Africa Destiny: Power Challenge in Ghana is Model for Diversified Energy for Africa

While Ghana aspires to modernize and expand economic opportunity, it is constrained by a struggling power distribution sector and unreliable electricity for homes and businesses. As a leading trade hub in West Africa, Ghana’s economic success carries global significance.

Ghana, like many African nations, has long grappled with energy access and reliability issues, hindering industrialization in both urban and rural communities. Between late 2012 and 2016, Ghana experienced a severe electricity crisis called ‘Dumsor’.

This crisis was caused by a drought from the Volta Lake that threatened electricity production from the Akosombo Dam, Ghana’s largest energy generating station. The crisis triggered a severe power rationing programme resulting in heavy load shedding throughout the country. At the height of this crisis, consumers faced at least 16-hour power cuts every 24 hours. Henceforth, the country’s power sector has failed to keep up with increasing demand from a growing population of over 31 million people.

Ghana’s energy sector has significant debt. The country’s electricity access rate is 86.63%, with 50% of rural residents and 91% of urban residents connected to the electricity grid. 

In 2021, 86.63% of Ghana’s population had access to electricity. This is a 0.86% increase from 2020. 50% of rural residents and 91% of urban residents are connected to the electricity grid.  Ghana’s electricity access rate is one of the highest in sub-Saharan Africa. The Bank’s April 2023 Africa’s Pulse Report scored Ghana 81.2%. This was followed by: 

  • Côte D’Ivoire (77%)
  • Kenya (76%)
  • Senegal (73.5%)
  • Nigeria (69.1%)
  • Rwanda (65%)
  • Gambia (61%)

Ghana’s installed capacity is around 4,300 MW. In 2018, Ghana’s peak demand exceeded its installed capacity by more than 2,000 MW. Ghana’s main sources of thermal power are natural gas, diesel, and sometimes light crude oil. The country exports power to Benin, Burkina Faso, and Togo.

Ghana’s electricity demand is expected to rise from 21.3 thousand gigawatt hours in 2021 to over 36.5 thousand gigawatt hours in 2030. However, Ghana’s actual availability of electricity rarely exceeds 2,400 MW due to: 

  • Changing hydrological conditions
  • Inadequate fuel supplies
  • Dilapidated infrastructure

Ghana’s energy sector is expected to see generation/supply shortfalls of at least: 

  • 467MW in 2025
  • 916MW in 2026

Ghana’s power supply sources include: 

  • Hydroelectricity
  • Thermal fueled by crude oil, natural gas, and diesel
  • Solar
  • Imports from La Cote D’Ivoire

Ghana’s energy supply is dominated by thermal generation (68%), followed by hydropower (31%). Gas is the largest source of electricity production, followed by hydropower. 

Ghana’s Current Response to the Energy Crisis

Ghana unveiled its $550 billion Energy Transition and Investment Plan (ETIA) at the UN General Assembly on September 21, 2023. The plan aims to achieve net-zero emissions and universal energy access by 2060. It also aims to create 400,000 jobs. 

H.E. Nana Akufo-Addo, the President of Ghana launched the Ghana Energy Transition and Investment Plan on 21 September 2023 during the UN General Assembly.

“This pioneering “Energy Transition and Investment Plan” maps out Ghana’s journey to achieve net-zero emissions by 2060 based on the latest data and evidence, ensuring that as our economy thrives, it does so in harmony with the environment.” Declaration of his H.E. Nana Akufo-Addo, the President of Ghana.

The Energy Transition and Investment Plan includes: 

The Energy Transition and Investment Plan is expected to be the government’s main roadmap for achieving these goals. It will help Ghana achieve net-zero energy-related carbon emissions by deploying low-carbon. 

  • Achieving net-zero emissions
  • Creating 400,000 jobs
  • Universal energy access
  • 150 GW of solar PV
  • Hydropower, biomass, solar energy, and wind energy

Ghana uses both renewable (10%) and non-renewable (90%) forms of energy.

To address energy shortfalls, the Ghana government introduced policy interventions in 2019 aimed at boosting the utilization of renewable energy and fulfilling its commitments to achieving Sustainable Development Goal 7 (SDG 7). The key of these interventions was the Government’s Renewable Energy Master plan, which sought to among others, increase the proportion of renewable energy in the national energy generation mix from 42.5 MW in 2015 to 1,363.63 MW by 2030.

Ghana integrated some renewable energy solutions into its national grid, which also includes a Hydro-Solar Hybrid (HSH) plant at Banda in the Bui enclave. This HSH plant, managed by the Bui Power Authority, has a hydro capacity of 404MW and a solar capacity of 55MW. The plant makes use of Huawei’s Smart Photovoltaic (PV) Solution to fuel the national grid which supports communities, factories, enterprises, and small-scale businesses of over 24,000 locals in the Banda community. Bui Power Authority – BPA supports the Government’s goals of increased renewable energy penetration in the country and its greenhouse gas reduction obligations.

This is the strategy that Morocco should emulate to save energy, to produce clean energy near where it is needed most while protecting the reserve of water from evaporation during sunny days and recuperating the power produced during the night.

Bui Power Authority leads the way for floating solar Installation in the West African Sub-Region

Power Africa worked with the National Renewable Energy Laboratory to conduct and review grid impact and stability studies for the project, which is being built in installments of 50 MW to a total of 250 MW. The project generates renewable energy from solar that can operate during the day to complement existing hydropower production. The facility also features a 1 MW floating solar component. Due to increasingly low water levels, especially during the dry season, BPA opted to add a solar element to the existing hydropower plant. This move enables the plant to operate during the day, harnessing the vast solar radiation resource in northern Ghana while giving grid operators more flexibility to run the hydropower plant during the evening.

The most commonly used energy resources are: 

  • Biomass (46.667%)
  • Oil (40.52%)
  • Natural gas (10%)

Ghana’s energy strategy is to diversify its energy portfolio and increase the role of renewables. 

The government’s Renewable Energy Master Plan (REMP) aims to increase the country’s renewable energy capacity from 42.5 MW in 2019 to about 1390 MW by 2030. 

The REMP is a US$ 5.6 billion investment plan, with more than 80% coming from the private sector. The plan is implemented over a 12-year time-space, from 2019 to 2030. 

Ghana’s energy strategy includes:

Ghana’s National Energy Policy focuses on the country’s vast mini hydro potential. Twenty-one micro- and medium-hydro power sites, with generation capacities ranging from 4kW to 325 kW, have already been identified as suitable for power generation. 

  • Renewable energy: Ghana’s goal is to have 10% of its energy come from renewable sources by 2030. This includes adding 520 MW of solar, 325 MW of wind, and 60 MW of hydro from 2022 to 2030.
  • Net zero emissions: Ghana plans to achieve net zero emissions by 2060 by using six main decarbonizing technologies. 

These technologies include:

  • Small hydro potential: The government’s National Energy Policy focuses on using the country’s small hydro potential. Ghana has 21 micro- and medium-hydro power sites with generation capacities ranging from 4kW to 325 kW.
  • Energy Sector Recovery Program: The Energy Sector Recovery Program (ESRP) was approved in 2019 to address cost under-recovery in the sector. The program is a five-year plan with 30 reform actions to bring the sector into financial equilibrium by 2023.
  • Electrification and renewables
  • Carbon capture and storage
  • Low-carbon hydrogen
  • Battery electric vehicle technologies
  • Clean cooking technologies

Ghana’s energy mix is expected to provide affordable electricity at a generation cost below 4.5 cents/kwh. 

Some ways to solve Ghana’s energy crisis include

  • Diversifying the electricity generation mix
  • Expanding the prepaid metering system
  • Having other independent power distributors
  • Consulting energy experts and engaging civil society organizations
  • Producing biofuels from plants like corn and soybeans
  • Promoting the establishment of dedicated woodlots for wood fuel production
  • Promoting the production and use of improved cookstoves
  • Replacing high energy-consuming appliances with energy-efficient refrigerators, air conditioners, fans, and lighting systems

Other possible solutions to the global energy crisis include: 

  • Moving towards renewable resources
  • Buying energy-efficient products
  • Lighting controls
  • Easier grid access
  • Energy simulation
  • Performing energy audits
  • A common stand on climate change

Ghana Actual Energy Supply Chain Management:

According to the International Trade Administration, Ghana’s energy sector currently relies on hydro and thermal generation fueled by crude oil, natural gas, and diesel. Thermal generation accounts for nearly 66% of Ghana’s power generation mix, with hydro accounting for 33%. In total, Ghana’s electric access rate stands at just over 86%, with 91% of urban residents and 50% of rural residents being actively connected to the electricity grid.

Ghana imports energy to secure its supply and promote inter-regional energy trade. Ghana imports natural gas from Nigeria through the West African Gas Pipeline. Ghana also imports petroleum fuel because it has limited oil reserves. 

Ghana’s over reliance on fossil fuels makes its energy insecure and threatens its economic growth and development. The country’s power sector cannot meet electricity demand. The Ghanaian government is turning to liquefied natural gas (LNG) as an alternative fuel source. 

These are the prevailing conditions of the Energy sector in Ghana and the Government is seeking an exit from such dilemma and challenging energetic deficiencies.

The Energy Commission of Ghana was established in 1997. The commission’s main objectives are to: 

  • Regulate and manage Ghana’s energy resources
  • Coordinate all energy-related policies
  • Provide the legal, regulatory, and supervisory framework for all energy providers in the country
  • Grant licenses for transmission, wholesale, and supply
  • Advise the government on energy matters

The commission consists of seven commissioners responsible for: Licensing, Renewables, Infrastructure, Efficiency.  The Ministry of Energy is responsible for: 

  • Formulating, monitoring, and evaluating energy policies, programs, and projects
  • Supervising and coordinating the activities of Energy Sector Agencies
  • Implementing the National Electrification Scheme (NES)
  • Formulating and implementing laws and policies, such as the Renewable Energy Act of 2011

Foreign investments in Ghana

Kasoa, C/R, Ghana – With the inauguration of the Kasoa Bulk Supply Point (BSP) today, the United States has completed its nearly six-year $316 million investment in Ghana’s energy infrastructure, supporting more reliable power for hundreds of thousands of schools, hospitals, offices, and homes in Ghana. Jun 1, 2022

  • USD 200,000 for joint ventures with a Ghanaian partner
  • USD 500,000 for enterprises wholly owned by a non-Ghanaian
  • USD 1 million for trading companies

Foreign Investments in Ghana’s Energy Sector: 

Ghana’s energy sector is becoming an increasingly attractive destination for foreign investment. The country has a high potential for solar energy generation and a favorable investment climate for solar energy companies. 

Here are some foreign investments in Ghana’s energy sector: 

  • IFCAs of March 2023, IFC’s investment portfolio in Ghana was $446 million in financing and $12.5 million in advisory services.

Ghana’s top investing countries are South Africa, The Netherlands, France, Mauritius, and China. 

China is the world’s largest investor in Africa in terms of total capital. In 2020, China’s total stock of foreign direct investments (FDI) in Ghana was around $1.6 billion. 

In the first half of 2021, Ghana’s largest investment partners were: 

  • Singapore: $307.50 million
  • Australia: $204.01 million
  • India: $61.57 million
  • The Netherlands: $46.80 million

Some of Ghana’s other major foreign investors include China, The United Kingdom, South Africa, The Netherlands, and Australia.  China maintains the highest number of investment projects in Ghana, followed by India, the UK, South Africa, Turkey, Mauritania, and France. 

FDI flows in Ghana are mainly directed to the following sectors: 

The State Department says that foreign investors have limited market access in the following sectors: 

  • Oil and gas, Services, Trade, Agriculture, Construction, Manufacturing. 
  • Banking, Fishing, Petroleum, Mining, Real estate, Telecommunications. 

U.S. Investments in Ghana

Ghana and the United States have a strong economic partnership with bilateral trade reaching $2.7 billion in 2021. Following the success of the first Ghana Compact with MCC, which supported the country’s transport and agricultural sectors, MCC and the Government of Ghana renewed their partnership in 2014 and signed a $316 million Ghana Power Compact. Jun 1, 2022 — United States – The U.S. government’s Millennium Challenge Corporation (MCC) and the Government of Ghana formally completed the 5-year, $316 million MCC – Ghana Power Compact today, celebrating a partnership that created a more effective, sustainable, and inclusive power sector in Ghana.

This new investment aimed to transform the country’s energy sector by investing in new power infrastructure, advancing energy-efficiency practices, and creating inclusive economic opportunities in the power sector that will support more reliable power for hundreds of thousands of schools, hospitals, offices, and homes in Ghana, including the Kasoa Bulk Supply Point.

Ghana’s government launched an Energy Transition and Investment Plan on September 21, 2023, during the UN General Assembly. The plan is intended to attract investors and the international community to help Ghana transition to energy. The plan is worth $550 billion and represents an opportunity for the international community to invest in Ghana’s sustainable development.

Power Africa worked with the National Renewable Energy Laboratory to conduct and review grid impact and stability studies for the project, which is being built in installments of 50 MW to a total of 250 MW. The project generates renewable energy from solar that can operate during the day to complement existing hydropower production. The facility, which also features a 1 MW floating solar component, is expected to be completed in 2023.

Mr. Yaw Osafo-Maafo, Senior Minister on behalf of President Akufo-Addo, said, “This project further shows my government’s commitment to deliver on the promise to increase the renewable energy component in our energy mix to 10 percent by 2030.”

Due to increasingly low water levels in Morocco, as is the case in Ghana also especially during the dry season, BPA opted to add a solar element to the existing hydropower plant. This move enables the plant to operate during the day, harnessing the vast solar radiation resource in northern Ghana while giving grid operators more flexibility to run the hydropower plant during the evening.

This novel approach has the potential to be replicated with other utilities not only in Ghana but across the West African sub-region as well as in the entire Africa where similar challenges existed. This approach can lead to more sustainable forms of energy generation.

In line with Ghana’s mission to promote access to reliable, clean, and affordable electricity, Power Africa assisted the Bui Power Authority (BPA) to operationalize the first 50 megawatt (MW) phase of its 250 MW solar-hydro hybrid project. This first 50 MW plant resulted in the doubling of Ghana’s grid-connected solar energy and is expected to cut greenhouse gas emissions by more than 47,000 tons per year.

Defending Africa Development with Chinese Model Defended at SciencesPo Grenoble and Punishment for Said El Mansour Cherkaoui

In France, while I was still a student at Sciences Po in Grenoble, I formulated a project on the Development of China and I presented it as the model to be imitated and followed by all these former African colonies which were during the 1970s, shaken by the brutality and sudden oscillations of the international market and the weight of foreign debt. 

In 1977, I defended China as the Model of Development for Former Colonized Countries and I have put down the precipice and almost kick-out of the Sciences Politiques of Grenoble I had to fight hard to continue my studies against as we say in French “contre vents et marées de “mesquinerie” and sabotage including racist attacks ” to bring my lost ship to the port of knowledge and know-how.

My research like all the other previous ones was conducted through a projection and a prediction of the effects and manifestations that could be generated down the road and in the future of the countries or sectors that were the topics of my research.

My Presentation on China’s Development Focused on the Nationalist Choices Made by the Chinese Leaders

First, I relegate religion which is used as an impediment to development and I stated with example that Religion is not the cause or a contributor to the burst of violence and acts of terrorism: Religion is used as a reason for anger and revolt against the aspirations of the people to live peacefully.

None of the 3 divine religions – Hachem – God – Allah – tell you to live in misery and go kill the other to steal their life and belongings.

China developed itself because it had leaders who went to watch closely what is Capitalism in the European countries. They observe closely what is in its essence by working in industrial factories and studying closely the capitalist system in its relations to and in production, its impact on the capital-labor interactions, and in regards to the distribution of its most added among the capitalists. They also explore the relationship of the capitalist countries with their colonies, the USSR and China to ensure how is stimulate the growth of this added value.

2019 marks the 100th anniversary of the Chinese Diligent Work and Frugal Study Association’s program, which sent over 1,500 Chinese students to France over three years just after World War I. 

“Lesser emphasized outside of China is that Zhou Enlai, Mao Zedong’s enigmatic yet charismatic premier, and minister of foreign affairs, played a pivotal role in the negotiations that led to the rapprochement of relations between the People’s Republic and the United States, was also a student in France. The top echelon of China’s revolutionary military was also represented in the work-study program in France. Chen Yi, one of ten of China’s famed grand marshals, and later mayor of Shanghai, was a student. So was Nie Rongzhen, also a grand marshal. Nie led the State Science and Technology Commission, and as such was instrumental in developing China’s atomic bomb. Li Fuchun became vice premier of China. After his studies in France, like many of his classmates, he went on to further studies in the Soviet Union. He negotiated for Soviet assistance. During the Great Leap Forward, after taking peasants from their farms and putting them in factories, he reversed the process as China went into famine as a result of declining agricultural production.” Source

Even the Leader of Vietnam did the same. Ghandi and Nehru from India also followed this trajectory to understand what British capitalism is. The father of the Modernization of China, Deng Xiaoping’s journey in France as a member of a student program exchange. We can continue the examples with other Leaders

It is in line with this learning and this desire to move the country forward and to direct it towards the construction of an educational framework that meets real needs and respects national conditions for deep local and regional reforms and integration as long as a new nation through a rational strategy and a national industrial model with options for socialism.

France for me is above all during my fifteen years and more spent within its walls, it is above a land of asylum to continue my sporting, artistic, cultural, and academic activities and for that, I remain full of gratitude to the people who helped me make this journey and cross these fields with knowledge. Of course, I experienced a lot of rejection and marginalization but that as they say was part of the territory I covered and I grew up.

If I take a look at what I have experienced, I would say France is high in my vision of this world, it is that of those who were exceptional individuals who were devoted to helping others, to the success of others, and above all a “Stranger” like I was always considered by the others of clandestine and silent France and sometimes angry and stormy by his lack of inner peace and that since the time of the Romans.

1 – The Price I Paid for China’s Development:

I defended the Chinese Model of Development in 1977 against a Representative and a hard RPR (Rally for the Republic – Chiraquian obedience at the time) and perhaps even a camouflaged extreme right who was a lecturer – I should say a little blackmailer of disasters – at the Institute of Political Studies of the University of Grenoble.

This pseudo-instructor tried to blackmail me so that I change my mind, ideological orientation and political direction and to say in front of all the Students that the West and the French Metropolis have all the solutions for the development of nations formerly colonized. Since I was looking for and advocating another model of development that I had identified in China, he wanted me to declare that China was not the example to follow for economic development for Third World countries.  

For him, it is the European countries which were the providers of revenue and means for the development of African countries. My choice became for him a personal matter since other African Students were also part of the Seminar in which I anticipated the results of my research project.

My presentation was centered on the logic of forced underdevelopment on our economies and how to break the shackles of Neo-Colonialism and the subjection of our national decisions and strategies to the good wishes and vagaries of the international situation and market supporters. international financial, commercial, and even martial.

I refused and I lost a year but not my vision of the world which turned out to be correct over time.

This “poor guy”, did not appreciate my research work and my presentation in front of all the other Students of the Economics and Finance section at the Institute of Political Studies of Grenoble. It was the last year to obtain the Diploma of the Institute. He completely sacked me, but the Good Lord repaid him for his abuse.

China also became a new State on bases that were effectively supported by Deng Xiaoping (August 22, 1904 – February 19, 1997) whose photo is the one introducing this draft.  

I had effectively demonstrated that the Modernization put in place by this seasoned politician, Deng Xiaoping, was bringing about change. I maintained that the corresponding changes would therefore upset the chessboard and the game of the internationalization of capital and the consequent international division of labour. The modification of these two vectors of foreign investment in third countries will no longer be made according to their own operating and exploitation conditions, but China, taking the examples of Taiwan, the Philippines, Malaysia, and Singapore, was going to find a way other than that followed by those countries that had been dubbed the “New Industrial Countries and the Dragons of Asia.”  

China was seeking to distance itself from such a product assembly model and to integrate its innovative technology into its industrial fabric, with a high added value per product and operation in each industrial unit. This approach subsequently effectively promoted China’s technological momentum while allowing it to find a place among the economic powers of Asia and the world.

Despite this moron and the obstacle he tried to put in my path of reflection and reference for national development, I continued my journey until I was invited by the Government of China to train their Business Leaders here in Oakland (California) and in China itself and where his photos were taken. Likewise, in the meantime, I had even defended a doctoral thesis at the Sorbonne University on the same subject of economic development and integration into the world market by creating a new theory on Subcapitalism. 

In celebration of my Triumph over this gratuitous adversity and over the disdain almost tinged with racism and the Academic Smallness of this master of ideological disaster and Pseudo-Right in Grenoble, and what time much later confirmed my choices and my analyses on national economic development, I offer you this article on China and the display of its forces based on the exploitation of its resources for an authentic need for national development and international affirmation at all levels.

Jean Rosio could not find anything better than to join forces with a silent woman who sailed with the wind: Danielle Demoustier. This was during the period when all North Africans were not welcome at Sciences Po Grenoble, especially those who stood up to these evasive left-wing thinkers while their portfolios leaned towards the extreme right.

These two Zombies/Lecturers had fear on their heels from where they got their money, afraid that people would take their distorted ideas and show them that they were usurping their places given the lack of innovation of their knowledge and given that they were stingy in grades and that no Maghreb Revolutionary/s left with superior grades and high honors from this institution of Sciences Po Grenoble , they were the ghost guardians of privileges of the right absent but active through them. I now understand why most foreigners at that time and Moghrebi continued their studies at the Eco Sciences Faculty, the next door where the French True Left resides. For them, it was necessary to get drunk with them to please these lost soul teachers, an active minority of right-wing extremists and “ideological mess thinkers” taking themselves for activists on the barricades, competing with L ‘ PARIS INSTITUTE OF POLITICAL STUDIES – SCIENCES PO as they did not have the necessary juice, they used “left” subterfuges to assert themselves as the continuators of May 68 and the protests of the students and the working class. My Generation of Students in France was a Generation that knew the Europeans and the French of Morocco very closely, we lived together in Morocco, shared the same emotions, and we rubbed against the same winds and the same tides and waves of the Atlantic than those of common existence. We were neighbors in everything, in the neighborhood, in schools, high schools and parties and dance balls. We practiced the same sports, Tennis, Fencing, Handball, Volleyball, Basketball and even the everyday sports of System D.

Inside the building of the Institut d’Etudes Politiques SciencesPo de Grenbole, walking along the corridor starting from the entrance facing the Diderot university restaurant of the CROUS and at the back on the right just before the rear exit which leads to the car park and the University Library, on the right were the rooms for the practical work and in one of these rooms the outrage happened to make me repeat the year just for having dared to present and defend the conclusion of my research which is to say that it is China which is and would be the example of economic development that African countries and the rest of the Third World countries should embrace and adopt for their own economic take-off and to adapt Chinese strategies aimed at poverty reduction and stimulation of social progress and this through an orientation of constructive and developmental socialism and this was by no means the first or the last time that I suffered the wrath of the teachers “backward,fascists and racists” who wore progressive and left-wing thinkers just to occupy lucrative positions and not out of ideological or humanist conviction.

It was necessary to overcome these obstacles to reach the higher level of the DEA to finally find and rub shoulders with the true masters of thought and application of socio-human principles such as my research directors and appointed Professors who facilitated the intellectual development, the success of their disciples and their students: Ian Dessau, Yves Barel, Debernis, Freyssinet, Judee, Palloix and others whose ethical spirit and integrity worthy of all and eternal recognition and praise I salute.

My suffering in 1977 and 1978, years later, were rewarded first in 1994 and second in 2003 and 2004 by an invitation by the Government of China to provide consulting and advisory services to the dignitairies, officiels, leaders and business people of State of Yunnan, City of Beijing, including the Vice-Mayor Mr. Liu, the City of Shanghai and the State of Dalian and the State of Guiyang.

In the United States in the mid-1990s, for Chinese dignitaries, executives and officials, I organized their commercial and business visits to the San Francisco Bay Area and provided them with consulting services and training in international business development.

Meanwhile, twenty years ago, a British organization and publisher in London asked me to conduct research on telecommunications and technological development in China.

Mao Tse Tung: You are Complete Man when you Stand on this Wall

Given the way how I treated the members of the Chinese Delegation during their visits in Northern California, they insisted to have me leading the visit of the East Bay Center for International Trade Development in China. The Authorities of China were happy about my visit to China that they surprised me with an event and action I will never forget in all my life. They did not tell me anything and in early the morning, they wake me up and told me to come with them and ask me to dress warmly. They did not ask the other American Individual who was the Director of the East Bay Center for International Trade Development that I brought with me to China.

So, too many unusual cascade of new happenings are facing me here which prompt me to really think and question myself about what was going on here or taking place or where all this going to?

They rush me to a kind of Semi-Jeep – Semi-truck vehicle that we can imagine coming out directly from the ex-soviet union state members which I have seen in Eastern Germany and during the training we had with the Moroccan National and Pre-Olympic Team of Handball in Romania in the early seventies.

Normally since I arrived to China for my transportation, they used limousine or Sedan car. The sight of this kind of Jeep – SUV tank was not really giving me any other answer other that this is going to be a roll coaster ride or some kind of Safari in the East and the Middle of Asian China.

This Willys Jeep reminded me the style of the all heavy-duty metal built Willys Jeep that my father used to own following the departure of the American troops from Morocco. Beside this nice memory, during my time in China,

This Willys Jeep was almost foldable and with my Father, we have crossed many mountains and valleys around the Atlas Mountains with this unbreakable and easy to fix military square jeep.

But knowing the Chinese familiar manners, ways and means of approaches that are natural without too much protocol with hidden agenda; despite the business and consulting relationship, they remind me of the various attitudes and behaviors of the members of my own Berber / Amazigh and Native family and tribe in Morocco, which means, no question asked, you are in good hands, just take easy and go with the flow.

I’m talking about 50 years ago and time has only revealed to me the most beautiful gifts I have received in this existence. You taught us statistics and we were the first to receive the Eco-Fi diploma under your patronage and also with the support of an Accounting Professor, Dominique Valois for planning and budgeting, Pierre Rondot for the Middle East and L Islam, and a Great Gentleman who spoke to us about the 3rd Age. A Team of Prophets surrounded us and received us with the Human Respect that we grew up with and around us. Mr. Uzan, you were for us the Lighthouse in the darkness of silent and tasteless recognition and academic prejudice.

After IEP – Institute of Political Studies , I joined IREP – Institute of Economic Research and Development Planning irep , Grenoble), U internationalization of the automobile industry, where I got my DEA which I I presented after 6 months of research and preparation and this with that of very regretted now, when we cross the world, we only encounter again our past and our memory in the sense of beatitude and gratitude of having known such unique personalities like you in our destiny. I was welcomed by Yves Barel, Ian Dessau, Pierre Judet and Jacques Freyssinet who with Debernis gave us lessons on planned development. The best part is that these thinking heads, like you, knew our past, our culture and our vision of this world through the prisms of North Africa. It was a period of the consecration of pure and honest research through scholars in the field and individuals who deserve the greatest rewards of our future and our recognition.

I can only renew my admiration and my gratitude for your work and your commitment at our side and with us during the incipient moments of knowledge and hesitant knowledge of the other, especially by those who wanted to give themselves as examples then. that we rather seek models of emancipation, identity, progress and the distribution of good for those who have the greatest need. We chose and came to Grenoble to learn the best way to pass the experience of the most educated and conscious to the masses in which we grew up and of whom we become the spokespersons and the link of their understanding of this world with the the intelligence of the other and the understanding of our fellow human beings to transmit to them a valid identity leading to the development of their resources as well as the clarification of their consciences. We were the envoys of a certain feeling and a desire to know, of knowledge to improve the living conditions of those who have not had the chance to cross horizons in the quest for knowledge.

With such a mission, we knew what we wanted to acquire and what we sought to transmit to those absent from this feast of know-how and intelligence. You were one of the niches where this knowledge and this desire to facilitate its transfer resided. On the other hand, when we faced other disruptive elements, we were accused of all the evils and all the manipulations just for the fact, that we knew better than them what we want to know and why and how we seek. precise goals in accordance with our knowledge of our own history which they wanted to teach us while we were born and having grown not only from its cradle but also that we have already compared it to others by our own progress in the consciousness of the world and through the transmission of memories of our antecedents, our ancestors and our precedents in this world.

I arrived in Grenoble not from the depths of the countryside and the depressed oases, I came to Grenoble following the footsteps and imprints of learned memory and noble conscience in thought and action.

Before coming to France following my recruitment by the Basketball Team at ASPTT Montpellier and continuing my studies at the University of Law and Economic Sciences of Montpellier, I had already undertaken a tour of the Western Europe by Auto Stop from my hometown of Mazagan – El Jadida to the north of Holland, crossing Spain from Algiers to Saint Jean de Luz and going back to Paris to reach London and Wembley where Bobby Moore received the World Cup by taking a detour to the Isle of White and heading north from Southampton and Brighton via Motorway 6 to Jacky Charleton’s Town, Manchester, staying in towns in between. Returning to France, I also crossed from Paris-Roubais without the bicycle, nor Anquetil or Guimard and Lille to pass through Antwerp (to avoid passing through Brussels where the signs existed “forbidden to dogs and Arabs” and this to reach Ultrecht in Holland, and go for a walk in Zea-land and all the main cities of Holland up to the North in Groningen. From there, I hitchhiked back to Tangier to take the train and arrive there. Casablanca to reach my birthplace at 24 Rue Jean Bart, Mazagan Morocco, with as a gift for the family, among other things, a Moulinex to make fruit juice.

Likewise, I had already been selected for the Moroccan National Basketball Team and the Pre-Olympic National Team and the Moroccan National A Team in Handball which took us on a training course in Germany and Romania for more than 2 months and this as preparation for the Qualifiers for the 1972 Munich Olympic Games – Africa Zone, the tournament of which took place in Tunis, the Capital of Tunisia.

After obtaining my Baccalaureate during the same year of 1972, I was recruited by the ASPTT of Montpellier as a starting Pivot player of the Basketball Team. At the same time, I was also the Coach of the Cadets of the ASPTT Basketball Team and Captain and Coach of the Handball Team of the Montpellier Academy. The following year I was offered a position as a player by the Munster 08 Handball Team of the Bundesligua / First Division of the German Handball Championship which I joined the following year where I had registered there. preparatory year in the Faculty of Medicine.

In this German academy in Munster, to validate foreign diplomas, the German system required validation through what was called the “Numerus Clausus:

 » is a “Latin term that translates to “closed numbers”. It’s a method used to restrict the number of students who can study at a university. » 

This approach required grades for courses taken at the Lycée, whereas in Morocco, the Baccalaureate system resulted in the delivery of a well-decorated diploma without any grades for either exams or courses taken during the same year. At the same time, I taught curriculum and courses on telecommunications, digital security, and national technology development at the School of Technology at Golden Gate University in San Francisco. All these implications and interests on China and seeing that as a senior consultant with the Center for International Trade Development in Oakland and Berkeley, I was invited by the Chinese government and the provincial government of Guizhou who granted me the best of the best treatment I have ever received from any entity in this world. Il fallait se soûler la gueule pour leur faire plaisir comme je ne consommais point d’alcool, j’étais toujours sur la touche gauche de leur jeu et leur manigance et je n’étais pas le seul dans ce cas.

Mercanteo was the initial name and I have suggested the name Ambient given the French consonance coming from Ambient et Ambiance, a place where you can feel a sense of beatitude and comfort. The Founders of this Startup had no clue about how to make this company the reflection and the expression of such metaphors.

The basic idea of the operation of this Startup was to have the purchase made by any business transferred to the Accounting Software and registered as a receipt with the amount of money spent. This will allow also not only to trace the expense but also to know through the receipt which credit card or method of payment was used.

I developed this research to be included in the existing website that had absolutely any study or pamphlet or even a kind of brochure presenting the product and its specifications or the value proposition that Mercanteo-Ambient was developing or offering as a service. The website had only a generic presentation of more dreams than realities and a summary of what McKinsey had taught to the Founders of this Startup given that the consulting firm was their first and last job before landing in this startup.

Build the first layers of prospective clients to be approached to enroll in the Mercanteo Program. So I launched a strategy of reassessment and reevaluation of the documentation and presentation of the Value Proposition and its Validation to enable Mercanteo-Ambient to have an identity based on the definition of the areas where the solution is proposed and what this solution is as a service and facilitation for further inventions and adaptation to the needs and demands of the clients and other companies offering synergistic operations that can complete our offering of services in the areas of reporting and documenting the Return on Investment and the allocation of Budgets of the operational expenses and to the financing of all purchases and acquisitions.

The Founders of Mercanteo-Ambient were more interested in attracting funds and investment than building the products and services or even the company. A table with a Chair facing the wall was the Technical Department: A guy who would show up only to upload what was made of this application by inserting in the potential client the Microsoft Excell.

Said El Mansour Cherkaoui was Executive Director of Business Development at Amient/Mercateo Redwood City, California during the Dot Come – Dot Gone era. He witnessed how the money was spent left and right by the former McKinsey consultant who converted his ins and outs into a startup that never took off but received funding even from the founder of ‘Oracle.

A brand new BMW was parked in the parking lot while I had to drive the CEO of this Startup from his apartment to the office. This BMW was bought just to please the owner of the BMW dealership who in return organized a meeting with the Founder of Oracle who invested in the Mercateo. The name of Mercanteo Startup was changed to Ambient following my suggestion to have a softer French connotation.

Mercanteo’s product was supposed to remember all purchases made by online businesses at stores like “Computer USA”, Office Depot, and other outlets. Once the payment is made by credit card, the transaction is supposed to be recorded and transferred directly to the accounting system as an expense with details of the product purchased, date, place, and amount and who made the payment.

The person who was in charge of the corresponding software, a close friend and colleague of the CEO of McKinsey was of Indian origin and had brought 4 Indian individuals who passed the time staring at a monitor and the wall behind while a fifth Indian trotted along outdoors smoking cigarette after cigarette.

This lady of Indian origin (actually with good Karma dealings), whom I called COP – Chief Operating the Product, acted as the gate advocate for those Indian “engineers” to whom we could not speak or ask anything if she was not there. It is she who must give the authorization to fix a meeting. The excuse is that these engineers were hired and paid by the hour and the guys outside smoking cigarettes were their clock for the time they spent staring at their computer screen and the money that they cash in exchange.

This team of 5 taciturn Indians was like a parade of Madame Tussaud Wax Master of Disastertech showing off just to impress visitors and potential investors to show them that Mercanteo has employees conducting in-house research and development of the product, which in reality never existed apart from a modified version of Microsoft-like Excel Spreadsheets patched with an Oracle database, a hybrid product that “the COP” tended to present as “Ownership of Inputs versus Ownership of Outputs ” according to the McKinsyniene strategic approach.

On the technical level in terms of setting up and management, this time it was a single person, an “American “Toubab” by stock” and with a bohemian tendency on the edges, who has no desk or even a chair and had to be called to accompany me when I visited a potential client in their office. This Tech Support was a person who looked more like a mechanic who changed the spare part than a System Engineer or Network Engineer, so he did not provide a solution to the problem and worse the product was not at all ready to detect the problems or define the solutions.

On the other hand, the Fridge was always full of American food, Hotdog, Burger, Macaroni, Donuts, Soups, Chicken and Fish Nuggets, Corndog, Wings, Cheese, Pizza everything that is mechanically separated and prepared, a cold museum of stuffed with top-notch artificial and chemical products. The drinks were of the same quality especially the beers for weekends. It was the Fiesta, what was missing was a Country Band or a Mariachi Group to make the atmosphere more ambient than the new name of the Startup Ambient.

The other employees who could be counted on the fingertips were always in a pleasant mood and individuals capable of being helpful given their attitude and their presence which remained of real kindness. Young people aspired to make a difference around them and among them, but the rest were not at the level of this human quality that could also be identified in innocence and the desire to volunteer to do good. These people were part of my team and were chosen by a human relations class manager. One of the best I have had the opportunity to work with in all my professional history in the USA.

This lady, responsible for human relations management and therefore a talent recruiter, is a Caucasian American who was the reason for my arrival in this Startup from Sprint Corporation.

Ms. Black was the one who convinced me to join Mercanteo and had a knack for recruiting the best. When she was put aside during the recruitment of a Vice-President for Business Development, Mercanteo became Ambient began to show the cracks I mentioned above which became more gaping with this crash landing of a Caucasian rogue from the North who drove an old Buick, wrapped in a buttonless suit and spoke like a former clandestine site manager of tree cutters in the Amazon. I understood what he was made of when I invited him for lunch in a restaurant to assess his knowledge of the field of application of the product we were looking to develop. All he brought up with me was what he had done before and laid out names and companies that I had no reason to know about.

I felt like I was sitting opposite a veteran of wars lost in memory and thought and worse first on battlefields that we would be more likely to listen to and see on the Screen of ‘Money only on the actual geographical or historical ground. These places and these encounters were shooting from all sides as if a deposit of fireworks had been lit by accident, there was around this guy an opaque smoke from his cigarettes whose tirades on the cigarette made his lips shine with all fire soaked in beer foam. I had the impression of being in front of a dancer in a trance incensed by the smoke of joints and incense exotic and distant in time as in space.

This future Vice-President drank and smoked excessively with his belly protruding from his belt and his unbuttoned vest making him like Santa Claus dressed on the sly for an interview at a Startup delivering gifts without address or recipient, he was in the vaps and I, who had never tasted a beer in my entire life, could talk about European beers and my stay in France and Germany and my visits to all of Western Europe and Romania when he did not even know not the origin of the beer that was right in front of him. To my great surprise, he thought it was German when it was founded by a Czech family that has a Germanic-sounding name.

At that time, this Bud for You, an unusual slogan that was the pride of Americans, and when he realized that I could give him such knowledge of his own choice of drink that he considered a symbol of American nationalism, that at deep inside, listening to a guy supposed to be from the Middle East. For him, Morocco was synonymous with Monaco and Casino, another Las Vegas somewhere lost in Western Europe that Sean Connery and Grace Kelly, who became the Princess of this Principality, had put on the radar of geographical knowledge for the Middle American.

In addition to my identified ethnic stereotype in Terro-Palestinians, I was conversing with an American Englishman with a cross-hatched accent but eloquent in definition, expression, and substance as I unwittingly conveyed to him a profound knowledge of the intricacies of popular culture and history. American that even he did not have given his intellectual and educational limitations.

So I was before him magnified but all of this made him as suspicious and wary of me as his booze could only make the length and breadth of my knowledge of Made in USA populism and Only in America.

How come I knew all those beers and wines and I didn’t share a drink with him at the time?

Such a question ran through his brain polluted by alcohol and the smoke of exotic vapors and he was neither the first nor the last to ask it. A question that cost me several positions, several jobs, and several opportunities in business, private jobs, and positions in the Academy in the United States.

You didn’t have to go far either in the conversation or in the exchange to realize that my account was settled in this interaction at the level of ignorance that only the smoke from his cigarettes could hide from the gaze and not from human understanding. For that, I remained calm and I knew that my situation did not last long in this company whose CEO hired such an individual and forced him to parachute between us without taking into account the opinion of the first interested person who is the manager of human relations, nor of myself since I was second in the business development department. It was as if all the transactions concerning the hiring of this individual had been carried out under the table while serving us artificial alibis and complicit silences without any other transparent approach, “the fact. , “le fait accompli – the accomplished fact”: Take or Leave it.

All the team members of my department understood such manipulations and began to disappear one after another from the panorama, including the mechanic guy. Only the Indian “engineers” were still there looking at the wall and the screen of their computers, while the visit to their meter became more spaced out and only took place when this new Vice-President went out to bang a cigarette butt with another guy who was his buddy and he moved out and brought in his luggage.

This buddy walked like a gorilla, a former adventurer without adventure, and served as a bodyguard for this New Vice-President. I never understood what was the contribution or the role of this individual whose only approach made it clear that he is a go-getter with his head down like a bull in this new bullfight that this arena has suddenly become Mercanteo – Ambient where the swords are now hidden under muleta camouflaged under the cheap suits and the jackets of these new invaders which exceeded their shoulders with crumpled pants like scrap paper. European elegance had yet to conquer or be embraced by these new dot.com startup cowboys.

The cool allowed all deviations in dress and justified the lack of quality both in terms of the look and the food offered, there was neither Haute Couture, nor Haute Culture, Nor Haute Cuisine while High Technology remained in the margins of Buzz-Words and Jargon and nothing on the table of creation or innovation at the level of these Startups which were still far from even Alpha level.

This research and publication were part of my initiative to enhance the image of my position and responsibilities as well as the work I was conducting as Executive Director for Business Development at Mercanteo and Ambient before its acquisition by Oracle. Our startup focused on duplicating the ledger with the purchase receipts as the lead to trace the payment method and to transfer it to the Accounting software used as an expense. That is what the CEO has told us given that Ellison was a member of the Mercanteo Board of Directors and one of the investors and all this was driven thanks to that BMW sitting in the parking as a trophy of success for a Startup on the edge of the waterfront of Redwood City. Larry Ellison was known for surrounding himself with trophies figuratively and properly, and it was not astonishing that from playing tennis, he became one of the top sailors around the world bringing even the America Cup to the Bay Area.

In 1997-1999, just before the initial burst of the first bubble with Dot/\com-Dot/\Gone, as Executive Director of Business Development at Mercanteo – Ambient, Innovator and Pioneer of NetSuite (acquired by Oracle) and as an Adjunct Associate Professor at the School of Technology at Golden Gate University in San Francisco – California, I conducted multiple research ranging from technology, business management, and international development [European Economic Community, NAFTA, Technology in China and the United States] and this within the schools and departments of this University. Among these research publications, I made this pioneering thematic presentation.

Dr. Miro Costa, as Department Head and Associate Dean of the School of Technology at Golden Gate University, San Francisco, has also encouraged this research given his direct interest and theme of his own on technologies of information.

The #Intel earnings report with key facts and figures:

Revenue Miss: Intel significantly missed analyst expectations for the third quarter. Revenue is expected to be $12.5 billion to $13.5 billion, lower than the estimate of $14.38 billion.

EPS Miss: The company projects a loss of 3 cents a share loss per share, compared to the expected profit of profit 30 cents.

Job Cuts and Dividend Suspension: To address these challenges, Intel is planning to cut more than 15% of its workforce (Total workforce around 110,000 people) and suspend dividend payments starting in the fourth quarter.

Competitive Landscape: Intel is struggling to keep pace with competitors like Nvidia (more than twice in sales) and AMD (more than $100 billion higher valuation). TSMC is also recognized for having industry’s best production.

Gelsinger’s Outlook and Spending Cuts: Despite these setbacks, CEO Pat Gelsinger remains confident in Intel’s long-term strategy. He believes their manufacturing will catch up to rivals (catch and pass those of rivals) and justify new plant construction.

However, Intel is reducing spending on new plants and equipment (more than 20%) with a new budget of $25 billion and $27 billion in 2024 and $20 billion and $23 billion in 2025.

Stock Performance: Intel’s stock price fell sharply (more than 17%) in after-hours trading, extending its year-to-date decline to more than 42%.

Overall, Intel is facing significant challenges in the third quarter, including lower-than-expected revenue and earnings. The company is taking steps to address these challenges, such as cutting costs and reducing capital expenditures. However, these cuts may not be enough to offset the competitive pressures that Intel is facing.

NVIDIA Corporation (NASDAQ: NVDA), Advanced Micro Devices Inc (NASDAQ: AMD), and Broadcom Inc. (NASDAQ: AVGO) are some of the major players in the semiconductor industry in the US.

On a diplomatic trip to Taiwan as tensions with Beijing are at their highest, U.S. Speaker of the House of Representatives Nancy Pelosi visited a semiconductor factory. The production of these essential components of electronic chips, on which modern computing is based, is at the heart of major #strategic issues. In retaliation for the visit of the American representative, #China has stopped its exports of natural sand (silica) to Taiwan, a mineral which happens to be an essential ingredient in the manufacture of… semiconductors.

As figures from the Comtrade database show, Taiwan is a champion in this area. In 2020, the latest year for which complete data is available, the value of its microchip exports was over $120 billion, slightly more than its gigantic neighbor China, whose shipments are estimated at $117 billion. If China, Hong Kong, and Taiwan are taken together, the value of exports from the region (nearly $400 billion in 2020) represents around half of the global total.

That year, the U.S. exported chips worth around $44 billion, three times less than Taiwan, but still enough to rank seventh in the world in a market dominated by Asia. In 1990, the United States still produced almost 40% of world demand, and Europe about as much. But the arrival on the market of South Korea, Taiwan, and then China in the 2000s, quickly changed the landscape. In 2020, the United States and Europe together accounted for only around 20% of global production.

With the global supply chain disruptions and shortages that have taken place during the pandemic, several countries have launched initiatives to restart the production of these strategic components in their territory. Before the United States, Japan and the European Union have already announced measures to relocate semiconductor manufacturing.

President Biden signed into law a historic investment that will help revitalize the U.S. domestic manufacturing economy

The strategy includes key initiatives, timelines for funding notices, recommendations for successful applications

Today, the U.S. Department of Commerce released its strategy outlining how the Department will implement $50 billion from the bipartisan CHIPS Act of 2022, signed by President Biden last month. The CHIPS for America program, housed within the Department’s National Institute of Standards and Technology (NIST), will revitalize the domestic semiconductor industry and spur innovation while creating good-paying jobs in communities across the country.

“Rebuilding America’s leadership in the semiconductor industry is a down payment on our future as a global leader,” said U.S. Secretary of Commerce Gina Raimondo. “CHIPS for America will ensure continued US leadership in the industries that underpin our national security and economic competitiveness. Under President Biden’s leadership, we are once again making things in America, revitalizing our manufacturing industry after decades of disinvestment and making the investments we need to lead the world in technology and innovation.”

The strategy, released today [9/06/2022], outlines the initiatives, strategic goals, and guardrails guiding the CHIPS for America program.

The program’s four primary goals are:

  • Establish and expand domestic production of leading-edge semiconductors in the US, of which the US currently makes 0% of the world’s supply
  • Build a sufficient and stable supply of mature node semiconductors
  • Invest in R&D to ensure the next-generation semiconductor technology is developed and produced in the US.
  • Create tens of thousands of good-paying manufacturing jobs and more than a hundred thousand construction jobs. This effort will ensure the pipeline for these jobs expands to include people who have historically not had a chance to participate in this industry, including women, people of color, veterans, and people who live in rural areas.

 The program supports three distinct initiatives:

  • Large-scale investments in leading-edge manufacturing: The CHIPS incentives program will target approximately three-quarters of the incentives funding, around $28 billion, to establish domestic production of leading-edge logic and memory chips that require the most sophisticated manufacturing processes available today. Those amounts may be available for grants or cooperative agreements, or to subsidize loans or loan guarantees. The Department is still assessing the impact of the newly enacted advanced manufacturing facility investment tax credit on capital expenditures, which will generate significant additional project investment from participants and will reduce the required share of CHIPS incentives funding allocated for leading-edge projects. The Department will seek proposals for the construction or expansion of manufacturing facilities to fabricate, package, assemble, and test these critical components, particularly focusing on projects that involve multiple high-cost production lines and associated supplier ecosystems.
  • New manufacturing capacity for mature and current-generation chips, new and specialty technologies, and semiconductor industry suppliers: The CHIPS incentives program will increase domestic production of semiconductors across a range of nodes including chips used in defense and critical commercial sectors such as automobiles, information and communications technology, and medical devices. This initiative is broad and flexible, encouraging industry participants to craft creative proposals. For this initiative, the Department expects dozens of awards with the total value expected to be at least a quarter of the available CHIPS incentives funding, or approximately $10 billion. Those amounts may be available for grants or cooperative agreements, or to subsidize loans or loan guarantees.
  • Initiatives to strengthen US leadership in R&D: The CHIPS R&D program will invest $11 billion in a National Semiconductor Technology Center, a National Advanced Packaging Manufacturing Program, up to three new Manufacturing USA Institutes, and in NIST metrology research and development programs. This constellation of programs is intended to create a dynamic new network of innovation for the semiconductor ecosystem in the United States. Executing this vision will require collaboration with academia, industry, and allied countries, and will require sustained investment over many years.

The Strategy also provides clear recommendations for potential applicants, reinforcing the Department’s commitment to advancing long-term strategic goals and identifying criteria against which applications will be evaluated. The criteria include:

  • Increase scale and attract private capital: The CHIPS incentives program will encourage large-scale investments that attract associated suppliers and workforce investments. In addition to committing their significant resources, potential applicants are encouraged to explore creative financing structures to tap a variety of sources of capital.
  • Leverage collaborations to build out semiconductor ecosystems: The CHIPS incentives program will encourage collaboration between industry stakeholders, investors, customers, designers, suppliers, and international firms. Such collaborations could include purchase commitments, partnerships that enable fabless design, or collaborations between suppliers and producers.
  • Secure additional financial incentives and support to build regional and local industry clusters that strengthen communities: The CHIPS incentives program requires applicants to the incentives program to secure state or local incentives. The Department expects to give preference to projects that include state and local incentive packages that maximize regional and local competitiveness, invest in the surrounding community, and prioritize broad economic gains, rather than outsize financial contributions to a single company.
  • Establish a secure and resilient semiconductor supply chain: The CHIPS incentives program will prioritize projects that adhere to standards and guidelines on information security, data tracking, and verification, and that collaborate on further development and adoption of such standards. 
  • Expand the workforce pipeline to match increased domestic capacity workforce needs: The CHIPS incentives program will create good-paying jobs that benefit all Americans, including economically disadvantaged individuals and populations that may be underrepresented in the industry. The program will prioritize workforce solutions that enable employers, training providers, workforce development organizations, labor unions, and other key stakeholders to work together. The goal is to create more paid training and experiential apprenticeship programs, provide wrap-around services, prioritize creative recruitment strategies, and hire workers based on their acquired skills.
  • Create inclusive and broadly-shared opportunities for businesses: The CHIPS incentives program will prioritize projects that proactively work to ensure that small businesses, minority-owned, veteran-owned, and women-owned businesses, and businesses in rural areas, benefit from opportunities generated by the CHIPS programs.
  • Provide robust financial plans: Applicants will be required to provide detailed project-specific and company-level financial data to ensure that incentive funds are meeting the economic and national security goals of the program while protecting taxpayer dollars.

Funding documents, which will provide specific application guidance for the CHIPS for America program, will be released by early February 2023. Awards and loans will be made on a rolling basis as soon as applications can be responsibly processed, evaluated, and negotiated.

Startup Entrepreneur

By contrast, entrepreneurship is developing a new venture outside an existing organization.  The traditional entrepreneur shall now act as an innovation hunter to proactively be able to set up new smart businesses; ideally from the beginning, till the end of any business life cycle. The term entrepreneur, etymologically originates from the French word entreprendre meaning “to begin something, undertake.” During medieval times, this word was used to describe an active working person.

Risk-taking is one of the famous attributes of entrepreneurs which is also frequently emphasized in the literature. Spiritually, some people are observed to tend to behave extra-ordinarily. As Jobs addresses; “You have to trust in something—your gut, destiny, life, karma, whatever—because believing that the dots will connect down the road will give you the confidence to follow your heart, even when it leads you off the well-known path, and that will make all the difference.” Taking the risk phenomenon and the spiritual reflections into consideration; it can easily be summed up that entrepreneurship has something to do with inner-journey.

Another emphasis on entrepreneurship is its presentation as a mindset. “Entrepreneurship is first and foremost a mindset. To seize an entrepreneurial opportunity, one needs to have a taste for independence and self-realization,” said Olli Rehn, a member of the European Commission. Understanding the entrepreneurial mindset requires a certain threshold of empathy. First of all, entrepreneurship is the story of ambiguity. An anonymous supporting quote is likely to highlight the gist of entrepreneurship. It’s as follows: “Anyone, (can be an entrepreneur) who wants to experience the deep, dark canyons of uncertainty and ambiguity; and who wants to walk the breathtaking highlands of success. But I caution, do not plan to walk the latter, until you have experienced the former.” In this regard, as Schumpeter also points out; entrepreneurs seem to have some heroic vision. Schumpeter focused on high-level entrepreneurship and larger businesses. On the other hand, Marshall examined smaller businesses, partially. It was Hayek and Kirzner, who examined the entrepreneurs as middlemen hoping to profit by buying cheap and selling expensive.

When it comes to defining entrepreneurship; it can easily be discovered that various people have defined entrepreneurship differently. Despite this fact, the most common classification follows the mainstream of Collins and Moore; who claimed two types of entrepreneurship, differentiating due to the context of entrepreneurial activities undertaken. These are, firstly, independent entrepreneurship and independent entrepreneurs (similar to entrepreneurship/traditional entrepreneurship and entrepreneurs/traditional entrepreneurs in this paper), implying the process whereby an individual or a group of individuals, acting independently of any association with an existing organization, create a new organization 

Stopford and Baden-Fuller considered entrepreneurs as opportunists even in chaotic situations, and they also metaphorically approached entrepreneurship. According to them, entrepreneurs are like Olympic athletes, long-distance runners, symphony orchestra conductors, and top-gun pilots…These metaphors underline the entrepreneurs’ being ambitious, determined, self-challenging, and talent for synchronizing [12]. Innovation has emerged as a headline in the field of business management, recently. Kuratko determines the magic words to describe the innovative way of our time: Dream, create, explore, invent, pioneer, and imagine [34]. Innovation itself is changing. The etymological roots of innovation stretch to the Latin word innovare, meaning to do something new. Most of the innovation definitions have focused on similar points with different perspectives. The key common points imply change and renewal for a better situation. The Organization for Economic Cooperation and Development (OECD), inside the Oslo Manual—the source of information regarding international technological developments— defines innovation by linking it to technological change.

According to the OECD, innovation means “completing products and services by developing them technologically. The European Union (EU) has made a broader definition. To the EU, innovation introduces the change in workforce talent, working conditions, and managerial and organizational jobs. Also, it’s about renewal and growth in product and service range. In addition to this, a well-known expression about innovation; characterizes it as the process of converting new ideas into value-creating outputs such as new products, methods, or services. With the help of innovation; companies acquire the ability to develop and apply not only new products, processes, or designs but also new operations and business models.

After having experienced enormous financial crises all over the world in recent years; company survival has emerged as the most crucial issue both for SMEs and even some large companies.  SMEs, as the increasing value of the new economy, are obligatorily undertaking the mission of being innovative. It’s innovative SMEs that will lead the way to economic recovery.

This is what sets innovation-led companies apart: they have been successful in establishing organizational cultures where initiative is rewarded and failures are encouraged. They have structures, processes, and senior leadership that are supportive of innovation, and they have built an ecosystem of partners that enables these organizations to constantly bring in new ideas into their organizations.

MMP: Can any organization be innovation-led, or is it more relevant for some rather than others? Are there simple changes that can be implemented in the short term? And what about the long term?

NN: With accelerating innovation change, every organization needs to aim to become innovation-led. We all have been reading about significant changes caused by new technologies such as AI, VR (virtual reality), blockchain, and big data. These technologies will impact every type of organization. However, some researchers have argued that in highly turbulent and uncertain markets, it could be beneficial for companies to scale back on innovating until they can better understand the future directions of these markets.

In the short term, many established organizations have chosen to set up separate innovation labs. These are usually set apart from the rest of the organization so they can operate uninhibitedly. However, such labs often don’t work, as this recent commentary demonstrates.

In the long term, companies need to pursue a double strategy: developing an internal innovation capability and partnering externally – including cooperating with and even acquiring, innovative companies/start-ups. This is a strategy many leading tech companies are pursuing.

MMP: Do you have any guidance regarding the challenges creative companies face when developing innovation strategies? What can they take from tech companies and vice versa?

NN: Research on creative companies has shown that many creative companies while being quite innovative, are less business-savvy concerning turning new ideas into profitable business models. This is something that has plagued the creative industries sector for quite some time – individual creativity often drives the success of the organization, but they struggle to create a sustainable business model to scale up this creativity.

Creative companies could learn from tech companies to put more focus on the scalability of their creative ideas and how to develop financially sustainable business models. On the other hand, tech companies can learn from creative companies how to ensure that their employees remain creative and innovative, even if they are part of larger organizations with bureaucracy and managerial practices that often stifle innovation. In many ways, the stories we hear from organizations like Alphabet/Google and Apple, about the playful environments they have created for their employees and the flat hierarchies they have established, are in line with how smaller creative companies operate. Yet, Amazon, for example, has been under the spotlight, because of the stifling practices and toxic culture its employees have experienced.

The question of how to keep the creative/innovative mindset as organizations grow is critical to ensure that large organizations, whether tech or not, can continue to be innovative.

This is the first project in a while that has genuinely blown my mind at the scale and complexity of #ProjectManagement involved!
I’ve tried to summarise this ‘bonkers-scale’ project…

(Thanks Association for Project Management for bringing it to my attention. FYI I have no links to this project.)
– British company Xlinks is planning a project in Morocco to develop a 10.5GW solar farm, a 20GWh battery storage system and a 3.6GW high‑voltage direct current interconnector to carry electricity to the UK (and a massive windfarm).
– That requires four 3,800km-long cables!
– The scale of the Xlinks project is overwhelming – and could provide nearly 10% of UK electricity needs (c.7 million homes).
– The full £18bn proposal would take up 1,500 sq km of Moroccan desert. That’s about the size of Greater London.
– From Morocco to the UK, the cables will be crossing 68 other cables and then go 15km inland to the conversion site in Devon.

So, how do you manufacture such large, lengthy cables?
– XLinks have created a sister company XLCC to carry out the cable manufacturing and laying.
– It will take at least three years just to get going.
– North Ayrshire Council (Scotland) has granted planning permission to build the first HVDC subsea cable factory in the UK.
– Assembly requires cable to run through the factory, building layers on the aluminium core, through to the outer insulation layer. But that coating takes three hours to harden, and to avoid it collecting on the underside of the cable, they have to run it vertically for that period.
– So they need a tower 180m high – it will be Scotland’s tallest building!
– The tower alone will take a year to build.
– It will take another year to build and fit out the rest of the plant – which will end up being 800m long and 375m wide.
– Then the cable needs to be tested – which means putting a section under incredible stresses of heat and cold for a year, at 180% capacity.

Wait, won’t they need a big boat too?
– The biggest cable-laying vessel in the world is not big enough.
– XLCC are going to need a bigger vessel capable of carrying two 13,000-ton spools. So that has to be commissioned – a three-year project on its own.
– The vessel will be 200m long, 35m wide and include 110 bedrooms and a canteen.

Who’s going to join the cables?
– At sea, they need to be able to join the cable, which is manufactured in 20km sections, into the 160km spools for the vessel.
– That’s a skilled job, so they need 60 joiners on the team.
– It takes three years to fully train and certify them. XLCC are already been working with academic institutions to recruit engineering graduates to join a programme.

The Xlinks Morocco-UK Power Project will be a new electricity generation facility entirely powered by solar and wind energy combined with a battery storage facility. Located in Morocco’s renewable energy rich region of Guelmim Oued Noun, it will be connected exclusively to Great Britain via 3,800km HVDC sub-sea cables.

This “first of a kind” project will generate 10.5GW of zero carbon electricity from the sun and wind to deliver 3.6GW of reliable energy for an average of 20+ hours a day. This is enough to provide low-cost, clean power to over 7 million British homes by 2030. Once complete, the project will be capable of supplying 8 percent of Great Britain’s electricity needs.

Alongside the consistent output from its solar panels and wind turbines, an onsite 20GWh/5GW battery facility will provide sufficient storage to reliably deliver each and every day, a dedicated, near-constant source of flexible and predictable clean energy for Britain, designed to complement the renewable energy already generated across the UK.

When domestic renewable energy generation in the United Kingdom drops due to low winds and short periods of sun, the project will harvest the benefits of long hours of sun in Morocco alongside the consistency of its convection Trade Winds, to provide a firm but flexible source of zero-carbon electricity.

British renewable energy company Xlinks is the developer of the project which will cover an area of ​​around 579 square miles (1,500 square kilometers) in Morocco.  A 10.5 gigawatt (GW) solar and wind farm will be built in the Moroccan region of Guelmim-Oued Noun. The cables will run above ground from the Power Plant until they reach the town of Tantan, where they will run underground.

The laying of the cable will be done with the help of fishing fleets, and the planned route of the cable avoids as many conservation areas as possible.  Following a shallow water route from Morocco to the UK, via Spain, Portugal and France, these cables will connect to the UK national grid in Devon.


Clean energy will thus be connected exclusively to the UK via 2,361 miles (3,800 km) and this with high voltage, direct current (HVDC) submarine cables and are used because of their ability to reduce inefficiencies when transporting energy.

This project is part of the drive to achieve a national net-zero electricity grid by 2035. Xlinks says the Morocco-UK electricity project will be able to power 7 million UK homes in by 2030, representing up to 8% of UK energy needs.

The project will cost $21.9 billion. Xlinks will build 7 GW of solar power and 3.5 GW of wind power, as well as 20 GWh/5 GW on-site battery storage, in Morocco. The transmission cable will consist of four cables. The first cable will be active in early 2027 and the other three should be launched in 2029. An agreement has been reached with the National Grid for two 1.8 GW connections at Alverdiscott in Devon.

Update April 21, 2022:

Submarine cable maker XLCC will build a factory in Hunterston, Scotland, and its first production will be for the Xlinks Morocco-UK Power Project.  Alverdiscott in North Devon will provide four 2,361-mile (3,800 km) submarine cables, the first phase between 2025 and 2027 linking wind and solar power generated in Morocco. This initiative will nearly double the current global production of HVDC cable manufacturing.  The world’s longest submarine cables will require 90,000 metric tons of steel, and XLCC signed Britain’s Steel Charter in Parliament this week, in which it pledged to use British steel.

Why go all the way to Morocco to get electricity for the UK?

A response made on October 3, 2021, is given by a British news outlet:

At the beginning of October 2021, this project was estimated at 16 billion pounds sterling and aims to circumvent the fundamental problems of British wind and solar energy.  Our winds are unpredictable and tend to blow at times of day when electricity demand is lowest. As it is for the British sun, well.

Meanwhile, in the Guelmim-Oued Noun region of Morocco, where the green power will be produced, reliable trade winds blow year-round. Equally practical, the wind speed at the Morocco site increases in the late afternoon and evening, coinciding with peak demand periods in the UK.

The sun in Morocco also shines about 3,500 hours a year.  By contrast, Britain averages only 1,500 hours of sunshine per year. And because the sun burns more intensely in North Africa, the solar panels each produce about three times as much electricity there as in the UK, even in winter when British need electricity the most for heating and the light.


The Xlinks Morocco-UK Power project consists of building an inordinate amount of new kits to generate and transport green energy. This means covering 1,500 km2 of Moroccan desert with solar panels, wind turbines and a huge battery storage unit. And copper or aluminum submarine cables, wrapped in polythene insulation, will carry the generated energy to Devon. Four such cables are required, each threaded along a shallow undersea route through Spain, Portugal and France to Alverdiscott.

In the village, two 1.8 GW voltage source converter stations, which look like massive Meccano skeletons, will be built. (1.8 GW is the planned generation capacity for the Norfolk Vanguard wind farm project in the North Sea, which would consist of 180 turbines up to 1,150 feet tall.)

An answer made on April 21, 2022, in a word, the Resilience that is given by the company that is responsible for this project, Xlinks .

Xlinks explains: Morocco benefits from ideal solar and wind resources, necessary to develop renewable projects that could guarantee adequate electricity production throughout the year. It has the third highest Global Horizontal Radiation (GHI) in North Africa, which is 20% higher than the Spanish GHI and more than twice that of the UK. In addition, the shortest winter day still offers more than 10 hours of sunshine. This helps deliver generation profiles that meet the needs of the UK electricity market, particularly during periods of low offshore wind generation.

Remote generation and interconnection between distant geographic regions with inversely correlated weather systems will be more effective in addressing supply and demand imbalances over longer periods of time.

Xlinks notes that solar panels generate about three times more electricity in Morocco than that produced in the UK. Additionally, solar panels in Morocco have a higher capacity to generate up to five times more electricity from January to March than those in the UK.

According to its promoters, this project should create nearly 10,000 jobs in Morocco, including 2,000 permanent jobs.

Merci beaucoup cher 🌎 Said Cherkaoui 🌍. Pour les entreprises de Dakhla, il faut un véritable plan de transition énergétique, et non des audits énergétiques sans lendemain. Au fait mes déplacements à Dakhla était d’imaginer le moyen d’avoir de l’hydrogène GRATUIT pour le Maroc, en concevant des grands projet WIN WIN avec de grands développeurs que j’ai rencontré à Dakhla, (un investisseur en MM$ attend l’autorisation du mat de mesures depuis un an) ! Pour une production de 50 MTH2/an, les droit de 20% pour le Maroc, plus de 10 MTH2/an va permettre de decarboner toute l’électricité marocaine. Comme c gratuit pour le Maroc, ça n’intéresse personne.

Une commission spéciale mandatée par le roi du Mohammed VI après le Hirak du Rif a présenté plusieurs pistes de réformes au bout d’une longue réflexion qui a associé toutes les composantes de la société marocaine. Inclusion économique, protection sociale, “enseignement efficace”, service de santé “de qualit锓équité fiscale”“justice efficiente et intègre”“renforcement des libertés individuelles et publiques”, le Maroc cherche un nouveau modèle de développement, en mesure de répondre à la “crise de confiance” de la population vis-à-vis de ses institutions.

“Le changement est impératif et nécessaire”, a déclaré l’ancien ministre de l’Intérieur Chakib Benmoussa, le président de cette commission de 35 membres, en présentant le rapport le 26 mai 2021 à Rabat.

A travers la lecture de cette introduction et la narration existante dans cette vidéo, on ne trouve nulle trace de ce que Dakhla ou les autres centres urbains peuvent acquérir comme responsabilité directe dans la mise en place et la conduite ainsi que la réalisation d’une stratégie de développement multipolaire non seulement inclusive des régions mais surtout basée sur un ancrage des politiques économiques de développement ayant comme contenu et comme but:

Le Maroc devrait modifier sa croyance “sympathique qui frôle la naïveté” que ces compagnies transnationales et ces investisseurs globaux vont participer au processus de décollage, qu’ils vont favoriser le transfert du savoir-faire et technologique non pas seulement pour le bénéfice du secteur investi et mais qu’ils allaient se transformer en un des moteurs de progrès et de croissance de l’économie marocaine. Tout cela demeure un rêve éternel et une traduction de “Waiting for Sidna Kder – Godot.”

Les incitations offertes par le Maroc accompagnées de la disponibilité d’une main-d’œuvre bon marché ne sont paslus des moyens valables pour atteindre un développement.

Si c’est le cas, on n’aurait pas ces fusillades au Mexique pour appréhender le fils de “Chapo” vu que le Programme des Maquiladoras avait été lancé et dénommé Bracero depuis 1964 et après toutes ces années, le Mexique n’est pas encore sorti du moulin du chômage et de la pauvreté et du statut d’économie subcapitaliste.

De nos jours, le Maroc doit encourager les entreprises locales, régionales et celles localisées dans les provinces sahariennes à adopter l’automatisation ainsi que les mises à niveau technologiques. En somme, prévenir vaut mieux que guérir, vu que les pays occidentaux développent des produits d’intelligence artificielle, combinant la logistique avec la robotique pour affirmer le contrôle des procédés de fabrication en termes d’ajustement sur la demande présente, prospective et potentielle. Des technologies mises en service afin d’éviter un surplus de main-d’oeuvre provoquant un bottleneck, une baisse de la productivité et une neutralisation de l’efficience opérationnelle, créant ainsi des détournements financiers qui devraient cibler l’accroissement du taux de profit et la réductions des coûts de production, surtout au niveau des coûts salariaux.

Pour ces raisons, en termes de développement durable régional, le Maroc doit d’abord prendre en considération le concept ESG – Environnemental, Social, Gouvernance – comme une opportunité d’améliorer ses pratiques juridiques et commerciales

Le Maroc doit entreprendre une nouvelle définition et réévaluation du développement, de la croissance et du progrès a travers de nouveaux prismes et de plus défiant objectifs et ne pas se contenter de prendre en compte les recommandations des organismes internationaux qui ne sont en définitive qu’une traduction des besoins de leurs respectives compagnies et leurs propres intérêts prospectant des opportunités rentables pour leurs propres projections d’investissements directs et indirects.

Le sort du décollage et le destin développementaliste du Maroc ne s’accroches pas a une seule opportunité de poses dans une photo souvenir.

Il faut dépasser de loin les apparences et les apparitions médiatiques et aller au delà des slogans de marketing qui chansonnent plus vite que la musique.

Le vrai travail de construction et de progrès se fait dans le silence et dans l’ombre de l’humilité et ses réalisations seront au grand jour ses portes-paroles et ses expressions irréfutables.

Constitution de plusieurs centres dans un territoire dépendant au départ d’un centre unique ou prépondérant. Dakhla devrait être transformée en une métropole polycentrique du Sahara Marocain doublée d’un Hub  pour les dessertes entre les capitales européennes et les capitales des pays africains.  

Cette approche régionale serait un conduit de l’Aménagement du territoire marocain basé sur la notion de l’Unité institutionnelle dans la Diversité régionale, économique et sociale doublée d’une complémentarité de synergie productive et opérationnelle para-nationale.

Dakhla serait donc une plaque tournante de correspondance et de transfert comme liaison aérienne et maritime ainsi que ferroviaire créant ainsi une infrastructure modale logistique intégrée avec des modales de transport et d’acheminement de personnes et de biens, consolidant ainsi les liens entre l’intégrité territoriale nationale et l’intégration territoriale du Maroc dans les flux d’échanges entre les grands centres des continents d’Europe et d’Afrique.  Cette approche est fondée quasiment sur la densité : c’est le cas des indices de centralité standardisés qui peuvent être déclinés à plusieurs échelles – locale ou globale – et par secteurs d’activités (Guérois, Le Goix 2000 ; Huriot & al. 2003).  

Au sein du territoire marocain , Dakhla servirait aussi de modèle pour une hiérarchisation des centres intra-métropolitains et leurs relations respectives avec les autres centres en Europe et en Afrique

L’Intégration économique, sociale, culturelle, humaine et territoriale de l’Afrique nécessite la construction d’un système urbain polycentrique et une configuration nouvelle de centres urbains comme créneau-maillon dans le système de communication, opération, production, approvisionnement et distribution établissant ainsi des complémentarités fonctionnelles. Cette synergie urbaine est projetée au niveau national et régional qui ne peut que positionner Dakhla comme un des centres intégrés dans la promotion du polycentrisme a l’échelle de la façade atlantique renforçant ainsi son rôle de liaison et de carrefour pour le prochain gazoduc reliant le Nigeria a l’Europe

C’est une telle centralité de Dakhla qui pourrait insuffler un processus d’industrialisation stimulant une spécialisation économique et un ratio emploi / population active favorable à la formation et l’attraction de main-d’oeuvre qualifiée pouvant ainsi imbriquer et harmoniser la mise en place de créneaux porteurs de croissance industrielle a travers une synergie entre les rouages économiques, financiers et culturels fonctionnant dans les autres régions du Maroc.  Cette imbrication faciliterait l’établissement d’une plateforme dotée d’infrastructures interchangeables, d’unités opérationnelles, de niches complémentaires dans le sens polycentrique.

Des origines lointaines

Dès la Renaissance, Nicolas Copernic ou Jean Bodin mettent en relation le lien entre la quantité de monnaie en circulation et l’évolution des prix. En effet, l’arrivée d’or suite à la colonisation de l’Amérique entraîne des poussées inflationnistes, principalement en Espagne.

La théorie quantitative de la monnaie postule un lien direct entre la quantité de monnaie en circulation et le niveau des prix. Selon cette approche, une stimulation monétaire n’a pas d’effets bénéfiques durables sur l’économie, elle ne générera que de l’inflation.

Au XIXème siècle, la théorie quantitative de la monnaie a été approfondie notamment par David Ricardo.

“L’échange lie entre elles toutes les nations du monde civilisé par le nœud commun de l’intérêt, par des relations amicales, et en fait une seule et grande société… La rente est cette portion du produit de la terre que l’on paie au propriétaire pour avoir le droit d’exploiter les facultés productives et impérissables du sol. Cependant on confond souvent la rente avec l’intérêt et le profit du capital, et dans le langage vulgaire on donne le nom de rente à tout ce que le fermier paie annuellement au propriétaire. “Des principes de l’économie politique et de l’impôt”, 1817


Karl Marx, pourtant opposé sur de nombreux points à la pensée de Ricardo, est lui aussi un partisan de la théorie quantitative de la monnaie. Celle-ci peut se résumer ainsi : une variation de la masse monétaire se traduit par une augmentation des prix.

Un peu de technique

L’équation à la base de la théorie quantitative de la monnaie est due à Irvin Fischer, économiste américain du début du XXème siècle. Elle se présente sous la forme :

M×V = P×Y


Où M est la quantité de monnaie en circulation, V la vitesse de circulation de la monnaie (nombre de transactions effectuées), P le niveau des prix et Y le volume de production (autrement dit le PIB).

Cette équation est une identité comptable, pas une théorie en soi. Cependant, les partisans de la théorie quantitative de la monnaie considèrent que V est fixe et que Y est indépendant de la quantité de monnaie en circulation. Dans ce cas, une variation de la masse monétaire se répercute mécaniquement en une variation du niveau des prix. Autrement dit une hausse de la quantité de monnaie crée mécaniquement de l’inflation.

La théorie quantitative de la monnaie sera défendue dans la seconde moitié du XXème siècle par un courant de pensée parfois appelé monétariste, dont Milton Friedman était un des principaux représentants.

Selon Friedman, « l’inflation est toujours et partout un phénomène monétaire en ce sens qu’elle est et qu’elle ne peut être générée que par une augmentation de la quantité de monnaie plus rapide que celle de la production ».

Cette approche ne fait cependant pas l’unanimité chez les économistes et a été contestée notamment par John Maynard Keynes.

Le débat keynésien-monétariste

Pour Keynes, une hausse de la quantité de monnaie peut avoir un effet direct sur l’économie et le volume de production. En effet, si les agents économiques ont plus d’argent en leur possession, ils vont le dépenser ou l’investir, ce qui entraînera une hausse de la production (c’est-à-dire du PIB) et une baisse du chômage.

Cela est notamment vrai en cas de crise économique et de sous-emploi des facteurs de production (chômage, usines fermées…). Dans ce cas, comme une partie de l’appareil productif est inemployé, une stimulation de la demande venant de l’augmentation de la quantité de monnaie peut plus efficacement dynamiser l’activité économique.

Selon Keynes, les agents économiques peuvent être victimes d’une « illusion nominale », ce qui signifie qu’ils perçoivent mal les effets de l’inflation sur leur pouvoir d’achat. En conséquence, si la masse monétaire augmente, les prix augmentent, mais la production aussi puisque les agents investissent et consomment plus.

Si les monétaristes reconnaissent qu’une hausse de la quantité de monnaie en circulation peut stimuler l’activité économique à court terme, ils estiment qu’elle conduira mécaniquement à une hausse de l’inflation à moyen terme. En effet, du fait des anticipations rationnelles des agents, ceux-ci anticipent plus d’inflation si la masse monétaire augmente, adaptent leurs comportements en conséquence, ce qui génère de l’inflation sans hausse de la production.

Le débat n’est pas encore tranché entre les monétaristes partisans de la théorie quantitative de la monnaie, et les keynésiens qui nuancent ces conclusions.

Ces différentes visions ont éclaté au grand jour suite à la crise de 2008. Pour les keynésiens, il fallait baisser les taux d’intérêt, voire lancer un assouplissement quantitatif (QE) afin de relancer l’économie en facilitant la création monétaire. A l’inverse, les monétaristes prédisaient que ces politiques allaient générer une inflation galopante. Pour l’instant, la hausse des prix à la consommation reste faible malgré des politiques monétaires très accommodantes.

Mais on observe cependant que les prix des actifs (actions, immobilier) ont sensiblement augmenté. Phénomène annonciateur de la bulle de demain ?

” La monnaie, c’est bien connu, sert deux desseins principaux. Agissant comme monnaie de compte, elle facilite les échanges (…) En second lieu, elle est une réserve de richesse. Parce que, (…), notre désir de conserver de la monnaie comme réserve de richesse est un baromètre de notre degré de méfiance à l’égard de nos propres calculs et conventions concernant le futur. La signification de cette caractéristique a généralement été négligée (…Ce qui a attiré l’attention était la quantité de monnaie thésaurisé. Mais la quantité thésaurisée ne peut être altérée que si la quantité totale de monnaie est changée (…) tandis que des fluctuations dans le degré de confiance sont capables d’avoir un effet tout différent (…) non pas en modifiant le montant qui est réellement thésaurisé, mais le montant de la prime qui doit être offerte pour inciter les gens à ne pas thésauriser. Et les changements dans la propension à thésauriser, ou dans l’état de la préférence pour la liquidité comme je l’ai appelée, affectent principalement, non pas les prix, mais le taux d’intérêt (….) Un État-providence est la prescription contre les révolutions populaires ou populistes

L’État-providence est le diagnostic de la chute du capitalisme qui avait besoin d’un antidote pour digérer les crises et maintenir le rythme de la consommation en stimulant la production et en répartissant la valeur ajoutée entre la main-d’œuvre et le capital sans ingérence des syndicats, des organisations syndicales ou des partis politiques à orientation socialiste.

En ce sens, John Maynard Keynes a renversé la logique d’analyse et de diagnostic de Karl Marx des faiblesses du Capital et les a transformées sous forme de potions thérapeutiques internes sans changer la structure sociale ou la propriété des moyens de production. Dès lors, l’État est devenu le distributeur des moyens d’accumulation du capital et le centre d’équilibre du système capitaliste, séparant la main-d’œuvre des investisseurs en instaurant et en contrôlant de nouvelles règles et législations qui sont la garantie de la reproduction de la main-d’œuvre et de la génération de profit sans parvenir à une confrontation extrême pour résoudre leurs interactions et relations antagonistes. La fin des monopoles a été l’une des premières actions réglementées prises par l’État pour contrôler l’expansion du Capital au détriment de la main-d’œuvre tout en limitant la représentation professionnelle et politique de la classe ouvrière à une gouvernance participative. De nouvelles strates se sont alors formées et intégrées qui sont devenues les intermédiaires et les fournisseurs des services et fonctions connexes que sont les bureaucrates et les technocrates.

remettant en cause les idées de l’économie néoclassique selon laquelle les marchés libres fourniraient automatiquement, à court et moyen terme, le plein emploi, tant que les travailleurs étaient flexibles dans leurs revendications salariales. Il a fait valoir que la demande globale (dépenses totales dans l’économie) déterminait le niveau global de l’activité économique, et qu’une demande globale inadéquate pouvait conduire à des périodes prolongées de chômage élevé. Keynes a préconisé l’utilisation de politiques fiscales et monétaires pour atténuer les effets néfastes des récessions et des dépressions économiques.

Le changement de l’épicentre du commerce mondial avait provoqué des pertes fonctionnelles continuelles pour les systèmes bancaires et monétaires identifiés dans la prétention de domination et de conquête impériales.  

Ces mutations ont été promulguées d’abord par les courtisanes de la Couronne britannique de Grande-Bretagne qui ont promu l’école classique de pensée économique qui a abordé la valeur et l’argent avec Adam Smith et David Ricardo et qui a suscité la réponse de Karl Marx, en passant par tous les les changements qui se produisent en Europe donnent lieu à des guerres inter-bilatérales et à la montée d’une concurrence féroce pour la conquête des colonies suite à la perte de l’hémisphère Nord par la Couronne britannique.
