The counterpart, as in the case of United States investments in a multipolar world, Morocco is choosing:

1 – Targets both at the level of the positioning of the Moroccan Economy on the energy supply chain which is the most important and the most vulnerable at the level of the international market as it is the most profitable at the level of seasonal variations.

2 – Objectives centered on the current multipolar and neutrality in relation to the geo-strategic aims of a competitive nature between the West – United States and Allies + European Union on one side and BRIC, China, Russia and the Dandinons who waddle between the two blocs: like India and the other countries of the South.

3 – Morocco seeks to prove its capacity to replace clean and renewable energies as a national export and as a Magnet for the attractiveness of foreign direct investments which consider Electric Energy as one of the main elements of their risk analysis concerning the host countries of their companies.

4 – Morocco needs to assert itself at the level of the production and transformation of Electric Energy at the level of its offer as a commodity in order to establish its industrialize strategy which will be the new and next stage, namely Emergence of an offer of local and regional solutions for international demand for the International Division of Technological Work, Logistics based on niches of the mastery of digital knowledge and its extension of robotic intelligence.

5 – Morocco is moving forward, building itself and moving towards the establishment of an economy equipped with all the assets to make it a national economic structure diversified regionally and homogeneous at the national level as a stakeholder in the concert of nations hosting national industries located on the periphery of those of other Western and Eastern countries.

These economies, through their past collaborations and their present competition, have far exceeded the framework of the sole “Screwdriver Factory – Tourne-vise Usine” and “Assembly Line – Asymmetrical Assembly Line” asymetric as the basis for the control of the creation and innovation.

These countries, especially in South-West Asia, including China, are now located in an open and spontaneously competitive space at the level of manufacturing and the asymmetrical production of products and services offered for direct and variable consumption by consumers now acquired through selection. products based on their own criteria of choice and demonstration effect and having no consideration for the national origin of the product consumed.

A leveling of supply and demand is found at the level of purchasing power, the price of the product, the quality of its utility, the reliability of distribution logistics and customer service as well as the proximity of the international consumer market in power.

La contrepartie comme le cas des investissements des Etats Unis dans un monde multipolaire, le Maroc est en train de choisir:

1 – Des cibles a la fois au niveau du positionnement de l’Économie du Maroc sur la chaîne d’approvisionnement énergétique qui la plus importante et la plus vulnérable au niveau du marche international comme elle est la plus rentable au niveau des variations saisonnières.

2 – Des objectifs centrés sur les actuelles multipolaires et la neutralité par rapport aux visées géo-stratégiques d’ordre concurrentielles entre l’Occident – Etats-Unis et Alliés + Union Européenne d’un coté et BRIC, Chine, Russie et les Dandinons qui dandinent entre les deux blocs: comme l’Inde et les autres pays du Sud.

3 – Le Maroc cherche a se prouver sa capacité de substituer les énergies propres et renouvelables en tant qu’exportation nationale et en tant que Magnet pour l’attractivité des investissements directs étrangers qui considèrent l’Énergie Electrique en tant qu’un des principaux éléments de leur analyse des risques concernant les pays hôtes de leurs entreprises.

4 – Le Maroc a besoin de se faire valoir au niveau de la production et la transformation de l’Énergie Electrique au niveau de son offre comme commodité afin d’asseoir sa stratégie industrialisable qui sera la nouvelle et la prochaine étape a savoir l’Émergence d’une offre de solutions locales et régionales pour la demande internationale pour la Division International du Travail Technologique, Logistiques basée sur des créneaux de la maîtrise du savoir numérique et sa prolongation de l’intelligence robotique.

5 – Le Maroc s’avance, se construit et se dirige vers l’instauration d’une économie dotée de tous les atouts pour en faire une structure économique nationale diversifiée régionalement et homogène au niveau nationale en tant que partie prenante du concert des nations abritant des industries nationales localisées a la périphérie de celles des autres pays occidentaux et orientaux.

Ces économies a travers leurs collaborations passées et leurs concurrences présentes ont largement dépassées le cadre de la seule “Screwdriver Factory – Tourne-vise Usine” et “Assembly Line – Ligne d’Assemblage” asymétrique comme base et comme seule maîtrise de la création et de l’innovation.

Ces pays surtout du Sud-Ouest Asiatique y compris la Chine se situent dorénavant dans un espace ouvert et concurrentiel spontané au niveau de la manufacture et la production asymétrique des produits et des services offert a la consommation directe et variable des consommateurs dorénavant acquis a la sélection des produits basés sur leur propre critères de choix et d’effet de démonstration et n’ayant aucune considération pour l’origine nationale du produit consommé.

Un nivellement de l’offre comme de la demande se rencontre au niveau du pouvoir d’achat, du prix du produit, la qualité de son utilité, la fiabilité de la logistique de distribution et du service clients ainsi que la proximité du marché consommateur international en puissance.

My concepts and my ideas put forward in this text deserve further study by decision-makers, political leaders, state officials, researchers, academicians and business leaders in Morocco.

Since the end of the 1970s I have been writing and analyzing this phenomenon of transition and transformation of economies, Africa search for a Model of Development in the first place.

A year later, I started my research on Industrial Development in Morocco and what is the central role of the State in lifting the economy to a take-off, growth, and steady development of the most important industrial sectors and productions driving the Moroccan economy and providing the highest return and employment as well as contribution in the exports.

While I was a young student at Sciences Po Grenoble in France, where I lived one of the most devastating in my life stories which undermined all the ingredients and opportunities for another Made In Great Britain future of the time but my pride to be an African and to remain so was worth all the losses I endured thereafter like a cascade of magma burning everything in my path.   My wounds have never been healed but my African dignity is my eternal strength

Mon concepts et mes idées avancés dans ce texte méritent un approfondissement de la part des décideurs, des leaders politiques, de responsables de l’Etat, des chercheurs, des académiciens et des chefs d’entreprises au Maroc.

Depuis la fin des années 70 que j’écris et analyse ce phénomène de la transition et de la transformation des économies, en premier le Maroc.

Un an plus tard, j’ai commencé mes recherches sur le développement industriel au Maroc et sur le rôle central de l’État dans l’élévation de l’économie vers un décollage, une croissance et un développement régulier des secteurs industriels et des productions les plus importants qui stimulent l’économie marocaine et offrant le rendement et l’emploi les plus élevés ainsi qu’une contribution aux exportations.

Alors que j’étais jeune étudiant à  Sciences Po Grenoble en France, où j’ai vécu l’une des histoires les plus dévastatrices de ma vie qui a miné tous les ingrédients et opportunités pour un autre futur Made In Great Britain de l’époque, mais ma fierté d’être Africain et le rester valait toutes les pertes que j’ai endurées par la suite comme une cascade de magma brûlant tout sur mon passage. My Research and Publication on ” Relation ambivalente entre l’Etat fédéral et les groupes d’intérêts privés au Brésil dans la première moitié du XXème siècle.” is considered a Pioneer in her field of analysis and the subject addressed. We were only two researchers in the world to address this issue as evidenced in this letter from Dr. William P. Glade, Dean at the University of Texas at Austin, and President of the Latin American Studies Association (1979–1980).

Dr. William Glade began teaching at The University of Texas at Austin in 1971 and served as the director of the Institute of Latin American Studies. His research focused on comparative economics, international business, money and banking. Dr. Glade held numerous consulting positions for government agencies including the Woodrow Wilson International Center for Scholars, the United States Information Agency and the Ford Foundation.

Here is my modest contribution to advance the discussion and to stimulate the debate about national energy that is “essential and/or detrimental” to any model development and if we are seeking to have our industries to be the hub for the Manufacturing sector located between Europe, North America, Middle and Fareast and our Africa, we need to have a Great Power diversified and plural in its source like in its energetic provision based on national independence of our Energy Policy.

Just for matter of location and extension, China has developed a Solar Farm that can provide power to the entire Country of Sierra Leone.

Voici ma modeste contribution pour faire avancer la discussion et stimuler le débat sur l’énergie nationale « essentielle et/ou préjudiciable » à tout développement de modèle et si nous cherchons à faire de nos industries la plaque tournante du secteur manufacturier situé entre l’Europe , Amérique du Nord, Moyen et Extrême-Orient et notre Afrique, nous avons besoin d’avoir une Grande Puissance diversifiée et plurielle dans sa source ainsi que dans son approvisionnement énergétique basé sur l’indépendance nationale de notre politique énergétique.

Juste pour des questions d’emplacement et d’extension, la Chine a développé une ferme solaire capable de fournir de l’électricité à l’ensemble du pays de la Sierra Leone.


China has just connected what it believes to be the world’s biggest solar power plant to the grid in northwestern Xinjiang. The plant covers an area of ​​200,000 acres and is reported to have an output of 6.09 billion kWh annually.

The new plant is in the deserts near the region’s capital Ürümqi. The site came online this Monday (June 3) and is being run by the Chinese state-owned Power Construction Corporation, co-owned by the China Africa Development Fund and the Shenzhen Energy Group, with a respective stake of 50% each.

Morocco, Land of Sunshine, Oranges, Eggs, Electric Charm and Camels for the Brits

The Xlinks Morocco-UK Power Project will be a new electricity generation facility entirely powered by solar and wind energy combined with a battery storage facility. Located in Morocco’s renewable energy-rich region of Guelmim Oued Noun, it will be connected exclusively to Great Britain via 3,800km HVDC sub-sea cables.

This “first of a kind” project will generate 10.5GW of zero-carbon electricity from the sun and wind to deliver 3.6GW of reliable energy for an average of 20+ hours a day. This is enough to provide low-cost, clean power to over 7 million British homes by 2030. Once complete, the project will be capable of supplying 8 percent of Great Britain’s electricity needs.

Alongside the consistent output from its solar panels and wind turbines, an onsite 20GWh/5GW battery facility will provide sufficient storage to reliably deliver each and every day, a dedicated, near-constant source of flexible and predictable clean energy for Britain, designed to complement the renewable energy already generated across the UK.

When domestic renewable energy generation in the United Kingdom drops due to low winds and short periods of sun, the project will harvest the benefits of long hours of sun in Morocco alongside the consistency of its convection Trade Winds, to provide a firm but flexible source of zero-carbon electricity.

British renewable energy company Xlinks is the developer of the project which will cover an area of ​​around 579 square miles (1,500 square kilometers) in Morocco.  A 10.5 gigawatt (GW) solar and wind farm will be built in the Moroccan region of Guelmim-Oued Noun. The cables will run above ground from the Power Plant until they reach the town of Tantan, where they will run underground.

The laying of the cable will be done with the help of fishing fleets, and the planned route of the cable avoids as many conservation areas as possible.  Following a shallow water route from Morocco to the UK, via Spain, Portugal and France, these cables will connect to the UK national grid in Devon.




Clean energy will thus be connected exclusively to the UK via 2,361 miles (3,800 km) and this with high voltage, direct current (HVDC) submarine cables and are used because of their ability to reduce inefficiencies when transporting energy.

This project is part of the drive to achieve a national net-zero electricity grid by 2035. Xlinks says the Morocco-UK electricity project will be able to power 7 million UK homes in by 2030, representing up to 8% of UK energy needs.

The project will cost $21.9 billion. Xlinks will build 7 GW of solar power and 3.5 GW of wind power, as well as 20 GWh/5 GW on-site battery storage, in Morocco. The transmission cable will consist of four cables. The first cable will be active in early 2027 and the other three should be launched in 2029. An agreement has been reached with the National Grid for two 1.8 GW connections at Alverdiscott in Devon.

Update April 21, 2022:

Submarine cable maker XLCC will build a factory in Hunterston, Scotland, and its first production will be for the Xlinks Morocco-UK Power Project.  Alverdiscott in North Devon will provide four 2,361-mile (3,800 km) submarine cables, the first phase between 2025 and 2027 linking wind and solar power generated in Morocco. This initiative will nearly double the current global production of HVDC cable manufacturing.  The world’s longest submarine cables will require 90,000 metric tons of steel, and XLCC signed Britain’s Steel Charter in Parliament this week, in which it pledged to use British steel.



Why go all the way to Morocco to get electricity for the UK?

A response made on October 3, 2021, is given by a British news outlet:

At the beginning of October 2021, this project was estimated at 16 billion pounds sterling and aims to circumvent the fundamental problems of British wind and solar energy.  Our winds are unpredictable and tend to blow at times of day when electricity demand is lowest. As it is for the British sun, well.

Meanwhile, in the Guelmim-Oued Noun region of Morocco, where the green power will be produced, reliable trade winds blow year-round. Equally practical, the wind speed at the Morocco site increases in the late afternoon and evening, coinciding with peak demand periods in the UK.

The sun in Morocco also shines about 3,500 hours a year.  By contrast, Britain averages only 1,500 hours of sunshine per year. And because the sun burns more intensely in North Africa, the solar panels each produce about three times as much electricity there as in the UK, even in winter when British need electricity the most for heating and the light.




The Xlinks Morocco-UK Power project consists of building an inordinate amount of new kits to generate and transport green energy. This means covering 1,500 km2 of Moroccan desert with solar panels, wind turbines and a huge battery storage unit. And copper or aluminum submarine cables, wrapped in polythene insulation, will carry the generated energy to Devon. Four such cables are required, each threaded along a shallow undersea route through Spain, Portugal and France to Alverdiscott.

In the village, two 1.8 GW voltage source converter stations, which look like massive Meccano skeletons, will be built. (1.8 GW is the planned generation capacity for the Norfolk Vanguard wind farm project in the North Sea, which would consist of 180 turbines up to 1,150 feet tall.)

Xlinks explains: Morocco benefits from ideal solar and wind resources, necessary to develop renewable projects that could guarantee adequate electricity production throughout the year. It has the third highest Global Horizontal Radiation (GHI) in North Africa, which is 20% higher than the Spanish GHI and more than twice that of the UK. In addition, the shortest winter day still offers more than 10 hours of sunshine. This helps deliver generation profiles that meet the needs of the UK electricity market, particularly during periods of low offshore wind generation.

Remote generation and interconnection between distant geographic regions with inversely correlated weather systems will be more effective in addressing supply and demand imbalances over longer periods of time.

Xlinks notes that solar panels generate about three times more electricity in Morocco than in the UK. Additionally, solar panels in Morocco have a higher capacity to generate up to five times more electricity from January to March than those in the UK.

According to its promoters, this project should create nearly 10,000 jobs in Morocco, including 2,000 permanent jobs.

Treaty of Peace & Friendship 1787 Between Morocco and The United States

To all persons to whom these presents shall come or be made known- WHEREAS the United States of America in Congress assembled by their
Commission bearing date the twelfth day of May One Thousand, Seven-Hundred and Eighty-Four thought proper to constitute John Adams, Benjamin Franklin and Thomas Jefferson their Ministers Plenipotentiary, giving to them or a Majority of them full powers to confer, treat & negotiate with the Ambassador, Minister or Commissioner of His Majesty the Emperor of Morocco concerning a Treaty of Amity and Commerce, to make & receive propositions for such Treaty and to conclude and sign the same, transmitting to the United States in Congress assembled for their final Ratification.

And by one other commission bearing date the Eleventh day of March One-Thousand Seven-hundred & Eighty-five did further empower the said
Ministers Plenipotentiary or a majority of them, by writing under the hands and Seals to appoint such agent in the said business as they might think proper with authority under the directions and instruction of the said Ministers to commence & prosecute the said Negotiations & Conferences for the said Treaty provided that the said Treaty should be signed by Ministers: And Whereas, We the said John Adams & Thomas Jefferson two of the said Ministers Plenipotentiary (the said Benjamin Franklin being absent) by writing under the Hand and Seal of the said John Adams at London, October fifth, One-thousand Seven-hundred and Eighty-five, & of the said Thomas Jefferson at Paris October the Eleventh of the same year, did appoint Thomas Barclay, Agent in the business aforesaid, giving him the Powers therein, which by the said second commission we were authorized go give, and the said Thomas Barclay in pursuance thereof, bath arranged Articles for a Treaty of Amity and Commerce between the
United States of America and His Majesty the Emperor of Morocco & sealed with His Royal Seal, being translated into the language of said United States of America, together with the Attestations thereto annexed are in the following words, To Wit:

In the name of Almighty God.

This is a Treaty of Peace and Friendship established between us and the United States of America, which is confirmed, and which we have ordered to be written in the Book and sealed with our Royal Seal at our Court of Morocco in the Twenty-Fifth day of the blessed month of Shaban, in the year One-Thousand Two-hundred, trusting in God it will remain permanent.

ARTICLE 1

We declare that both Parties have agreed that this Treaty consisting of twenty five Articles shall be inserted in this Book and delivered to the Honorable Thomas Barclay, the Agent of the United States now at our Court, with whose Approbation it has been made and who is duly authorized on their part, to treat with us concerning all the matters contained therein.

ARTICLE 2

If either of the parties shall be at war with any nation whatever, the other party shall not take a commission from the enemy nor fight under their colors.

ARTICLE 3

If either of the parties shall be at war with any nation whatever and take a prize belonging to that nation, and there shall be found on board subjects or effects belonging to either of the parties, the subjects shall be set at liberty and the effect returned to the owners. And if any goods belonging to any nation, with whom either the parties shall be at war, shall be loaded on vessels belonging to the other party, they shall pass free and unmolested without any attempt being made to take or detain them.

ARTICLE 4

A signal or pass shall be given to all vessels belonging to both parties, by which they are to be known when they meet at sea, and if the commander of a ship of war of either party shall have other ships under his convoy, the Declaration of the commander shall alone be sufficient to exempt any of them from examination.

ARTICLE 5

If either of the parties shall be at war, and shall meet a vessel at sea, belonging to the other, it is agreed that if an examination is to be made, it shall be done by sending a boat with two or three men only, and if any gun shall be bread and injury done without reason, the offending party shall make good all damages.

ARTICLE 6

If any Moor shall bring citizens of the United States or their effects to His Majesty, the citizens shall immediately be set at liberty and the effects restored, and in like manner, if any Moor not a subject of the dominions shall make prize of any of the citizens of America or their effects and bring them into any of the ports of His Majesty, they shall be immediately released, as they will be considered as under His Majesty’s Protection.

ARTICLE 7

If any vessel of either party shall put into a port of the other and have occasion for provisions or other supplies, they shall be furnished without any interruption or molestation.

ARTICLE 8

If any vessel of the United States shall meet with a disaster at sea and put into one of our ports to repairs, she shall be at liberty to land and reload her cargo, without paying any duty whatever.

ARTICLE 9

If any Vessel of the Untied States shall be cast on Shore on any Part of our Coasts, she shall remain at the disposition of the Owners and no one shall attempt going near her without their Approbation, as she is then considered particularly under our Protection; and if any Vessel of the United States shall be forced to put in to our Ports, by Stress of weather or otherwise, she shall not be compelled to land her Cargo, but shall remain in tranquility until the Commander shall think proper to proceed on his Voyage.

ARTICLE 10

If any Vessel of either of the Parties shall have an engagement with a Vessel belonging to any of the Christian Powers within gunshot of the Forts of the other, the Vessel so engaged shall be defended and protected as much as possible until she is in safety; and if any American Vessel shall be cast on shore on the Coast of Wadnoon or any Coast thereabout, the People to her shall be protected, and assisted until by the help of God, they shall be sent to their Country.

ARTICLE 11

If we shall be at War with any Christian Power and any of our Vessels sail from the Ports of the United States, no Vessel belonging to the enemy shall follow until twenty four hours after the Departure of our Vessels; and the same Regulation shall be observed towards the American Vessels sailing from our Ports be the enemies Moors or Christians.

ARTICLE 12

If any ship of war belonging to the United States shall put into any of our ports, she shall not be examined on any pretense whatever, even though she should have fugitive slaves on board, nor shall the governor or commander of the place compel them to be brought on shore on any pretext, nor require any payment for them.

ARTICLE 13

If a ship of war of either party shall put into a port of the other and salute, it shall be returned from the fort with an equal number of guns, not with more or less.

ARTICLE 14

The commerce with the United States shall be on the same footing as is the commerce with Spain, or as that with the most favored nation for the time being; and their citizens shall be respected and esteemed, and have full liberty to pass and repass our country and seaports whenever they please, without interruption.

ARTICLE 15

Merchants of both countries shall employ only such interpreters, and such other persons to assist them in their business, as they shall think proper. No commander of a vessel shall transport his cargo on board another vessel; he shall not be detained in port longer than he may think proper; and all persons employed in loading or unloading goods, or in any labor whatever, shall be paid at the customary rates, not more and not less.

ARTICLE 16

In case of a war between the parties, the prisoners are not to be made slaves, but to be exchanged one for another, captain for captain, officer for officer, and one private man for another; and if there shall prove a deficiency on either side, it shall be made up by the payment of one hundred Mexican dollars for each person wanting. And it is agreed that all prisoners shall be exchanged in twelve months from the time of their being taken, and that this exchange may be effected by a merchant or any other person authorized of by either of the parties.

ARTICLE 17

Merchants shall not be compelled to buy or sell any kind of goods but such as they shall think proper; and may buy and sell all sorts of merchandize but such as are prohibited to the other Christian nations.

ARTICLE 18

All goods shall be weighed and examined before they are sent on board , and to avoid all detention of vessels, no examination shall afterwards be made, unless it shall first be proved that contraband goods have been sent on board, in which case, the persons who took the contraband goods on board, shall be punished according to the usage and custom of the country, and no other person whatever shall be injured, nor shall the ship or cargo incur any penalty or damage whatever.

ARTICLE 19

No vessel shall be detained import on any pretense whatever, nor be obliged to take on board on any articles without the consent of the commander, who shall be at full liberty to agree for the freight of any goods he takes on board.

ARTICLE 20

If any of the citizens of the Untied States, or any persons under their protection, shall have any disputes with each other, the consul shall decide between the parties, and whenever the consul shall require any aid or assistance from our government, to enforce his decisions, it shall be immediately granted to him.

ARTICLE 21

If any citizen of the Untied States should kill or wound a Moor, or, on the contrary, if a Moor shall kill or wound a citizen of the United States, the law of the country shall take place, and equal justice shall be rendered, the consul assisting at the trial; and if any delinquent shall make his escape, the consul shall not be answerable for him in any manner whatever.

ARTICLE 22

If an American citizen shall die in our country, and no will shall appear, the consul shall take possession of hi affects; and if there shall be no consul, the effects shall be deposited in the hands of some person worthy of trust, until the party shall appear, who has right to demand them; but if the heir to the person deceased be present, the property shall be delivered to him without interruptions; and if a will shall appear, the property shall descend agreeable to that will as soon as the consul shall declare the validity thereof.

ARTICLE 23

The consuls of the United States of America, shall reside in any port of our dominions that they shall think proper; and they shall be respected, and enjoy all the privileges which the consuls of any other nation enjoy; and if any of the citizens of the United States shall contract any debts or engagements, the consul shall not be in any manner accountable for them, unless he shall have given a promise in writing for the payment or fulfilling thereof, without which promise in writing, no application to him for any redress shall be made.

ARTICLE 24

If any differences shall arise by either party infringing on any of the articles of this treaty, peace and harmony shall remain notwwithstanding, in the fullest force, until a friendly application shall be made for an arrangement, and until that application shall be rejected, no appeal shall be made to arms. And if a war shall break out between the parties nine months shall be granted to all the subjects of both parties, to dispose of their effects and retire with their property. And it is further declared, that whatever indulgences, in trade or otherwise, shall be granted to any of the Christian Powers, the citizens of the United States shall be equally entitled to them.

ARTICLE 25

This treaty shall continue in full force, with the help of God, for fifty years. We delivered this book into the hands of the before mentioned Thomas Barclay, on the first day of the blessed month of Ramadan, in the year one thousand two hundred.
I certify that the annexed is a true copy of the translation made by Isaac Cardoza Nunez, interpreter at Morocco, of the treaty between the Emperor of Morocco and the United States of America.

ADDITIONAL ARTICLE

Grace to the only God.

I, the under-written, the servant of God, Taher Ben Abdelkack Fennish, do certify, that His Imperial Majesty, my master, (whom God preserve), having concluded a treaty of peace and commerce with the United States of America, has ordered me, the better to complete, it, and in addition of the tenth article of the treaty, to declare, “That if any vessel belonging to the United States, shall be in any of the ports of his Majesty’s dominions, or within gun-shot of his forts, she shall be protected as much as possible; and no vessel whatever, belonging either to Moorish or Christian Powers, with whom the United States may be at war, shall be permitted to follow or engage her, as we now deem the citizens of America our good friends.”

And, in obedience to this Majesty’s commands, I certify this declaration, by putting my hand and seal to it, on the eighteenth day of Ramadan, (a) in the year one thousand two hundred. The servant of the King, my master, whom God preserve.

I do certify that the above is a true copy of the translation made at Morocco, by Isaac Cordoza Nunez, interpreter, of a declaration made and signed by Sidi Hage Taher Fennish, in addition to the treaty between the Emperor of Morocco and the United States of America, which declaration the said Taher Fennish made by the express directions of his Majesty.

Now, KNOW YE, That we, the said John Adams and Thomas Jefferson, Ministers Plenipotentiary aforesaid, do approve and conclude the said treaty, and every article and clause therein contained, reserving the same nevertheless to the Untied States in Congress assembled, for their final ratification.
In testimony whereof, we have signed the same with our names and seals, at the places of our respective residence, and at the dates expressed under our signatures respectively.

The disparity between the price of a Starbucks coffee cup in New York and the cost of coffee beans purchased by Starbucks in Ethiopia is a thought-provoking example of value chains and economic dynamics.

All the fuzz of marketing, branding, and other value addition, labor and overhead, packaging, and presentation that Starbucks claims as additional expenses are inclusive and intrinsic to any business operations of the same kind in a competitive environment or not.

While Ethiopia’s Challenge is faced with a well-designed strategic offer of Low Profit for Farmers receiving a small share of the final retail price is exposed globally to supply, demand, and market speculation and has no control over the branding and marketing power that Starbucks enjoys.

This is not just coffee problem of equity, it is the same process of exploitation for other natural products and mineral resources extracted from Africa, Cacao was another example before Africans understood the process of exploitation they were subject to and organized themselves which allowed them to decide by themselves to whom to sell and what conditions and terms they choose, including the pricing.

Like coffee, cacao (the raw material for chocolate) has faced similar challenges. African countries, particularly those in West Africa (such as Ivory Coast and Ghana), are major cacao producers.

However, for decades, the cacao industry has grappled with issues such as child labor, low prices paid to farmers, and lack of transparency in supply chains.

Many African cacao farmers have struggled to earn a fair income despite their essential role in producing chocolate.

Starbucks aims for profitability and Ethiopians aim for survival.

J-Palm Liberia , led by the amazing Mahmud Johnson works to empower smallholder oil palm processors in rural Liberian communities by installing mini-mills in villages, to reduce processing time by 90% and improve palm oil yield by 50-100%.

With the support of a $250K USADF grant, J-Palm expanded its operations, constructing 20 additional palm oil processing sites, and expanding from five villages and 500 farmers to now serve more than 5000 smallholder oil palm farmers in 51 villages. 📈

This has transformed J-Palm’s operations, attracting additional financing and opportunities, including a partnership with Pacha Soap Co., a US-based manufacturer of all-natural soaps. Since my early studies at Institut des Etudes Politiques of the Grenoble University, the development, and integration of Africa were at the forefront of my studies and topics of my presentations in seminaries and essay papers. I extended the invitation to Dr. Boubacar N’diaye for his presence among us at this International Conference on Africa.  He was delighted about my presentation and we also sat together and had lunch at the same table.  Wonderful Man with full love for Africa and Africans and who initiated a series of important financial and operational measures: the African Businessmen Round Table, the creation of the African Bank for import-export (Afreximbank), and the setting up of special easy financing for the African private sector (investors and entrepreneurs) without the guarantee of their governments.

These are photos taken in the company with the Regretted Dr. Babacar Ndiaye, former CEO of the African Development Bank Group who holds my hand firmly and is standing at my left side.

I initiated and developed a work plan for the organization of The International Conference on Africa took place in 2001. It was the first time in the history of the Bay Area of San Francisco and North California to have a conference of such magnitude and subject. that I submitted to Fazale Sharif the Director of the EBCITD, for which I was the initiator and for which I and participated directly in its organization. I contacted and invited Dr. Babacar Ndiaye and in the following photo, the event/photo took place during an International Conference on Africa I had organized in Oakland, California, and of which Dr. Babacar Ndiaye, Rahimahu Allah was our Guest of Honor.

Below are listed links that present some illustrations of my activities with the Integration of Africa with which I was directly involved, including facilitating the Free Trade Agreement between the United States and Morocco.

For many among us, time flies through horizons without leaving traces of recognition and gratitude for what we have achieved for the good of others especially in my case not be born in the United States. Still, I remain up to now the maker of differences between cultures and the guardian of the memories I cherish and remember through my meetings and interactions with the real treasuries of Humanity.

AfDBAM2024: Celebrating 60 years of the African Development Bank at the Annual Meetings in #Nairobi!
A day enlivened by cultural performances and inspiring speeches on the development of Africa.

In the presence of African heads of state, governors of member countries, and international leaders, the speakers retraced the journey of the Bank since 1964, saluting its achievements and its determining role in the development of the continent. The President of the Bank, Akinwumi Adesina, highlighted key developments such as the COVID-19 response facility and the historic capital increase of the Bank.

Despite progress, challenges remain, particularly in infrastructure and access to electricity. Moussa Faki Mahamat, Chairperson of the African Union Commission, called for sustained financial and political support from member states. Kenyan President William Ruto highlighted the transformative role of the Bank on the continent. The Bank’s 10-year Strategy 2024-2033 was officially presented shortly after the opening ceremony.

En collaboration avec des agences californiennes sous l’égide du Center for International Trade Development, j’ai donné l’idée et contribua directement à l’organisation de cet événement international avec deux jours de présentations et de rencontres entre responsables d’agences gouvernementales locales, régionales et fédérales américaines spécialisées dans le commerce international, chefs d’entreprises, dirigeants et organisations travaillant dans le cadre des relations entre les États-Unis et l’Afrique.

I extended the invitation to Dr. Boubacar N’diaye for his presence among us at this International Conference on Africa.  He was delighted about my presentation and we also sat together and had lunch at the same table.  Wonderful Man with full love for Africa and Africans and who initiated a series of important financial and operational measures: the African Businessmen Round Table, the creation of the African Bank for import-export (Afreximbank), and the setting up of special easy financing for the African private sector (investors and entrepreneurs) without the guarantee of their governments.

These are photos taken in the company with the Regretted Dr. Babacar Ndiaye, former CEO of the African Development Bank Group who holds my hand firmly and is standing at my left side.

I initiated and developed a work plan for the organization of The International Conference on Africa took place in 2001. It was the first time in the history of the Bay Area of San Francisco and North California to have a conference of such magnitude and subject. that I submitted to Fazale Sharif the Director of the EBCITD, for which I was the initiator and for which I and participated directly in its organization. I contacted and invited Dr. Babacar Ndiaye and in the following photo, the event/photo took place during an International Conference on Africa I had organized in Oakland, California, and of which Dr. Babacar Ndiaye, Rahimahu Allah was our Guest of Honor.

For many among us, time flies through horizons without leaving traces of recognition and gratitude for what we have achieved for the good of others especially in my case not be born in the United States but I remain up to now the maker of differences between cultures and the guardian of the memories I cherish and remember through my meetings and interactions with the real treasuries of the Humanity.

African Growth and Opportunity Act (AGOA)

Since its enactment in 2000, the African Growth and Opportunity Act (AGOA) has been at the core of U.S. economic policy and commercial engagement with Africa. AGOA provides eligible sub-Saharan African countries with duty-free access to the U.S. market for over 1,800 products, in addition to the more than 5,000 products that are eligible for duty-free access under the Generalized System of Preferences program.

To meet AGOA’s rigorous eligibility requirements, countries must establish or make continual progress toward establishing a market-based economy, the rule of law, political pluralism, and the right to due process. Additionally, countries must eliminate barriers to U.S. trade and investment, enact policies to reduce poverty, combat corruption, and protect human rights.

By providing new market opportunities, AGOA has helped bolster economic growth, promoted economic and political reform, and improved U.S. economic relations in the region.

32 countries are eligible for AGOA benefits in 2024. In 2015, Congress passed legislation modernizing and extending the program to 2025.

These solutions will be deployed on a global scale, thus strengthening Morocco’s positioning as a digital hub for the entire region.

In the same horizon, sky, and cloud line, Amazon Web Services (AWS) is getting into the fold of the Moroccan and North Sahara Africa to offer cloud computing in Morocco and Senegal using its AWS Wavelength platform in partnership with Orange, which was announced on Wednesday 29, May 2024.

One of the first of its kind the services will be provided without having physical AWS infrastructure such as data centers. Natural collaboration obliges, Orange will use and branch its physical data centers to shelter the AWS services. This AWS-Orange partnership, beyond language differences and origins, is responding to the rise of demand and needs for speeder and secured computing operations from banks, telecom firms, and healthcare firms.

There is a sense of a Gold Rush in Africa attracting cloud operators to service the rising cloud market that is expected to grow by 15% yearly to reach $18 billion in 2028, according to Statista.

Today, Minister Mohcine Jazouli attended the opening of GITEX AFRICA, chaired by the Head of Government, marking a significant milestone for Morocco’s digital future.

On the sidelines of GITEX, a Memorandum of Understanding was signed between the MICEPP – Ministry of Investment, Convergence and Evaluation of Public Policies, the Ministère de la Transition Numérique et de la Réforme de l’Administration, the Moroccan Investment and Export Development Agency – AMDIE, and Oracle Systems Limited.

This agreement aims to establish two public cloud regions in Morocco.

The investment of $140 million over five years, will enable Oracle to establish a comprehensive suite of cloud services, with deployments in two data centers. This project will provide local and regional businesses with access to next generation cloud services, enhancing their efficiency and competitiveness.

Before, when I met you during my visits to Morocco, I did not talk much between us about what I was doing as studies and research in France nor about my work in the USA but now I do it for the present generation to give them what the others before us had no opportunity to do so given the expressive isolation and repressive environment.

In 1978, within the Institute of Economic Research and Planning, University of Grenoble – University Pierre Mendes France, I was the first Moroccan to research Latin America. Along the same line, I am also and became the First Moroccan to come for a year to the University of Berkeley in California to research Brazil, Mexico, Argentina, Chile and Peru, and all the Latin America it was the year 1981-1982

After that, in 1982, through Yves Barel, my Director of Research at the Institute of Economic Research and Planning, University of Grenoble, I was invited by Celso Furtado to go back to Paris to join him [Allah ya Rahmhoum]

So I frolicked like a Crazy Horse from Moulay Abdellah Banou Mghar between several corridors of hundreds of research centers, libraries, museums, archives and other institutions with knowledge on Latin America, France, Portugal, Spain, Great Britain, USA, Argentina, Brazil, Chile, Peru and Mexico and of course also Morocco.

Dear Sister and My Dear Brother, I can only approve and say that indeed even long before the name of Mazagan or El Jadida was introduced, Fortaleza Mazagao and its neighbor Azemmour served as a transit link for goods, not only as a port but as a destination for caravans from sub-Saharan countries.

With Celso Furtado and Raymond Prats guidance at the CREDAL, I conducted this research. The focus is to analyze the determinations and the results of the intervention of the Brazilian State in shaping the economic development and facilitating the transition between the Old Republic and the emergence of industrialists, Tenentes and technocrats within the spheres of the central decision-making.

Professor William Glade (see copy of his letter) has defined this work as a pioneer in its field of research on Brazil. Through correspondence, Professor William Glade stated that only 2 Scholars inaugurated such area of ​​research, Professor Steve Topik and Said El Mansour Cherkaoui.

Teaching Officers of U.S. Air Force at Fairfield Base, California

Dr. Tony Branch gave me the privilege and the duty to teach courses at the Travis Air Force Base. This “Reconnaissance Letter” was written by Captain Larson one of my “Students-Gentleman Officers”. Beside calling my Name in the air from the Carling of their “Funny Flying Machines,” they also showed me the planes that landed in Morocco during the WWII and later on. Since my early studies at Institut des Etudes Politiques of the Grenoble University, the development, and integration of Africa were at the forefront of my studies and topics of my presentations in seminaries and essay papers. It was natural that I continue to work and increase awareness about Africa and its need to establish new kinds of relations with countries other than the past metropolitan and colonialists.
Below among other pictures, there is a photo taken in the company with the Regretted Dr. Babacar Ndiaye, former CEO of the African Development Bank Group who holds firmly my hand and is standing at my left side.

I initiated and developed a work plan for the organization of The International Conference on Africa took place in 2001. The first time in the history of the Bay Area of San Francisco and North California to have a conference of such magnitude and subject. that I submitted to Fazale Sharif the Director of the EBCITD which I was the initiator and for which I participated directly in its organization. Tu sais, Dehbi et moi nous étions vraiment inséparables au vrai sens du mot, lors des stages a Rabat, on était dans la même chambre, on prenait le petit déjeuner, le déjeuner et le dîner a la même table, on sortait ensemble aussi, j’étais l’ombre et aussi le garde du corps de ton Grand Frère Ez zhar Mohamed Dehbi au Maroc comme a l’étranger, dans les terrains si quelqu’un essaye de le toucher j’étais le premier a riposter contre, c’est sérieux ce que je dis tu peux demander a Ez zhar Mohamed Dehbi et il va te le confirmer. Voila et la dans ces photos on est encore ensemble, l’harmonie dans la réalité comme dans la représentation.

Youssef etait aussi mon Grand Copain quand je rendais visite a ma Tante (juste a cote de votre maison paternel- du cote de la Miaara et de la maison du Pacha Maamoune) et a la maison de mon Grand Pere Khalifa Taleb Hmad Ait Youssi et aussi Dar Caid Guerci a Sid Dawi. Youssef etait aussi un tres bon joueur de Foot que l’on rencontrait plus tard comme adolescent avec les equipes de foot de la plage et de la Dar Chabiba et cela au terrain municipal

Dehbi ne me cachait rien et moi non plus. De la même manière, en Allemagne on était dans la même chambre, en Roumanie, en Tunisie et au Maroc et il ne faut pas oublier que c’est lui qui m’emmena au Hand en premier comme gardien de but et me conseilla et m’entraîna comme Arrière Gauche et Ailier Gauche pour les pénétrations a l’aile.

Dans mes débuts sportifs en Basket, en Foot et en Volley et par la suite en Hand, Si Ahmed Bouafi était celui qui me parraina dans ce sport et aussi servit comme mon exemple et par la suite mon Mentor. Ceci avant même de se marier avec ma Sœur Lalla Khadija Cherkaoui

Said El Mansour Cherkaoui is not only an intellectual but also a player of the First Division of Football, Volleyball, Handball, and Basketball in Morocco and vice-champion in fencing.  He played professionally Basketball in Montpellier at the ASPTT Club and Handball in Germany with Munster 08.    

Dr. Said El Mansour Cherkaoui was also a player, captain, and coach of the Handball Team at the University of Montpellier in France 2. 

In Morocco, Dr. Said El Mansour Cherkaoui is an International Player of Handball with the National Moroccan Team of Handball and was also selected for the National Moroccan Team of BasketBall (Academic and Civil).

Un parfait couple de Frère, de coéquipier, d’amis et de voisins du même palier et mon Prof au Lycée Poincaré / Ibn Khaldoun ou j’ai eu mon Bac, la même année de ma sélection en Equipe Nationale Marocaine de Handball et le tour Européen, quel Bonheur d’avoir Maalem Dehbi dans ces moments inoubliables.

★ ★ ★ Quelques mois après le décrochage de mon bac et un passage par la Faculté de Rabat et de Casablanca, Badreddine Hachad un ami et un frère durant notre premiere sélection en Equipe Nationale Marocaine de Basketball qui revenait de France après un passage a Montpellier m’approcha et me proposa de m’envoyer a sa place a l’Equipe de l’Montpellier Métropole Asptt Basketball, je ne pouvais demander mieux d’un grand frère comme geste et comme invitation a ouvrir des horizons, voila comment je mis les voiles vers le Sud de la France dans la maison de Mr. Léon Cazale dont le nom est actuellement porte par le Complexe Sportif de l’Montpellier Métropole Asptt ou j’ai joint Michel Sicard comme distributeur et Bianqui qui me céda la position de Pivot Titulaire de l’Equipe de Basketball. Je suis devenu par la suite l’entraîneur des Cadets de la même équipe.

A l’Université de Droit et de Sciences Economiques, on me donna le poste d’Entraîneur, de Capitaine et de Joueur au sein de l’Equipe de Handball de l’Académie du Languedoc-Roussillon. Une autre palme s’ajouta a mes trophées mon Espace Athlétique de Said El Mansour Cherkaoui

Revenons a nos moutons de la Salle des Sports et de Mazagan

★ ★ ★ Lors de mes entraînements dans cette salle pour le Volley, Hand et Basket, Paul Orotz avait fait venir le Diffa Hassani Jadidi – Football [DHJ] pour les entraîner durant la nuit et de stimuler leur resistance physique, il remarqua que je pratiquais tous ces sports de la main en plus de m’avoir vu jouer au terrain municipal avec le Rachad Club d’El Jadida [Football] et cela comme Arrière Central.

La fameuse phrase de Paul Orotz fut en parlant de moi a Si Toufik Brahim, le Président du DHJ: “Si ce joueur est si bon avec ses mains, il ne peut qu’être meilleur avec ses pieds.”

En fait le foot et la natation, c’est les premieres disciplines et activités sportives que nous apprenons a faire des l’enfance, la raison est simple, les enfants des quartiers de Derb Berkaoui et Sfa se trouve en face de la plage et juste a cote c’est cette fameuse Salle des Sports.

Voila comme j’ai rejoint le DHJ et les Equipes Nationales Marocaines (Basket et Hand), et les Equipes de Basketball de Montpellier, l’Equipe Universitaire de Handball de Montpellier et l’Equipe Munster 08 de la Première Division du Championnat d’Allemagne de Hand Ball – Bundesliga

Equipe de Football UNEM de l’Universite de Grenoble – Sciences Po Grenoble – UGA

Cette Salle des Sports est un Temple de Star Brillantes Athlétiques et une Cité de Merveilles Sportives en sport d’équipe comme en sport individuel. On devrait la transformer en un Hall of Fame, un musée de ces sports avec tous les noms de ceux qui fréquenté comme joueurs et athletes et cela depuis l’inauguration de cette salle de sports.

En même temps, rendre cette salle des sports, un lieu pour donner des cours de formation sur la gestion du sport et sur la gestion des ressources humaines et financières pour le sport.

Cette salle des sports peut aussi abriter des conférences sur le sport et des activités culturelles périodiques telles que des expositions d’oeuvre d’art sur le sport ou des stages pour la formation d’entraîneurs par exemple et même un lieu de projection de films sur le sport.

Il n’ y avait pas ces barreaux et accès direct aux guichets qui se trouvent a gauche de l’entrée, juste derrière ce gars assis.

La porte a cote de lui, c’est l’accès du bureau du Gardien ou tout le materiel et les ballons étaient gardes et ce bureau avait une porte donnant directement sur le terrain et a cote de la salle de judo, la salle de haltérophilie

L’entree et la remise du ticket se faisait par la petite porte, pour les grandes festivités et pour la sortie de tout le monde, ils ouvraient la grande porte donnant sur la petite colline derriere l’ancien Cinema Marhaba. Cette grande porte elle donnait sur un comptoir qui servait de bar servant des rafraîchissements pour le public pour les matchs et de bar pour les soirees dansantes durant l’été.

Au dessus de ce bar, se trouvait la Salle Carpozen, une salle d’entrainement de l’escrime que j’ai eu la chance de pratiquer pour plus que 5 ans, avec le Maître d’Armes Said Cherkaoui, eh oui le meme nom, alors que Carpozen nous rendait visite encore.

Les Resquilleurs, montaient de derriere lorsque les copains leur ouvraient les fenêtres des petits balcons de derriere ou bien par les fenêtres des toilettes, ou des vestiaires du sous-sol, les deux donnaient sur le Mini-Golfe de l’époque, devenu par la suite en premier le Syndicat du Tourisme et après l’actuelle Baladiya/
