We define the technology here not like a Casino where financiers are betting on the winning numbers or horses, we are focusing on building the real technological foundations that Africa needs to be at its level of change, progress, and development which can master its advances toward interiorizing its abilities to explore, discover and create new forms of technological applications and economic segments necessary not only to sell or transfer value but to form and expand the outreach of its technological creativity to the level of implementing an independent technological strategy and policies to protect its path toward a complete technological independence.

Memories and Writers of Legacies are among my favorite personages and minds when I am writing about the treasures of humanity in my cultural background like in my inviting cultural environment.  A swing between dreams and memories is the night and the days for the exploration of ideas and models to pass to the new generation as historical human milestones in the road of existence of those who shed light on our own lives. 

My publications concentrate also on digital and techno-logistical changes with insights on the evolution and differentiation of business, trade, and finance applicable management models and socio-strategic implementations with consideration to economic development theories, concepts, and entrepreneurial planning and realizations. 

I focus on changes around the world what has an impact in decision-making and what can make a difference in the daily existence of communities, business organizations, institutional establishments and representative professional groups and political entities.

In my writings, I also give particular attention to areas, domains, and subjects that carry potential and prospective changes within their movement of transfer, connection, and inner transformation along with their evolution within new spheres of adaptation, interventions, and relinquishment of established alliances.

Maintaining the forces in presence in the balanced position of weakness is what enacts the movement of directing changes within a frame of antagonistic relationship, producing elements and instruments of control and definition of new relationships within and among these forces that are channeled toward dependency and reliance on external factors for their equilibrium.

This process is taking place within a frame of regional military conflict in parallel to financial and economic competition that are kept in a balance of weakness and an equilibrium that is controlled by external forces who have also their forces maintained in a balanced position of weakness. 

A cascade of control is spreading within various spheres of decision and interactions that are applied to economic sectors and financial instruments.

Les souvenirs et les écrivains d’héritages font partie de mes personnages et de mes esprits préférés lorsque j’écris sur les trésors de l’humanité dans mon propre milieu culturel comme dans mon environnement culturel hospitalier. Je me concentre sur les changements dans le monde et ce qui a un impact sur la prise de décision et ce qui peut faire une différence dans l’existence quotidienne des communautés, des organisations d’entreprises, des établissements institutionnels et des groupes professionnels représentatifs et des entités politiques. 

Dans mes écrits, j’accorde également une attention particulière aux domaines, domaines et sujets porteurs de changements potentiels et prospectifs dans leur propre mouvement de transfert, de connexion et de transformation intérieure tout au long de leur évolution dans de nouvelles sphères d’adaptation, d’interventions et de remise en cause des alliances nouées. 

Maintenir les forces en présence en position d’équilibre de faiblesse est ce qui met en œuvre le mouvement d’orientation des changements dans un cadre de relation antagoniste, produisant des éléments et des instruments de contrôle et de définition de nouvelles relations à l’intérieur et entre ces forces qui sont en fait canalisées vers la dépendance. et le recours à des facteurs externes pour leur propre équilibre. 

Ce processus se déroule en fait dans un cadre de conflit militaire régional parallèlement à une concurrence acharnée financière et économique maintenue dans un équilibre de faiblesse et un équilibre contrôlé par des forces extérieures qui maintiennent aussi leurs propres forces dans une position équilibrée de faiblesse.

Une cascade de contrôle se déploie au sein de diverses sphères de décision et d’interactions qui s’appliquent aux secteurs économiques et aux instruments financiers.

Behind these sectors, you have every aspect of industrial productivity and supply chain management that is feeding all sectors from the automotive to the apparel industry and what is between the two: every single aspect of the robotic, logistic, and other directly related computerized systems of operation and production if not organizing the flow between all these sectors.

Touching upon a critical aspect of the tech industry, particularly in the United States. The U.S. government recognizes the importance of semiconductor supply chains. The CHIPS for America investments aim to strengthen these chains and enhance resilience.

The pandemic exposed vulnerabilities in the supply chain, emphasizing the need for strategic investments. The Biden administration contemplates a Huawei-caliber ban on China’s access to technology that fuels its supercomputing, data center, and AI industrialization. The sweeping export ban will include all global companies that procure US technology, software, or equipment in their semiconductors.

The United States government is expected to impose more semiconductor restrictions on China, after banning Nvidia and Advanced Micro Devices (AMD) from selling advanced chips used for artificial intelligence and high-performance computing work to the world’s second-largest economy.

The United States government is expected to impose more semiconductor restrictions on China, after banning Nvidia and Advanced Micro Devices (AMD) from selling advanced chips used for artificial intelligence and high-performance computing work to the world’s second-largest economy.

“We believe the next risky areas are autonomous driving chips from Nvidia, Intel-owned Mobileye, and Qualcomm,” the Jefferies report said. It indicated that chips used for self-driving vehicles could arguably be used for military applications.

“Worst of all, high-end CPUs from Intel and AMD [could follow],” the report said. It pointed out that high-end central processing units based on 7-nanometre or 5-nm semiconductor manufacturing processes “are key to a wide range of applications”, including cloud computing servers, 5G base stations, personal computers, and high-end military equipment.

“The worst-case scenario is for the US to subject all Chinese companies to the Direct Product Rule, which means no [semiconductor] foundries would be allowed to supply Chinese integrated circuit design firms, including Chinese foundries,” the report said.

“We are not there yet, and the US will likely evaluate the effectiveness of each incremental step before more drastic action is considered.”

The potential actions that the US could initiate reflect the urgency faced by China in safeguarding its hi-tech industries, especially its semiconductor sector. 

The latest chip restrictions follow US export controls on technologies for the production of advanced semiconductors and gas turbine engines announced last month by the Bureau of Industry and Security, an agency under the US Department of Commerce.

The US tech export controls escalated Washington’s efforts to boost America’s hi-tech advantage over China after US President Joe Biden signed into law the Chips and Science Act that earmarks nearly US$53 billion in incentives for semiconductor manufacturing on US soil.

In July, Washington intensified its push to form the so-called Chip 4 Alliance – a partnership that includes South Korea, Taiwan, and Japan. 

Beijing considers that alliance as a plot by the US government to exclude China from global semiconductor supply chains.

Meanwhile, the Chinese government’s likely response to the Nvidia and AMD bans is to accelerate the adoption of local products as substitutes, according to Jefferies analysts. They also expected the affected companies, which include internet firms and communications service providers, to use multiple lower-end Nvidia graphics processing units, which are not banned, to somehow replicate the processing power of the now-restricted chips. Large semiconductor supply chain projects, including materials and manufacturing equipment facilities, are being funded with capital investments exceeding $300 million along with Smaller projects are also part of the plan to bolster the industry

Department of Commerce Announces Strategic Vision and Application Process for Semiconductor Supply Chain Projects, Nearly 400 Companies Interested in CHIPS Incentives

Today, the U.S. Department of Commerce shared the Biden-Harris Administration’s strategic vision to strengthen the semiconductor supply chain through CHIPS for America investments. To advance this vision, the Department announced a funding opportunity and application process for large semiconductor supply chain projects and will release later in the fall a separate process for smaller projects. Large semiconductor supply chain projects include materials and manufacturing equipment facility projects with capital investments equal to or exceeding $300 million, and smaller projects are below that threshold.” 1.

The goal is to advance U.S. technology leadership by incentivizing major U.S. manufacturing equipment and materials suppliers by encouraging these suppliers to increase their presence within the United States. In parallel, the U.S. Government seeks also to attract non-U.S. suppliers of advanced equipment, materials, and subsystems to establish large-scale footprints here contributes to leadership. 1. This strategy of integration aims to create clusters for Each CHIPS-funded production to be backed by an ecosystem of reliable suppliers. Such clustering within the United States will also stimulate innovation, economic growth, and job creation while allowing the United States to acquire and build robust support for these fab clusters, the U.S. aims to maintain its competitive edge in the global tech landscape1.

On Monday, August 5, 2024, U.S. Secretary of Commerce Gina Raimondo convened a roundtable discussion with investors to discuss non-market actions from the People’s Republic of China (PRC) that threaten to distort the market for mature node (or “legacy”) semiconductors. Secretary Raimondo emphasized her concern that over the past few years, the U.S. has seen signs of concerning practices from the PRC to overproduce legacy chips and prevent U.S. companies, and those in like-minded countries, from competing on a level playing field. The Secretary underscored that securing the semiconductor supply chain is an economic and national security priority and reiterated the actions that the Department of Commerce—and the whole federal government—are taking. Those actions include imposing targeted tariffs on semiconductors imported from the PRC, an industrial base survey of the U.S. semiconductor supply chain, joint efforts with international partners, and restrictions on the use of PRC semiconductors in U.S. government procurement. Investors discussed how companies are thinking about oversupply and overconcentration risk, and how additional U.S. government actions could most effectively support resilient semiconductor supply chains. Investment without Return: Morocco International PR Campaigns

This article is blatant proof that some managers working to promote Morocco, such as within the Morocco Now Campaign at the international level trying to present its existing potential, skills, and opportunities for the sake of attracting foreign companies, foreign investors, and foreign academic or social institutions. Morocco spends millions to build an image of excellence in attractivity and attractiveness hoping such foreign capital will help reduce unemployment, increase job creation, transfer know-how, and raise the standard of living of citizens.

Imagine then that all its laudable efforts do not take the expected direction nor are carried by competent officials and seasoned and experienced professionals in corresponding areas of Marketing, brand definition, and the strategic enhancement of Morocco’s position on the international scene.


The expectations of the Moroccan State are legitimate given that the expenses that are made at the international level are heavy in sum and impact the returns received by Morocco.  Payments paid by Morocco for the services of foreign companies of Public Relations, International Marketing, and Consulting Firms are made with rates applied on the spot and in addition, are made in the national currency of the country where these companies offer their services. A direct impact on the balance of payments and the convertibility rate of the Dirham may result from these payment transfers.

Considering all these issues, the imperatives and the challenges facing Morocco at the global level are first the multiple repercussions at the intangible and material level. Building the foundations of economic development and growth in the liberal sense seeks foreign participation as the conduit toward integration in the global marketplace and to the network of foreign financial institutions. Within such a frame, it is quite normal to have top-level decision-makers for such international communication and PR about Morocco. They have to be up to the task and know the international terrain that will enable them to sail the vessel Made in Morocco and Morocco Now as Innovative and efficient Leaders on board, knowing effectively the direction and the objective – the destination of all these maneuvers to make this Moroccan vessel arrive safely and to make it a proof of the prowess and the skill and the potentialities that can challenge its competitors as well as organizations of all kinds potentially interested in Morocco as a commercial partner, as a production or investment location or as a destination to visit and to know at the cultural and social levels.



This campaign conducted at Dubai   Morocco Expo 2020 Dubai and the film promoting the launch of  Morocco Now both in Dubai and New York needs to convey the considerations, unfortunately, they did not and I am not the only one to underline it or to take note of it.  

The group presenting this promotion campaign in Morocco in Dubai and Morocco when asked about the impact of these two special promotions and especially how the choice of New York was made, their responses and reactions led through a bombardment by their friends of the media sites by judicious attempts in camouflage in a sheet of prestige and national pride by highlighting and questioning the meaning of patriotism and nationalism to those who dare to ask them such questions. ★

These friends have coincidentally designated Times Square by the name of Time Square, showing their aptitudes for copying themselves and between themselves and demonstrating their glaring lack of knowledge of the field and New York as a Marketplace.

This article takes a look at such actions and reveals the ineptitude and incompetence of some of our managers, so-called Professionals.  

These officials who, once unmasked / and try to question our nationalism and our patriotism, wall themselves in their inability to understand our interrogations and our questions, and given their weakness they opted for the ultimate maneuvers that confirm their skipping, evading the core of their professional responsibilities by exiting through by the door from behind, the Emergency exit. They could not face the reality of the incoherence and incompetent actions.

I let you follow the course and the trajectory of such behavior of a Director of Communication and PR Mrs. Sahar Tlemsani Maghraoui who abruptly canceled her account on LinkedIn when she or one of her superiors realized that their practices have flaws and gaps and that they could not overcome by bogus explanations as they and she faced the common people in Morocco.

Their manipulation was faced with the competence wall of my questions and my interrogations which have only one goal, it is to return to the Moroccan what belongs to Morocco.

To all persons to whom these presents shall come or be made known- WHEREAS the United States of America in Congress assembled by their
Commission bearing date the twelfth day of May One Thousand, Seven-Hundred and Eighty-Four thought proper to constitute John Adams, Benjamin Franklin and Thomas Jefferson their Ministers Plenipotentiary, giving to them or a Majority of them full powers to confer, treat & negotiate with the Ambassador, Minister or Commissioner of His Majesty the Emperor of Morocco concerning a Treaty of Amity and Commerce, to make & receive propositions for such Treaty and to conclude and sign the same, transmitting to the United States in Congress assembled for their final Ratification.

And by one other commission bearing date the Eleventh day of March One-Thousand Seven-hundred & Eighty-five did further empower the said
Ministers Plenipotentiary or a majority of them, by writing under the hands and Seals to appoint such agent in the said business as they might think proper with authority under the directions and instruction of the said Ministers to commence & prosecute the said Negotiations & Conferences for the said Treaty provided that the said Treaty should be signed by Ministers: And Whereas, We the said John Adams & Thomas Jefferson two of the said Ministers Plenipotentiary (the said Benjamin Franklin being absent) by writing under the Hand and Seal of the said John Adams at London, October fifth, One-thousand Seven-hundred and Eighty-five, & of the said Thomas Jefferson at Paris October the Eleventh of the same year, did appoint Thomas Barclay, Agent in the business aforesaid, giving him the Powers therein, which by the said second commission we were authorized go give, and the said Thomas Barclay in pursuance thereof, bath arranged Articles for a Treaty of Amity and Commerce between the
United States of America and His Majesty the Emperor of Morocco & sealed with His Royal Seal, being translated into the language of said United States of America, together with the Attestations thereto annexed are in the following words, To Wit:

In the name of Almighty God.

This is a Treaty of Peace and Friendship established between us and the United States of America, which is confirmed, and which we have ordered to be written in the Book and sealed with our Royal Seal at our Court of Morocco in the Twenty-Fifth day of the blessed month of Shaban, in the year One-Thousand Two-hundred, trusting in God it will remain permanent.

ARTICLE 1

We declare that both Parties have agreed that this Treaty consisting of twenty five Articles shall be inserted in this Book and delivered to the Honorable Thomas Barclay, the Agent of the United States now at our Court, with whose Approbation it has been made and who is duly authorized on their part, to treat with us concerning all the matters contained therein.

ARTICLE 2

If either of the parties shall be at war with any nation whatever, the other party shall not take a commission from the enemy nor fight under their colors.

ARTICLE 3

If either of the parties shall be at war with any nation whatever and take a prize belonging to that nation, and there shall be found on board subjects or effects belonging to either of the parties, the subjects shall be set at liberty and the effect returned to the owners. And if any goods belonging to any nation, with whom either the parties shall be at war, shall be loaded on vessels belonging to the other party, they shall pass free and unmolested without any attempt being made to take or detain them.

ARTICLE 4

A signal or pass shall be given to all vessels belonging to both parties, by which they are to be known when they meet at sea, and if the commander of a ship of war of either party shall have other ships under his convoy, the Declaration of the commander shall alone be sufficient to exempt any of them from examination.

ARTICLE 5

If either of the parties shall be at war, and shall meet a vessel at sea, belonging to the other, it is agreed that if an examination is to be made, it shall be done by sending a boat with two or three men only, and if any gun shall be bread and injury done without reason, the offending party shall make good all damages.

ARTICLE 6

If any Moor shall bring citizens of the United States or their effects to His Majesty, the citizens shall immediately be set at liberty and the effects restored, and in like manner, if any Moor not a subject of the dominions shall make prize of any of the citizens of America or their effects and bring them into any of the ports of His Majesty, they shall be immediately released, as they will be considered as under His Majesty’s Protection.

ARTICLE 7

If any vessel of either party shall put into a port of the other and have occasion for provisions or other supplies, they shall be furnished without any interruption or molestation.

ARTICLE 8

If any vessel of the United States shall meet with a disaster at sea and put into one of our ports to repairs, she shall be at liberty to land and reload her cargo, without paying any duty whatever.

ARTICLE 9

If any Vessel of the Untied States shall be cast on Shore on any Part of our Coasts, she shall remain at the disposition of the Owners and no one shall attempt going near her without their Approbation, as she is then considered particularly under our Protection; and if any Vessel of the United States shall be forced to put in to our Ports, by Stress of weather or otherwise, she shall not be compelled to land her Cargo, but shall remain in tranquility until the Commander shall think proper to proceed on his Voyage.

ARTICLE 10

If any Vessel of either of the Parties shall have an engagement with a Vessel belonging to any of the Christian Powers within gunshot of the Forts of the other, the Vessel so engaged shall be defended and protected as much as possible until she is in safety; and if any American Vessel shall be cast on shore on the Coast of Wadnoon or any Coast thereabout, the People to her shall be protected, and assisted until by the help of God, they shall be sent to their Country.

ARTICLE 11

If we shall be at War with any Christian Power and any of our Vessels sail from the Ports of the United States, no Vessel belonging to the enemy shall follow until twenty four hours after the Departure of our Vessels; and the same Regulation shall be observed towards the American Vessels sailing from our Ports be the enemies Moors or Christians.

ARTICLE 12

If any ship of war belonging to the United States shall put into any of our ports, she shall not be examined on any pretense whatever, even though she should have fugitive slaves on board, nor shall the governor or commander of the place compel them to be brought on shore on any pretext, nor require any payment for them.

ARTICLE 13

If a ship of war of either party shall put into a port of the other and salute, it shall be returned from the fort with an equal number of guns, not with more or less.

ARTICLE 14

The commerce with the United States shall be on the same footing as is the commerce with Spain, or as that with the most favored nation for the time being; and their citizens shall be respected and esteemed, and have full liberty to pass and repass our country and seaports whenever they please, without interruption.

ARTICLE 15

Merchants of both countries shall employ only such interpreters, and such other persons to assist them in their business, as they shall think proper. No commander of a vessel shall transport his cargo on board another vessel; he shall not be detained in port longer than he may think proper; and all persons employed in loading or unloading goods, or in any labor whatever, shall be paid at the customary rates, not more and not less.

ARTICLE 16

In case of a war between the parties, the prisoners are not to be made slaves, but to be exchanged one for another, captain for captain, officer for officer, and one private man for another; and if there shall prove a deficiency on either side, it shall be made up by the payment of one hundred Mexican dollars for each person wanting. And it is agreed that all prisoners shall be exchanged in twelve months from the time of their being taken, and that this exchange may be effected by a merchant or any other person authorized of by either of the parties.

ARTICLE 17

Merchants shall not be compelled to buy or sell any kind of goods but such as they shall think proper; and may buy and sell all sorts of merchandize but such as are prohibited to the other Christian nations.

ARTICLE 18

All goods shall be weighed and examined before they are sent on board , and to avoid all detention of vessels, no examination shall afterwards be made, unless it shall first be proved that contraband goods have been sent on board, in which case, the persons who took the contraband goods on board, shall be punished according to the usage and custom of the country, and no other person whatever shall be injured, nor shall the ship or cargo incur any penalty or damage whatever.

ARTICLE 19

No vessel shall be detained import on any pretense whatever, nor be obliged to take on board on any articles without the consent of the commander, who shall be at full liberty to agree for the freight of any goods he takes on board.

ARTICLE 20

If any of the citizens of the Untied States, or any persons under their protection, shall have any disputes with each other, the consul shall decide between the parties, and whenever the consul shall require any aid or assistance from our government, to enforce his decisions, it shall be immediately granted to him.

ARTICLE 21

If any citizen of the Untied States should kill or wound a Moor, or, on the contrary, if a Moor shall kill or wound a citizen of the United States, the law of the country shall take place, and equal justice shall be rendered, the consul assisting at the trial; and if any delinquent shall make his escape, the consul shall not be answerable for him in any manner whatever.

ARTICLE 22

If an American citizen shall die in our country, and no will shall appear, the consul shall take possession of hi affects; and if there shall be no consul, the effects shall be deposited in the hands of some person worthy of trust, until the party shall appear, who has right to demand them; but if the heir to the person deceased be present, the property shall be delivered to him without interruptions; and if a will shall appear, the property shall descend agreeable to that will as soon as the consul shall declare the validity thereof.

ARTICLE 23

The consuls of the United States of America, shall reside in any port of our dominions that they shall think proper; and they shall be respected, and enjoy all the privileges which the consuls of any other nation enjoy; and if any of the citizens of the United States shall contract any debts or engagements, the consul shall not be in any manner accountable for them, unless he shall have given a promise in writing for the payment or fulfilling thereof, without which promise in writing, no application to him for any redress shall be made.

ARTICLE 24

If any differences shall arise by either party infringing on any of the articles of this treaty, peace and harmony shall remain notwwithstanding, in the fullest force, until a friendly application shall be made for an arrangement, and until that application shall be rejected, no appeal shall be made to arms. And if a war shall break out between the parties nine months shall be granted to all the subjects of both parties, to dispose of their effects and retire with their property. And it is further declared, that whatever indulgences, in trade or otherwise, shall be granted to any of the Christian Powers, the citizens of the United States shall be equally entitled to them.

ARTICLE 25

This treaty shall continue in full force, with the help of God, for fifty years. We delivered this book into the hands of the before mentioned Thomas Barclay, on the first day of the blessed month of Ramadan, in the year one thousand two hundred.
I certify that the annexed is a true copy of the translation made by Isaac Cardoza Nunez, interpreter at Morocco, of the treaty between the Emperor of Morocco and the United States of America.

ADDITIONAL ARTICLE

Grace to the only God.

I, the under-written, the servant of God, Taher Ben Abdelkack Fennish, do certify, that His Imperial Majesty, my master, (whom God preserve), having concluded a treaty of peace and commerce with the United States of America, has ordered me, the better to complete, it, and in addition of the tenth article of the treaty, to declare, “That if any vessel belonging to the United States, shall be in any of the ports of his Majesty’s dominions, or within gun-shot of his forts, she shall be protected as much as possible; and no vessel whatever, belonging either to Moorish or Christian Powers, with whom the United States may be at war, shall be permitted to follow or engage her, as we now deem the citizens of America our good friends.”

And, in obedience to this Majesty’s commands, I certify this declaration, by putting my hand and seal to it, on the eighteenth day of Ramadan, (a) in the year one thousand two hundred. The servant of the King, my master, whom God preserve.

All the pleasure is for my definition of human relationships and joy as my first name indicates to offer you such a shortcut around the World of Business and Regional Human Cultures, which is in fact only the end of the Atlas – The Peak of the Atlas Mountain – the Place of the Birth of my Own Ancestors. The best is still to come.

My writing below is a “personalized” professional testimony conveying a multiplier dedication to adapting to the variety of operational references and responding to the diversity of opportunities and the human environment in which the local business conditions and regional and national practices of the predominant relational culture.

Thus, my roles and office functions were more and encompassed more of the single and simple honorable profession of an actor or director but embraced realistic and surrealistic aspects of global scope while identifying in the panorama of the territorial affairs of California and the United States of America – Designed in California and Made in the USA and presented by Said Cherkaoui Ph.D..

While the international scene and framework on which I continue to this day my stagings and performances remain direct, spontaneous, derived, and driven by my deep desire to lay foundations of rapprochement and bridges of communications between countries distant entities, neighboring entities, and distant organizations as well as individuals from various similar and non-identical backgrounds.

I contributed a lot to the San Francisco World Trade Center and the San Francisco Chamber of Commerce for decades both in San Francisco and in Oakland, California, with my work and my achievements on the international level during the period in which I been in the CITD and since then I continue to sail beyond the horizons of the Pacific and other shores in this time close in conjugation and distant in expression.

Morocco’s drive is a response to these interferences and moves to rejection and adhesion of nations in new identification of competitive forms. Morocco is positioning its economy and external alliances as a regional liaison, a conduit of dialogue, an ally interlocutor, and a business negotiator within balanced the weakness into forces between spheres of influence and clusters of changes.

Morocco has ratified 72 investment treaties for the promotion and protection of investments and 62 economic agreements, including with the United States and most EU nations, that aim to eliminate the double taxation of income or gains. Morocco is the only country on the African continent with a Free Trade Agreement (FTA) with the United States, eliminating tariffs on more than 95 percent of qualifying consumer and industrial goods.

The Government of Morocco plans to phase out tariffs for some products through 2030. The FTA supports Morocco’s goals to develop as a regional financial and trade hub, providing opportunities for the localization of services and the finishing and re-export of goods to markets in Africa, Europe, and the Middle East. Since the U.S.-Morocco FTA came into effect bilateral trade in goods has grown nearly five-fold.

The U.S. and Moroccan governments work closely to increase trade and investment through high-level consultations, bilateral dialogue, and other forums to inform U.S. businesses of investment opportunities and strengthen business-to-business ties.

What are the Government measures to motivate or restrict investment in Morocco?

The new investment charter which was introduced in July 2016 as part of Law 60-16, and replacing a previous charter implemented in 1995, creates free-trade zones in each of the 12 regions of the country, recognizes indirect exporter status, and creates incentives for export-oriented and industrial companies. It also restructures investment promotion activities under the centralized Moroccan Agency for Investment Development and Export. A General Directorate for Trade, a General Directorate for Industry and an agency dedicated to developing the digital economy and e-government were also created under the new charter.

FDI (Foreign Direct Investment) in Figures

After a decline during the global recession, FDI (Foreign Direct Investment) flows to Morocco increased in 2014 and 2015, exceeding USD 3 billion. In 2016, however, flows fell by 29% to USD 2.32 billion. The country’s stability should attract more investors. In addition, a vast project of economic modernisation has been launched to boost FDI. Casablanca in particular aims to become an international financial center. Traditionally, France, Saudi Arabia and Spain have been the three main investors. FDI is mainly concentrated in the real estate sector, followed by industry and tourism.

Here are some countries and sectors that have invested in Morocco through foreign direct investment (FDI): In 2022, the top investing countries by stock were France (30.8%), the United Arab Emirates (UAE) (20.3%), Spain (8%), Switzerland (5.7%), and the United States (5%). In the first quarter of 2022, the leading investors were the United States, France, and the UAE.

Sectors that receive the most FDI are:

  • Industry: Almost one-fourth of FDI
  • Real estate: 20% of FDI
  • Communication: 12.4% of FDI
  • Tourism: 9.5% of FDI
  • Energy and mining: 6.4% of FDI
  • Banking: 5.7% of FDI 

The aim is to be considered as an alternative and reliable intermediary and as a hub of transfer and transformation of existing created and advanced researched values. The multiple participation of Morocco in international events, the signature of trade treaties and investment agreements, direct involvement in security, and strategic alliances are the institutional expressions for business integration, diplomatic acceptance, and cultural harmonization driven by the search for mutual benefits and complementary exchanges with a transfer of technological intelligence and operational know-how that Morocco is striving to materialize. A new model of development based on the production of clean energy remains the determining factor in conglomerating these similar but not identical factors of development.

Said El Mansour Cherkaoui a California-based advisor, and consultant. As a senior consultant at the East Bay Small Business Development and the International Trade Development Center (CITD) in Oakland, California, he conducted successful market entry for several Californian and U.S. businesses and products in Africa, Asia, Europe, and the Middle East.

Similarly, Said El Mansour Cherkaoui organized conferences, events, and trade shows to promote international trade relations between several countries around the world.  He brought the first Chinese delegation of Executives and Officials that visited the Bay Area of San Francisco and California.  He was also invited by the Government of China.  Dr. Cherkaoui as an advocate of Free Trade, in 2004, facilitated the signing of the U.S.-Morocco Free Trade Agreement by presenting and introducing 25 U.S.-based food companies in a trade show held in Casablanca, Morocco.  

Said El Mansour Cherkaoui also organized with the San Francisco Chamber of Commerce, several visits of African Leaders in California, from Algeria, Egypt, Senegal, Cameroun, Ghana, Nigeria, and Namibia.  He also organized the first International Conference in California on Africa and AGOA.  delegation visit.

Said El Mansour Cherkaoui was the Co-Chair of International Business Development at the San Francisco Chamber of Commerce where he had worked with senior policy decision-makers in California and the United States as well as with government officials from Africa, Europe, and Asia.

He has worked for various think tanks in Paris, Grenoble, and California, and conducted field research in Morocco, France, the United Kingdom, Germany, Mexico, and the U.S. 

Said El Mansour Cherkaoui has conducted research and published his works as a Associate Researcher at the Centre de Recherches et d’Etudes sur l’Amérique Latine, Associate Laboratory 111 du CNRS, Paris and at the Institute de Recherches Economiques et de Planification, respectively at Paris and Grenoble, France, in Great Britain, United States of America and Morocco.

Dr. Cherkaoui is a published author and journalist, a former Adjunct Associate Professor at the Business School of Golden Gate University, and Chairman and Professor at the Franco-American School of Management and Expert Matter at several online universities.

At the Business School at Golden Gate University, San Francisco, Said taught graduate courses on international operations, and business policies and he has also introduced and taught new areas of studies in Africa, Asia, Europe, and Latin America.

Said El Mansour Cherkaoui is now a columnist for several online Newspapers and outlets and also Managing Public Relations at the Tate Yoko Research Institute, Kyoto, Japan while developing business, investment, and trade relations in countries of his own knowledge and practical experiences.
