 12 percent of the U.S. population but contributed 16 percent of the country’s job growth between 2012 and 2017. The United Kingdom has 25 million more people than California but now has a smaller GDP while California’s gross domestic product rose by $127 billion from 2016 to 2017, surpassing $2.7 trillion, the data said.

California’s economic output is now surpassed only by the total GDP of the United States, China, Japan and Germany. The state has 12 percent of the U.S. population but contributed 16 percent of the country’s job growth between 2012 and 2017. Its share of the national economy also grew from 12.8 percent to 14.2 percent over that five-year period, according to state economists.

Since 2012, California as the largest U.S. state has added 2 million jobs and grown its GDP by $700 billion.

California’s economic juggernaut is concentrated in coastal metropolises around San Francisco, San Jose, Los Angeles and San Diego.

  • California is the sixth largest economy, between the UK and France.

AMERICAS – USA

California businesses exported $164 billion worth of goods in 2015, supporting 706,969 jobs.

California exports to more than 225 foreign markets. 

California is one of the 10 largest economies in the world with a gross state product of more than $2.6 trillion.

• Services: For 2016, the surplus in services decreased to $247.7 billion from $261.4 billion in 2015. Services receipts decreased to $710.2 billion from $710.6 billion.

The largest decreases were in financial services and transport.

The largest increase was in other business services, and maintenance and repair services.

For 2016, services imports increased to $504.6 billion from $491.7 billion.

California Trade The U.S. Department of Commerce reported that in 2016, California exports amounted to $163.6 billion. This is a decrease from the 2015 total of $165.4 billion.

California maintained its perennial position as a top exporting state. Exports from California accounted for 8.8% of total U.S. exports in 2016.

California’s top export destinations are Mexico, Canada, China, Japan and Hong Kong.

California trade and exports translate into high-paying jobs for more than 1 million Californians.

Top Export Sectors California is a top exporter in the nation of
electronic products, and sales of food and kindred products.

Computers and electronic products are California’s top export, accounting for 25.9% of all the state’s exports. Other top categories included transportation equipment; miscellaneous manufactured commodities; and machinery, except electrical.

• Mexico:

Mexico continues to be California’s No. 1 export market. California exports to Mexico decreased to $25.26 billion in 2016. Mexico purchases 15.4% of all California exports. California’s exports to Mexico are driven by computers and electronic products, which account for 21.7% of all California exports to Mexico.

Other top categories include transportation equipment, machinery, except electrical, and chemicals.

• Canada: Canada is California’s second largest export market, purchasing 9.8% of all California exports. In 2016, California exported more than $16.18 billion to Canada. Computers and electronic products remained California’s largest exports, accounting for 32.2% of all California exports to Canada.

• Asia-Pacific: California is the largest exporting state to Asia. In 2016, California exported $68.58 billion in goods to the region.
• Greater China: California exports to Mainland China totaled $14.36 billion in 2016. Computers and electronic products accounted for 30% of exports to China. Exports to Hong Kong increased to $9.6 billion in 2016, maintaining Hong Kong as California’s No. 5 export market, which surpassed South Korea in 2015.
• Japan: California exports to Japan totaled $11.76 billion in 2016. Computers and electronic products accounted for 23.7% of total exports.
• European Union: California exports to the European Union (28) totaled $29.7 billion in 2016. California is the top exporting state to Europe.

Computers, electronic products and chemicals are the leading export sectors to the region. European Union countries purchase 18.2% of all California exports.

INTERNATIONAL TRADE

• 196,000 foreign direct investment (FDI) jobs in California are in the manufacturing sector.
• Among all global employers, those from Japan, the United Kingdom and France support the largest number of jobs in California.
• More than 2,030 global employers have operations in California.
• California ranks first in the nation in the total number of jobs at U.S. subsidiaries. According to the Organization for International Investment, U.S. subsidiaries play a vital role in California’s economy, insourcing 715,800 jobs; writing paychecks to 5% of California’s private sector workforce. Nearly 30% of jobs at U.S. subsidiaries in California are in manufacturing—accounting for 196,000 jobs.

According to former Governor Jerry Brown, California’s freight industry accounts for over $700 billion in revenue and over five million jobs. These employment positions are provided by businesses associated with an industry estimated to comprise one-third of the California State’s economy and jobs. The importance of Global Trade is recognized by all the decisions-makers in California political landscape. The recently elected Governor Gavin Newsom, have recognized already in 2011 the important role of international trade to the state of California, by elaborating in his Economic Growth and Competitiveness Agenda, the following statement: “…the state must become a better partner in preserving and enhancing California’s position as a preeminent hub in the global economy. At the simplest level, it must make promoting both trade and its international presence an economic priority undergirded by a plan and performance metrics, bringing scale and efficiency to existing international efforts by regions.”

This new agenda is built on eight pillars that were considered as essential in delivering the next economy and which included the followings:

International trade accounts for one out of nine jobs in Southern California, plays a vital role in the Bay Area economy, and provides the infrastructure for California companies to export products to other states and countries.

  • In 2015, International trade supported more than 775,000 high paying California jobs. These trade-related jobs came from large and small companies, farmers, and factories
  • California exports billions of dollars in goods and services annually, including computer and electronics, transportation equipment, agricultural products, software and machinery. 
  • Exports support small, medium, and large businesses. The vast majority of California exporters are small and medium-sized companies with less than 500 workers.
  • Customers in 229 countries around the world buy California-grown and manufactured goods and services. Top markets like Mexico, Canada, and China buy billions of dollars of California products and services annually.

2018 – In August, developers Lineage Logistics LLC and Dreisbach Enterprises Inc. will open a $90 million, 280,000-square-foot Cool Port that will store perishable food shipments.

Developer CenterPoint Properties will start construction in July on the Seaport Logistics Complex, a 440,000-square-foot distribution center at the former Army Base in West Oakland. The port said it will be the largest warehouse building at a West Coast port. CenterPoint declined to comment on the effects of tariffs.

On an adjacent parcel controlled by the city of Oakland, Prologis, the San Francisco industrial property developer, has a new 256,000-square-foot warehouse building that’s seeking tenants.

“I don’t think we’re quite there yet, but any kind of trade war is bad for economic growth generally. And that will affect everything including our business,” Hamid Moghadam, CEO of Prologis, said in an earnings call in April. “We are not yet concerned by the action, and we’ll just see what the action is going to be.”

Extensive work on Establishing Trade and Business Relationship Between California and Egypt

U.S. and Egypt Share a Strong Partnership

The U.S. established diplomatic relations with Egypt in 1922, following its independence from protectorate status under the United Kingdom. The U.S. and Egypt share a strong partnership based on mutual interest in Middle East peace and stability, economic opportunity, and regional security. Promoting a stable, prosperous Egypt, where the government protects the basic rights of its citizens and fulfills the aspirations of the Egyptian people, will continue to be a core objective of U.S. policy.

The United States and Egypt have a strategic relationship based on shared interests and values that span almost two centuries. The two countries are partners in counterterrorism, anti-trafficking, regional security, and economic opportunity. The U.S. has provided over $50 billion in military aid to Egypt since 1978, which has helped Egypt protect its borders and confront terrorism. The U.S. and Egypt also collaborate to expand commercial ties, increase foreign direct investment, and ensure safe transit through the Suez Canal.

The U.S. core policy objective is to promote a stable and prosperous Egypt that protects the rights of its citizens and meets the needs of its growing population. 

The United States and Egypt have a strategic economic and security partnership 

The two countries have a shared commitment to strengthening bilateral economic cooperation. This includes expanding trade, increasing private sector investments, and collaborating on clean energy and climate technology. 

Egypt is one of Africa’s industrial heavyweights. Transforming the country’s economy to sustain job-rich and sustainable growth are pivotal steps in its march towards prosperity. Today’s search for new development models, accelerated by the unfolding of the COVID-19 pandemic, calls for shifting up a gear in raising Egypt’s industrial capabilities to compete in an industry 4.0 and agro 4.0 landscape. The Production Transformation Policy Review (PTPR) of Egypt uses a forward-looking framework to assess the country’s readiness to embrace change. This includes an analysis of the game-changing potential of the African Continental Free Trade Area (AfCFTA) and perspectives on agro-food and electronics (i.e. what in Egypt is referred to as part of the engineering sector), as well as identifying priorities for future reforms.

The U.S. and Egypt also share interests across the Middle East. Both countries are aligned on Israel, Iran, and the regional effect of dysfunctional states such as Libya, Syria, Yemen, and Iraq. 

U.S. assistance has long played a central role in Egypt’s economic and military development. An estimated 250,000 first or second-generation Egyptians live in the United States, while nearly 60,000 U.S. citizens reside permanently in Egypt. 

The U.S. embassy is located in Cairo, and there is also a U.S. consulate in Alexandria. 

The U.S. and Egypt also have a Bilateral Investment Treaty, signed in 1986, to promote and facilitate investment between the two countries. The treaty was modified and entered into force in 1992. The U.S. and Egypt also have a trade and investment framework agreement, which is a step toward creating freer trade and increasing investment flows. In 1996, the U.S. Congress established the Qualifying Industrial Zone (QIZ) initiative to support the peace process in the Middle East. The QIZ initiative allows Egypt and Jordan to export products to the United States duty-free as long as such products contain inputs from Israel. 

The U.S. and Egypt have a Treaty on Mutual Legal Assistance in Criminal Matters, signed in 1998. The U.S. also has a long-running cooperation with the Egyptian military, including the BRIGHT STAR 2023 exercise, which focuses on regional security and cooperation. 

In 2022, the U.S. imported $2.8 billion in goods from Egypt and had a trade surplus of $3.6 billion.
